The Prime Minister and other Ministers, including the Defence Secretary—this mostly sits in other Departments—meet the Ukrainians all the time to discuss exactly that issue. Indeed, the new Foreign Secretary was in Kyiv only last week. It is hugely important that alongside Ukraine’s military resilience, its economy and democracy remain equally resilient and are not strangled out of existence, which would undermine the existence of the state of Ukraine just as much as any military failure. In answering the previous question, I noted that it is important that we advance on all fronts, that we support Ukraine militarily, and that we help Ukraine to maintain resilience and even growth within its economy. It is important globally that a key part of that economy—the export of grain—flows as freely as possible, hence the amount of effort we are putting into the western Black sea.

My hon. Friend makes an excellent point. She has been a long-running champion of the steel sector and its importance to her constituents. Of course, we want a smooth transition between blast furnace and electronic arc steel making technology. Steel remains incredibly important to the defence sector. Take the Type 26: almost 50% of that is British steel. That is 1,400 tonnes per ship. That underlines why it is so important that, in constituencies such as my hon. Friend’s, we continue to support the steel sector.

I thank my right hon. Friend for the update he has given today and for all the work he is doing, which is tremendous. I spent a very short time—just a few days—in Ukraine earlier this year, and I saw the devastation coming from the illegal invasion. He touched on Operation Interflex. Can he say any more about how that work is progressing?

I took the First Lady of Ukraine to Interflex last week. We have nearly 700 foreign troops helping, from Australia, New Zealand, most of Scandinavia and the Netherlands, alongside some 750 British troops. We trained 9,000-plus last year and are on course to do 20,000 this year. We have now expanded at the request of the Ukrainians to do not just basic training, but training non-commissioned officers. Just last week, we started platoon commanders courses. We are starting in the development of the low-level leadership that a country needs to start rebuilding its armed forces. We expect to continue to get requests. We have had another request to expand the training. We are absolutely in the middle of it. I will be having a conversation about that this afternoon and I hope to have more to announce to the House later.

Yes, it is an issue, and the Home Secretary and I have worked closely over the past year. We have already changed some of the reasons, to ensure that we bring back more, and in light of the withdrawal, we are working incredibly hard together to see what more we can do. We owe those people a debt, and it is the right and decent thing to stand by as many of them as possible. I feel that personally, and it is deeply important for what we stand for and our values in world. I hope we will have more to announce and speak about later.

I am pleased to hear what the Department is doing to support defence jobs. Does the Minister agree that promoting the use of world-class UK-made steel in MOD projects would be an excellent support to jobs in Scunthorpe?

Although defence represents a small element of total demand, UK steel has made a significant contribution to it, including the Queen Elizabeth aircraft carrier. Although this is generally a decision for defence primes, we ensure that information is shared as part of our processes, and we encourage the resourcing of UK steel wherever possible.

To say “helped out” is a little ungenerous. I think the Marine Corps genuinely enjoy working with the Royal Navy, as the hon. Gentleman acknowledges, and we have a very close working relationship with them. We have committed to 48 F-35s, which will arrive by 2025. We have not announced how many, but we will be buying more F-35s. We will take that decision by 2025, when the full complement of 48 have arrived.

I welcome this strategy, along with the Defence Command Paper. The Minister will know that world-class steel made in Scunthorpe was used to build the hull of HMS Queen Elizabeth. Will he do all he can to ensure that UK-made steel continues to be used wherever possible in defence contracts?

Loneliness is an acute problem, particularly at this time of year, and I am especially aware that our veterans, who often depend on the sort of face-to-face contact of such things as cognitive behavioural therapy, will have been challenged by the specific circumstances we find ourselves in. I would be delighted to support that effort.

As part of the national covid-19 response, Defence has supported NHS trusts in a variety of ways, including the distribution of personal protective equipment and diagnostic equipment; the planning, construction and staffing of Nightingale hospitals; conducting testing; and supporting the vaccine taskforce. We have established a winter support package of 13,500 personnel with specialist capabilities to ensure our continued support to the NHS and other civil authorities throughout the winter period.

I thank the Minister for his response. Will he give a little more detail on how many armed forces personnel are currently deployed on covid-19 tasks and in which specific capacities?

I would be delighted to. There are currently 2,600 personnel committed to covid-19 tasks. The number of tasks is too numerous to list in full in the Chamber, but personnel are deployed on everything from mass testing to the deployment of vaccines and just about everything else besides. The body of the deployment at the moment is in planning, logistics, support to local authorities and ensuring that Defence’s planning and delivery expertise is shared as widely as possible around Government, so that we can ensure that we are poised to respond to whatever else comes during the winter.

Defence diplomacy is incredibly important in making sure that, as my hon. Friend says, the assistance delivered on the ground gets to where it needs to go. It is also incredibly important in making sure we smooth the way in many countries after a disaster or, indeed, just in countries with a different system. That is why we invest in our defence diplomacy network, including our defence attachés. They were first on the ground in Lebanon, and they managed to make way for a number of our advisers, who are in place now. He is absolutely right: we need to make sure that the aid is always targeted to the right place. The defence attaché network does just that, and it will continue to get our full support.

What support his Department has provided to veterans during the covid-19 outbreak.

The MOD has continued to provide a full range of veterans support services throughout the United Kingdom during the covid-19 pandemic. In conjunction with the £6 million provided to the armed forces charity sector, the Department has helped many veterans contribute to the response to the pandemic through veterans volunteering organisations or working alongside the military contribution in the national interest.

Would my hon. Friend be able to tell me how the Ministry of Defence plans to continue to use the resources of the UK’s armed forces to help tackle the coronavirus pandemic?

We have seen members of the armed forces working alongside our infrastructure across the United Kingdom, whether they have been inserted in local resilience forums or, indeed, the planners we stood up here in London. UK defence has made a significant contribution to the national effort to defeat this virus, and that will continue in the months ahead.

I thank the hon. Lady for her continued work on this issue. I am clear that getting veterans into employment is the single biggest factor that improves their life chances when they leave. We now have a system that is light years away from where it used to be. We can always do more. We are bringing in another manifesto pledge to ensure that there is a guaranteed interview scheme for veterans in the civil service, and I am always open to ideas to expand that where we can.

  Earlier this year, I met councillors and residents in Kirton Lindsey who want to repurpose Vincent hall as a community gym. The Department has been incredibly helpful so far. Will it continue to work with me to bring forward that excellent plan?

My hon. Friend is a great advocate for her constituents. We have recently received a bid from the council for that asset of community value and will be contacting it to discuss the offer and the value it would deliver for taxpayers.
