Commons ChamberWhat I say to the hon. Gentleman is twofold. First, he should not seek to continue the debate. Secondly, he rather anticipated my thoughts. If he feels strongly about this matter, a comprehensive memorandum from him to the Procedure Committee would be a very interesting memorandum to study. It would probably take him some little while to attend to it and I feel sure that that is just what he will want to do.
On a point of order, Mr Speaker. I wonder whether you can give me some direction as a new Member of the House. Many coach loads of students from Edinburgh are heading south as we speak, not only to attend marches tomorrow but to attend the debate in the House. The inclement weather in Scotland and the north of England is very much unprecedented, and I wonder whether it is in your gift, given that the Government have just curtailed tomorrow’s debate, to delay proceedings at any point if people are stuck and unable to take part.
There is no such power for the Chair. The timing of tomorrow’s business is always in the hands of the House. It is a matter for the House, not for the Chair.

Commons ChamberIn so far as the latter part of the hon. Gentleman’s point of order appeared to be a question, I hope that he will understand if I say that I will treat it as a rhetorical question. He has essentially raised a point very similar to that of the hon. Member for Gainsborough (Mr Leigh), and done so in earnest. That is respected, but I do not think that I need to respond to it. It is on the record, and that is important.
On a point of order, Mr Speaker. The House will be aware that at the tail end of last week the Business Secretary referred the potential takeover of BSkyB to Ofcom. The reason most Members will be aware of that decision is that it was released to the media. Is it in order for that decision, although very welcome, not to be announced on the Floor of this House?
No breach of order has occurred is the straight answer to the hon. Gentleman, to whom I am nevertheless grateful for giving me notice of his point of order. He has put his point on the record. The Procedure Committee is examining the general issue of ministerial statements to the House, and I suggest that he write to the Committee with this example as evidence. He will also know that oral questions to the Department will be answered on Thursday week.

Commons ChamberThis large group of amendments reflects a range of views about representation in the nations and the way in which the boundary commissions should go about the task of drawing up constituency boundaries.
Let me start with a simple statement of principle. In a single-Member constituency system, there must be broad equality in constituency size so that one elector means one vote between, as well as within, constituencies. I do not think that is a particularly controversial remark. The hon. Member for Rhondda (Chris Bryant) calls it an attitude that is “crazed” and “desiccated”—it is interesting that one can be both simultaneously—but I do not accept that. My concern about the amendments in this group is that they would all compromise on equality for a range of motivations, some entirely understandable, others less so.
The amendments seek to make exceptions for, variously, the Isle of Wight, Cornwall, Ynys Môn and the highlands of Scotland, and we recognise the pride and sense of history that underpins each of these claims for special treatment. The Minister with responsibility for political and constitutional reform, the Parliamentary Secretary, Cabinet Office, my hon. Friend the Member for Forest of Dean (Mr Harper), visited the Isle of Wight on 1 October and Ministers at the highest possible level have met campaigners from Cornwall to hear their arguments. However, it is not the case that the only argument that was made was in favour of the status quo; I think the hon. Member for Isle of Wight (Mr Turner) recognised that in a previous debate. For example, a cross-Solent constituency might have advantages. The Isle of Wight council has recently made a submission to the Government to create a Solent local enterprise partnership covering the economic area of south Hampshire and the Isle of Wight. Where appropriate, therefore, the island is clearly willing to develop its long-term interests in conjunction with its mainland neighbours. There are a number of shared opportunities between the island and the mainland and I believe this willingness to engage could also be demonstrated in a cross-Solent constituency.
Had the Government allocated enough time for us to debate this topic this evening, the hon. Gentleman would have heard a cross-section of views not only from Wales, Devon, Cornwall and colleagues from Northern Ireland and Scotland, but from the whole country, expressing concern about communities being split up and boundaries being drawn on the basis of strange anomalies or purely in accordance with mathematics. In fact, the Government are in danger of ensuring that people such as those mentioned by colleagues are under-represented in the House, not over-represented.

Commons ChamberMy hon. Friend is right to talk about the importance of superfast broadband and not just low-speed broadband for somewhere such as the Isle of Wight. We have said that we are committed to having the fastest superfast broadband network in Europe by the end of this Parliament, and we are doing everything possible both to stimulate private sector investment in our broadband network and to have a coherent strategy for dealing with rural and remote areas such as the Isle of Wight. We are happy to work closely with him to ensure that the Isle of Wight is part of that success story.

The Secretary of State will be aware that there is an ongoing programme of savings totalling £1.9 billion in the current licence fee period. What impact will that have on the Government’s decision with regard to the level of the licence fee?
I am delighted that the BBC has started to talk about making savings, but it needs to go further. The BBC needs to understand that the world in which licence fee payers are living is one of severe and constrained finances. Licence fee payers would like that to be reflected in the BBC’s approach to matters such as executive pay and remuneration, executive pensions, and a whole range of other areas. We want a strong BBC, but a strong BBC is one that is in touch with the feelings and the mood of the people who pay for it, and they are the licence fee payers.
