The hon. Lady is right to highlight the role of women. Not enough attention is given to the role that they play in peacekeeping and stabilisation. We hear much about the consequences of conflict for women, but they can play a significant role and that will be part of our ongoing dialogue with the Government of Iraq.

As winter creeps in across Iraq, thousands are expected to be exposed to temperatures close to zero as they flee for their life from Mosul. This is the worst time for the UNHCR to experience a funding shortfall in its winter assistance plan. What steps is the Secretary of State taking to guarantee that the UK and others meet their humanitarian obligations and address that shortfall?

The hon. Gentleman is absolutely right to raise not only the humanitarian issue, but the contributions required. The UK’s efforts are meeting in full our commitments to Iraq. The hon. Gentleman will recall that, at the UN General Assembly, we were the first, in terms of our pledges and commitment, for preparedness before the operation in Mosul. On the question of what more can be done, I and other colleagues in the donor community need to step up. I constantly engage with the donor community, pressing for a greater sense of urgency in getting funds, preparing for winter and, importantly, ensuring that shelter, food and emergency equipment are put in place sooner rather than later.

My right hon. Friend raises important points. As I have said a number of times today, DFID is focused on value for money, but, as he has rightly pointed out, we will work with organisations in the right way to make sure that we are delivering the right outcomes that meet our Government priorities—both peace and stability, as well as humanitarian causes.

I, too, would like to welcome the Secretary of State and her Ministers to their places, but in doing I wish to remind her of her predecessor’s commitment to transparency and scrutiny of the development budget to ensure value for money. Why, then, with the replenishment of the global health fund, which should be one of the biggest multilateral commitments, just days away, have we not seen the publication of the multilateral and bilateral reviews?

If I may repeat again, we are very focused, and my predecessors quite rightly worked hard and assiduously on value for money and greater transparency. I want to go even further by making the entire global aid system more transparent, more focused on results and more accountable to those we are trying to help. The hon. Gentleman rightly points to the global fund replenishment. A conference is taking place this weekend, and I will be making an announcement over the course of it. I shall also be making sure with that replenishment that we push the agenda of greater transparency and value for money.

I share my hon. Friend’s concern and passion about this situation. I assure him that my hon. Friend the Under-Secretary and I work together extremely closely to put whatever pressure we can on countries that may have influence, and to ensure that we are in a position to do the right thing in providing support for the Burundian people.

May I too associate myself with the remarks about showing solidarity with Turkey?

In 2012, the UK Government closed DFID’s office in Burundi despite the history of electoral turmoil in the country and an understanding that the next election would be just three years away, in 2015. The election was identified as a key possible flashpoint for future violence by many NGOs and the International Development Committee, which criticised DFID’s decision to close the office. As the refugee crisis in Burundi escalates, will the Minister assure me that DFID has in place clear and effective measures to ensure that it identifies where crises may occur and is fully able to react and respond to them?

Yes, I think I can give the hon. Gentleman that assurance. This has been an issue that has been glowing red on our radar screen for some time now. As I have said, we are the second largest bilateral donor to the regional appeal. We have contingency plans in place. We have announced an additional £15 million to support Tanzania in its preparedness for an escalation and we have released money and technical expertise to be deployed in Burundi to support any escalation in the humanitarian crisis.

I agree entirely. I shall address that issue in a moment, because it is vital.

I have a couple of other examples of sectors in which we can work with what we have. Hospitality is important in every developing country. It is about not only international tourism, but looking after people in one’s own country and wider region. Hilton estimates that, if there is proper investment around the world, the hospitality sector alone could create an additional 70 million jobs over the next decade. Apart from agriculture and agricultural processing, construction is very likely to create and sustain jobs and livelihoods in most parts of developing countries. I shall say a little more about that later in my speech. We must also consider local services. Services are often neglected in favour of large manufacturing investments, yet in every town and city, along every main street, one will see service businesses. We need to support and encourage them, because if every service business employed one more person, millions more people would be employed throughout the developing world.

Secondly, not only should we work with what we have, but we must not stand still. Everyone wishes to see a better life for their family. Incomes from agriculture can be improved in many ways. That subject is worth an entire debate in itself, but, to be brief, they include enhanced productivity through better inputs, advice, irrigation, finance, diversification, storage to reduce crop losses, and access to markets and to information about those markets. In other words, that means moving on from subsistence agriculture.

DFID’s recently published conceptual framework on agriculture puts it well. It says that there is

“the assumption that sustained wealth creation and a self-financed exit from poverty depend, in the long-term, on economic transformation and the majority of the rural poor finding productive and better paid employment outside of primary agricultural production”—

note that the framework says primary—

“Despite the need for this transition, agricultural growth and downstream processing and productivity growth are likely to be important, if not essential, as a continued source, if not driver, of growth.”

When I was involved in buying cocoa from smallholder farmers, we saw the price per kilo paid to farmers, and hence their income, rise at least fourfold over two or three years as result of a combination of improved quality, better logistics, a higher world market price and a greater percentage of that price being paid to the farmers. It also depended on having a reliable buyer prepared to take a long-term approach, rather than one driven by short-term trading considerations. The farmers’ improved incomes not only sustained and improved their own livelihoods but created jobs at a tremendous rate. The money stayed in the local economy to support input dealers, schools, clinics, general stores and bars. That, in turn, created jobs in local and national manufacturing and service businesses. I am a believer not in trickle-down economics, but in trickle-up economics, and smallholder agriculture is at the heart of that.

I have concentrated on agriculture, but the need not to stand still applies to all the other sectors I mentioned. In hospitality, training, good-quality service and investment meet the needs of nationals, not just tourists. There is no reason why someone cannot provide an excellent hotel or tourist spot for their own population. They do not need to rely on a few hundreds of thousands or tens of thousands of overseas visitors.

Construction jobs can be enhanced through a formal apprenticeship scheme of the kind I mentioned. They can also be supported by placing specific requirements on contractors in large infrastructure projects to employ and properly train local people in their work. That is increasingly happening, but it needs to be extended to the most senior levels of the contract, not just the grassroots workers. Skills are best transferred in the heat of building a major road, bridge, airport or railway line.

It is a pleasure to serve under your chairmanship, Mrs Moon. I follow other hon. Members in congratulating the Minister on his recent knighthood and elevation. In months to come, we may disagree on many things, but we can agree that there is no question of his commitment and passion to his current role and public service.

I also congratulate the hon. Member for Stafford (Jeremy Lefroy) on securing and introducing this important debate. He has a long-standing commitment and expertise in this area. Indeed, he was present when this important matter was last considered by the Select Committee on International Development. He made some important points in his excellent speech today and emphasised the importance of supporting industries such as construction and agriculture. He also made an important point about young people and putting more emphasis on education and training.

Hon. Members on both sides of the Chamber made passionate and important contributions about ending extreme poverty, at the heart of which is corruption. It is real and must be addressed. It is a major roadblock to economic development around the world.

Hon. Members referred to another important point: the SDG and whether it is over ambitious. I think it is time we were ambitious and aspirational. Unemployment around the world may not be eradicated by 2030, but we can have that vision and I ask the Minister to ensure we thoroughly mark the SDG8 indicators.

Regardless of who someone is and regardless of where they live in the world, a good job can change their life. Decent opportunities and decent wages provide families with shelter, food and security. That not only provides direct benefits for the earner, but their wage gets passed around the community and benefits others. We know this and it presents obvious reasons for helping to create jobs in developing countries. However, around half of the world’s population still lives on roughly $2 a day and the World Bank’s World Development Report 2013 estimated that 200 million people around the world were unemployed and looking for work.

Evidence shows that 600 million new jobs that are needed globally for a growing population and particularly in developing countries, so it is clear that much more needs to be done.

Should we not recognise that, even when people seem to be outside extreme poverty according to statistics and are earning more money, many are in newly urbanised centres in the developing world? Their income may be above the indicators, but that does not take account of the fact that they are paying crippling rents to live in shanty-town conditions, even though their working environment may be quite modern, and they pay huge costs for water. They may have a livelihood, but their living conditions may not be good.

The hon. Gentleman makes a pertinent and timely intervention. He is absolutely right: there is strong evidence to suggest that, for many people, employment does not mean they are not living in poverty or even extreme poverty in some cases. The other issue with regard to urban areas, which I raised in an intervention, is urban planning. That is another barrier and we need to give it a lot more thought.

Certain aspects of DFID’s overall record can be commended. For instance, it provided £752 million of bilateral aid directly related to jobs, business and the economy in 2014. However, the figure fluctuated throughout the time of the last Government before the strategic framework for economic development set aside £1.8 billion, so I would be grateful if the Minister gave an assurance that that spending will be maintained following the bilateral aid review. Can he also indicate when we will have the findings of the bilateral aid review or report?

There are also specific areas where I will give credit where credit is due. DFID is regarded as an expert on mid-level private sector development programmes, and I hope it learns from the success in that area and applies it to others. The International Development Committee, whose Chair, my hon. Friend the Member for Liverpool, West Derby (Stephen Twigg), is here today, noted that DFID also has excellent examples of work in areas such as public financial management that it should build on.

Nevertheless, I seek clarification from the Minister on a number of areas. First, on SDG 8, can he assure me that the indicators will be thorough when we get them? With regard to private sector development, we welcome work that facilitates the development of sustainable and secure jobs in developing countries, and we recognise that the majority of jobs will be created in the private sector. Indeed, the private sector provides some 90% of jobs in developing countries, according to various reports.

That is not to say that we are supportive of all measures. I have a particular concern about the expertise of staff in DFID working on private sector development—the Independent Commission for Aid Impact found in its May 2014 report that there were gaps in knowledge and experience. I would therefore be grateful if the Minister told me whether progress has been made in addressing the concerns raised by the commission. How many full-time staff in DFID are working on private sector development? How many, if any, are externally contracted staff brought in to advise on private sector development projects? How many staff working on private sector development come from backgrounds of working in the private sector and working on businesses in developing countries? Does DFID make training and mentoring opportunities available to staff working on private sector development, so that they can build their expertise? I appreciate that the Minister may not have all the answers to hand, but I would appreciate a response, even if it is a written one, at some stage.

The final issue I want to raise is working conditions. We cannot overlook the potential influence that DFID has in helping to reform labour practices and working conditions in developing countries, so I would like assurances from the Minister that any aid or assistance provided by DFID or other Departments to foreign states or businesses is provided only with assurances that they abide by working standards.

The hon. Lady is absolutely right. Muslim women in London recently pointed out to me that whenever we see these organisations, we always seem to be talking to the men. We are not doing nearly enough to talk to Muslim women. Presumably, there are Muslim women’s organisations, but why are they not at the forefront, and why are women not at the forefront of these other organisations? The hon. Lady is absolutely correct that we need to address that.

Very quickly—I cannot see how long I have been speaking on this clock—[Hon. Members: “Four and a half minutes.”] In that case, very, very quickly, I am extremely concerned about sharia courts, which are spreading across the UK, because sharia law in some ways advocates violence against women and allows beating. I do not suggest that that is going on in the sharia courts that we have at the moment, but unless the people running them are willing to reject that notion absolutely, I have grave concerns about allowing sharia courts to make any judgments in the UK. I am particularly concerned to learn that one High Court judge sits on those courts.

I am also concerned about the rise of the wearing of the veil and the fact that it is going on in schools. I think the veil is a symbol of violence against women. It sends out a message to women that they are property and should not be looked at, and it gives men an excuse. It almost sends out a message that a man has a right to sexually attack an uncovered woman. I know that that happens on only a minority of occasions, although there was a dreadful instance of it in Cologne. The message has to go out to all men in all communities that they have absolutely no right to attack women under any circumstances whatever. The veil gets in the way of that.

Does the hon. Gentleman accept that women have freedom of choice in exercising the right to wear a veil if they want to? The connection that he makes between attacks on women and the wearing of veils is worrying. I feel that he should retract some of those words.

It is a pleasure to serve under your chairmanship, Mr Owen. I thank the hon. Member for Foyle (Mark Durkan) for securing this very important debate and add my thanks to ActionAid for its continuing fearless efforts in this very important area. Violence against women and girls is truly deplorable and I applaud the Government’s efforts thus far to address the issue. Hon. Members from across the House have made excellent contributions today. Unfortunately, time does not permit me to speak about them all, but I will come on to one or two during my contribution.

Let us be clear that we face a huge undertaking. Awareness of violence against women and girls has grown considerably in recent years. I welcome the Government’s efforts to increase that awareness. I also recognise that the UK has often been at the forefront of raising the issue, as a key player not only in the development of the SDG, but in the girl summit 2014 and the global summit to end sexual violence in conflict. However, the UN General Assembly says, and it is absolutely right, that violence against women and girls is one of the most systematic and widespread human rights violations. One in three women worldwide experience physical or sexual violence in their lifetime, which is an alarming statistic. Alongside that, 150 million girls under 18 experience some form of sexual violence; 80% of trafficked people are women, with the vast majority being trafficked for sexual exploitation; and the most common victims of conflict around the world are women and girls.

The UN has identified a variety of factors that are responsible for the increasing occurrences of violence against women and girls: poor education, economic inequality, community gender biases and proximity to conflict are just a few. Conversely, better education, later marital ages, gender equality and economic autonomy for women help to reduce violence. It is therefore clear that the Government need to focus their attention on boosting protective factors while minimising risk factors. Tackling this violence needs much more than just financial assistance. Factors such as gender inequality, impunity for offenders and insufficient data create the environment in which violence can take place.

The challenge is huge, of course, and there is significant work to do for the SDGs to be achieved and for the UK to implement them. That is why I am concerned that the Government have yet to issue a single, unified action plan and strategy for how the SDGs, and within them, the goal of tackling violence against women and girls both at home and abroad, will be implemented by the Government. Without the publication of that strategy, there will be considerable difficulties with transparency, and not having sufficient guidelines could hinder the implementation of the measures that would have the greatest success. I note that the Select Committee on International Development is leading an inquiry into how the SDGs are being implemented and I look forward to the publication of that report, as, I am sure, does the Minister.

It is also important to mention the millennium development goals. Although they were not as extensive as the SDGs with regards to women and girls, I believe that the UK’s work on them holds considerable lessons that will be invaluable in going forward on the SDGs. We should learn those lessons and go into the SDGs a little wiser. I recognise that DFID has included analysis in its annual reports and accounts, but that is not substantial enough. I therefore press the Minister for an answer on whether the Government will issue a single authoritative report on the UK’s contribution to meeting the MDGs.

Ultimately, I have several concerns about how DFID will be able to achieve success in reducing violence against women and girls. This is a challenge on an extraordinary scale and, without measures to address inhibiting factors, we cannot make sufficient progress. I am also concerned that, without a single unified strategy on the SDGs’ implementation, DFID will not have the necessary guidelines for its work, causing the goals to suffer. The lack of strategy and unification across Government already appears to be causing difficulties, with a divergence existing between the Foreign and Commonwealth Office, the Ministry of Defence and DFID in work to address sexual violence in conflict. I would appreciate a response from the Minister on how DFID is working with those other Departments to create a unified strategy in this area.

Since February 2012, DFID has allocated £35 million in Turkey. The country hosts about 2 million Syrian refugees, and we are helping it to support them, and indeed other displaced people, with food, education, and skills training. Looking ahead, we shall also contribute our share of the €3 billion EU-Turkey refugee facility.

Efforts that will address education are welcomed by Labour Members. However, to make substantial progress on achieving a good standard of education for all children in developing countries, we must address the barrier of child labour. In June 2015, UNICEF found that 13% of children aged five to 14 in developing countries are involved in child labour. What progress, therefore, is DFID making to help developing countries tackle the use of child labour?

The hon. Gentleman is right to mention the barriers that keep children out of school. DFID is working on many of them, not least female genital mutilation and child marriage. Many of the children he talks about are girls who often do unpaid work at home and on family farms.

I am sympathetic to what the hon. Gentleman says and I have seen the desperation of the people in Calais. It is important that those who might have a right to live in the UK should be helped to explore the possibilities, but on the detail of the right way to do so, which is complicated, I will defer to the Minister.

Those whom we are bringing to this country through the resettlement scheme are among the most vulnerable—for example, they may have specialist medical needs or have suffered from religious or sexual persecution. We have a particular responsibility to get resettlement right for those vulnerable people. Only when we are confident that we are doing that should we have the conversation about whether to increase the number of refugees we are taking.

One thousand refugees were resettled in this country before Christmas, and we are due to take about 4,000 more this year. The Government, in my view rightly, have said that they will not impose refugees on any area, because that would be unlikely to result in a good experience for the refugees and possibly lead to resentment locally. The councils I have spoken to have welcomed the fact that it therefore feels as though it is their choice how many refugees they take. Those that have been quick to offer to house refugees feel proud to be at the forefront of the effort.

In the absence of centralised distribution, however, there is great uncertainty about where the refugees will go and how the 20,000 target will be met. Perhaps the Minister will tell us whether enough local councils have come forward and offered enough places for the coming year. Is the accommodation secured? Is this a commitment or an aspiration to accommodate the refugees? Are there enough places in the pipeline for us to achieve the 20,000 over the five-year period?

My constituency covers two boroughs, Swale and Maidstone. Swale Borough Council has committed to take two families a year. It previously resettled two Afghan interpreters, learning in the process about the pitfalls of placing migrants in a small, rural village in Kent. Maidstone Borough Council plans over the five years to take six single men, because of its shortage of family accommodation.

Councils tell me the settlement of about £8,500 per person is reasonable, if not generous, but some have told me that they are worried about what happens should the refugees move, as they are free to do. The funding follows the refugees, but what if the council has commissioned services or taken out leases, so its incurred costs will continue? Also, the funding for subsequent years decreases. Refugees are likely to cost less as they settle in, get work—I hope—and are more independent, but the worry among some councils is that future funding might not be sufficient. Will the Minister clarify how councils can ensure the necessary funding?

It is a pleasure to serve under your chairmanship, Mr Gray, and I am grateful to the hon. Lady for giving way. She makes some persuasive points about local councils. In my constituency and in the broader district of Bradford, under the previous gateway settlement programme, we housed many Syrian refugees who have made a positive contribution to the fabric of the district. On the cost to councils and the concerns that they have, many councils, including Bradford, are really suffering as a result of the Government’s cuts and they are rightly concerned because they are often left to pick up the tab. I ask the hon. Lady to reinforce that point, which perhaps the Minister can answer and give some clarification on as well.
