10. What his Department’s service specification priorities are for the new Thameslink franchise.
The Department’s priorities are, of course, to ensure successful delivery of the £6 billion Thameslink programme, to maintain and enhance service quality for passengers while the Thameslink works are going on, and to bear down on the overall costs of running the industry.

I am grateful to the Minister for his reply. Lewisham commuters are very keen to reap direct benefits from the new franchise and infrastructure programme through increased train frequency and capacity. Many people share the aspiration of having four trains per hour on the Catford loop. Can the service specification for the new franchise be changed at this late stage, and could such a service be accommodated without detriment to other Lewisham services?
The Thameslink programme will be completed in 2018 and will, as the hon. Lady knows, provide a minimum of two trains per hour all day to stations on the Catford loop. That will be supplemented by additional standards and services under the Southeastern franchise, at least in peak periods. The detailed specification for those additional services will be determined nearer the time.

6. What recent guidance he has given to his ministerial colleagues on making oral statements in the House on changes to Government policy.
The ministerial code is clear: when Parliament is in Session, the most important announcements of Government policy should be made in the first instance to Parliament. I regularly remind my colleagues of this.

In the light of that, was it acceptable for the Work and Pensions Secretary to announce delays to universal credit via a written statement, especially considering that this information was released to the media before the House?
As the hon. Lady and the House will know, informing the House by means of a written statement is perfectly in order. As the Speaker himself said on 25 January last year, doing so is

Commons ChamberAs I pointed out to the right hon. Member for Stirling (Mrs McGuire), I am following the policies that have taken the rail industry from 750 million to 1.5 billion passenger journeys. I am happy to speak for the passengers and for all the people who work on the railways; it seems as though Labour Members are happy to speak just for the union barons. They can speak for the barons; I will speak for the workers, the consumers and the people who use our railways.

T1. If he will make a statement on his departmental responsibilities.
We have started consultations on our plans to reform the Highways Agency into a Government-owned company, backed by legislation, to achieve greater efficiency as we treble our capital spending on the strategic road network. Significant efforts have been made this year across road, rail and aviation to boost resilience and preparedness for the winter months. This week, the Highways Agency began its “Make time for winter” campaign, with practical advice for drivers. Local highways authorities are holding robust salt stocks and will enter the winter with a healthy supply.

The Government’s policy on rail fares will offer scant consolation to my constituents, who not only have to travel on unbearably overcrowded trains into central London but in the past two years have been asked to pay £100 more for their annual season ticket. What guarantee can the Secretary of State give that above-inflation increases in rail fares will be matched by a comparable increase in capacity?
There is a problem, but we are investing record amounts in the rail industry. Over the next five years, Network Rail will invest some £38 billion in the railway network. Those are very significant investments that are bringing on new rolling stock and better capacity and efficiency to try to help people who are suffering. I do accept, particularly where there is overcrowding, that we need to try to do more to help those consumers.

The House will recall the inquiry that took place into the pre-announcement or pre-leaking of material relating to the Budget and will recall equally the assurances that the Chancellor and I gave at this Dispatch Box that that would not happen in future.

3. What his plans are for future investment in London’s transport network.
As the Chancellor announced at the spending review, the Government are providing more than £5.8 billion in capital grant and a further £3.8 billion of borrowing power between 2015-16 and 2020-21 to Transport for London, which will enable it to continue to invest in critical transport infrastructure, including Crossrail and the tube upgrade programme. This is in addition to more than £10 billion that has been provided to TfL over the current spending review period up to 2015.

Can the Minister assure me that, in considering the case for Crossrail 2—which would link south-west London and north-east London—the Government will not forget that south-east London, the area I represent, barely makes it on to the tube map at the moment? Does he agree that the proposal to extend the Bakerloo line to Lewisham should form part of the strategic review of London’s future transport needs and how they can be met?
As the hon. Lady knows, the Government are making £2 million available to TfL for the Crossrail 2 study to take place. Any proposal to extend the underground is primarily a matter for the Mayor and TfL. To date, the Mayor has made no representations that suggest that the Bakerloo line extension is a priority for him.

I congratulate my right hon. Friend the Member for Tottenham (Mr Lammy) on securing the debate. I represent a south-east London constituency. My constituents would not necessarily benefit directly from new stations on a Crossrail 2 project. Nevertheless, they would benefit from improved transport links in London more generally, so it is important that we are having the debate today.
I want to discuss another strategic transport project in London—some might call it Crossrail 3—that would bring huge benefits to our capital city. It would improve capacity on transport links between south-east and north-west London, as opposed to Crossrail 2, which improves the links between south-west and north-east London. I urge the Minister, when considering Crossrail 2, to think more strategically about the transport needs of London as a whole. For my constituents, one of the most important issues in public transport is extension of the Bakerloo line from Elephant and Castle, where it currently stops, through Southwark to Lewisham and then to join the Hayes line. That would provide huge benefits in relieving congestion on existing transport routes to London, and would support growth in south-east London and Canary Wharf.
I want to take a couple of minutes to share with hon. Members some of the reasons why that transport route is equally important to the strength of London’s economy. At the moment, my constituents rely heavily on overland trains, as my right hon. Friend the Member for Tottenham said. The recent census figures show that one in five of the working population in Lewisham uses trains to get to work, and the number in Bromley is similar. At the moment, south-east London benefits from the East London line, which runs through Honor Oak and Forest Hill to Crystal Palace, but that skirts the western border of south-east London, and the tube network does not extend into south-east London, although we are fortunate in having the docklands light railway.
Overcrowding on overland trains to London Bridge and Cannon Street is unbearable for my constituents. I regularly take the train to London Bridge and it is unpleasant to be stuck in the armpit of a stranger. Overcrowding during the rush hour is intense and there is a desperate need to relieve that congestion. The benefit of bringing the tube network to south-east London would be felt not just in people’s quality of life, but in the planned regeneration projects in south-east London.
Southwark and Lewisham are two of the fastest growing boroughs in London, and it is projected that by 2030 Lewisham’s population will be 346,000, which is 70,000 more than at the moment. The rise in Southwark’s population will be similar. We have a terrifically young population who want to access job opportunities in central London. Those huge population increases in south-east London mean that we must find a way to transport people around. Lewisham plans to build 18,000 homes by 2026, and when new developments go up in our town centres my constituents come to me to ask how people will get on trains because they are already full. There is a desperate need in south-east London to address capacity on public transport.
The links from Lewisham in particular to Canary Wharf are strategically important. Canary Wharf as a commercial and business centre has grown very quickly. I understand that its working population is about 100,000, and I am told that by 2025 it will have doubled to 200,000. We have read about the problems in the financial sector, but there will be huge growth in that part of London. Linking the population of south-east London to those opportunities by extending the Bakerloo line, through a connection to the DLR, is terrifically important. The centre of economic activity in London is shifting eastwards, so when this and future Governments consider how to address strategic transport needs they should look at London as a whole.
Will the Minister tell me and other hon. Members what discussions he has had with the Mayor of London and Transport for London about the possibility of extending the Bakerloo line? I am aware that upgrade work will be done on that line within the next 10 years and it would be good to hear whether that work can be done in a way that allows a later extension to the Bakerloo line. It would be good to know what vision he and TfL have for addressing those transport needs in south-east London.
I was recently speaking to a good friend who is a transport planner. She told me that in London we need to find a way of addressing the next century’s transport needs. The Victorian era left us with a fantastic underground network, and we now need to ask what the 21st century’s legacy will be. Whether it is Crossrail 2 or Crossrail 3, London is a fantastic world city that will continue to grow, and we must find a way of moving people around and getting them from their homes to their jobs so that they can enjoy the most this incredible city has to offer. I hope that the Minister will be able to provide some reassurance that he is on the case and considering how to tackle those transport needs in the next few decades.
I am here to talk about what my Department is doing for transport to ensure that London remains an economic powerhouse, and I wish to continue on that line. I am sure that the hon. Lady will want to make that point to my colleagues—I am sure that they have heard it before. None the less, I do not think she would wish to stop all office development, or all offices with the potential for conversion being developed. It may or may not be the crack cocaine in certain areas, but it is providing essential housing in other parts of the capital. I have seen a number of social housing schemes being developed from old office blocks in south London as well, so one needs to be a careful about over-generalising.
The point I was making a moment ago is that the Government are, and have been, spending a huge amount of money on the tube upgrade system and the tube upgrade plan. The Mayor of London and the Secretary of State for Transport opened the Clapham Junction to Surrey Quays link of the London Overground, completing the overground orbital network, which allows people from south London to commute to the City and Canary Wharf without travelling through central London.
I know that will be of some benefit to the constituency of the hon. Member for Lewisham East (Heidi Alexander). I hear her points about the Bakerloo line. I say to her again that, as she will recognise, transport in London is a devolved issue, and it would be for the Mayor to come forward with proposals to the Government. Any proposal for London Underground to extend the Bakerloo line further in south-east London is a matter for the Mayor and TfL. They would have to come up with a plan, and potentially, if they seek to fund it in sponsorship with the Department, come to the Department. It is not for the Department to impose the proposal on TfL or the Mayor.

I hear what the Minister has said, but he will have heard my case about the population increase in south-east London and the existing problems with overcrowding on the overland rail network. Would he undertake to discuss the Mayor’s current thinking on the Bakerloo line extension with him?
Whenever I meet the Mayor, I discuss many things with him. I promise that when I next meet him—in one of our regular meetings—I will make sure that that is on the agenda. I hope that the hon. Lady will recognise that any proposal to extend the underground is a matter for the Mayor and TfL.
The Government are committed to extending the Northern line into Battersea. The funding agreement with TfL has enabled Crossrail to go ahead. The Government are making a contribution of some £5 billion over the lifetime of the project. That will transform the south-east, delivering faster journey times, and it is likely to generate 14,000 jobs during the peak construction period. It will have a major impact on London’s economy, and I therefore accept the potential for Crossrail 2 to have a similar impact.

20. The stations that my constituents in south-east London would like to see opened are a Bakerloo line station at Lewisham and a docklands light railway station at Catford. Those, of course, would also require major extensions to existing lines. Will the Minister tell me what planning if any is being carried out by his Department and Transport for London about the longer-term strategic transport needs in this part of London?
I thank the hon. Lady for her question. I can reassure her that all these matters are being looked at closely by Boris Johnson, Transport for London and the Greater London Authority.

1. What the maximum regulated rail fare rise was in January 2013.
The average increase in regulated fares was 4.2%. An extremely small number of fares will have risen by 9.2%, but those will have been offset by reductions elsewhere. The “5% flex” policy was introduced by the previous Government.

Commuters using Hither Green station in my constituency have seen their annual season ticket rise in the past two years from £856 to £944, yet overcrowding on routes into London remains horrendous. What guarantee can the Secretary of State give my constituents that this time next year overcrowding will be less and that there will not be huge profits going to train operating companies?
One of the problems we face is that there is a huge demand and we have seen huge increases in the number of people using the railways. Matching that, the Government are pulling in huge investment. We have set out our plans for 2014 to 2019, as has Network Rail, which published its plans last week. I understand the concerns of the hon. Lady’s constituents, but I have to say that a lot of work needs to be done on investment.

Commons ChamberI believe that setting up the commission was the right way to move forward. I hope to be able to announce the rest of the commission’s membership in the not-too-distant future. My hon. Friend will be able to make recommendations to the Davies commission, which will bring interim recommendations to the Government in 2013. Although some people say that it will take rather a long time, it will not take that long once it gets under way.

T3. Given the Department’s abject failure to manage the franchise process for the west coast main line, what are the Secretary of State’s views on the possibility of Transport for London being the franchising authority in future for the London parts of the south-eastern network?
I am due to meet the Mayor of London in the next few hours, and that may be one issue that he wants to bring forward to me. People will have different views about whether that would be the right way forward.

2. What recent assessment she has made of the effects of recent labour market trends on black and minority ethnic communities.
Tackling unemployment is a priority for this Government. Our approach is to support according to individual need rather than to segregate according to ethnic group. On the matter of need, Mr Speaker, would you allow me to pay tribute to the fact that today is anti-slavery day?

Yesterday, the TUC published a report that showed that the unemployment rate among young black men stands at 50%, and that that group has experienced the sharpest rise in unemployment since the Minister’s Government came to power. Does she recognise the devastating impact that her Government’s failure to get the economy moving is having on the lives of those young men? What specific action will she take to tackle the problem?
I do not accept the accuracy of the figures the hon. Lady mentions, but I accept that the figures on young black men and employment are bad, and that they need to improve. A number of the figures given fail to classify those in full-time education, but it would be wrong to assume that someone needs additional support simply because of the colour of their skin. Notwithstanding that, the Government are giving a range of tailored support, through Jobcentre Plus, the fantastic Work programme, the Youth Contract and all our measures to get Britain working. We should not stereotype people according to ethnic groups—everyone needs help.

Commons ChamberI am told that that is a matter for the rail companies, but I understand the concern about car parking, which, I believe, can be extremely expensive in certain areas.
The hon. Member for Garston and Halewood has asked specifically for an opportunity to address the cap on regulated fares, and the way in which train operators use what are known as flex fares, which the motion describes as “that strict limit”. As I said earlier, I do not believe that the current fares structure—which we inherited—is perfect, and that is why we are conducting a fares and ticketing review. The key issue today is the “flex” policy, which was introduced by the last Labour Government. The cap on regulated fares is implemented by train operators as an average across a “basket” of different fares. That flexibility allows some fares to be increased by up to 5% more than the average, provided that other price increases are kept below the average. It means that operators can manage demand more effectively and efficiently, which should achieve better value for money for fare payers and taxpayers overall. It also allows operators to keep fares in a logical structure and to address anomalies over time.
Let me stress again that when operators increase some fares by the maximum permitted, other fares must increase by much less or even be held flat to comply with the regulated average. As I have said, the system was introduced by the last Government.

I congratulate the Secretary of State on his new post. One of the anomalies to which he has referred is the fact that fares in my constituency in south-east London are not fully integrated with the Transport for London price structure, and people pay more for a journey on the rail network than they would pay for a comparable journey on the TfL network. What are his views on that issue, and how does he plan to resolve it?
I look forward to reading the letter that I shall no doubt receive from the hon. Lady, and I will give a considered response then, as I will have had an opportunity to examine the background of these matters.

Friend will appreciate that extensive advertising budgets are a thing of the past in the age of austerity, but we will do our very best to make sure that people are aware of the consultation. We are aware of his concerns about the Wimbledon loop; my hon. Friend the Member for Wimbledon (Stephen Hammond) barely gives me a moment’s rest on the issue. Network Rail has concerns about operational issues at Blackfriars, but those are not impossible to surmount. No final decisions have been made. We will consider all the representations on the Wimbledon loop and on all relevant matters in response to the consultation.

Page 28 of the Minister’s consultation document states that future Thameslink services may serve Sevenoaks as well as Dartford and Orpington. Will the rail Minister confirm that, if those services go ahead, they will include a stop at Lewisham, and will be in addition to, and not a replacement for, existing services that run from that station?
As I have said, no final decisions have been made on what goes into the ultimate franchise; that is what the consultation is all about. I will make sure that the hon. Lady’s representations are properly considered when the consultation closes.

I am not quite sure how to follow that last point by the hon. Member for Woking (Jonathan Lord), but I do want to say what a fantastic debate this has been. It is so good to see so many right hon. and hon. Members here to support this excellent campaign on cycling.
I may not look it, but I am a reasonably regular cyclist. A number of years ago, however, I was knocked off my bike outside Stockwell tube station. The driver of the car drove off. After that incident, I was put off cycling for a couple of years. However, I have got back on my bike and last year—I want to put this down on the parliamentary record—I completed the London to Brighton cycle ride, even getting up Ditchling beacon without getting off my bike. Anyone who has ridden up that horrible hill will know what I mean.
Part of my reason for speaking today is that every day that I come to work—whether I am on my bike, going to the train station or in my car, and I admit to driving into Parliament on the occasions when the House is sitting until 10.30 at night—I go past a “ghost bike” on Lewisham roundabout, which shows where someone has lost their life while cycling. When anyone goes over Lewisham roundabout, they feel like they are taking their life into their own hands, and the same is true whenever anyone goes over the roundabout at Elephant and Castle. This year alone two cyclists have been killed at the Bow roundabout in London. I do not think that we should wait until people lose their life before we act. We must find a way to get in the investment to tackle those really key junctions and roundabouts where, as anyone who rides a bike will know, cyclists fear for their lives.
Cycling safety is also about basic road maintenance. We have heard lots of right hon. and hon. Members talking about the horrendous potholes that exist. As a south-east London MP, if I cycle into Westminster, I go back home down the Old Kent road and there is a huge rut that cyclists get into. When cyclists get into it and lorries and buses are going past on the right-hand side, they are never sure how they will get out. When I am in that situation, I think to myself, “It can’t be beyond the wit of man for Transport for London and the local councils to get together and sort out this stretch of road.” Some really basic issues need to be addressed.
My hon. Friend has talked about cyclists who get injured. Last year, in Hackney, including my constituency, between January and October there was one fatality of a cyclist, which is tragic, but there were 36 serious injuries. As she suggests, it is not just the cyclists who die who should make us act; we should also remember those cyclists who are seriously injured and who often have to live with their injuries for the rest of their lives.

My hon. Friend makes a very important point, and we must tackle these basic issues of safety on our roads if we are to get more people to cycle. In addition, if we are to get more people to cycle, we must also tackle the perception of what it is like to cycle. As a woman, I think that some of the time women can be a bit put off by cycling, including by the idea of turning up at work after cycling.

Although safety issues are absolutely paramount—there are loads of junction issues in my own city of Edinburgh—one of the things that makes cycling so popular in other countries is that, partly because of the sheer number of people who cycle, people do not have to go through all that stuff about needing to have all these things to put on—the helmet and everything else—which can be off-putting. If we can get to the stage where people feel that they can just come out of their houses, get on their bikes and cycle somewhere safely, we will have far more cyclists.

My hon. Friend is absolutely right. I was about to make the point that, when a cyclist arrives at work, especially if they are not as fit as they should be, they will need to find somewhere to have a shower and sort themselves out. So it is incumbent upon employers and the planning departments in councils, when they are considering new developments, to find a way to make cycling easier and more convenient for people.
Lots of things can be done. We must address safety, but we must also make cycling more convenient, which is absolutely key. I will not take up any more time today, as other hon. Members who want to speak. I pay tribute to the campaign and to the hon. Member for Cambridge (Dr Huppert) for securing this debate, and I really hope that it results in the changes that we all want to see.
