My hon. Friend is absolutely right that our priority is to take the right decisions to provide stability and secure foundations for the long-term future of this country. It is true that we inherited a mess from the Conservative party. Indeed, the Office for Budget Responsibility is now looking at the previous Government’s record on productivity. We have been clear that we will not let the mistakes of the previous Government determine this country’s future. We will take the right decisions for the future of this country.

The speculation was inflamed by the Chancellor herself giving a speech at the press conference. Surely one of the most damaging pieces of speculation in the media was that there might be an exit tax on wealthy people fleeing the country. That has only just been ruled out, but many, many people have fled in the interim. There has been a real cost to the Exchequer from all the speculation, so will the Minister confirm that there will be a leak inquiry?

As I made clear, I am not going to comment on the ongoing Budget process, nor am I going to engage in speculation about Budget measures. I note that this urgent question is about speculation, which I am not engaging with. It is actually Conservative Members who seem to be fanning the speculation, and I would discourage them from doing that.

The work that my right hon. Friends the Chancellor and the Prime Minister have been doing with Europe is all about taking down trade barriers where they get in the way of our national interest and economic growth. That is our priority, as well as cutting bureaucracy for businesses here in the UK.

The art of taxation is extracting the largest amount of money with the lowest amount of squeaking from the goose. Yet the Chancellor will have heard the honking of the tractors on Whitehall today in response to her raising an amount of money that will pay for less than one day of NHS spending. Will she commit to reversing the family farm tax?

As we have debated several times in this Chamber and Westminster Hall, the changes to agricultural property relief and business property relief retain a generous relief for people accessing those benefits within the taxation system. That means that people will get £1 million before inheritance tax is due, in addition to the existing nil rate band for spousal transfers. Over that, it is up to an effective rate of 20%, and any money due can be paid over 10 years, interest free.

The policy that we are implementing includes generous provisions to protect family farms—the £1 million entire relief from inheritance tax for agriculture and business property assets. That is in addition to the nil-rate bands that people can access as part of the general inheritance tax scheme. We think that strikes the right balance between making sure we raise money for the public finances and protecting family farms.

Mr Speaker, have you noticed a pattern—that on a Thursday, a Treasury Minister will be asked to come to the Commons to answer an urgent question, and there will be barely a soul on the Labour Benches behind them when they do?

The Office for Budget Responsibility forecasts that the measure will raise £500 million in revenue by 2029, which, in the context of tax revenues of over £1,150 billion, is a very small number. What value does the Minister put on food security for the United Kingdom?
James Murray
Obviously, the Government put the highest priority on food security. That is why our policies set out to support it, and the farming sector more widely. The policy is one of many difficult decisions that we had to take in the Budget to balance the public finances, support public services and provide the economic stability we need for investment and growth.

This is a serious topic and we know from the debate earlier this afternoon that it is one on which Members across this House and people across this country have strong feelings. We understand that. This is a difficult decision to have to take. By means-testing winter fuel payments, we know that we will be ending future payments to most pensioners while maintaining our steadfast commitment to protecting those in greatest need. But although they do not like to be reminded of it, Conservative Members know exactly why we need to take this step. Because it was Conservative Members—and, indeed, former Members of this House who have now been voted out by the British public—who did such damage to our country’s economy and the public finances. I welcome my hon. Friend to her place. She is absolutely right to highlight just how much damage the Conservatives’ recklessness in 2022 caused to families in North Warwickshire and beyond. The decisions of Conservative Ministers unleashed economic turbulence that pushed up people’s mortgages and made people across Britain worse off. Our new Government will hardwire Budget responsibility into Government with our new fiscal lock in the Budget Responsibility Bill, which will make sure that the disaster we saw nearly two years ago can never happen again.

The living standards of nearly 50,000 pensioners in Malvern Hills district and Wychavon district are going to deteriorate very sharply this winter in the face of a 10% increase in their energy bills and no winter fuel allowance. Many of those pensioners have incomes just above the pension credit threshold, and many are too frail and too old to work. Yet within the first few days of coming into office, the Chancellor managed to spend over £22 billion very quickly by setting up Great British Energy and a national wealth fund, and by giving in to the pay demands of her party’s union paymasters. Is it not the case that this Chancellor has made the chilling political choice to balance the books of this country on the very frailest shoulders?

I am disappointed that the hon. Member is talking down essential investments that we have made in our country’s future. She also seems to be confused: there is a £22 billion black hole because of the unfunded spending commitments made by the Conservative party when it was in government. But she makes an important point about protecting pensioners, which is why it is so important to ensure that all those pensioners who are eligible for pension credit take it up, and I look forward to her support in making sure that they do so.
