May I drag the Minister back to food banks, which this debate is about? From the Government Front Bench, perhaps he can answer this question: why are many food bank users not made aware of the various crisis payments available to them in different circumstances, and why have even fewer got such payments? May we have some fact and less waffle from the Minister, please?

As the hon. Gentleman probably heard during the last debate, more than 93% of jobseeker’s allowance and employment and support allowance claims are processed on time—at the moment, that means within 16 days—which is up 7% since 2009-10. When fully rolled out, universal credit will speed that up further. In 2014-15, £94 billion will be spent on working-age benefits to support people who are on low incomes or out of work. That is a significant support network for people who need it.

In the limited time available, I would like to draw the House’s attention to the activity in my constituency.

In Clackmannanshire, we are fortunate that individuals have committed to establishing food banks at The Gate in Alloa and the drop-in food bank run by Activ8 in Sauchie. I have to say a big thank you for the dedication and foresight of people such as Evelyn Paterson, Val Rose and Sandra Gruar, because without their commitment the situation in Clackmannanshire would be a whole lot worse, while in Kinross-shire and South Perthshire, part of my constituency, people such as Les Paskin, who manages the Perth and Kinross food bank, deserve our gratitude for a venture described by the Daily Record as a “Food lifeline for Crieff”.

I want to put on the record the level of support these operations are providing to my communities. Perhaps the hon. Member for Morecambe and Lunesdale (David Morris) can listen and get some of the numbers now. In the first year of its existence, Perth and Kinross food bank provided 1,573 food parcels. That is three days’ food for 2,772 people, including 712 children, and the equivalent of 25,000 meals. The Gate has delivered 214 food packs, feeding 371 people with 7,745 meals between July and September of this year alone. At the end of October, it had supplied 21,700 meals to people in crisis in the preceding 10 months. That equates to a 35% increase in the number of people supported and a 50% increase in the number of meals supplied. The numbers show that 49% are due to benefit delay or sanction, a figure even greater than the 37% due to poverty or debt.

A constituent came to me on Friday who has been sanctioned for three months—that is three months without a single penny coming in. He showed me evidence that he had applied for 21 jobs on one website alone in the past three days, but because he could not show that he had handed in his CV in one particular place he was sanctioned. That is what we are dealing with. Does my hon. Friend share my disappointment that the Minister will not acknowledge that?

I share my hon. Friend’s concern about, and her abhorrence of, what is going on. I am sure that every Opposition Member has had people coming to their constituency surgeries and delivering that kind of message. It is abhorrent and it must stop.

My office in Alloa is the third biggest referrer of those in need to the Gate food bank and my constituency offices in Alloa and Crieff act not only as drop-off points for donations but as collection points for food parcels. Let me take the House back a couple of weeks. We supplied a food parcel from my constituency office in Alloa for someone who had prearranged collection. The gentleman came and collected his food parcel and one of my members of staff went out of the office a few minutes later only to find him sitting in the street outside my office eating a cold tin of spaghetti. He was that desperate.

My hon. Friend is making a powerful speech about what is happening in his constituency. I was shocked to hear from Sarah Sidwell, who runs the food bank in Hull, that she expects a 20% increase in the number of people coming forward for food parcels in the lead-up to Christmas. Is he experiencing the same in his constituency?

I have exactly the same expectations as my hon. Friend. Indeed, later this week I will visit one of the food banks in my constituency and I am prepared for what they will tell me and for a horror story.

It was not that long ago that a man walked 7 miles to the Activ8 food bank in Sauchie for a polythene bag of food, only to have to walk 7 miles back home to provide for his family. I can honestly say that when I was first elected to this House I never foresaw a time when my constituency offices would be used for such a purpose and would have such a workload. This is a growing problem and we must do something about it.

We know that a proactive and caring Government could and would confront this shocking situation. They would do that through measures to scrap the bedroom tax, rather than voting to keep it, by growing the number of employers who pay the living wage, through the enforcement of tough sanctions on employers who do not pay the minimum wage, through a fairer approach to benefit sanctions and through a benefit system that does not seem set to make the claimant pay from the outset.

In Scotland, we have a Government who support the policies of the Conservatives in this place by refusing to support a 50p tax rate and who vote against the extension of the living wage in public contracts. In Scotland, we are hamstrung by not one but two Governments with the wrong priorities. We can do something about this, and we must, even if we have to wait until May to begin to right the wrongs.

Of course I understand what an important issue this is for my hon. Friend and his constituents. I agree with him that it is a problem shared and that therefore the solution needs to be shared as well, across the European Union. That is one of the reasons why I have always been an advocate of cross-border co-operation in the EU on issues concerning people who cross our borders. We cannot act on our own. I agree with my hon. Friend that, whenever possible, the European Union should act effectively and together.

Q4. Opposition Members have called for a section 30 order to fast-track elements of the Smith commission to Scotland, especially votes for 16 and 17-year-olds in the 2016 Scottish Parliament election. I know that the Deputy Prime Minister’s boss does not usually allow him to make the big decisions, but as he is in the big seat today, will he commit himself to going ahead with the section 30 order now?

We will stick to the timetable to which all the main parties in Westminster committed themselves at the time of the referendum. We have stuck to that timetable religiously so far. In fact, despite predictions to the contrary by the Scottish National party, we have over-delivered on the commitments regarding further devolution to Scotland.

As the hon. Gentleman knows, a lively debate is taking place about the franchise for 16 and 17-year-olds. My party has always believed that we should give them the right to vote. They took up that right with alacrity at the time of the Scottish referendum, but the issue will clearly continue to be debated across parties in the House.

This is a point of difference. I do not believe that voters will attempt to recall—and they certainly would not succeed in recalling—anyone who is not a bad apple. I do not believe that voters will remove people over a policy difference. I made that point earlier. The question comes down to whether or not the hon. Gentleman trusts the voters. It is as simple as that. I cannot guarantee that frivolous attempts will not be made—of course I cannot—any more than I can guarantee what will happen in his seat or anyone else’s at the next election. Democracy is unpredictable, but ultimately I have confidence that voters will make the right decision.

The hon. Gentleman has talked about many technical points, so may I offer him a technical point? Would it not add to the level of democracy if the names and addresses of everybody among the 5% or 20% were made available to the public, just as a marked register is made available after an election, so that everybody could see who they were?

In 2010, the Secretary of State called for a citizens’ convention on the constitution. Yesterday, at the Dispatch Box, he said that the constitutional convention should not be seen as kicking devolution into the long grass. Does he still stand by what he stood for in 2010 in his manifesto, and what he said in the House yesterday?

I think there are lessons that the rest of the United Kingdom can learn from the way in which we have gone about building consensus to achieve constitutional reform throughout the United Kingdom. Bringing together not just the political parties but the other interested voices is absolutely essential. It is the best way in which to proceed, and I hope very much that the rest of the United Kingdom will take a leaf out of Scotland’s book.

I most certainly do not share the hon. Gentleman’s expectation of the outcome of the referendum. He now chooses who to listen to. He used to listen to Mr Jim Cuthbert, who said:

“It’s very difficult to have independence within a currency union. Greece says it all. In any currency union, there are restrictions on individual members and that doesn’t equate to independence.”

Businesses in north-west England and in Scotland need much the same things, so will the Minister tell the House what Mark Allan, Axa UK’s economist, Brian Ashcroft, professor of economics at Strathclyde university, Andrew Goudie and John Kay, former economic advisers to Alex Salmond, and Gavin McCrone, former chief economist at the Scotland Office, have in common on the impact of currency decisions on business if Scotland does not remain part of the UK?

All those eminent individuals know that Scotland continues to benefit from being part of the single UK domestic market, and they know that anyone who votes for independence on the basis that Scotland would keep the pound in a currency union is hanging their coat on a very shoogly peg.

Notwithstanding the heckling from the nationalist Benches, which hides the fact that they do not have answers to these very important questions, the point is that they used to be in favour of the euro but now they have back-tracked; they used to be in favour of a separate currency but now they have back-tracked; and they are currently saying that a currency union would be the best starting point. I think Scotland deserves to know what the end point would be.

On sterling, Alex Salmond says he is in and the chair of the yes campaign says he is out; it is a bit like the currency hokey cokey. The serious point is that this morning a report says that if the UK had a formal currency union with an independent Scotland, in the event of another financial crisis London would provide the lender-of-last-resort functions, whereas if Scotland was in the euro it would be Brussels, and if Scotland had its own currency it would probably be the International Monetary Fund in Washington. Is it not true that in the event of separation all roads lead to Scotland having less control over its own financial affairs?

I agree with the hon. Gentleman. The best arrangement for Scotland is to stay part of the United Kingdom, where we get all the benefits of the currency but also the hugely integrated single market, which is enormously to our benefit, and a platform in the world that is great for all our businesses and those they employ.

My hon. Friend makes an important point, but he will know that we have taken a lot of those decisions away from Ministers and given them to NHS England, which has said that it is looking at a fairer funding formula. I am sure it will look at the arguments he has made. In addition, I ask him to look at the Cancer Drugs Fund, which has been a phenomenal success in England. Sadly, it has not been copied by Labour in Wales, but I am full of hope. The fund has helped many of our constituents to get the treatments they badly need.

We have done something that the food bank movement had been asking for for years, but that the Labour Government did not grant because they were worried about the public relations—namely, the ability to say to people in Jobcentre Plus who needed help that they could go to a food bank. The Labour Government might not have wanted to do that because it was bad publicity; we did it because it was the right thing.

My right hon. Friend makes an important point. While I do not deny for one second the importance of the rating agencies, the most important test of credibility—a test that is faced day in, day out in the markets—is the rate of interest at which people borrow, and the rate of interest at which we borrow is still at record lows. It has gone down since the election, whereas it has gone up in many other countries, but if we listened to the Labour party, it would go up again.

Q3. The Prime Minister will be aware of the increased need for food banks in constituencies such as mine, which has been brought about by his Government’s failed policies. Will he sign my petition calling for action so that no family in the United Kingdom will go hungry as a result of his policies?

I will certainly look at the hon. Gentleman’s petition, but let me point out first that the use of food banks increased tenfold under the last Labour Government and, secondly, that a very important change that we made—requested by the Trussell Trust, which does so much to promote the work of food banks—was allowing them to be advertised in jobcentres. The last Government did not do that, because they were worried about the PR. Well, we put people ahead of public relations.

My hon. Friend makes a good point. One of our general concerns about the Government’s approach to this legislation involves the way in which the Electoral Commission’s role has been undermined. The commission is an apolitical statutory body, operating outside the political system, with responsibility for electoral matters, and, as our amendments suggest, we believe that it would be far better if the commission were allowed to reach objective decisions on many of these issues.

There seems to be quite a lot of concern about the role of the Electoral Commission, in relation to the Westminster Government and the Holyrood Government. Does my hon. Friend know of any reason why those Governments should not encourage the involvement of the commission in discussions and debates on these matters, as such involvement would only strengthen the legislation introduced in either place and make it better?

I can think of no good reason for the Governments here and in Holyrood not to set much greater store by the use of the expert advice and guidance provided by the Electoral Commission. Perhaps the Parliamentary Secretary, Cabinet Office, the hon. Member for Forest of Dean (Mr Harper) will answer that question later.

We are, of course, talking about a transition period, which is catered for in the Bill. As the Government have correctly argued, the new system is not going to be introduced on a big bang basis, but on an incremental one. As our deliberations on the Bill continue, the hon. Lady will see that we have tabled a number of other amendments that intervene progressively on the transition arrangements. This amendment essentially reinforces, as I said, the role of the Electoral Commission, the relationship between it and the Secretary of State, and the involvement of Parliament as we move as quickly as possible towards a complete electoral register. The amendment goes on to say that the recommendation should be approved

“by a resolution of each House of Parliament”.

That is very important because at the end of the day we are talking about a fundamental change in our democratic process—arguably the most important change since the achievement of the universal franchise. We believe therefore that it is essential that Parliament is fully involved at every step of the way as we move towards the new and path-breaking system.

Amendment 31 relates to the important issue of data matching. Let me provide a little background. In 2011, the Government introduced 22 pilot projects in a range of local authorities in England and Scotland. These pilots were based on a range of national datasets and the Electoral Commission carried out a statutory evaluation of the pilots to assess the extent to which such schemes could help electoral registration officers improve the completeness and accuracy of their registers.

The Government, and particularly the Minister, have said on a number of occasions that these projects went very well indeed, and that the pilot schemes showed that 60% of the current electors should be carried forward. However, in contradistinction, the Electoral Commission is quite scathing in its assessment of the schemes. According to the key findings and conclusions of the Electoral Commission’s evaluation report,

“Our main conclusion is that these pilot schemes do not provide sufficient evidence to judge the effectiveness of data matching as a method for improving the accuracy and completeness of the electoral registers.”

That is a pretty damning indictment of pilot schemes which were intended to point the way to a fundamentally important revision of our electoral process, and it contrasts sharply with what the Government have said—rather complacently, in my view.

Because of that criticism, the Government agreed to conduct further data- matching exercises, and a delegated legislation Committee will meet tomorrow morning to discuss a statutory instrument to introduce the second tranche of data-matching pilots. Obviously we do not know what those further pilots will show, but they may reveal the likelihood of a problem with the new electoral register in the short term. The Government’s own assessments indicate, or at least hint at, that distinct possibility. According to the impact assessment which the Minister himself signed on 8 May this year,

“It is not yet certain what the short term impact on the accuracy of the electoral register will be because there is no clear evidence on the accuracy of electors that are placed on the 2014/15 electoral roll through data-matching. The government is running a second round of pilots to understand the precise impact on completeness”.

That is certainly delicately worded, but even our fantastic civil servants are unable to help the Government much. What they are basically saying is “No evidence is available. The pilot projects that we have organised so far have not shown that the evidence is there. We will organise more pilot projects, but we do not know exactly what they will show. We will proceed on a wing and a prayer.”

Would my hon. Friend be concerned about any register that was compiled with the use of this data transfer information, especially if this was used in a decision on whether Scotland should become an independent nation?

My hon. Friend is encouraging me to go way beyond my brief, as you probably agree, Mr Evans, so with all due deference to his incisive comment, I had better return to my original text.

Given the uncertainty that exists, it would surely be sensible to wait for the results of the second pilots, but, for reasons best known to themselves, the Government are intent on introducing a new individual electoral-registration-based register by December 2015. That date may be of significance to some Members. Coincidentally, some would say, it is when the next boundary review will take place. It could be a coincidence, of course: who am I to say otherwise? I am sure that the Minister will give a clear explanation, and that he will give it without smiling. No doubt he will tell us that there is a specific reason, which everyone except him has missed, for the fact that the pilot projects must be assessed after the legislation has reached the statute book.

I want the legislation to succeed—as I have said, we are in favour of individual electoral registration in principle—so it would be common sense and far better if we waited a few months for the certainty provided by the evidence from the second set of pilot schemes. That would also give the Government an opportunity to propose new measures if the schemes raise questions. At the end of the day, what all of us, as democrats, want is as many people who are entitled to be on the register to be on it. That is our objective, and we must ensure that everything possible is done to make that happen. It disturbs me slightly that the suggestion—made not just by Opposition Members, but by the Electoral Commission and many others—that the sensible thing to do would be to wait a few more months to ensure that as many people as possible are on our electoral register has not been taken up.

I do not want to get drawn into the French election campaign, because despite reports to the contrary I am still on extremely good terms with my friend Nicolas Sarkozy, as the Libya campaign proved. I will say one thing: at least the Opposition leader in France has told us what he thinks. I can see the Opposition Front Benchers tweeting, blogging and poking for all they are worth, but they still do not have a policy.

The Prime Minister has referred to today’s Financial Services Authority announcement, and I have to say that he has selective memory loss, because it was he who was calling for less and lighter-touch regulation of our financial services when he was in opposition.

May I ask the Prime Minister why it was better to placate his Back Benchers than stay in the room, stand up and fight for British interests?

There are two points. First, the FSA mentions only three politicians, one of whom is the shadow Chancellor. On placating people, if the hon. Gentleman casts his mind back to last Wednesday, he will find that I was not particularly placating anybody with the moderate and reasonable requests I was making of the European Union. It was leadership on behalf of Britain, not any one part of it.
