I start by thanking my hon. Friend the Member for Cheltenham (Alex Chalk) for securing this important debate. He is the vice-chairman of the all-party parliamentary group for bees, which I am very proud to chair. We came together to set the group up because one of the surprises on being new entrants here in 2015 was that we received more correspondence from constituents on bees and pollinators than perhaps any other political issue. It is fair to say that Brexit has now somewhat overtaken that, but that struck a chord. This is an incredibly important issue for our constituents and people across the country, and it is one that Parliament could do more on.
Politicians can talk a good game, but I have walked around this estate with ecologists from Kew, and a cursory glance shows that Parliament is an appalling place for bees and pollinators to thrive and survive in. One of our aims is to host a colony of bees on site and to try to turn some of this bare concrete barren land into a more natural habitat for bees. We would then not only talk a good game about the importance of bees and pollinators but demonstrate to our constituents when they visit that this is a place where pollinators can thrive.
That is particularly important, because we have seen in the last 20 years a 54% decline in the honey bee population. We should look beyond honey bees and, indeed, bees. We have also seen since the 1960s a 62% decline in the moth population. We know that pollinators are more prevalent on the non-bee side than the bee side. Without wishing to widen the debate too far, we should look at pollinators as a whole, not just bees and honey bees.
I am particularly grateful that the Government have listened to the science when it comes to neonicotinoids. The APPG for bees had taken quite a nuanced position, similar to the British Beekeepers Association. I think many people are excited by the advent of neonicotinoids, which mean that rather than having to spray seven times a year during the season when pollinators are most active, there is the opportunity to coat a seed. However, the science has been out; it seems to suggest that neonicotinoids have an impact on the productive system and nerve cells of bees as well as the flea beetle larvae that they were brought in to repel. The issue was that the lab-based studies were not particularly conclusive with regard to absolutely ensuring they reflected what was going on in the field.
Things changed over the summer. The two scientific studies to which my hon. Friend the Member for Cheltenham referred—one from the Centre for Ecology and Hydrology focusing on the UK, Germany and Hungary, and the other a Canadian study—demonstrated that there were issues with respect to survival over winter and reproduction of bees. Again, we must look at the science. It was incredibly interesting that the UK colonies were largely being wiped out, but in Germany, there was no impact at all.
We should be very careful not to be complacent with this welcome change. I agree with the Government; the science now shows that neonicotinoids do have an impact, and there should therefore be further controls. I welcome the controls being brought in by the Government. However, in Germany, the habitat is much richer than in the UK. This is where I suggest we focus our next set of impactful tasks. Modern farming, the varroa mite, the wax moth, global warming, food fashions, habitat loss—particularly with regard to hedgerows—and the rush of beekeepers, for which I blame myself, mean that we have a much wider expanse of areas we need to look at. I welcome the Government’s change of approach—indeed, the APPG will be changing its approach, because we also agree with the latest science—but I ask them not to consider this as job done.
I gave statistics from the ’60s and from 20 years ago, but that was before neonicotinoids were brought in. The population of bees and pollinators has been declining because of not just neonicotinoids but the other issues I brought forth. I would like to see the Government focus more on those areas.
I maintain that farming in particular has grown more towards embracing the environment, and incentives for farmers in terms of production are based on that.
I am very much enjoying my hon. Friend’s speech, and I pay tribute to my hon. Friend the Member for Cheltenham (Alex Chalk) for securing the debate. I too have had more emails about this subject than anything, bar Heathrow and Brexit.
In the light of the comments my hon. Friend just made about the changing nature of agriculture in our country, does he share my concern about the behaviour of the National Farmers Union? It continues to trash the science in relation to the decline in pollinators, which has become incredibly clear, and also to scaremonger about the impacts of this ban in terms of yields, despite the fact that farmers have seen record yields over the last three years, when the ban has been in place across Europe. Does he share my concern that the NFU, which exists to speak for farmers, seems more inclined nowadays to speak for vested interests—for the pesticide firms and for agribusiness—and not for the farmers that it exists to defend?
My hon. Friend makes a key point. I would perhaps use the APPG’s position change to advocate that the NFU comes with us.
Friends of the Earth was most annoyed, quite frankly, that the APPG was not tending absolutely to the view that neonicotinoids are bad and should be banned conclusively. Our view was that we should wait for field-based research to conclusively show that that is the case. I believe that such field-based research has now come through with these two studies, and therefore it behoves the NFU to take the same approach. As has been pointed out, the farming industry is worth £100 billion. Farmers should embrace the need to protect pollinators, because they effectively are the start of production. It is time the NFU came with us.
It is also right that we continue to follow science and see if there is any scientific evolution with regard to neonics to fix the bad impacts that currently exist. We should never close the door to that, but it behoves the NFU to get behind the latest viewpoint and move forward. That would delight Friends of the Earth.
I should also say, in the 20 seconds remaining, that I am the champion for one of the solitary bees that is alive and well in Gatwick. I am not sure that that will further the cause of my hon. Friend the Member for Richmond Park in terms of which airport should be expanded, but I am sure that bee will continue to survive in Gatwick.
I welcome the Government’s change of approach, and the APPG is very much with the Government’s change of direction.

Public Bill CommitteesIt is an honour to speak under your chairmanship, Mr Gray. It is more than three years since the coalition Government carried out the consultation on reforming the governance structure and operation of the Farriers Registration Council. Unfortunately, they were not able to allocate time in the previous Parliament for a draft Bill to reform the Farriers (Registration) Act 1975.
I, therefore, congratulate the hon. Member for Gower on taking up the draft Bill. It was wonderful to hear—and he must be proud to be able to speak on this—about something that his father was involved in during his early life. He spoke in depth about the Bill’s clauses, so I will be brief, the Committee will be pleased to hear. The Bill will modernise the Government’s structure and operation of the FRC and its statutory committees to protect and maintain the public interest.
Under the Farriers (Registration) Act 1975, the FRC not only has a responsibility to maintain, regulate and approve membership of the register, but it has a responsibility for the preliminary investigation of disciplinary cases through its investigating committee, and it determines cases through its disciplinary committee. The arrangements are out of date and are not in line with the regulation of other professions. In the Bill, members of both the investigating committee and the disciplinary committee will not be members of the FRC, which will result in an acceptable separation of powers. There will also be a fitness-to-serve requirement for all members, similar to that in other regulatory bodies. There are also defined terms of office, and the chair will no longer be appointed but will be elected by members of the council.
The Bill will reduce the risk of legal challenge, and bring the regulation of the farrier profession into line with the regulation of other professions. It will introduce a new flexibility, and will allow future changes to the FRC to be made by the Secretary of State under secondary legislation, thus allowing the FRC and its committees to be kept up to date and fit for purpose. We support the Bill, as it introduces a greater level of fairness and transparency to the FRC and its committees that will underpin its progress as a modern and professional regulator for its members, and for those who rely on the industry well into the future.
I, too, shall be brief. I congratulate my hon. Friend the Member for Gower on bringing forward this private Member’s Bill. As a result of an interaction I had with a constituent of mine who is a farrier, I seem to have got to know more farriers in the country along the way. Perhaps this is a good example of how democracy works: we are here to serve our constituents, and I promised that if I could not get him the answer he needed, I would apply to get on the Bill Committee. Here I am today as a result.
My constituent, Mr Jeffrey Newnham, has concerns about the composition of the Farriers Registration Council, particularly the requirement that the worshipful company provide three members. It appears that the Government have also looked at this issue. The changes are welcome, and should be welcomed by my constituent. By ensuring that one of the three members from the worshipful company must be a farrier, the number of farriers on the council is increased. The Government seem to recognise that there should be greater representation of farriers within the worshipful company.
It may seem strange to some hon. Members, but it is not a requirement for the Worshipful Company of Farriers to actually provide farriers to the council. As a result, farriers feel that they are under-represented among the 16 members. They want 50% of the council to be farriers, rather than the seven out of 16 that will be the case under the Government’s change, which at least raises it from six. Farriers themselves feel that they are under-represented.
The point I would make to my hon. Friend the Member for Gower, and perhaps to the Minister, is that there seems to be a lack of harmony between the farrier industry and its own worshipful company. Knowing some of these companies, I would say that its rules can at times be outmoded and its constitution might not necessarily reflect the industry that it was originally set up to serve. There may need to be a bringing together of farriers and their own worshipful company. I recognise that it is not the Government’s job to intervene so closely, but where farriers have real concerns about a lack of representation on their own council, I would like the Government to take steps to bring the sides together in the event that the Government are unwilling to put the make-up up to 50%.

Commons ChamberAs I explained earlier, one of the factors that has an influence on food prices is exchange rates. A number of analysts have been saying that in fact the pound has been unsustainably high against the euro for some time, caused by concerns about the weaknesses of the eurozone, and that the correction we have seen was overdue anyway. Exchange rates go up and down, but the crucial thing is that we have a competitive food supply industry in this country.
12. What recent steps the Government have taken to work with industry to increase the number of apprenticeships in the food, farming and agri-technology sector.
The Government are committed to trebling the number of apprentices in the food and farming sector by 2020. I am delighted that the Skills Minister has committed to the apprenticeship levy being used by major organisations such as supermarkets and food manufacturers through the food supply chain, so that they can help small and medium-sized enterprises and farmers to take on apprentices.
As chairman of the all-party parliamentary group on bees, I got a tremendous buzz from welcoming apprentices of British bee farmers who are completing an innovative three-year programme in an industry with sales of over £100 million per year. What steps are the Government taking to encourage more honey providers to take on apprentices?
I thank my hon. Friend for his question. Honey is an important product for our country, generating over £100 million. As I have said, the apprenticeships that are created through the apprenticeship levy can be found throughout the food chain. DEFRA has its own beekeeper apprentice helping to maintain our hives at Noble House—DEFRA’s headquarters—where we produce our own Whitehall honey.

Commons ChamberIf our fishing boats have to go outside the 6-mile limit to catch fish, that surely shows that the fish are not actually within that limit and that fish stocks have been depleted over the years.
Recreational sea anglers fully accept that fishery resources are finite and that there should be controls on their activities—minimum landing sizes, bag limits, seasonal closures—to protect this public resource from over-exploitation. The Council of Minister’s recent decision to prevent recreational fishers from taking any bass for the first six months of 2016, while sanctioning commercial fishing for bass for the first four months, is irrational. The decision is a symptom of a fisheries management regime that is broken and a common fisheries policy that is unfit for purpose. The EU has displayed utter contempt for our recreational sea anglers and those whose livelihoods depend on recreational sea angling.
I will give way one more time, and then I will make some progress.
I thank my hon. Friend for securing this debate. Does he agree that, as those of us with coastal constituencies know, there is real anger about this interference? Does he also agree that we need to send a message from this House that we want locally line-caught sea bass back on our menus?
My hon. Friend makes a very good point. Locally caught sea bass has a premium price. It can be sold in local restaurants, and local businesses can make a profit from it.
I want to point out the madness of the current situation. Recreational sea anglers are members of the public who equip themselves with the tackle and knowledge necessary to access and enjoy public fishery resources. They selectively retain some fish for their own consumption, just as other members of the public enjoy Dartmoor, the New Forest or the Forest of Dean to forage for wild mushrooms, nuts and so on for their personal use. I believe that the EU is preventing our UK anglers from exercising their right—the right of our ancestors—to claim fish for the table, which is very wrong.
My hon. Friend the Member for East Worthing and Shoreham (Tim Loughton) made an interesting point about tourism, something I want to comment on. The Invest in Fish project, which was funded by the Department for Environment, Food and Rural Affairs, was launched in 2004 and ran until 2007. It was a multi-stakeholder steering group that included fishermen, restaurants, fishing producers, merchants, recreational anglers and a number of other organisations. The objective was to examine ways in which fish stocks might be restored. In the south-west, it covered Bristol, Cornwall, Weymouth and Dorset.
The project involved numerous work packages, one of which was a study of the demographics and economic impacts of recreational sea angling. I will give some of the figures. The south-west has 240,000 recreational anglers, who cumulatively spend £110 million on their pursuit. In addition, some 750,000 days are spent at sea and the visitor spend is about £55 million. Recreational sea angling across the south-west therefore generates a total of £165 million of expenditure on bait, clothes, charter boats, boat ownership, fees, travel and accommodation.
Some places have recreational angling only, and I want to outline the benefits that that has brought. In the USA, the striped bass recreational fishery attracts anglers from all over the world and makes an estimated economic contribution to the country in excess of $2.5 billion. We must learn from the good practice in the USA and elsewhere, which delivers agreed resource sharing by species in line with fishery management advice, the best scientific evidence and economic objectives, as was said earlier.
There are jurisdictions in the British Isles, such as Ireland, that have fishery management policies that operate in favour of the most sustainable forms of bass fishing and the conservation of stocks. Bass has been a recreation-only species since the 1990s in Ireland, as was illustrated by the hon. Member for Carmarthen East and Dinefwr (Jonathan Edwards). That delivers an estimated €71 million to the Irish economy annually and supports 1,200 jobs. The Isle of Man is about to change the legislation covering sea bass to include a ban on all commercial bass fishing within 12 miles of the coast. Changes are happening around the world and we seem a bit slow to keep up.
Many of the fishing ports of north Cornwall used to be utilised regularly for fishing. In Padstow, back in the ’80s and ’90s, many people used to sit around rodding and lining off the pier. We do not tend to see that as much nowadays.
There are huge economic benefits to recreational angling. There are almost 900,000 recreational anglers in the UK and they pump £1.23 billion into the economy. There are almost 11,000 full-time jobs in sea angling alone. The “Sea Angling 2012” report found that the direct expenditure of sea anglers, after deductions, was £831 million. English anglers pay as much into the Treasury as the entire value of English fish landings, but receive no consideration in the reallocation of resources.

Commons ChamberOf course, all emissions are factored into our air quality plans. We are working closely with the Mayor of London to ensure that London is brought into compliance by 2025, but we will look specifically at this issue, which was also raised in the Environment, Food and Rural Affairs Committee.
T5. As a beekeeper, I recently met the British Beekeepers Association, with which I am keen to restart the all-party parliamentary group on bees. One of our prime objectives is to bring together farmers, scientists and environmentalists with the common aim of improving the nation’s bee colonies. Is the Minister willing to offer support and encouragement to such a move?
I am absolutely delighted to offer my hon. Friend that support and encouragement, and I will be more than happy to attend the all-party group. We have a new pollinator strategy in place, and around half the expressions of interest that we have received for the new mid-tier countryside stewardship schemes include pollinator packages. I can also report that our own DEFRA beehives are doing quite well and that we harvested our first honey this year.
