The changes in flexible working that we saw during the pandemic have been helpful to women. The Government have taken action in consulting on flexible working. This Government and I are absolutely committed to supporting women’s sport at every opportunity, pushing for greater participation, employment, commercial opportunities and visibility in the media. We want to continue to work with stakeholders to ensure that all aspects of women’s sport continue to flourish. I welcome the W Series, as it provides equal opportunities for women to compete competitively in motorsport. I also recognise what organisations such as Motorsport UK and the British Women Racing Drivers Club are taking forward to increase women and girls’ participation within the sport.

I am grateful to my hon. Friend for that answer. As she said, the all-female W Series championship is another jewel in the crown for British motorsport, won for the third time this year by British driver Jamie Chadwick, but it has sadly had to curtail the season by three races, with the sad reality being that women’s sports such as the W Series have much lower funding available than their male counterparts. Will my hon. Friend commit to working with the W Series to help it continue to support women drivers, engineers and mechanics into motorsports?

My hon. Friend is a fantastic champion for motorsport, and, as he knows, I am more than a little bit of a petrolhead myself. I approach motorsport with an enormous amount of enthusiasm and almost no talent, which is probably the problem. I also add my congratulations to Jamie Chadwick. I did watch the championships and she did a phenomenal drive. It is disappointing that the season was cut short, and we want women’s sports to thrive. The Government are unable to intervene directly, but the Department for Digital, Culture, Media and Sport is working with the wider support sector on the commerciality of women’s sport and how it can be promoted.

It is humbling to take part in this very special session as we mourn Her late Majesty Queen Elizabeth II. We have heard powerful tributes and wonderful words. As I have sat and reflected for coming on 10 and a half hours of those wonderful tributes, I have thought that, actually, there might not be the words in our language—there might not be the phrases powerful enough—to express the sheer scale of the significance of the reign of Her late Majesty to our country, the overseas territories, the Commonwealth and the whole world. But on behalf of my constituents in the towns of Buckingham, Princes Risborough and Winslow, and the villages that surround those ancient market towns to make up the Buckingham constituency, I wish to pass on my condolences to the whole royal family, to our new King, His Royal Highness Charles III, and to the new Prince of Wales, for the profound loss that they feel as a family and we share as a nation.

As I looked back through the history books, I saw that Her Majesty was gracious to visit my constituency on a great number of occasions. Looking at the pictures, you can see the joy on people’s faces as she greeted them. Be it a walkabout in the town of Buckingham, when she visited the university while Lady Thatcher was its chancellor, or her visit to Waddesdon. There are the pictures that hang in The Stag, newly reopened, of her visit to the village of Mentmore some time ago. You could see the joy in people’s faces as she joined them. We have lost a most incredible lady, a world statesman, and someone whose like, I fear, we will not see again.

From the great privilege of watching His Majesty King Charles III on the screens in this Chamber earlier, I am full of hope and confidence that he will carry on her legacy; that he will be a great King. On behalf of all my constituents and myself, I say may Her late Majesty Queen Elizabeth II rest in peace, and God save the King.

The more SNP Members campaign, in the current circumstances, for breaking up our United Kingdom—with all its strength and all its merits—the more damage they do to their own case.

Q11. Last week, the Princes Centre in Princes Risborough, which supports adults with a variety of mental health challenges, learning disabilities and conditions such as dementia, celebrated 10 years as an independent daycare provider. It was clear to me from my recent visit what a happy, welcoming and supportive atmosphere had been created for all service users. Will my right hon. Friend join me in thanking and congratulating the manager, Kim Challoner, and her whole team of staff, volunteers and trustees on delivering this first-class service, and as Chequers is but a hop, skip and a jump from Princes Risborough, will he deliver those congratulations in person?

I know that the COP26 President will have a strong commitment to addressing any issues. Rightly, Members across the House have recognised that the event in Glasgow was a great demonstration of the UK working together. It was an illustration of how we are better together. If there are some specific issues that Members of the House are rightly highlighting from a constituency perspective, I will ensure those are brought to the attention of the COP26 President and ask whether he will meet her as a matter of priority.

T4. The news that there will be legislation to ensure that we maximise the benefits of Brexit is incredibly welcome. Will my right hon. Friend comment on how that legislation, will enable and set free those companies in the thriving tech sector across my constituency of Buckingham to innovate in a more free manner than when we were in the EU?

I am grateful to my hon. Friend for raising this important question. The Brexit freedoms Bill will modernise the UK’s approach to making regulations by enabling Her Majesty’s Government effectively to amend, repeal or replace any retained EU law. These reforms will help cut business costs by removing EU red tape and creating a UK-centric regulatory framework that encourages competition, innovation and growth. The Bill will also help accelerate the excellent work of my hon. Friend the Member for Mid Norfolk (George Freeman) to deliver the recommendations from the taskforce for innovation, growth and regulatory reform in the fields of technology and life sciences.

Scotland’s renewables sector is leading the world. I am grateful to the Scottish Government for all the help and support they are giving in developing that incredible resource in the North sea. By the way, I think there is also a role for hydrocarbons as we transition. We need to ensure that we have a grid that enables us to take that electricity onshore and transmit it around the country, and that is what I will be setting out in the British energy security strategy—the long-term investment that this country needs and that the parties opposite completely fail to address.

Last week, following a huge resident and parish council-led campaign, the planning application for a new mega-prison in my constituency was refused. Does my right hon. Friend agree that with the proposals for that site being close to where HS2 and East West Rail cross, it is a matter of fairness that communities already suffering at the hands of the construction of big state infrastructure should not be asked to take more? Will he instruct the Ministry of Justice not to appeal that planning decision?

I thank the hon. Gentleman, who I know has long had an interest in this area of accountability, and he is absolutely right. Of course, one of the critical issues right now is the preservation of evidence—not just that crimes were committed, but on whose orders they may have been committed. Those are all things we are looking at, and I think it is important that we work with all our allies on this. We have some unique expertise in law enforcement, with mechanisms in relation to information co-operation, witness protection, sentence enforcement and forensic evidence, but other states also have unique capabilities in those areas. What is crucial is that the early evidence—not just of crimes, but of the responsibility up the chain of command—is preserved where possible.

I am very grateful to my right hon. Friend for that answer. Does he agree with me that to ensure that the Nationality and Borders Bill we are debating later today is fully workable, especially in supporting those who desperately need our help, such as those coming from Ukraine, a British Bill of Rights is essential to close the loopholes that allow those who seek to abuse the system—and, in doing so, take away resources from our authorities helping those in need—in relying on existing human rights legislation?

I thank my hon. Friend, and he is absolutely right that the Nationality and Borders Bill is crucial for dealing with those issues—not just as a matter of the protection of our borders, but in stemming this appalling trade in misery. The Bill of Rights would make sure that we have the right balance of protecting our freedoms by ensuring that the Executive can be held to account, but also making sure, when Parliament makes difficult balanced judgments on qualified rights, that there is greater respect for that in the public interest.

I do not totally agree with the characterisation of the hon. Gentleman around the centenary programme that the Northern Ireland Office ran. I thought that it was bold, that it was inclusive and that it recognised the unique circumstances—[Interruption.] Oh, the hon. Gentleman said that he welcomed it. Sorry, I misheard him. Mr Speaker, I apologise to the hon. Gentleman. I am so used to criticism from the Democratic Unionist party that that rare outbreak of consensus passed me by. I can give him my total assurance that we will be marking this jubilee with full throttle, joy and celebration, and my right hon. Friend the Secretary of State will be coming forward with some very innovative ideas about how we will mark it, especially in Northern Ireland.

May I say to my hon. Friend the Member for Buckingham (Greg Smith) that it is particularly good to see him in his place today?

I recently attended the Northern Ireland Day at the Dubai Expo, where I met many Northern Irish businesses already exporting globally, including White’s Oats, Kiverco and Greenfields. We also had the opportunity to meet with two sovereign wealth funds, which, I am pleased to report to the House, have accepted our invitation to come to Northern Ireland and look at the opportunities to invest in Northern Ireland as part of their programme of investing in the United Kingdom.

I am grateful to my right hon. Friend for that answer. Thanks to our exit from the European Union, the United Kingdom is able to strike trade deals around the world without being constrained by the bureaucrats in Brussels. Can he assure me that he is working with his colleagues in the Department for International Trade to ensure that businesses in Northern Ireland which export their products are given full and due consideration in all trade deal negotiations?

I can assure my hon. Friend that, as a former Minister of State for Trade Policy, I bring that worldview to my role as Minister of State in Northern Ireland. The short answer to his question is yes; I am delighted that we have now opened a new Department for International Trade hub in the heart of Belfast. I recently met the Economy Minister, Gordon Lyons at the Northern Ireland Showcase and we introduced him to the President of the Board of Trade before Christmas. We have put £8 million into Invest NI to help it to promote Northern Ireland abroad. Northern Ireland is an integral part of the United Kingdom’s offer to the world and will benefit fully from our international trade agreements.

Thank you, Madam Deputy Speaker. I warmly welcome my right hon. Friend’s statement this afternoon. He is making the right call. Freedom works. Indeed, we should always cherish freedom, but as we have seen in the past when restrictions have been lifted, some bodies, particularly those with a union hand hovering over them, have continued with restrictions regardless. So, as we rightly lift these restrictions and allow others to lapse, can my right hon. Friend give a clear message that the turn towards personal responsibility is not a licence for those bodies to carry on with the restrictions regardless?

If I understand my hon. Friend correctly, he is referring to devolved Administrations—[Interruption.] I think that is what he was saying. The instinct for liberty burns just as brightly in Scotland, Wales and Northern Ireland, and I think the people of the whole United Kingdom will understand that we want a sensible, balanced and proportionate approach that moves away from legal compulsion—something that has been quite extraordinary for these times—and in favour of people being considerate towards others and taking personal responsibility.

As somebody who was unable to say goodbye to their grandparents this time last year, I welcome his sincere apology. As we wait for the Metropolitan police’s findings, can he give me a categoric assurance that it will be full speed ahead on fixing the Northern Ireland protocol, standing up for our friends in Ukraine and fixing the cost of living crisis?

7. What discussions he has had with Cabinet colleagues on the legislative competence of the Scottish Parliament.

I have frequent conversations with Cabinet colleagues about maintaining and strengthening the devolution settlement and ensuring that the Government’s focus is on delivering for Scotland. It is important that all legislation clearly reflects the competence and roles of Scotland’s two Parliaments and two Governments.

Does my right hon. Friend agree that the key issue here is the need for the Scottish Government to exercise their existing powers more effectively, rather than asking for new powers or seeking to go outside the realms of the Scotland Act 1998?

[Mr Jack]

As my hon. Friend will know, we routinely engage with the Scottish Government on the use of devolved powers. It is in the interests of citizens across the UK for both Governments to operate within their respective powers, as set out in the Scotland Act. That is why I informed the Deputy First Minister back in March that I felt that the United Nations Convention on the Rights of the Child (Incorporation) (Scotland) Bill and the European Charter of Local Self-Government (Incorporation) (Scotland) Bill contained clauses that were outside the competence of the Scottish Government. Sadly, our warnings and suggestions for changes to the Bills were ignored, so our Law Officers referred the relevant clauses to the Supreme Court. The Court agreed with our views on every count. I hope that the Scottish Government will in future work with us to ensure that their Bills respect the devolution settlement, so that we do not waste any more time and money when enacting important legislation.
