Commons ChamberI quite understand why the hon. Gentleman raises that individual case, and I am sure that my right hon. Friend the Health Secretary will look at it specifically. He is right that early referral is the key to improving cancer outcomes. Although I will not stand at this Dispatch Box and say that the problem has been solved, I would say that we are now making sure that about 650,000 more patients are being referred in respect of cancer. Crucially, we are seeing many more of the diagnostic tests that can find out whether someone has colon cancer or bowel cancer—about 400,000 more of those tests are being carried out. The key is to ensure that GPs get the training and information that is necessary to identify cancer early so that they can onward refer rapidly.
Q10. The Prime Minister made two promises before the general election that were especially important to the people of mid-Wales. He has fulfilled one of them by scrapping onshore wind farm subsidies. When he fulfils the other by visiting the Royal Welsh show in three weeks’ time, perhaps he will call in on Montgomeryshire to see the wonderful landscapes that will now not be desecrated.

Commons ChamberI know what I said about the Barnett formula, and I will not go away from that. What we need to see in Wales is a real debate about what I call a double yes—yes to another referendum on tax-raising powers and yes to those powers so that the Welsh Assembly takes greater responsibility for raising and spending more of its own money. That is the right pathway.
Q6. As there has never been a major hospital in Montgomeryshire, my Welsh constituents have always accessed treatment in England. They have to wait a minimum of 26 weeks for treatment. Their close neighbours living over the border wait a maximum of only 18 weeks. Does the Prime Minister think that that is fair?
I know that there are some real issues of fairness here, and that there are many more patients travelling from Wales to England than there are from England to Wales. Waiting times are quite different. For example, the typical average waiting time for a hip replacement in England is 70 days, but in Wales it is 170 days. That is not right. The Opposition cannot have it both ways. They want to blame the politicians in England for the NHS, but they take absolutely no blame for the appalling state of the NHS in Wales.

Commons ChamberI have met the new Chief Constable on a number of occasions. I commend him and his officers on the work they did over the twelfth of July. I am sure his strategic priorities will continue to be countering the lethal terrorist threat from dissident republicans, keeping Northern Ireland safe and secure from that threat, and also being absolutely serious and determined in providing community policing as close to the community as possible and cracking down on organised criminals in cities in Northern Ireland.
6. What recent representations she has received on levels of inward investment into Northern Ireland; and if she will make a statement.
I regularly discuss inward investment with Northern Ireland Executive Ministers, including at the recent meeting between the Prime Minister and the First and Deputy First Ministers.
Some 16,000 new employee jobs were created in Northern Ireland over the last year, the vast majority of them in the private sector. As we see in Wales, so we can see in Northern Ireland that the Government’s economic strategies are working well. What plans does my right hon. Friend have for building on this success, particularly through Invest Northern Ireland, to ensure that it continues into the future?
The Government are working closely with the Northern Ireland Executive on economic matters. Following the economic pact we signed last year, we have recently published an update demonstrating achievements on improved lending to small businesses—that is up 46% on last year—and we have got the enterprise zone set up, and access to finance initiatives from the business bank are also helping to restart the economy in Northern Ireland. Securing 100% assisted area status for Northern Ireland is also hugely helpful to Invest NI in attracting inward investment.

Commons ChamberWell, we all know who did the most for the hedge funds and the bankers—it was the people who allowed the banks to go bust in the first place. It is this Government who are cutting taxes for working people, taking 2.7 million people out of tax, compared with the disgrace of the Government the hon. Gentleman was in, who scrapped the 10p income tax rate.
Q11. We all appreciate that government requires hard choices about priorities. Does the Prime Minister agree that a generous basic state pension based on a triple lock should have greater priority than more generous benefit payments?
My hon. Friend makes a very important point. I am proud of the fact that, last year under this Government, the basic state pension went up by £5.30 a week. We have the inflation figures for September, so we can say that, because of our triple lock, the basic state pension will go up by the rate of inflation—2.7%—next year. Of course, the Labour party’s commitment to an earnings increase in the basic state pension would not see anything like that, and yet at the same time it is choosing to uprate welfare by 2.7% when we think it should go up by 1%. We have the priorities to stand up for people who have worked hard, done the right thing and saved during their lives and who deserve dignity in retirement. Unlike the Labour party, we will never let our pensioners down.

Commons ChamberMy hon. Friend is absolutely right. People in Northern Ireland enjoy the same protection as anyone in the rest of the United Kingdom. In fact, Northern Ireland has, for instance, anti-discrimination legislation that is the strongest in Europe. We need a consensus from the Executive—from the Assembly—to make sure that this matter is finally resolved to the satisfaction of all.

The political situation in Northern Ireland is now more stable than for a generation, but stability is not an end in itself. It is time for the Assembly and Executive to work towards building a prosperous Northern Ireland in which everyone has a genuinely shared future.
The Northern Ireland Executive have published a draft programme for government. Will my right hon. Friend comment on this development, and does he welcome what is happening in Northern Ireland?
I am delighted that after six months the draft programme has come forward, and I very much hope that the Executive will crack on in working with the Assembly to deliver its main elements as soon as possible.

With your permission, Mr Speaker, I believe that the House will want to pay tribute to Sir Oliver Napier, whose funeral was held yesterday. He was a founding father and leader of the Alliance party, and a member of the power-sharing Executive in 1974. He led the way towards inclusive politics, and was widely respected across the entire community. He will be much missed.
The threat level in Northern Ireland remains at severe. Despite the overwhelming community rejection of violence, the terrorist groups continue to pose an indiscriminate threat to the safety of police officers and the general public, who want their lives to be free of fear, disruption and intimidation.
I am grateful to my hon. Friend for giving me the chance to remind the House that we endorsed £50 million last year and a further unprecedented £200 million over the next four years. We are absolutely determined to bear down on the current threat, and I am delighted that Matt Baggot, the Chief Constable, to whom I spoke this morning, confirmed that we
“have the resources, the resilience and…the commitment”
to meet that threat.
All of us in the House are concerned about the recent violence in east Belfast and acknowledge the challenges facing the PSNI. Does my right hon. Friend agree that there is a very significant role for the Northern Ireland Executive in tackling the underlying causes that fuel that violence?
I am grateful to my hon. Friend and constituency neighbour for his question. The problem cannot be contained by security activity alone, however well co-ordinated and well funded by the PSNI and the Garda. Ultimately, this must be sorted out on the ground, by local politicians working with local people. That was confirmed in the Independent Monitoring Commission report that said:
“The main responsibility for dealing with these challenges rests with the Assembly, the Executive and local politicians, working in conjunction with community leaders, churches, the law enforcement and other public institutions, and ultimately, with the…whole community”.

Commons ChamberMy hon. Friend raises a good point. It is worth pointing out that 75,000 fewer people—business men and tourists—went to the island of Ireland every week last summer. It is important that we keep up the amount of people who come here. I think that his question might be better directed to Ministers after the Budget, which will follow in a few minutes, but I am sure that his comments will have been heard.

Order. I understand that the House is eagerly awaiting subsequent business, but there are far too many noisy private conversations taking place, which is very discourteous to the people of Northern Ireland.
While discussing donations to political parties in Northern Ireland in the Northern Ireland Affairs Committee, the Minister made reference to “details of the recipient”, “the amount received” and when donations were made. Those were the reference points, so can the Minister tell us what progress has been made?
Indeed, I can. I remain firmly of that view. We are not in the position that we would like, but I am advised that there are serious doubts about whether the issues that I mentioned can be addressed under existing legislation, which is very tightly drafted. I hope to make provision to bring more transparency to existing arrangements when a suitable legislative vehicle can be found.
