Commons ChamberI agree with my right hon. Friend. The point I am really getting at is that the days of the shifting jobs of generalists are long gone, I am afraid. I have often made the case, having run a Department, that the civil service and the Foreign Office need to catch up with what is happening outside. We need specialists in place, and we need that to be considered an important job.
In cases where British nationals are detained abroad, the families of those detained have often found the UK Government reluctant to act to prevent torture or to seek accountability where it occurs. If they are acting, they do not relay that to the families, so the families are left believing that nothing has happened, even if something has happened. For instance, when Nazanin Zaghari-Ratcliffe, a British-Iranian dual citizen, was detained in Iran, her family first raised allegations of torture with the FCDO in 2017. It was not until May 2021—following outside pressure from Redress and others, by way of a submission to the FCDO of a medical report as evidence of her severe suffering—that the then Foreign Secretary, Dominic Raab, an old colleague of ours, acknowledged that she had been a victim of torture. Why did it take so long? It seems to me that this is pointless.
In the case of Jagtar Singh Johal, a British national tortured by police in India, FCDO officials would only raise the allegations of torture with the Indian authorities once they had sought consent from him directly, which took two to three months. I know that the hon. Member for West Dunbartonshire (Douglas McAllister) intends to speak about that case, but I just raise it generally as an illustration of what is going wrong.
Families of detainees face significant challenges in their engagement with the FCDO. Many report vague or inconsistent communication, which breeds mistrust. There is a critical need for a designated point of contact for families, as happens in the States, to ensure transparency and accountability in the handling of cases. Without that, families feel abandoned by their own Government while simultaneously battling the detaining state with few tools.
The FCDO also lacks a consistent policy on the treatment of dual nationals, often citing states’ refusal to recognise dual nationality as a barrier to action. That is a practical challenge, not a legal one, and it should not stop UK officials from attempting to access prisons or courts. When the Government fail to act, it risks sending a damaging message to dual nationals that they are less British and, by extension, less deserving of protection.
For instance, that reasoning was used very much in the case of Jimmy Lai, who is a British citizen. China decided, because it does not recognise dual nationality, to call him a dual national. He has never been a dual national, and I have lost count of the number of times that I have literally shouted at Government Ministers in Westminster Hall that he is not a dual national. When they got up to speak, they just said that he is a dual national. He has never been a dual national. He is a proud British citizen. He got into Hong Kong long before he was of an age to have a nationality in that sense or a passport. He has been a British national non-stop since then.
Does the right hon. Gentleman agree that it does not matter whether someone is a dual national or not? If they are British, they are British and they are proud to be British. We should simply talk about them being British citizens, and not even bother talking about dual nationals.
I could not agree more with the right hon. Lady, and I welcome her to the debate as Chair of the Foreign Affairs Committee. She is absolutely right, but the problem in this case is that dual nationality was used as an excuse for why the Government did not want to raise the matter, because China did not recognise that British citizenship. She is right that if someone is a British citizen, they are a British citizen, and the inside of the passport tells us why that is important. It seems to be ignored too often.
We know that sanctions are a vital tool for deterring and punishing state actors involved in arbitrary detention, yet that tool is often underutilised by UK Governments. I will touch on that later, because compared with the Americans, we fail to utilise it as a possible way to leverage changes to what is going on outside.
Another area of concern is the inconsistent application of Government policy regarding international legal standards. When the Minister comes to the Dispatch Box, will he confirm the Government’s official definition of arbitrary detention? How does it align with international legal standards, such as those established by the United Nations working group on arbitrary detention? I have never been able to get an answer out of any Foreign Minister yet, but I ask him, given his experience in the Department, to kindly find out the definition for us and let us know.
I said I would raise specific cases, so I will run through some of the list. Ryan Cornelius is a British citizen unjustly detained in Dubai for more than 16 years, originally in isolation. His case represents an egregious violation of human rights and, importantly, of due process. He was arrested in 2008 on false fraud allegations relating to a $500 million Dubai Islamic Bank loan, and his 10-year sentence was extended by 20 years in 2018 through retroactive application of a new law without proper legal proceedings. The bank seized assets worth $1.6 billion from Mr Cornelius, far exceeding the original loan amount. The UN working group on arbitrary detention has ruled categorically that Ryan’s detention is arbitrary and in violation of international law, calling for his immediate release and compensation. However, there still appears to be FCDO resistance.
Mohammed Ibrahim Al Shaibani became DIB chairman shortly before Mr Cornelius’s arrest. He appears to have orchestrated Mr Cornelius’s continued detention and the asset seizure. Mr Al Shaibani holds influential positions in Dubai’s Government, indicating an abuse of power. Mr Cornelius is now 70 and has suffered severe health issues in prison, including tuberculosis that went untreated for 18 months. Meanwhile, his seized property, originally claimed to be “worthless” by the bank, is now being redeveloped as a luxury project called The Acres, worth, strangely, $3 billion.
Under the last Government, I raised Mr Cornelius’s case finally with the former Prime Minister Lord Cameron while he was Foreign Secretary. Subsequently, he engaged personally in seeking clemency for Mr Cornelius. He met the family, raised the case with the UAE Foreign Minister and wrote personally to the ruler of Dubai. That was a first, because everybody else seemed to have shied away from this one, not wanting to upset the UAE, it appears.
To be fair to Lord Cameron, he got the issue and he started to tackle it, and that was important. The present Foreign Secretary, who replaced Lord Cameron in July, failed to raise Mr Cornelius’s case in his recent visit to the UAE in September, which perplexes me, given that it had already been raised. That just encourages a country like the UAE to carry on and to double down. I do not understand why.
In response to my written question to the Foreign Secretary, I received this answer:
“The Foreign Secretary raised the importance of consular issues, although not this specific case, during his visit to the UAE on 5 September and first meeting with Foreign Minister Sheikh Abdullah bin Zayed.”
I understand that on Sunday, the Prime Minister is expected to visit the UAE and, I think, Saudi Arabia. Will the Minister make it clear to the Prime Minister— I believe this is the view that will be expressed in this debate—that he must not only raise the case, which is important, but demand categorically that Ryan Cornelius is released into the hands of his family without delay? I hope that whatever is summarised from his meetings, that specific issue is there in black and white for this House to record.
The hon. Member for Macclesfield (Tim Roca) raised Mr Cornelius’s case several weeks ago in an Adjournment debate, when he was reassured by the Minister for Development, the right hon. Member for Oxford East (Anneliese Dodds), that:
“the case will continue to be raised with the UAE authorities”,—[Official Report, 19 November 2024; Vol. 757, c. 241.]
and yet it was not. If Ministers give assurances in this House, Madam Deputy Speaker, do you not agree that they should actually back up those assurances? I wonder if the Minister present will explain why that was the case.
Although individual cases are raised with international counterparts, often no concrete action follows. I hope the Minister agrees that once a case is raised, it will be followed up. In Mr Cornelius’s case, I believe the path could culminate in sanctions, so there is a process. It is clear that raising the case with the UAE authorities has yet to produce a result. What we want is a real record that the authorities are now being warned that should they fail to take action, individual sanctions under the Magnitsky rules will follow.
Will the Minister therefore now look to imposing targeted Magnitsky sanctions on those responsible for Mr Cornelius’s arbitrary detention and asset seizures? There are a number of them: His Excellency Mohammed Al Shaibani, who was the chairman of the DIB; Yahya Saeed Ahmad Nasser Lootah, the vice chairman of the board of directors; Hamad Abdulla Rashed Obaid Al Shamsi, who was a board member; Ahmad Mohammad Saeed Bin Humaidan, a board member; Abdul Aziz Ahmed Rahma Mohamed Al Muhairi, a board member; Dr Hamad Buamim, a board member; Javier Marin Romano, a board member; Bader Saeed Abdulla Hareb Al Mheiri, a board member; and Dr Cigdem Kogar, a board member. All were involved in this case; all are eligible for Magnitsky sanctions. Mr Cornelius should now be released immediately, or sanctions, I believe, should follow.
I will deal reasonably quickly with the case of Jimmy Lai, and then I will give way to others in the debate. Jimmy Lai is a renowned pro-democracy campaigner, journalist and media owner. I wear the badge to free him with pride. This man has been treated abominably—he is a hero, and we should recognise that. He is 77 and a proud British citizen. He is also a Catholic, and has been denied the normal communion that he would expect as a believer in Catholicism; it has been shut off from him for a long time, which matters a great deal to him. He is a prisoner of conscience. He could have fled Hong Kong after the Sino-British agreement was trashed, but he chose to stay. Why? He wanted to set an example for the many who could not flee and who were going to be arrested—that he was not going to run away just because he had money. This is a brave man.
Mr Lai is currently on trial in Hong Kong for alleged offences against national security and alleged sedition, said to arise out of his work as a newspaper publisher and his pro-democracy activism. His case is emblematic of the crackdown on the media in Hong Kong, civil society and the rule of law. On 15 November 2024, the United Nations Working Group on Arbitrary Detention published its opinion that Jimmy Lai is being unlawfully and arbitrarily detained and called for his immediate release. The working group found multiple violations of Mr Lai’s rights and freedoms, expressed alarm at his prolonged detention in solitary confinement and stressed that he should not be on trial at all.
This case, I say to the Minister, is very urgent. Mr Lai has been arbitrarily detained in prolonged solitary confinement for nearly four years, often in insufferable heat during the summer months. Securing Jimmy Lai’s release requires effective action across the Government to bring him home and reunite him with his family in London. At the moment, he is bravely giving evidence in his trial—at which, by the way, a number of Members present have been named. I have been apparently named. I am already sanctioned by the Chinese, but I have also been named as being party to the case being brought against him. I have to say publicly that I have, sadly, never met Jimmy Lai or corresponded with him. I wish that I had. I wish that I could tell him what a brave man he really is. [Hon. Members: “Hear, hear.”] Will the Minister outline today what urgent steps the Foreign Office is taking to secure Jimmy Lai’s release?
I remind the Minister and others that what we see in front of us now is a rise in hostage taking by nation states. The biggest abuser of this process is, of course, Iran. I worry about this abuse growing more and more in Iran. In January 2023—we must not forget about this—Iran executed British-Iranian national Alireza Akbari, who was arrested, charged and executed on spying charges, which he denied and which were totally untrue. It was the first execution of a dual national since the 1980s. Only four months later, the Iranian authorities executed a second dual national, Swedish-Iranian Habib Chaab. In October 2024, it executed a third dual national, German-Iranian Jamshid Sharmahd. At least one more dual national, Swedish-Iranian Ahmad Reza Djalia, has been sentenced to death since 2023.
I conclude on the simple basis, as I raised at the beginning, that we can no longer go along with the idea that we somehow lose influence if we raise these cases publicly. We can no longer go on with this idea that we can manage a generalist approach to this in the Foreign Office. As has already been raised, we need a much more professional, deliberate and permanent status in the Department to deal with this matter.
Finally, we have in our hands the Magnitsky sanctions legislation. With the case of Ryan Cornelius and others, it is high time that those who were party to the arrest and incarceration of innocent British citizens find themselves facing Magnitsky sanctions, unless they recant and that individual is released. That at least gives us a tool. I ask the Government to get to the Dispatch Box, when the time comes, and commit to that process.

Commons ChamberBy my calculations, it has been three years, two months and two weeks since this House first debated the Government’s proposed Trade Bill, so if today’s debate proves to be the final one on a long drawn-out Bill, it would be appropriate to thank all Members of both Houses, all the parliamentary Clerks and all the officials in the Department for International Trade who have contributed to its passage.
Looking back at the very first day of debate in January 2018, I was struck by two things that were said by the right hon. Member for North Somerset (Dr Fox), the then Secretary of State, which seem very prescient in retrospect. The first was:
“Trade is an issue that transcends party politics”.—[Official Report, 9 January 2018; Vol. 634, c. 220.]
Time and again over the past three years, we have seen that to be the case, as Members from all sides of the House have campaigned together on different issues from farming standards to online harms. It seems fitting, after more than three years, that we should have been left with one final issue to resolve: a cross-party consensus on where we stand as a Parliament and on what we believe as a country will be most important.
That relates to the second thing that the former Secretary of State said three years ago, which I believe is equally relevant today. He said that
“trade is not only about self-interested commercial gain.”—[Official Report, 9 January 2018; Vol. 634, c. 209.]
For me, that simple statement of principle goes to the heart of the debate we have had in recent months, and especially in the past week, about human rights and trade. It goes to the heart of the decision that we have to take today on the Alton amendment to the genocide amendment.
I know that some people believe that the choices we make as a country on with whom to sign trade deals should be entirely dictated by our commercial interests and that considerations about human rights should be dealt with entirely separately. But there is another point of view—I believe it is shared by the majority of people in this country and by the majority of MPs in this House—which is simply this: there is a line that needs to be drawn; there are certain countries whose crimes are so great that they cannot simply be ignored on the basis of commercial self-interest; and Britain as a country must be willing to say no to trade deals with countries that cross that line.
The Alton amendment, as advanced today by the hon. Member for Wealden (Ms Ghani), seeks to draw that line by giving Parliament the power to debate whether Britain should sign any form of bilateral trade or investment deal with a Government held responsible for genocide by our country’s most experienced judges. Whether Members in this House decide to support the amendment today should have nothing to do with what party they represent. It should have nothing to do with the long overdue sanctions against Chinese officials announced by the Foreign Secretary earlier today. With all due respect to the Minister for Trade Policy, it should have nothing to do with the points of constitutional precedence that he made in his opening speech.
Whether we support the Alton amendment should only come down to the fundamental question, which is one we must all ask ourselves: should Britain be willing to sign trade agreements with Governments who are committing genocide? Should Britain be willing to sign trade deals with a Government who are engaging in torture, mass detention, slave labour, organ harvesting and non-judicial executions—not on an isolated basis, but on an industrial scale—against the Uyghur population in Xinjiang? Should Britain be willing to sign trade deals with a Government who are separating hundreds of thousands of children from their parents and re-educating them in different languages, religion and history in an attempt to wipe the Uyghur culture off the Chinese map? Should Britain be willing to sign trade deals with a Government who are carrying out the systematic sexual abuse, rape and sterilisation of hundreds of thousands of women in Xinjiang in an attempt to guarantee that this current generation of Uyghur children is the last?
I cannot see how anyone in this House can read the evidence of those crimes being committed against the Uyghurs and think that a potential trade or investment deal with China can be considered only on its commercial merits and not on the basis of morality. That is surely where we need to draw the line, and that is what the Alton amendment seeks to do. That is why I urge Members from all parts of the House to look into their souls this afternoon, to vote with their conscience and to make clear that this is the line that Britain is not prepared to cross.

I rise to continue the debate that has been going on among us about what constitutes a fair and reasonable settlement with the Government. I started by moving the amendment standing in my name, and that of my hon. Friends the Members for Wealden (Ms Ghani) and for East Worthing and Shoreham (Tim Loughton), because I think that the Government have got themselves twisted up in knots, and I think my right hon. Friend the Minister knows that.
My right hon. Friend knows very well that, when the amendment was first put through the Lords, I spoke to a number of Ministers. I must say that the reaction of each of them was, “I don’t think there is a problem here. You have met our red lines, and this is a Committee in the Lords.” Suddenly, late in the day, they discovered this phenomenal red line called “quasi-judicial”.
On the definition the Government have given us today, “quasi-judicial” can be applied to any Select Committee in the House of Commons. Here is what a quasi-judicial committee is defined as in legal terms:
“A proceeding conducted by an administrative or executive official”.
That is important, because Parliament does not have any of those on its Committees—Parliament is separate from the Executive—so that does not apply to Parliament. The Minister knows very well that in this amendment, we have allowed the Government to set the terms of how the committee will sit, the balance of evidence and the kind of peers who would sit on it, which is to do with the judiciary.

Commons ChamberOf course I welcome that, but I am concerned that we still have no answer from the Government on what will happen to the European body that currently regulates pharmaceutical trade across Europe. With no answer on that, it is difficult to be able to look at a long-term plan in that regard.
I was talking about the mess. We saw that mess last week in the Office for Budget Responsibility’s latest projections. Growth in the UK, which was already projected to be the lowest of all major economies, has now been cut again, in one of the biggest downgrades in our economic history. The truth is that it could be much worse. Let us face the reality. The OBR’s forecasts last week were still based on an optimistic assumption of Brexit.
The OBR said:
“Given the legal requirement for the OBR to produce its forecasts on the basis of current Government policy, we once again asked the Government to provide us with any detail on post-EU exit UK policies in relation to trade, migration and EU finances.”
Let us note two points about the OBR’s language, because Robert Chote is not one to use his words loosely. He said that he had “once again” asked the Treasury for its Brexit plan—presumably, he has been making that request for many months now. What he asked for was very simple but very shocking: he asked the Treasury for “any detail” about its plan. What did the Treasury do in response? According to the OBR, the Treasury sent it a copy of the Prime Minister’s Florence speech. How utterly pathetic. That was followed up with a bunch of documents full of aspirations and pipe dreams, with no detail and of no practical worth.
The OBR was left to conclude:
“We were not provided with any information that is not in the public domain.”
In other words, the organisation whose legal responsibility it is to forecast the future state of the British economy asked the Government what their plan was for Brexit and was treated just as dismissively as every Member of this House has been treated for the past 17 months. As a result, the OBR concluded:
“Given the uncertainty regarding how the Government will respond to the choices and trade-offs it faces during the negotiations, we still have no meaningful basis on which to form a judgment as to the final outcome and upon which we can then condition our forecast”.
Seventeen months on from the referendum, the OBR still has “no meaningful basis” on which to make a forecast about what Brexit will mean, either because the Government refuse to tell them, or because the Government cannot decide what kind of Brexit they want.
However, let us be absolutely clear about one thing: as dreadful as the OBR’s forecast for growth and the public finances is, it still assumes that there will be a deal on future trading arrangements between Britain and the EU. It has not even attempted to look at the consequences of a no-deal outcome on trade, employment and growth. Therefore, when the Economic Secretary to the Treasury responds at the end of the debate, will he address one specific question? The Government have said that they will conduct precautionary preparations for the prospect of a no-deal, cliff-edge Brexit. Can he please reassure the House that, as part of those preparations, the OBR will be asked to assess the likely economic and fiscal impact and to publish that paper as soon as possible, so that Parliament and the British public can fully understand the costs of that scenario?
Will the right hon. Lady give way?
I will of course give way to the right hon. Gentleman, but I wonder whether we could do it this way: if he has a question for me, I have a question for him. Of the 32 taxes listed in the Red Book’s table of current receipts, which one is forecast to take in less money year on year over the next six years?
If the right hon. Lady wants me to become her adviser, I am very happy to do so, although of course that has a cost attached: I would advise her to leave her position at once. Can she answer a very simple question? During the election, her party made it very clear that it would have Britain leave the customs union and be outside the single market, and it said that again after the election. Then her party began to drift, and the other day the hon. Member for Brent North (Barry Gardiner), now sitting on her right-hand side, said, “Actually, we could remain in the customs union and the single market.” While she is interrogating the Government, perhaps she would like to make clear what her party’s position is on leaving the European Union.
It is such a shame that during those 20 seconds or so the right hon. Gentleman did not answer the question. The answer is on page 82 of the Red Book—[Interruption.]
The table on page 82 shows that only one of the 32 taxes listed will fall, and that is the bank levy. That tells us all we need to know about the Government’s priorities in the Budget.
As for what the Government’s plans are and what they are doing to the country, let me turn to the substance of the Budget and today’s theme of global Britain. In recent years the Treasury has taken great pleasure in writing a section of the Red Book entitled “The Global Economy”, which is usually used to trumpet the fact that Britain’s economy was the envy of the western world.
I am not going to.
In 2016 that section of the Red Book ran to a full 10 paragraphs, beginning with the boast that:
“Britain is forecast to grow faster than any other major advanced economy”.
Well, what a difference a year makes. Now that section runs to just one measly paragraph, on page 13, and it does not state how much Britain will grow compared with the rest of the world. For that comparison, we must turn to the OBR, which has stated:
“The pattern of strengthening growth across the other major advanced economies this year contrasts with the slower pace of growth in the UK.”
While it has slashed its forecast for UK growth up to 2022, it has upgraded its forecast for the rest of the world. George Osborne used to boast in every Budget that Britain was winning “the global race.” We now have a Government lagging along at the back of the global field and falling ever further behind. So much for global Britain.
If anyone thinks that growth figures are just numbers on a spreadsheet with no real-world implications, they should turn to two areas where the downgrading of Britain’s growth is already having direct and immediate effects: our spending on defence and on development.

Commons ChamberAs I said before, first, people are getting back to work. Secondly, those who are on universal credit at present will be fully supported through the flexible support fund, which will provide all the resources necessary to ensure that their situation remains exactly the same as it is today.
I wonder whether the Minister has seen the figures that I have. May I take him from rhetoric back to reality? The figures show that although there has been a rise in employment in the past three months, the number of hours that we have worked as a country has fallen. It is a good thing that unemployment has gone down, but surely we need to address under-employment, particularly when there are 3 million people who say they are under-employed. I saw that over the weekend his Minister for Employment was flogging temporary part-time jobs for people to dress up as Santa Claus, but perhaps it would be better if his Department spent a bit more time trying to ensure full-time permanent well paid work for people.

Commons ChamberGiven the considerable disquiet in the country about cuts to tax credits, not to mention the alarm on the Secretary of State’s side of the House, where 20 of his own MPs have said that the Government are in danger of cutting a lifeline to working families, does he now regret describing tax credits as a “bribe”?
The hon. Lady should remember exactly how the money was spent. If she looks back, she will find that in the run-up to the 2005 general election, the then Chancellor raised the spending on tax credits, strangely, by 71%. After that the rate stayed pretty flat, but before the 2010 election it was suddenly raised again by nearly 23%. I simply say to the hon. Lady that if she does the maths, she might wonder why Labour lost the 2010 election.

Commons ChamberOne moment, please. The cap has been a huge success in getting people back to work and reintroducing fairness to the welfare system. Capped households are more than 40% more likely to go into work after a year than similar uncapped households. It is right to keep the level of the cap under review to ensure that it continues to be fair and that it provides the right incentives for people to move into work.
No, I will give way to the hon. Member for Swansea East (Carolyn Harris) in a second, but I wish to make a bit of progress.
We know that around four in 10 households outside London earn less than £20,000, and the same proportion of households in London earn less than £23,000. To ensure that the cap better reflects the circumstances of hard-working families, the Bill lowers the current cap to £20,000 for households outside Greater London, and the Greater London cap will be set at £23,000. The exemptions will continue to apply to the most vulnerable, which includes people on disability living allowance and personal independence payment, those in an employment and support allowance support group and those moving into work who are entitled to working tax credits.
I will make some progress, and then I will give way, but many Members wish to speak and make their own points.
We are committed to helping people who have health difficulties and who are capable of taking steps into work to do so, which is why we are putting greater support into jobcentres. For new claims, the Bill will end the disparity between what people receive on the work-related activity component of ESA and on jobseeker’s allowance. We know that the majority of people receiving work-related activity ESA payments want to work, but the current system discourages claimants from making the transition into work. People on ESA receive £30 a week more than those with a health condition on JSA, but they receive far less support in finding work: people on JSA can expect about 11 hours of work coach time per year, whereas those on ESA typically receive only about two hours per year. The Bill will help people to achieve their ambitions. Current claimants will not be affected, and new funding will be provided for additional support to help claimants to move into work.
I was interested to hear the Secretary of State talk about the benefits cap and fairness. Is he aware that his right hon. Friend the Member for Epsom and Ewell (Chris Grayling) also talked about fairness and the benefits cap, saying that it was only fair that people’s benefits were capped at the level of the average that someone would expect to earn by working? At that point, the cap was £26,000; now, it seems that average earnings are £23,000 and £20,000. What is the reason for the difference?
I just explained, I think, that there are differences between gross and net figures. Now, we are looking at lowering the cap from the original £26,000, as the hon. Lady will know if she uses her intelligence—
I do not agree. If the hon. Gentleman looks at our record over the past five years, he will see that we have increased the number of jobs and that wages are now rising much faster than inflation. The last set of jobs statistics showed that every single one of those jobs was full time. All this nonsense about them being low-earning, part-time jobs is just complete and utter fabricated idiocy.
On a point of order, Mr Deputy Speaker. The impact assessment for the Bill has only just arrived in the Vote Office; it was not here for the beginning of the debate. Surely we ought to be given the statistics in order to have an informed debate, rather than having to rely on what comes out of the Secretary of State’s mouth.
We will investigate the matter. I would have thought that the hon. Lady would give me a little more warning of her point of order, but there we are.

Commons ChamberI welcome my hon. Friend to her place and her experience of running a business and trying to get people from difficult backgrounds into work. My right hon. Friend the Education Secretary is already engaged in driving schools to help inculcate and teach character resilience and key characteristics such as understanding what it is to go to work and to get up in the morning. Under this Government, average weekly earnings have been rising faster than for a considerable time.
The Secretary of State has told us that he will remove the current child poverty targets and replace them with a number of measures. I am uncertain, however, about whether there will be any other targets. If not, how will we be able to measure his success? Clearly, success is needed because, as he knows, 37% of London children live in poverty and unless he is successful they will continue to be poor.
We are going to be very open and publish all the elements I mentioned earlier, including those relating to educational attainment, workless households, the new life chances measures and the figures for households below average income, so the hon. Lady and anybody else will be able to see them. We are not hiding from anything. We want those HBAI figures to fall and for the educational attainment and working household figures to improve. That will all be evident and if we are not achieving that, the hon. Lady can be the first on her feet to say so.

Commons ChamberShe is nodding, but that proposal only brings the benefit cap back in line with average earnings, which are £23,000.
Through the cap, the Government have delivered fairness to the system and an incentive to go back to work, and as a direct result, more people are going back to work than ever before. We are asking people to take responsibility for their lives, just as those who are working and are not within the cap take responsibility for their lives.
Would the right hon. Gentleman like to meet a constituent of mine whom I met last week? She has polio, she fell down the stairs and broke her leg, and now she has to have a knee replacement. She is on benefits and has two children. The rent on their property is £400, and the benefit cap is £500, which means they are living on £100 a week. Would he like to meet them?
That is absolutely true. While the Opposition moan on about bits and pieces, the reality is that this Government have got on with getting more people into work, getting more stable incomes, and increasing incomes. The cost of living, petrol prices and food prices are falling, and people’s incomes are rising. This Government’s long-term economic plan is delivering a change and an improvement to people’s lives.
T3. Last week Maximus told me that a disabled constituent of mine, who had been waiting more than a year for her ESA claim to be processed, could not be given a date on which that would happen, because many more people had had to wait longer. That does not exactly fill us with confidence, given that Maximus is taking over the Atos contract for assessing personal independence payment claims, or could the Minister give us some meaningful assurance that things can only get better?

Commons ChamberI want to make a little more progress and highlight a couple of programmes. First, let me deal with the issue that shows the cynicism of the Opposition more than anything else—the issue that the hon. Member for Leeds West (Rachel Reeves) did not want to raise, child maintenance, the enforcement commission and the Child Support Agency, on which the Opposition have remained silent. When we came into office, £500 million had been wasted on scrapped IT, including £120 million on a botched rescue scheme. I notice that the Opposition now want a rescue scheme for universal credit. At that rate—£120 million lost—we do not need any of their rescues.
On child maintenance, 75,000 cases were lost in the system. There were no effective financial arrangements at all for more than half the children. The IT system cost £74 million a year in operating costs alone, even as the number of expensively managed clerical cases hit 100,000. [Interruption.] Instead of becoming his party’s megamouth, the hon. Member for Rhondda (Chris Bryant) needs to keep a little quieter and listen to reality. It was his party that made a shambles of the IT introduction when it was in government.
As the NAO has confirmed, our phased roll-out is ensuring that we have a new, efficient system that works: 60% more parents than we expected are paying directly; processing procedures are down, from an overall 21,000 to 450; and we expect savings of £220 million a year once it is complete.
I just want to make sure that I understand correctly what the right hon. Gentleman has said. I believe that he has just given an undertaking to the House that work capability assessments will be done in 10 days. [Interruption.] He has not given that undertaking. I wrote to the Department about a constituent who applied for PIP on 19 November, and I received a letter on 18 June telling me that it did not have a time scale for when he would get his work capability assessment.
I was referring to PIP and the fact that the terminally ill will not have to wait longer than 10 days to be seen. I think that the hon. Lady is referring to WCA. They will go straight to the support group. [Interruption.] Well, I have given an undertaking that they should not have to wait more than 10 days to be dealt with.

Commons ChamberWithin the time scales set out, our priority is to deliver universal credit safely and securely, and we will set out our plans in more detail in a couple of weeks.
Why did the Secretary of State tell the House last month that his plans for universal credit were on track?
As I said in my earlier answer, I ordered a reset so that we do not have difficulties when we start to roll out the scheme. We have rolled out the pathfinder already. It is important to note that there have been at least six sites from October, and there will be many more around the country when we expand that. As I said, I will make clear to the House the plan and programme for the full roll-out, all the way through to complete delivery, in detail in the next couple of weeks.

Commons ChamberI agree with Boris Johnson. What he said is that there will be no “Kosovo-style cleansing” of London. Quite right. He was responding to the scare stories and the scaremongering of all those on the Opposition Benches, because that is exactly the phraseology that they were using.
Will the right hon. Gentleman help us now? Which Front Bencher has been scaring my constituents by saying that the policy will be worse than the highland clearances? Which shameful Front Bencher has been telling the press that?
I think that that is the case on the Opposition side. The reality is that they have been scaring the public, and they know it. I detect just a little dog whistle blowing from those on the Labour Benches, freezing and frightening everybody out there in the socially rented sector.

Commons ChamberThe right hon. Gentleman talked about making sure that the most vulnerable did not pay disproportionately. Is he aware that in Islington, 2,154 families are in private accommodation on housing benefit and a third of them will be affected by the new caps on housing benefit? If and when they face eviction, what help will the Government give to stop hundreds, if not thousands, of Islington families being made homeless? If they are made homeless, what help will he give to get them somewhere to live?
The hon. Lady is looking at things in a rather doom-laden way. The reality is that the changes to housing benefit will assist people into the right level of home. At the moment, through local housing allowance, we are paying vast sums of money to people who would not be able to get the same money if they were in employment. For example, in south-east London, which is similar to the hon. Lady’s area, people on low incomes living in private rented accommodation would still—even with the caps in place—be nowhere near the level of money that somebody on local housing allowance receives. That is not fair on those who are striving and working, but having to struggle to live in a house. Before the hon. Lady carps too much, she should recognise that we have also increased the discretionary payment, trebling it to £60 million. If there are specific difficulties there will be money for local councils to help and assist.
