I have currently visited 23 of our partners in the European Union. In a nutshell, there is a very strong view that all member states want Britain to remain in the EU, an understanding that that can happen only if there is significant change in the EU, and a clear willingness to engage with us, particularly on our demands for improved competitiveness in the EU, which all member states want.
19. The Conservative manifesto at the last general election states:“European countries need to work together to boost global economic growth, fight global poverty, and combat global climate change. The European Union has a crucial part to play…A Conservative government will play an active and energetic role in the European Union to advance these causes.”Will that be the Conservative party’s policy in the next Parliament?
That is exactly what we are doing. The hon. Gentleman seems to subscribe to the view of the world in which Britain sits isolated on the edge. We are a major player in Europe. We have the second largest economy in Europe. We are leading the way in so many areas within the European Union. We have to seize this opportunity to shape the European Union in a way that works for Britain. It went off the rails somewhere over the past 20 years, and we must take this opportunity of reform and renegotiation to get it back on the rails. Crucially, we must then let the British people have the final say on whether the package we have negotiated is good enough or not.

I will have to ask the Minister for Africa to write to the hon. Gentleman on that important issue with more details—unless I am swiftly handed a piece of paper before the end of my speech. That is unlikely to happen, so I will certainly be back in touch.
There are no easy answers in the Central African Republic, and certainly no quick fixes. We need to encourage all parties to follow up on the Brazzaville agreement of July to establish an open and inclusive dialogue. Without peace, justice and reconciliation, there can be no future for the CAR. We need to be committed in the long term to assist in rebuilding the country, its Government, its institutions and its infrastructure, as well as maintaining humanitarian support for as long as the high levels of need persist. We will do so by working with international donors and through bilateral and multinational humanitarian assistance programmes.
It is tempting to recoil from and reject the horror, to back away and almost to give up and lose hope, but we cannot. We have a responsibility to remain engaged and to support the people of the CAR. This week I read the inspiring story of Father Kinvi, a Catholic priest in the north-west of the country who put himself at great risk when he sheltered at his mission thousands of Muslims threatened by sectarian violence. There is no doubt in my mind that his brave actions saved many lives. Human Rights Watch has rightly acknowledged his efforts and I express our gratitude for and recognition of the many people who have worked to prevent an even higher toll of death and destruction in the country. Father Kinvi and the people of the Central African Republic deserve our support. We have the capacity to assist them in the short term, by providing security and humanitarian aid, but we must also support the country in its long-term reconciliation and development.
We now come to the debate on support and rehabilitation for veterans. While Members move around and take their places, it might be helpful for me to say a brief word about the procedural situation. Earlier we had two Divisions in the House, so the timetable for the afternoon debates is running 26 minutes late. We will start the debate in a moment, when the next Minister has had the opportunity to take her seat, but it could run until 5.26 pm—it does not have to run that long, but it could run that long. The debate is on the Order Paper as a half-hour Adjournment debate, which would normally give the Member who obtained the debate, Jack Lopresti, time to speak and the Minister time to reply, but if I receive indications that other Members wish to speak and they can assure me that they will get the say-so from the Minister and Mr Lopresti, I am happy to accept additional speeches.

Commons ChamberMy hon. Friend is absolutely right. We do not want to repeat this cycle. In six years, we have been round this buoy three times. A different mood is developing. We are picking up the agenda that was arrived at in April with John Kerry. As I mentioned, we had a successful donor conference in Cairo, and there is growing pressure on Israel to come to the table, but also on the Palestinian Authority to show proper leadership in Gaza, and that was reflected in its cabinet meeting there two weeks ago.
T8. I have just returned from Mali, which continues to face real security threats for al-Qaeda and other terrorist groups. The military commander of MINUSMA says that just 30 bilingual English-French speaking staff officers would make a huge difference to the Malian army’s response to these threats, and the EU training mission says that it needs to continue beyond May of next year. What consideration are the Government giving to increasing our support for the Government in Mali?
I have discussed this with my French opposite number and we have made it clear that we will support the French proposal to extend the mandate of the EU training mission in Mali. I am not aware of any request to us to provide further staff officers to the mission, but I will speak to my right hon. Friend the Secretary of State for Defence.

Commons ChamberIn view of your requirement for brevity, Madam Deputy Speaker, I have thrown away half my speech. I had intended to speak about the excellent report that the all-party group on Africa recently published, “Democracy Soup”, and some issues to do with conflict, but I will focus my remarks on the latter so that there is time for others to contribute to the debate.
I am a Europhile, but also an Afrophile, if that is the word to use, and I greatly welcome what the chairman of the all-party group, the hon. Member for Rochford and Southend East (James Duddridge), had to say about the need for optimism about Africa’s future. It matters to us because Africa is our nearest neighbour and because of the great trade opportunities in both directions between our country and Africa.
There are problems of organised crime and people trafficking. Some 5,000 African women are trafficked to Europe every year. We have a Bill to deal with the problem of modern slavery, and this is modern slavery because the vast majority of those women end up against their will as sex slaves in the sex trade.
Our Government have wisely decided to earmark 30% of our bilateral aid to conflict and fragile states, because they rightly take the view that conflict undermines development. According to the latest International Monetary Fund World Economic Outlook, Africa’s four poorest states are the Central African Republic, Burundi, the Democratic Republic of the Congo and Liberia, and they have all experienced conflict in recent years.
It is not just poor states that face conflict, however. Libya, of course, was engulfed by civil war a few years ago, and it is one of the richest countries in Africa with a per capita income of over $10,000 a year.
I welcome the Government’s focus on conflict. Trying to avoid conflict is a good thing for its own sake. The United Nations’ responsibility to protect places an onus on countries to intervene where the Government of a third country fails to secure the safety and human rights of its own citizens. One should respond initially by non-military means where one can, by using soft power—aid, UN Security Council resolutions and sanctions. The use of military force should always be the last resort.
Sometimes, however, a very low level of military commitment can make an enormous difference. I remember going some years ago with the right hon. Member for Banbury (Sir Tony Baldry) to Rumbek in southern Sudan just one week after the signing of the comprehensive peace agreement that led to the independence and separation of South Sudan some five years later. A small contingent of six or 10 British servicemen with a couple of Land Rovers were doing an immensely valuable job, keeping hundreds of Government of Sudan soldiers and hundreds of Sudan People’s Liberation Army fighters apart. Perhaps I should add in this World cup week that they organised football matches between the two teams to try to deal with male testosterone, while a peace framework was constructed.
There are also enormous risks in deploying hard power—military force—however. We know from recent campaigns in Africa and elsewhere that for a well-equipped and well-trained military such as ours, or those of other NATO countries, winning a military victory is usually easier than building a sustainable peace.
In Libya, faced with an imminent threat made by Muammar al-Gaddafi against civilians from his own country in Benghazi, the UN Security Council passed a resolution permitting a coalition of the willing—led by NATO, but including other countries, including Arab states—to use military force to protect civilians in Libya. This force eventually toppled the Gaddafi regime, which led, not through our willing it, to the killing of Gaddafi himself. Almost three years later Libya is still awash with militia and state-sponsored armed groups, who refuse to disarm and who are intent on grabbing a share of power and a slice of Libya’s immense oil wealth.
In September 2012 the United States ambassador and three of his staff were killed. In October that year Libyan Prime Minister Ali Zeidan was kidnapped, threatened and forced to change his policy. The country still has no national army. Prime Minister Zeidan subsequently left the country and went into exile. His successor, Prime Minister Abdullah al-Thani, appeared to resign after gunmen attacked his house, but then different gunmen attacked the Parliament to prevent his being replaced. For a time, Libya ended up with two Prime Ministers: al-Thani running an Administration in eastern Libya and Ahmed Maiteg, an individual who is close to a number of Islamist groups, running an Administration in Tripoli until his election was ruled unconstitutional by the supreme court. Now, former general Khalifa Haftar is using military force to try to take over the country, but the security situation is clearly deteriorating. Benghazi is once again a war zone and a curfew has recently been introduced.
When the United Kingdom—and the international community—engages in military action, I believe we have a responsibility after the action is over to help pick up the pieces, and I do not think we have heard enough from the Foreign Office about post-war reconstruction and development in Libya, so I suggest to the Minister that we should have regular, perhaps quarterly, reports on the political situation in Libya and on what the UK and other institutions, including the European Union and NATO, are contributing to that. They could, perhaps, be written reports—I am not necessarily saying they should be statements to the House—but I do think we need to be kept more informed than we currently are.
I also want to say a few words about Mali. It was once seen as a beacon of democracy in Francophone west Africa, but in 2012 it faced three interlocking crises. First, there was a Tuareg rebellion in the north of the country, fuelled by arms which many Tuareg mercenaries who had worked for Gaddafi in Libya brought back to Mali when the Gaddafi regime fell. Secondly, there was a political and institutional crisis precipitated by a military coup against the then President. Thirdly, there was an influx of extremist Islamist groups into the northern regions of Gao, Kidal and Timbuktu, which established very harsh and abusive rule in those parts of Mali.
At the end of 2012, those northern armed groups moved very quickly towards the capital in the south, Bamako, and the French launched Operation Serval, supported militarily by the UK, the United States and others. It swiftly defeated the uprising, creating conditions for a new President, President Boubacar Keita, to be elected, and set about retraining Mali’s army. I have seen British soldiers engaged in training—jointly, as it happens, with soldiers from the Irish Republic, which must be the first time British and Irish soldiers have worked together in a single military unit for many years.
Mali faces many long-term development challenges, including the need for job creation, for security sector reform, and for tackling trafficking and organised crime, which funds the activities of the insurgents and extremists. A year ago, there was a pledging conference, where some €3.25 billion was pledged by donors to fund Mali’s plan for sustainable recovery. The UK was a very small player because we do not traditionally have a bilateral programme in Mali. The trouble with our bilateral aid programme is that it is largely built around countries. In parts of Africa, we need to complement those country programmes with regional bilateral development programmes. Ever since decolonisation, many Africans and indeed Europeans have pointed out that Africa’s national borders make little sense; they were imposed as a result of colonisation with little reference to local and regional languages, ethnic differences, kingdoms or even religions.
The Islamists who created such a threat to Mali have been dispersed by Operation Serval, but many of them have slipped over the poorest borders and are regrouping in southern Algeria.
I think, as so many Members are trying to get in, I will continue.
The point I made to the Minister is that to confront the problems that we face in the Sahel, we need to have a transnational response—a transnational response to transnational terrorism and transnational crime—and to promote growth across the region. We should be working with regional African organisations such as the Economic Community of West African States and the West African Economic and Monetary Union. I wish to see a proportion of British aid to Africa being allocated regionally, so that much of the money, though continuing to be spent by national Governments, could be spent on transnational projects, such as road and infrastructure, trade promotion, training and joint international security arrangements. The Department for International Development’s special areas of expertise in health education and water could be brought to bear in Francophone countries, and other countries’ expertise could be brought to bear in those former Commonwealth countries where most of our bilateral programmes remain.
Finally, the Africa all-party group submitted evidence to the last UK strategic defence and security review about security risks from Africa. A new review is imminent, and I hope that, within it, there will be a chapter looking at the African security risk. Indeed, there have been two military operations embarked on during this Parliament, both of which have been in Africa, and so those issues require some attention in the security review.
It has been interesting to listen to so many informed speeches by hon. Members, not least that of the hon. Member for Islington North (Jeremy Corbyn). If I have a concern about this debate it is that at times we have been far too congratulatory about the progress that is being made in Africa, far too uncritical of the tools that our Government are using to assist people in Africa and far too confident of the progress that we believe Africa will make over the next few decades.
I speak as someone who, before becoming an MP, spent almost all of his professional life living in other countries that were at different stages of development. I have become a firm believer in and, I hope, a passionate advocate for political liberty and freedom, and economic liberty and freedom. There is nothing more powerful than seeing someone who has never been able to vote go and cast their vote. There is nothing better than seeing someone who has lived and worked in an industry throttled by monopolistic powers or corruption starting their own business and building a future for themselves, and nothing better than reading a press that is free rather than craven before its political masters. I believe passionately in those things, and as a British citizen I am proud that I can go around and say that I am from the United Kingdom, and that we as a country will stand up for those values wherever they need to be supported and nurtured.
However, I speak also as someone who has to validate to my constituents the expenditure of 0.7% of our GDP on international development. I applaud our Prime Minister for accomplishing that goal, and I support it, but I naturally have to ask some tough questions on my constituents’ behalf about whether that money is being spent effectively. That is particularly important when we examine the record in sub-Saharan Africa.
Over the past 20 years, a substantial amount of the resources sent from this country to Africa has gone through our aid budget. World Bank statistics show the impact of that aid: in 1990, 56.5% of people in Africa were living on less than $1.25 a day, whereas today the figure is just under 50%. For the billions of pounds that have been spent in aid, that is a very poor return on investment. Our Government need to challenge that by seeing where that money is being spent effectively and how we can be better.
I will not, because the hon. Gentleman has had his chance to speak and time is critical. I know that you want to move on to the closing speeches, Mr Deputy Speaker.
Aid is often incidental to, rather than responsible for, much of the progress that is made. I do not doubt the role of aid agencies, but I want to look critically at whether their tools and their role are what is needed to achieve the next level of development. I am also concerned to ensure that our Government support Africans with what they want, not our aid agencies with what they want for themselves. I am concerned that too often, we rely on institutional inertia: we carry on doing what we have done and lose sight of the original goal and how people’s lives and environments have changed. We need to change how aid is used, and I am proud of some of the changes that the Government have made recently.
Collier, in his book “The Bottom Billion”, which many hon. Members will have read, said that overseas development is not well suited to overcoming some of the challenges of the bottom billion in the world’s economy.

Commons ChamberI can assure my hon. Friend that there is no doubt about that: the commitment of all the 28 members of NATO to article 5 is absolute. This is a treaty obligation, and this is something they all take very seriously, but to show, through our exercises, our deployments and our planning for the future, just how seriously we take it could very much be something to which the NATO summit turns its attention. That is not just up to us; it is up to all our colleagues in NATO, but I think that, in that sense, my hon. Friend makes a very good point.
I support the UK deployments to the Baltic states and those of other NATO countries. Without wanting to provoke Russia, do the Foreign Secretary and the North Atlantic Council accept that it may well be necessary, in order to give real substance to the article 5 guarantee, to have longer-term deployments of NATO troops in some of those post-Berlin wall accession countries?
Yes, absolutely it could be, and over the next six weeks there will be further meetings of NATO Defence Ministers and of NATO Foreign Ministers, which I will attend in the run-up to the summit we will host in Wales. We have not felt it necessary to take decisions yet about such longer-term deployments; that will depend on how this crisis develops, but we absolutely do not exclude the possibility of doing exactly as the hon. Gentleman mentions.

The answer is mixed. There is a groundswell of support for doing more for women parliamentarians in the Commonwealth and for an annual youth Parliament, and the matter of the small states will be put to the test soon. The reactions may be mixed to my suggestion about the devolution of power, but I am merely floating the idea based on my experience of the past two and half years as the chairperson of the executive committee. Having seen what is happening across the piece, there is a case for considering that proposal, but it has not yet been examined in any great detail.
The powerbrokers at ministerial level in the Commonwealth and in national Parliaments should take much more seriously the Commonwealth’s parliamentary and local government arms and its associated organisations. By the time of the next CHOGM in two years’ time, I hope for some progress on what was said in Colombo in the hurried half-hour that was granted to the associated organisations. There was a feeling among Foreign Ministers that something more had to be done to engage, and I am willing to suggest ways in which that could be done. I envisage an event at the next CHOGM that highlights the civil society aspects of the Commonwealth, but which would also make clear the role that can be played by the elected partners among the associated organisations. That ought to be seen as a win-win within the Commonwealth family and would help the CPA, in particular, to aspire to a stronger sense of purpose and a sharper definition of its priorities. I hope that moves in that general direction will be encouraged by Her Majesty’s Government.

Commons ChamberOf course the issue of direct flights between London and Ahmedabad is ultimately a commercial decision for airlines, but India hosts the largest UK diplomatic network in the world and we now have a British trade office there. I visited Gujarat and met the state’s Chief Minister Modi in March 2013, and we would welcome such direct flights because a huge section of the population travels to and does business with that thriving and vibrant part of India.
T5. What impact will our worsening relations with Russia have on our ability and that of our NATO allies to bring military equipment from Afghanistan back home via the overland route through Russia?
That remains to be seen, but as the hon. Gentleman knows, the Ministry of Defence has important arrangements not just Russia but with several central Asian countries, and there are also other routes out of Afghanistan. There has been no impact so far, but we will keep the House informed.

Commons ChamberThere is a case for certain measures, and Members of the House, including my hon. Friend, make it well. I do not exclude the possibility of any such measures, but I simply return to what I was saying about them being well judged, well targeted and having a clear legal base. Those will be important considerations over the next few days.
Russia’s increasingly belligerent foreign policy—its military aggression in Crimea and the continued occupation of parts of Georgia—is funded by exports of its gas and oil. What can the European Union do to make countries in central and eastern Europe less dependent on oil and gas imports from Russia, and also make Ukraine less dependent?
There are many things that can be done, some of which are under way. Countries can develop alternative energy supplies—[Interruption.]—including fracking, as I hear some Members behind me say. As the United States becomes an energy exporter, there could be alternative sources of energy in the future. In December I attended the inauguration of the new pipeline project from the Caspian sea, which will be a new route for gas supplies into Europe that does not pass through or from Russia. That infrastructure will take time to develop, but it is important put it in place.

Commons ChamberWe will always stand clearly for democratic nations being able to make their own decisions without outside interference—without duress—from other nations. We have made that clear both in our own statements and those from the whole of the European Union in the conclusions, over several months of the EU Foreign Affairs Council, and we will continue to make that clear. Of course, I pointed out to Foreign Minister Lavrov earlier today that in the events over the weekend many Ukrainians joined in these decisions, including people who were previously of the governing party. They voted in the Rada for the impeachment of the President and for the elections to be held early, so these are decisions that are being made across parties in Ukraine and they are decisions we should respect.
During the recess, I was in Kiev, at the Rada and on the streets, and I wish to thank our ambassador for his good advice and help. I, too, am convinced that Ukraine’s future lies in a choice not between east and west but between the autocracy, corruption and cronyism of the past and a future of human rights and the rule of law. What will the UK and the EU be doing to persuade Ukraine’s new Government to establish an independent judiciary, a fair and balanced electoral commission and an anti-corruption commission with teeth?
I am pleased that the hon. Gentleman has returned safely, and I will pass on his thanks to our ambassador. We are already conveying those messages through our embassy. I have asked to talk to the Speaker who has been declared the acting President—[Interruption.] I am not sure about encouraging that thought, Mr Speaker. I have asked to speak to the acting President to convey the message from the UK that the new Government should not be as divisive as the old one so evidently was. They should seek reconciliation and be a true unity Government who try to establish a new political culture. If they do those things, they will receive a great deal of international support.

Commons ChamberIsraelis and others are right to be alarmed about the Iranian nuclear programme. It continues to increase its stockpile of near 20% enriched uranium. It has no credible civilian use for the significant quantities of enriched material that it has. It has continued to install more centrifuges and the director general of the International Atomic Energy Agency has reported that it has not provided access to the heavy water production plant at Arak, which is also a cause for serious concern. That underlines the importance of trying to resolve these issues peacefully, and the importance of maintaining the pressure on Iran and the pressure of the comprehensive sanctions introduced by the European Union, the United States and other countries, which I believe has now brought Iran to the negotiating table. Whether that will succeed remains to be seen.
The House needs to be aware just how restricted humanitarian access is in Syria. Two weeks ago in Amman, the World Food Programme told me that last month it sought to deliver food and other emergency supplies to 3 million people in Syria but was able to get it through only to 1.25 million people, fewer than half of those who needed it. What difference will the welcome October presidential statement from the Security Council make? How quickly will we see a change on the ground for the civilian victims of the tragedy in Syria?
That is a good question, to which we cannot be certain of the answer. The hon. Gentleman illustrates the extent of the problem very well. It is important that the Security Council has agreed such a statement, because that means that it has been agreed by Russia, among others, and it is Russia that has produced the decisive change in the regime’s attitude on chemical weapons. Therefore, we hope that our colleagues in the Russian Government will join us in demanding from the regime the necessary access on the back of the presidential statement. I will keep the House informed of progress on that.
