I thank my right hon. Friend the Member for South Northamptonshire (Andrea Leadsom) for stepping in as my understudy earlier. Unsurprisingly, this Budget is all about holding the line and keeping things alive so that when we do emerge, blinking, into the sunshine of a bright new future, this nation is prepared to take its rightful place at the centre of the world’s stage. It is about keeping working people going so that we do not bleed talent away. It is about maintaining our structural heritage so that everything from the mightiest theatre to the smallest village hall is ready to throw open its doors to re-engage with our communities. It is about supporting businesses, large and small. It is also about delivering all this in a cost-effective way so that our children, and our children’s children’s children, are not lumbered with a totally unmanageable debt.
It is also worth remembering that it was only in 2015 that George Osborne announced that we were to make the final payment on the loans for the first world war. With the coronavirus outbreak, we have now entered similar unpleasant territory. With well over a third of a trillion pounds already thrown at the management of this terrible pandemic, we must tread cautiously. We must keep things going until our economy can stand on its own two feet once more. Then we must build that economy so that through the efforts of the people of these islands, this massive debt is reduced rapidly and is manageable for future generations.
With all that in mind, I am happy to support the Budget, as it delivers significant value to my constituents and helps our businesses through the end of lockdown. Importantly, to my mind, this Budget extends and ends the furlough scheme in a very sensible way. Many residents in Clacton will be dependent on furlough. The scheme currently supports 880,000 jobs in the east of England. The scheme is also protecting jobs: only 10% of local businesses have been forced to lay off someone because of the pandemic, according to the results of a covid recovery survey that I ran recently. That is why I have always believed that furlough needs to be in place until restrictions are fully lifted, and the tapered ending is the right approach, which will help businesses to manage costs after reopening. Alongside furlough, I am pleased that 600,000 new claimants are now eligible for self-employment income support schemes. It is right that we deliver these two new grants in this financial year.
One of my major concerns is the fate of the freelancers who have so far fallen through the cracks of the support schemes, unable to access them, so I hope that these changes will be of benefit to them. Many of those freelancers are of course involved in the arts, and I am sure that they will appreciate the additional £408 million to help that sector recover, but as I warned in my speech last week, we must ensure that that support remains in place even after restrictions are lifted. One note of warning: if we do not support the creative sector—the fastest-growing sector—we will have a hard job indeed getting out of this economic nightmare.

Commons ChamberI very much appreciate the hon. Gentleman’s prepared remarks, but he does not seem to be living in the real world. We have delivered on offshore wind, which he mentioned. The price has fallen by two thirds—that is a Government success and we are going to pursue that sort of success to meet the net zero carbon target.
We want to make the UK the best place to work and grow a business. We have set the target of an additional 600,000 female entrepreneurs by 2030, and the British Business Bank has delivered over £198 million to women in start-up loans. With my hon. Friend the Exchequer Secretary to the Treasury, we are implementing the initiatives of Alison Rose’s review, including focusing on female entrepreneurs’ access to finance, better enterprise education and launching the investing in women code.
I thank my right hon. Friend for her answer. In my Clacton constituency, I am fortunate to have a group of very powerful businesswomen, with whom I had a very pleasant business lunch recently. In 2018, the BBC reported that women were half as likely to set up a business as men. I am pleased that the Government are doing all that my right hon. Friend said, but that must be in part due to a bias in education, so what more can be done to address this great loss of potential?
My hon. Friend is quite right. We need to go further in addressing education, and that is why one initiative in the Rose review specifically addressed the roll-out of enterprise education in schools and colleges to help in particular with the skills women need for business success at an earlier age. BEIS has also launched the Longitude Explorer prize, which is aimed specifically at 11 to 16-year-olds, to encourage innovative problem solving in our young entrepreneurs.

Commons ChamberWe are the leading country in Europe when it comes to the production of electric vehicles, and as the hon. Lady is well aware, we have, through the industrial strategy, advanced our leadership position. However, if she listens to the leaders of the automotive sector, they say one thing time and again very clearly: we need to conclude a deal with the European Union. They have endorsed comprehensively the deal the Prime Minister has negotiated. If the hon. Lady is concerned for the future of this important sector, she would compromise and recognise the importance of bringing to an end this uncertainty and passing the deal.
Our business environment is among the best in the world. By reducing corporation tax and investing in skills, innovation and productivity-boosting schemes, we are supporting businesses to compete in an ever-changing market. Ensuring that businesses can access finance is key, and the British Business Bank has the tools to make that happen, including its enterprise finance guarantee scheme, start-up loans and our export strategy.

Commons ChamberThis Government are committed to retaining the high levels of consumer protection that we have. We have been very clear about that; we set out our intentions in the consumers Green Paper. We have launched advertising campaigns and published guidance on the Government’s website regarding certain elements of consumer rights. We are working closely with the Consumer Protection Partnership, which brings together the enforcement and the information bodies that work with consumers. We are committed to delivering for consumers, and that will not change—in or out of the EU.
The South East local enterprise partnership, which covers the district of Tendring, has received £590 million through the local growth fund to drive regional development. Business support for small and medium-sized enterprises is available through the LEP’s Business Essex, Southend and Thurrock growth hub. The LEP is funding projects to strengthen coastal communities, including Tendring, as well as supporting the highly skilled offshore renewables sector.
High-skilled jobs are clearly useless without anyone to fill them, and the employee supply chain necessitates a clear role for further education. I recently signed a cross-party letter to the Chancellor calling for further education funding to be increased to above inflation in the next financial year. Does the Minister agree with me and 164 other colleagues that that is a good idea?
The Government have protected the base rate of funding for 16 to 19-year-olds until 2020 and are working closely with the post-18 funding review led by Sir Philip Augar to ensure a coherent vision for further and higher education. As part of its local industrial strategy for the district of Tendring, I welcome the fact that the South East LEP is investing in further education, including £10 million for the Colchester Institute’s Science, Technology, Engineering and Mathematics Innovation Centre, its Learning and Technology Centre in Braintree, and a centre of excellence in health and care in Colchester.

Commons ChamberWe value highly the colleagues in our Department and across Government who do important work in public service, and I have made a commitment that we will always treat them well, including on pay and conditions. I am glad that the hon. Lady is looking forward with anticipation to the publication of the response to the Taylor review. It was a landmark report to which this Government committed, and I look forward to her endorsing this Government when we enact Taylor’s recommendations in the weeks ahead.
Businesses up and down the country have been very clear: they want an agreement; they want a deal so that they have the certainty to be able to make investments; they want a transition period so that they are able to make the necessary adjustments; and they want frictionless trade. The proposed deal comprises all those qualities, which is why it has had such a warm endorsement. It will give businesses in my hon. Friend’s constituency and elsewhere the confidence to invest.

It is an honour to serve under your chairmanship, Mr Davies. I thank my hon. Friend the Member for Waveney (Peter Aldous) for securing this important debate. It is a pleasure to stand here and discuss how we can promote economic growth across the east of England. Clearly that is one of my priorities as the Member for Clacton—a place my hon. Friend probably only inadvertently left off his list of great towns of the east.
Nationally, our economy is growing. At last, we are beginning to say goodbye to austerity and are getting the country back on track. However, while national economic growth is without doubt welcome, some communities are being left behind. One such community is my constituency of Clacton. As we begin to discuss the future of our economy, we must ensure that no community is left behind. I was encouraged to hear the Prime Minister argue the same in her conference speech last week.
I am here today to offer my thoughts on how we can be more inclusive as the economy grows. By way of further context, in 2013 my local authority, Tendring District Council, published an excellent economic development strategy. But in its pages was the somewhat troubling assertion:
“While there are some excellent businesses and highly resourceful residents locally, the district’s economy is not performing as well as it could—employment, job numbers and business formation have…been static or shrinking in recent years.”
In a former life as the cabinet member for regeneration and inward investment at Tendring District Council, I saw at first hand how eager our council officers were to correct that situation. I also saw how support for businesses can pay tremendous dividends in terms of economic growth. As I have said in previous speeches on the economy, in that role I prided myself on being able to make cash grants of up to £150,000 available to businesses in, and coming to, Tendring, so that they could grow, flourish and create inward investment. Many businesses did flourish thanks to that funding from the SME growth fund, which I introduced—businesses such as Nantmor Blinds, based in Clacton-on-Sea, which received a grant to assist with the purchase of an auto louvre machine. It also enabled it to hire new staff. In its own words, Nantmor Blinds said it was
“blown away by Tendring District Council’s hard work and determination.”
To date, the SME growth fund in Tendring has supported businesses, created 20 full-time jobs and leveraged over £200,000 of private investment into the district. I am delighted to say that, thanks to that success, the scheme is being widened and extended to 2020.
Clearly, in my area local government support is truly there for businesses. I have no doubt that that is the case across the east of England. We must ensure that that continues and expands to national support. Nevertheless, and despite our enthusiasm, something continues to prevent businesses from really committing themselves, and the prosperity they bring, to Tendring. That obstacle, which has been mentioned before and will be mentioned again and again, is the quality of our local infrastructure. In my view, a country’s economy will only ever be as good as its roads, rails and ports, and we are no exception in that regard. I have often argued in this place—some might say far too often—that there is a need to improve the connection to overlooked areas such as the Clacton constituency. As a regular commuter myself, I know that it takes far too long for my constituents to travel to the capital and vice versa. I have said it before and I will say it again: the 69-mile journey often takes the best part of one hour and 40 minutes—that is nonsense. Without more investment in our local transport infrastructure, I believe that we will limit the incentive for people and businesses to move to our area. That would mean that my district would continue to be excluded from the strong national economic growth, which is an unacceptable outcome.
Moreover, as I have said before, if we are to do our bit to tackle the housing crisis, we must improve our transport infrastructure before any major new housing developments break ground. We are leading the way with our garden community developments. We simply cannot build more dwellings without first making it easy to occupy, live in and work from them. Investing more in transport would do that.
That is why I will continue to push my “70 in 60” campaign at every opportunity. It aims for the people of Clacton to be able to cover the nearly 70 miles to London in less than 60 minutes, which is not an unrealistic proposition when we look at similar rail services in the area. For example, commuters to Ipswich cover the journey in about 70 minutes, and let us not forget that people can travel the 52 miles from London to Colchester in 58 minutes, only to crawl the final 18 miles to Clacton in about half an hour—on a good day. That clearly has a lot to do with the quality of infrastructure between Colchester and Clacton, compared with the main line to Ipswich, so we should change that.
When we commit cash to infrastructure in such a way, businesses get excited and want to invest, thereby laying the foundations for future economic growth, and I have been shown that clearly by my past experience and conversations I have had as the Member of Parliament for Clacton. If we are to promote economic growth in the east of England, we must adopt the “infrastructure first” mantra everywhere and ensure that our region has the best transport links going.
I therefore welcome the formation of Transport East, a forum that now meets regularly. It will be the vehicle for the delivery of a collective vision for transport and wider infrastructure for all communities in the east of England. Its formation is certainly a positive step. It will lead to the creation of a truly joined-up transport network that does not exclude any of our communities from infrastructure improvements, which are a precursor of economic growth. The forum will also help us to secure vital investment in future infrastructure. I encourage the Government to engage with Transport East in whatever way they can.
To turn to the roads, I ask the Government to look favourably on the application for RIS2—second road investment strategy—funding for the new A120, which will reduce pressure on existing roads used by residents of the Clacton constituency. Improving that road, which runs across the east of England from Stansted airport to Harwich, would also help move goods more quickly and deliver a boost to the local economy. Furthermore, upgrading that strategically important road is an essential precursor to further unlocking Essex’s economic potential, along with the wider east of England region.
That brings me back to the point of the debate. The east of England is a unique region, with strong economic growth prospects, thanks to places such as Cambridge, Peterborough, Ipswich, Stansted airport, Luton airport, Harwich and Felixstowe, Colchester, Waveney, Southend-on-Sea and, of course, the sunshine coast of the Clacton constituency—I get them all in. However, if we do not have first-rate infrastructure, and cannot successfully and efficiently link those economic sub-units together, we will not get the best out of the east of England. We will therefore not maximise our economic potential, and certain communities will continue to be left behind.
To conclude, I return to the economic development strategy to which I referred earlier. Despite the troubling conclusions drawn about Tendring in 2013, it was also argued that the area has the potential for growth which could create thousands of jobs. Good will and hard work from our council has allowed us to start unlocking that potential, and I am proud of our record so far. Real and sustained investment in our infrastructure, however, would allow us to deliver such results quicker. I have no doubt that, in the same way, there will be no shortage of good will and hard work throughout the east of England. To match that, we must now ensure that good infrastructure is in place across the region. That is how we will promote economic growth for all communities in the east of England.

Commons ChamberI am grateful to the right hon. Gentleman for his questions. He is right that international co-operation in research—not just with other European countries, but around the world—is the foundation of our success. Typically, Nobel prizes are these days awarded to teams representing many different countries. We are very clear in the strategy that we want to continue and extend the joint work we do with other countries. On the increase required, he will see in the strategy document that it is to be allocated by our scientific community, but with a particular regard to how we can make sure that clusters of excellence in research all around the country can benefit from the increased funding.
I commend the Secretary of State for his very positive statement. Does he agree that the tourism industry—worth £127 billion, 9% of GDP and vital to my constituents in the glorious sunshine coast of Clacton-on-Sea—should be at the forefront of any industrial strategy, as it is a powerful way forward out of recession and post-Brexit?
I do indeed. Many of us have had the pleasure of visiting Clacton and Frinton, whether as day-trippers or in some other capacity, in recent years and look forward to doing so again. My hon. Friend is absolutely right that tourism is a very important industry. The sector has in some cases been associated with lower levels of pay than other areas. Working with the sector, we want to see how we can invest in improvements in productivity, so it can be a much better paid sector than has been associated with it in the past.

Dr Sarah Darby: If you really want to see how heat is leaking from your home, you want thermography. When people are shown thermal imaging of their homes, it can have quite a dramatic effect, because you can absolutely see where it is leaking out. That is the most powerful way of doing it. A smart meter can just tell you, “This is what you are using now; this is what you used last week.” You remember, “Oh, yes. Last week we had the whole football team round having hot showers,” or something like that. You can link cause and effect to some extent. This is what you used, compared with several months ago. You can see seasonal effects and so on. You can work things out.
Ideally, you need to be able to put all that together with other sources of information. Another thing we find is that when people get their feedback from different sources, that has more effect than if they are getting it from just one. Ideally, you would see the smart meter information as part of a rich mix that people get gradually more familiar with and that they talk about with other people; they can find out what to do with that information and try to find ways of using it.

Dr Sarah Darby: I have not heard of any serious push-back on this. I have heard one or two accounts anecdotally that people are feeling under a bit of pressure from their supplier that they really ought to be getting a smart meter now. One woman said to me she was holding out for as long as she could. She was not particularly against a smart meter but she was curious to see how long the supplier was going to keep pushing her.

Commons ChamberAs I said earlier, we will look at and consult on every single recommendation, but at this very early stage it is not really for me to say which I am personally inclined to recommend accepting and which I am not. I hope that the right hon. Gentleman will bear with us. Over the next six months—well, I said by the year end; it might be a little longer than six months—we will consult widely across the House, and the right hon. Gentleman will have every opportunity to make his views known.
I spent 45 years in the gig economy, and what I liked about it was that it was very flexible. In order to build a career, I found myself delivering bacon across north London from Smithfield market. I also became a removal man, among many other things. Does my hon. Friend agree that it is welcome that the report supports a flexible labour market, and is not in favour of restricting that flexibility when individuals want it?
I think my hon. Friend has read the summary of Matthew Taylor’s report very carefully because he understands that balance. He does not want us to end the flexibilities that have helped him in his career and close them off for people who are starting out on their careers now. As I have said, however, we must of course ensure that protections are in place.

There is a clear expectation that I want the detriment that the CMA has identified to be tackled once and for all. Ofgem has said that it will consult consumer groups, and I hope and expect that those consumer groups will share my hon. Friend’s analysis.
Will my right hon. Friend join me in welcoming Ofgem’s acknowledgment regarding the ability to put a cap in place? Should we not urge it to use the power fully?
My hon. Friend is right, and the proposal to consult consumer groups and to go beyond the CMA’s remedies—at least what the majority report of the CMA recommended—is welcome. As I said, that is a step in the right direction, but I would want to see this put out in detail and implemented before I would be satisfied with it.
