On the substance of the hon. Lady’s question, I refer her, for example, to the commitment to set up the office for environmental protection, which will be the single enforcement body. Above all, however, I refer her to this House: part of taking back control will be the House’s ability to scrutinise issues, such as the legitimate one that she raises, and to ensure that the Government meet the assurances that they have given.
The Secretary of State will be aware of the importance of the agrifood sector in Northern Ireland. Will he assure the House, and the agrifood sector and associated businesses in Northern Ireland, that his departmental and Cabinet colleagues are very well aware of that importance and can minimise any threats and maximise opportunities as we leave the EU?
The hon. Gentleman is absolutely right about the importance of that issue. The former Chair of the Exiting the European Union Committee referred to the Department’s disbanding, but what is not disbanding is the expertise within it, which will be shared across Whitehall, including with the Northern Ireland Office. As the hon. Gentleman will know, when it comes to the implementation of the Northern Ireland protocol, that sector and how it plays into discussions within the Joint Committee will be extremely important. I am sure that he will contribute fully to that debate.

First, Northern Ireland will come with us: it will be part of the customs union, it will benefit from our trade deals, and we are absolutely committed to leaving, as the Prime Minister repeatedly says, whole and entire. My hon. Friend does raise a concern that has been raised on the Benches opposite in terms of the consent mechanism, but the concern is about giving one community a power of veto, not least because these are reserved matters pertaining to international relations that fall outside the scope of the Good Friday agreement. It is important to understand what the consent mechanism is applying to, and it is for that reason that it is by simple majority.
The Secretary of State noted the comments of the Chief Constable, and we all want to avoid any descent into community disorder. He also acknowledged the scale of east-west commerce and business. Does he now acknowledge that what we need are not warm words or reassurances on what will follow, but to ensure that the text reflects the potential to grow the east-west business, and not to risk jeopardising it for the sake of north-south business?
The hon. Gentleman and I would agree on the desire to grow that business, because economic ties underpin the democratic relationship that we have, and we both share a common desire to have a strong Union with Northern Ireland as a central component of that. There will be scope, both during the passage of the withdrawal agreement Bill and then in the implementation period, to look at the things that can be done to strengthen that. I would draw his attention, for example, to what we secured on state aid in Northern Ireland, where there is scope to look at the UK economy as a whole, which again enables us to ensure that Northern Ireland’s place in the United Kingdom is central to the decision making of this and any future Government.

I thank my hon. Friend and his constituents who overwhelmingly supported Brexit. I can confirm that plan A is to get a deal, and that is what we are working towards and why there is so much focus on the proposal that will come shortly. It makes no sense to share the detail of the negotiation with the House if it makes getting a deal done less likely. Collectively, the House wants a deal and the strategy that we are taking forward makes it more likely that we get a deal while being fully prepared for no deal.
As a Member who lives in the non-customs zone that has not been discussed, and given that we will, I hope, get definitive proposals in the next few days, can the Minister at least draw a little comfort among the negativity that has pervaded the EU that they are no longer talking about no reopening of the withdrawal agreement, that it is sacrosanct and there is no possibility of ever going back to it? At least now there is a glimmer of light.
I thank the hon. Gentleman for his question because it gives me the opportunity to say how things have changed. There was a time when Michel Barnier was saying, “No more negotiations”, and that he did not have a mandate to negotiate on issues that are important in Northern Ireland and across the United Kingdom. Now the Prime Minister’s sherpa is regularly in Brussels and there are regular discussions at prime ministerial level and between the Secretary of State and Michel Barnier.

I have to tell the Minister that I am extremely concerned that he has indicated that it is acceptable to the Government and the Prime Minister, for whom he is speaking this morning, that no deal will be acceptable. Can I just remind the Minister of the very serious consequences of no deal for Northern Ireland? I should not need to remind him or, indeed, the Government. If there is any hardening of the border between Northern Ireland and the Republic of Ireland, it will incentivise dissident republicans, who are already attacking the Police Service of Northern Ireland, to commit even greater violence along the border. With that, I suspect there will be a backlash—certainly a reaction—from loyalists. I do not predict that with any pleasure at all, but this Government should be aware of the consequences of no deal in Northern Ireland.

Commons ChamberI would certainly encourage those businesses to avail themselves of that opportunity. The Department has sent out 1,300 bits of information and that is captured on the gov.uk website. I have engaged with businesses—I am the small and medium-sized enterprises champion for the Department—and the one thing that I have noticed is that larger businesses tend to be more prepared than smaller businesses, and particularly the type of which the hon. Lady speaks. The Government website is a rich source of information, so I encourage Members to return to their constituency and—alongside campaigning—promote the Government website.
There is a massive difference between some of the realistic concerns of businesses about no deal and some of the madcap scare stories that are going around. What is the Minister doing to ensure that there is an understanding of realistic concerns and to dismiss some of the other wild stories?
There will always be knockabout politics, but I would prefer to engage in the detail. I was in Northern Ireland last Thursday talking to businesses on the border and then in Belfast discussing alternative arrangements with a wide range of businesses, engaging them in the very real detail and not the high-level scare stories. There are concerns, and they are being dealt with, but they should not be confused with the bigger scare stories.

Commons ChamberOf course, I have always championed the deal and the right hon. Gentleman has voted against the deal three times. In the case of no deal, we will absolutely co-operate with our EU partners, including through making use of Interpol and the Council of Europe conventions. For example, on extradition, we would rely on the Council of Europe’s 1957 European convention on extradition. There is huge scope for co-operation, even in the event of no deal.
Does the Minister agree that we must increase our level of security on the border between Northern Ireland and the Irish Republic, given the threat that dissident republicans pose? In the knowledge that we are now moving to a position where hopefully we will leave in a few short months, we need to be exceptionally mindful of that security risk to all our citizens.
We are absolutely mindful of the risk that the hon. Gentleman describes. He knows that the Government are fully committed to ensuring that the dark days of the 1970s do not return to Northern Ireland.

Commons ChamberAs I said in my earlier answer, the UK is currently a leader on workers’ rights, and there is no reason why that position should change after Brexit. My right hon. Friend the Prime Minister has made it clear on a number of occasions that we do not want to see any diminution—any reduction—in the quality of workers’ rights and protections. My hon. Friend is absolutely right: we must vote for the deal, and we must move forward.
Can the Minister assure me that, whatever the way in which we leave the European Union, workers will receive protection that is commensurate with, or greater than, that enjoyed by others across the continent of Europe?
As I think the hon. Gentleman understands, today the UK enjoys workers’ rights protections which in most cases exceed the EU minimum, and there is no reason why they should be in any way diminished after we leave the EU.

Some excellent biotechnology research is going on in universities across the UK, including in my constituency. What steps is the Minister taking to ensure that will continue to be the case after 29 March next year?
The Government are committed to ensure that science and new technologies such as the one the hon. Gentleman mentions are able to continue and thrive in a future relationship, deal or no deal.

Commons ChamberOur Government, the Dublin Government and Brussels have all said that they do not want a hard border. Does the Minister have an understanding from the EU that a hard border, whoever might want it, would be totally impossible to police because of the hundreds of crossing points that everyone in Northern Ireland would use, even if someone tried to implement a hard border on the ground?
The hon. Gentleman speaks with considerable experience and knowledge of the issue. He is absolutely right. That is why, from what I have seen and conversations I have had, London, Dublin, Belfast and Brussels have all been clear about the need to avoid the creation of a hard border.

Commons ChamberAs the hon. Lady acknowledged, the Secretary of State did indeed visit Northern Ireland last week, as did the Chancellor of the Duchy of Lancaster and Minister. I have also visited on several occasions, including visiting the border and speaking to cross-border businesses. Everyone understands the importance of having frictionless movement of people and goods across that border. That is the aspiration of both the UK and the Republic of Ireland, and it is something that we will continue to pursue through the talks.
Monsieur Barnier was at the border last week, and I am afraid that his diplomatic skills were found wanting yet again. Does the Minister agree that Monsieur Barnier should, in the intensive discussions that he is having, take some time to look at the massive hole that will be left in the EU budget after we leave and perhaps turn his mind to the political problems that there will be in Hungary, France, Germany, Poland and elsewhere, with the far right turning away from Europe, after he is done with ours?
The hon. Gentleman makes a powerful point. We need to ensure that we progress the negotiations in the interests of the United Kingdom and have a strong, friendly partnership with the EU after we leave. That should be our focus, and issues relating to the Irish border are a key part of that engagement.
