Again, the right hon. Gentleman is quite right. VisitBritain has an important role to play in promoting Wales as part of promoting the UK more generally. He will be aware of the additional resources that my right hon. Friend the Chancellor announced in the autumn statement for VisitBritain. The challenge for Wales is how we capture a greater share of the UK tourism spend coming into the country. We look forward to meeting VisitBritain very soon to talk about the specific challenge facing tourism in Wales.

Thank you again, Mr Speaker. Tourism in mid-Wales is very much based on landscape and the scenic beauty of the area. What assessment has my hon. Friend made of the impact on tourism in mid-Wales if the Mid Wales Connection goes ahead, with its 600 additional turbines and 100 miles of extra power cables, and of the damage that will do?

My hon. Friend will be aware of the close interest that the Department of Energy and Climate Change is taking in the proposed development in mid-Wales. Members on both sides of the House will share his concern that the beauty of mid-Wales be preserved as best possible.

On 19 November, the Commission on Devolution in Wales delivered a thorough and clear analysis of the options for fiscal devolution in Wales. The Government welcome publication of the Commission’s report and will respond formally in due course.

I can certainly confirm that we will respond in full well before part 2 of the Silk commission proceedings is concluded. We aim to provide our full response to part 1, about the fiscal aspects of further devolution to Wales, by spring this year.

I strongly agree with my hon. Friend’s praise for the report, which is thorough and thoughtful. It is radical; it suggests devolving up to about a quarter of total money spent in Wales to the Welsh Assembly itself. It actually goes further in important respects, notably on varying income tax rates, than the Calman-like process on which it was modelled.

The Silk commission recommended that the National Assembly for Wales should become more financially accountable through being given responsibility for raising tax. Does my right hon. Friend believe that this can happen only after a referendum takes place to secure the support of the Welsh people, even if a firm commitment is made in the manifesto of the party or parties that form the next Government?

As my hon. Friend knows, the Silk commission has on it representatives of all four parties in the Assembly, and it was a unanimously supported recommendation that the change in income tax recommended in part 1 should be implemented only once a referendum had taken place. Obviously, we will look at this very closely. We are acutely aware that it represents a cross-party approach within Wales itself.

Actually, I had not thought of that, but it is an excellent idea that we should take further. I was speaking to the leader of Gwynedd council, Councillor Dyfed Edwards, the other day and discussed the important enterprise zone at Trawsfynydd. Let us explore the prospects of a summit at Trawsfynydd.

2. What discussions he (a) has had and (b) plans to have with the Welsh Government on effective ways of increasing organ transplantation in Wales.

We continue to work closely with the Welsh Government on their proposal to introduce an opt-out system of consent for organ donation in Wales. We have made considerable progress across the UK over the past four years with organ donor numbers rising by about 40% over the baseline year of 2007-08.

Since the organ donation taskforce was set up by the previous Prime Minister—it reported in 2008—there has been a massive increase in organ donation across the UK, particularly in Wales, where the level of donation is higher. What plans does my hon. Friend have to discuss with the Department of Health at Westminster and the Welsh Government the ways in which we can work together to build on that success?

Extensive discussions are under way involving all the Departments and Ministers that my hon. Friend mentioned with a view to achieving further increases in organ donation across the UK. We have yet to see the detail of the Welsh Government legislation, but we hope it will contribute to a further increase, not cut across it.

First, we are going to improve the provision of child care, which is why as of April next year this is the first Government ever who will provide 15 hours of free child care and pre-school support to the children from the poorest families in the country. Secondly, we are raising the point at which people pay income tax, taking 2 million people on low pay out of income tax. Rather than brandishing figures, the hon. Gentleman should wait and see the details of how the universal credit will work, because the interaction between the universal credit and those tax changes will be some of the most progressive changes that have been introduced by any Government in living memory in order to make sure that work pays.

T6. Yesterday the Silk commission recommended that tax-raising —tax-varying—powers be granted to the National Assembly for Wales, a big decision requiring the approval of the people of Wales. If the party or parties which form the next Government have clearly and openly included this as manifesto commitments, will a referendum be needed?

The position regarding public benefit in education was considered thoroughly in connection with the case to which I referred earlier, so I will confine my remarks to the issue of public benefit and religious organisations, which has not been examined or judicially reviewed for some time.

I thank my hon. Friend for taking yet another intervention; I think that there will be a lot of them. Public benefit and its connection to education is hugely important in my constituency. My constituents are surprised by the issue. The greatest impact that the Brethren have had in Montgomeryshire is to take over a school that the local authority had closed. There were four or five pupils. The Brethren stepped in and took over the school, and now it is hugely successful, respected and subscribed to by local people all over. That is a public benefit as worthy of charity status as any that I can think of.

That is a good example of public benefit on the part of that group.

I am grateful to the hon. Lady for her welcome. As the House will know, the order for the bilingual version of the forms was laid on 15 October, and it is hoped that the process will be completed by 30 October. On the question of cost, I shall write to her.

A serious potential problem has been averted over the preparation of voting papers in the Welsh language. Will the Secretary of State engage with the Welsh Language Commissioner to ensure that the commitment to bilingualism in Wales is fully respected in all non-devolved areas, where the problem arose?

Yes, the Wales Office is committed fully to the Welsh language and its support, not only in the devolved areas but in the un-devolved ones. I am pleased to report that my office is working closely with the Welsh Language Commissioner, and indeed it is proposed that an official of the commissioner will be embedded in the Wales Office.

Now we know that the right hon. Gentleman wrote those questions yesterday, before unemployment fell. Because he obviously was not listening earlier, let me remind him that employment is up by 212,000—that is a success. Unemployment is down 50,000 this quarter—that is a success. The claimant count is down 4,000—that is a success. Typical! He comes to this House and he has written out his clever political questions, but he does not care what is really happening in our economy.

Over two weeks ago, April Jones, a five-year-old little girl, was abducted when playing with her friends in Machynlleth in my constituency, a very quiet, always well-behaved town. Will my right hon. Friend the Prime Minister join me in paying tribute to the truly amazing way in which the people of Machynlleth, the Dyfed-Powys police and the mountain rescue teams have come together and committed to the ongoing search for April?

I will certainly join my hon. Friend in doing that. I think the whole country has not only been shocked by these appalling events, but that frankly it has been lifted and incredibly impressed by the response of the community in Machynlleth, and everything that everybody has done to help the police and the emergency services. We have seen a whole community come together, not just in grief but in action to help this family, and it is a huge credit to everyone involved.

As Deputy Prime Minister, I support the Prime Minister on a full range of Government policy and initiatives. Within the Government, I take special responsibility for our programme of political and constitutional reform.

The Deputy Prime Minister often speaks of the importance of fairness in our society. There is a crisis meeting in London tomorrow of dairy farmers from across Britain about the reductions in prices imposed on them by processors. Will my right hon. Friend join me in condemning that outrageous behaviour?

Like many hon. Members on both sides of the House, I have met dairy farmers in my constituency who are distressed by the fluctuating prices in the milk and dairy market. As my hon. Friend knows, the Department for Environment, Food and Rural Affairs is actively engaged, and it will look closely at the representations that will be made tomorrow.

The Greeks have had a very special deal—an enormous private sector haircut on their debt, through which creditors have been asked to take a share of the burden. The money that Greece has received in the last decade from the European Union could have gone into many of the projects that the hon. Gentleman points out. Part of the problem in parts of the eurozone is that the early years of the euro saw wage rates and unit costs of labour rise, rather than their being fundamental changes to make these countries more competitive.

It seems that there is a strong possibility that Greece will be forced out of the eurozone, and we are obviously concerned about the impact on the economy that a disorderly exit may have. Does my right hon. Friend agree that we need to hold discussions with our European partners and develop contingency plans to ensure that such an exit has the minimum possible impact on the United Kingdom?

My hon. Friend is entirely right. Obviously, this is not something we want to see happen, and it is in our interests that the eurozone deals with its issues, strengthens its firewalls and strengthens its banks, and that we start to see the high interest rates in parts of Europe come down. But it would be irresponsible not to prepare proper contingency plans, and that is what the Treasury and others have been doing. As I say, whether Greece stays in the euro or not is not within our power, and we must prepare for all eventualities; but obviously, a disorganised exit would cause real difficulties.

Yes, I most certainly do—2012 is the year to visit Northern Ireland, with the launch of “Your Time, Our Place” last week, before returning in 2013 for the UK city of culture. I pay tribute to my hon. Friend for his sterling work in encouraging Members to donate to his window to commemorate Her Majesty’s diamond jubilee. I did a quick ring-round of the Northern Ireland Office, and I am glad to say that I have donated—although I have not told my wife—the Secretary of State has donated and our Minister in the Lords has donated.

A visit by Her Majesty the Queen to the devolved nations can be a huge boost to their economies and, indeed, their morale. Will my right hon. Friend ensure that there is not only one visit, but perhaps more than one visit to Northern Ireland in 2012?

My hon. Friend is absolutely right. The royal family are regular visitors to Northern Ireland, not least to the annual garden party. We are informed by the Palace that Her Majesty will quite rightly be visiting Northern Ireland, as she will all other parts of the United Kingdom.

They play a vital role in the health of our local democracy, our constituencies and what I call the big society. Clearly, the inquiry has to go wherever the evidence leads and to all newspapers, but I think that regional and local newspapers play an important role in our country.

I believe that most Members will welcome and greatly support the inquiries that the Prime Minister has announced to get to the bottom of issues that have faced this Government and previous Governments. However, will he emphasise the urgency with which we must deal with these issues so that we can get back to dealing with the other matters that are so important to our constituents?

I think my hon. Friend is right. We have to crack this, we have to deal with it and we have to do it in a way that restores public confidence, but then we must get on to the other things our constituents care passionately about.
