Member will know well that the work of Fraser Sampson before he retired or ended his mandate last year has been fantastically important to many of us in making sure “digital asbestos” —I approve of the term—is got out of our institutions. This is something that is ongoing. It has got out of the most secure sites already, but there are other areas where there is work to do, because an awful lot of sites bought technology that would now be problematic. It is not just static sites; there is potential that some electric vehicles could be easily turned into mobile intelligence-gathering platforms by hostile states, so it is about looking not simply at the past, but at the future.
In 2023, we delivered a strong removal performance, with overall returns back to pre-covid levels. In total, 26,000 were returned, an increase of 74%, at an average of 500 removed every week last year.
I am grateful to the Minister for his response. Can he update the House on how his Department is prioritising the return of foreign national offenders to their home countries to keep the streets and communities of the United Kingdom safe?

The right hon. Gentleman is absolutely right to refer to the emerging threat posed by extreme right-wing terrorism. The director general of MI5, in his annual update, referred to the ideologies that are emerging and increasing in activity, and the independent review of Prevent focused on work that can be better done. It is absolutely right that we take robust action. That is why I am acting on the recommendations set out by Sir William Shawcross on upgrading and updating Prevent, so that it better responds to the risk of extreme right-wing terrorism, as well as to the risk posed by Islamist terrorism.
In updating the UK’s counter-terror strategy, what work are the security services doing with UK Border Force to identify those entering the United Kingdom, particularly by irregular means?
My hon. Friend is absolutely right. Terrorists and those who have malign intent for our nation will exploit all sorts of vulnerabilities, including at the border—that is obvious. That is why the Contest upgrade deals specifically with this issue. We need to further strengthen the UK border as a critical line of defence against terrorism, taking advantage of new immigration tools—detection, targeting and biometric capabilities—to identify and block threats from entering the UK illegally in the first place.

I am happy to discuss that with the hon. Lady, or she can speak to the Minister for Veterans’ Affairs, my right hon. Friend the Member for Plymouth, Moor View (Johnny Mercer), who is leading on the resettlement of Afghans. I respectfully disagree with her. Those individuals who came across in Operation Pitting under the Afghan relocations and assistance policy, to whom we owe a debt of gratitude, have in some cases been in hotels for approaching two years. That is not right for them or for the country. We need to help them now into sustainable forms of accommodation. That is why we have established a generous new scheme. We are working with local authorities, with dedicated triaging teams going into the hotels and helping those individuals into vacant service family accommodation, the private rental sector and social housing. I strongly encourage her to work with her local authority to do the same in Liverpool.
The Immigration Minister is right that the current level of illegal migration is unsustainable, due to not only the billions of taxpayers’ money being spent but the pressure on public services and housing and, therefore, on our environment. Will he assure me that, in addition to the Illegal Migration Bill, we will always uphold the decisions of this Parliament and the British courts above those of the European Court of Human Rights?
I am grateful for my hon. Friend’s support for the action that we are taking. This Conservative Government brought forward the Illegal Migration Bill, a robust measure that is probably the most significant change to our immigration legislative framework since the second world war. We believe that it is in accordance with our international law obligations. We are determined to tackle this challenge, and we will do whatever it takes to do that.

Commons ChamberWe have regular discussions about this topic with the Attorney General’s Office and with the Director of Public Prosecutions, Max Hill. Some police officers feel that they would benefit from taking more charging decisions; some feel that DG6, the sixth edition of the director’s guidance, could be improved; some are concerned about the burdens that redaction places on police officers. Those are all matters that we are discussing actively with the Crown Prosecution Service. I would welcome a meeting with my hon. Friend to discuss in more detail how we can remove and reduce the bureaucratic burdens.
I welcome the Government’s remarkable achievement of a record number of police officers across England and Wales. In Sussex, the Government’s uplift since 2019 has resulted in an extra 429 police officers. Will the Minister join me in paying tribute to the Sussex police and crime commissioner, Katy Bourne? After 10 years of remarkable service, she has achieved an additional 250 police officers in Sussex, who have been recruited through a local initiative on top of the Government’s uplift.
I thank my hon. Friend for his campaigning work for the police and the public in Sussex. Katy Bourne, the police and crime commissioner, does a fantastic job. I have met her many times to discuss policing in Sussex; indeed, I visited Brighton with her just a few months ago. She has done a great job of recruiting extra officers locally. More than that, she has exceeded her police uplift target, delivering 439 extra officers in Sussex—10 more than the target of 429. I send huge congratulations to Katy Bourne and her whole team.

Commons ChamberI do not accept the suggestion that the Government have been asleep at the wheel. A whole range of actions are being taken to counter foreign state threats. I have mentioned the National Security and Investment Act 2021; the National Security Bill; the integrated review, which puts national security at its heart; and the defending democracy taskforce, which is chaired by the Security Minister. Those are all designed to keep safe not just BNOs, but others.
On the topic of BNOs, I think that illustrates the United Kingdom at its best. We sometimes hear Opposition Members saying that we do not have safe and legal routes, and that we do not extend a warm welcome. However, we have welcomed more than 100,000 with BNO passports with open arms. We have welcomed 25,000 people from Afghanistan via safe and legal routes. There are the 25,000 who came from Syria under the UK resettlement scheme and other schemes, and the more than 200,000 people who have come from Ukraine. They all illustrate what an open and welcoming country this is and the approach that this Government take to genuine and legitimate refugees.
It is not just nefarious activity from the Chinese Communist party through the so-called police stations in this country and other parts of the world, but their commercial activities and activities in academia that are a threat to our national security. BGI is a company that is harvesting genomic information from people around the world, for example through prenatal tests. Can I have an assurance from the Government that the defending democracy taskforce will be looking not just at the so-called Chinese police stations operating in this country, but all those aggressive acts being carried out by the Communist Chinese state?
My hon. Friend is absolutely right to draw attention to what the Chinese Government are doing in seeking to infiltrate academia and certain sensitive technologies. I saw that at first hand during my time as technology Minister, and I must say to the House that I was deeply concerned by what I saw. The machinery of government for dealing with that is the defending democracy taskforce, and there are various other arms of government dealing with that. The powers that exist under the National Security and Investment Act 2021 give the Government—in the first instance, I think it is through what used to be the Secretary of State for Business, Energy and Industrial Strategy—powers to take action. I can assure my hon. Friend that the Government are alive to that, and I saw that when I was tech Minister. I can assure him that the Government are vigilant and alert and that action is being taken.

My hon. Friend is absolutely right. The UK led the way on banning the use of animals for cosmetic testing. Indeed, just in this Parliament, we have passed so much animal welfare legislation. This issue does seem to be a glaring omission that I believe we should look at.
We can debate the merits or otherwise of animal testing in the past, but there is growing evidence and a growing consensus in the scientific community that we are reaching—if we have not already reached—the limit of any research potential of animal testing. There has been a lack of progress in many key areas of health that concern all of us, including Alzheimer’s, Parkinson’s and many other diseases, especially cancer. Animal experimentation is cited as playing a major role in the slow rate of progress, due to the significant biological differences between species, which prevent the translation of findings from animals to humans.
My hon. Friend is making a powerful presentation. On that point, is it not increasingly the case that animal experimentation is just bad science and, worse still, is actually hindering the development of treatments that benefit humankind? On both scores, it is something we should be consigning to the history books.
My hon. Friend is absolutely right. The evidence demonstrates that animal testing has very little benefit. I think we are in the single figures when we look at the percentage of tests that have gone from being successful in animals to successful in humans. It is a waste of money, and we should therefore increasingly be looking to consign animal testing to the dustbin of history. To give a further example, a 2019 study found that it could not recommend any animal model that could reliably predict the efficacy of potential treatments for Alzheimer’s, which is one of the largest health challenges facing this country.
Finally, I want to talk about what the petition is calling for—a NAMs committee—and expand a little on what NAMs, or non-animal methods, are. Because of technological advancements, NAMs have the power not only to replace animal testing but to improve the robustness of the testing that we do, provide more accurate results and be more cost-effective. They are directly relevant to human patients, so they are much more likely to provide the scientific and medical breakthroughs that we are looking for than animal testing. There is growing evidence that NAMs are able to predict potential harms to patients from new drugs that were not identified by animal tests. For example, a recent study found that Emulate’s liver-on-chips were able to correctly identify 87% of drugs that caused drug-induced liver injury to patients despite passing through animal testing. University of Oxford researchers have developed an animal-free model of stroke by using organ-on-a-chip technology. They were able to replicate the blood-brain barrier and mimic a stroke, which creates new possibilities for testing stroke drugs in human cells.
Without regulatory change, the Government could create a NAMs committee to ensure that the UK legal framework is enforced. An independent NAMs specialist committee could review applications for project licences prior to approval so that a licence is granted only if there truly is no replacement method. If the committee felt that that was not the case, it could refer the application back to the applicant, and those assessing it, with advice on where to find appropriate NAMs to meet the research or testing need. That would help to ensure that, as the 1986 Act stipulates, animal testing licences are granted only if there are no appropriate replacements, and it would promote the wider use, research and development of NAMs. A NAMs committee could be constructed in the same way as the existing, animals in science committee: as an advisory, non-departmental public body that is sponsored by the Home Office. Members would be independent NAMs experts who represent a wide range of expertise.
Those proposals are not something that I or the petition creators have picked out of thin air; they are already being implemented across the world. The most recent development came just in December last year, when US President Biden signed the FDA Modernisation Act 2.0, which will make it easier for researchers to choose non-animal testing methods. I strongly believe that if the US can do it, we can do it too—and make a success of it.
I reiterate, as my hon. Friend the Member for Rother Valley (Alexander Stafford) mentioned, our fantastic record of implementing animal welfare reforms, including the recent Animal Welfare (Sentience) Act 2022, the Ivory Act 2018, the Animal Welfare (Sentencing) Act 2021, which increased the maximum penalties for animal cruelty, and so much more. However, this issue is a glaring omission. I hope that the Minister can update the House on what steps her Department is taking to address problems surrounding commercial breeding, what investigations there are into the MBR Acres site, and what consideration she has given to establishing a NAMs committee, so that the UK can finally adopt the three Rs, adhere to the letter of the 1986 Act and move away from animal exploitation in favour of innovation.

As I have said in answer to other questions, we want to move forward to a much better level of engagement with local authorities. From my prior experience in local government and seeing the confluence of issues from Homes for Ukraine, the Afghan resettlement scheme, the Syrian scheme, the number of asylum seekers and the general lack of social housing, it is important that Departments such as mine and the Department for Levelling Up, Housing and Communities work closely together and that the Government take a place-based approach where we understand the specific pressures that we are placing on particular local authorities and work with them as closely was we can.
A significant number of hotels in my constituency are to be used to house migrants for way more than a year beyond the Manston incident of a few weeks ago—one is booked out until July 2024—which is starting to cause community tensions and having an impact on the business community, which cannot use those hotels. When will the Minister’s dysfunctional Department get a grip and deal with the core problem that the Government have caused?
It is not the Government who have caused the issue here. The primary focus of our attention should be on the tens of thousands of people who are crossing the channel illegally, putting immense pressure on our asylum system. Frankly, even the most well-oiled machine would have found it extremely difficult to deal with that. There are a number of serious issues that the Home Office must get right. Quite clearly, we have to get the backlog of cases down, we have to get people out of hotels, and we have to find sensible accommodation that is good value for money but decent, so that people awaiting the outcome of their cases can be accommodated appropriately.

Commons ChamberThe reality is that the accommodation pressure that we are seeing today is a symptom of the broader problem of unprecedented numbers of people arriving here illegally, at a level that we have not seen before. That is putting pressure on the system to find and provide accommodation for these people, as we have a duty to accommodate them. We need to stop the crossings, which will ease pressure on accommodation.
I recognise the agreement reached this morning with the French to stop illegal migrants crossing the English channel in small boats, but what else will my right hon. Friend do to take lessons from other European countries? Germany and Sweden, for example, do not recognise refugee applications from Albania. Countries such as Italy and Poland are physically stopping people from crossing their border illegally. What more will be done to tackle this problem?
My hon. Friend is right that there is a real need for a multi-pronged approach. It is not quite right that countries like Germany or Sweden do not accept asylum applications; rather, they may have higher burdens of proof or thresholds that need to be met. We need to change some of the regimes that govern asylum and some of the rights being claimed, in a large number of cases, unmeritoriously. We will make an announcement on the measures that we are taking in due course.

Commons ChamberI am very clear about what this Government’s priority is. It is about tackling the scourge of illegal migration, taking a firm line, changing the law where our laws are being abused, working collaboratively with the French, ensuring we are removing people who are not meant to be here and ensuring that the British people can have confidence in their borders.
Many people in my constituency are worried about paying their heating bills, many people in my constituency are concerned about getting GP appointments, and many of my hotels are full up with illegal migrants. Does the Home Secretary appreciate the sense of unfairness that my constituents feel? When will legislation be introduced to resolve the situation?
Yes, I appreciate the seriousness of the issue. It has been my No. 1 priority since September. It is unacceptable that we are spending £6 million a day on hotel accommodation for asylum seekers. It is unacceptable that we have 35,000 asylum seekers in hotels distributed around the country. We need to bring that to an end. We need a comprehensive plan of alternative sites, we need to speed up our processing of asylum, we need to remove people from the UK more quickly, and ultimately we need to change our law. We will introduce legislation later this year to ensure that there is no longer any abuse of our laws.

Commons ChamberAbsolutely not, because the immoral aspect is the role of people smugglers and the criminal trade that facilitates people smuggling. Not only is the migration and economic development partnership the first of its kind, but it is being looked at by other countries around the world. Our processes are not only legitimate but show that a deterrent factor can be achieved through this policy. It is absolutely right that we ensure that people are detained on the basis that they will be removed to Rwanda at the soonest possible opportunity.
The rise in dangerous channel crossings is unacceptable, as my hon. Friend has said. Indeed, there is a push-back policy in place. Not only are these crossings an overt abuse of our immigration laws, but they risk the lives of vulnerable people who are being exploited by ruthless criminal gangs. Our new Nationality and Borders Act 2022 is breaking the business model of these evil criminals. We have introduced tougher sentences for those who facilitate illegal entry into the country, with 38 people already arrested and facing further action since the Act became law.
