It is a pleasure to serve under your chairmanship, Mrs Miller. I congratulate my hon. Friend the Member for Pontypridd (Alex Davies-Jones) on securing today’s important debate. As we have heard, we could all be forgiven for thinking that we do not need cash any more, particularly with the onset of technology, such as online banking, contactless payments and Apple Pay. Technology is convenient in helping some people organise their budgets and pay their bills, but we must not assume that it is convenient for everyone. We should be mindful that a lack of access to cash can cause real issues—for some people, it can be detrimental to their quality of life. As we make advances in technology, it is essential that we do not leave people behind and I fear there is a real danger of doing so.
In the communities of Merthyr Tydfil and Rhymney, which I am proud to represent, access to cash is important. I am sure there are many similar geographically isolated communities and people who use services in these communities every day. These services include the corner shop, paying for doorstep milk deliveries, the window cleaner, the bakery that delivers bread door-to-door, or the local social club or pub. The list goes on, and many of these services rely solely on cash.
Over the last two years, I, along with many other Members here, have been working with LINK to identify isolated communities that did not have access to a free-to-use cash machine and as a result were unfairly paying a fee to withdraw their money. As a result of this work, at the latter end of 2019, LINK provided two additional cash machines in two isolated communities in my constituency: Bedlinog and New Tredegar. During the past two years, these two machines have distributed over £2 million to local people without charging withdrawal fees, saving local people thousands of pounds and with the majority of that money spent locally. Much of that time has been during the pandemic and that confined people to local areas, but even so this clearly demonstrates how communities rely on cash.
Access to cash is hugely important and we urgently need to focus on it given the number of banks and post offices that have closed in recent years. When the banks closed, residents were told not to worry as they would still have banking services and access to cash at post offices, but in some communities the post offices were the next to close. I had this very issue in the community of Treharris, where they have been without a post office for over two and a half years. We need a joined-up approach.
Finally, only a week ago I spoke to an elderly constituent who made the change—although she was not very happy about it—from having her state pension at the post office to having it paid into her bank account. Despite this, she still withdraws her pension amount from the bank every week as she relies heavily on the cash for her weekly budgeting, and she told me that she simply could not cope any other way. It is clear that we need action. I hope the Minister will give us reassurance and some indication of how the Government will address this issue in the forthcoming legislation.

Commons ChamberI thank my hon. Friend for his comments and for his kind remarks earlier in the House. He is right about legal—as well as financial—services, and this is an opportunity. The legal community that I and he both know in this country is a world leader. We have first-class people who support our legal prowess around the world based right here. We want to do everything we can to further build on that and he is absolutely right to emphasise the importance of that sector. It is important economically, morally and in our leadership around the world, and we will continue to work to support it.
I am glad to hear that the Paymaster General is looking at new export markets and opportunities, but the problem here and now, and what businesses in my constituency are concerned about, is the increased barriers that have occurred with our biggest trading partner across Europe. Will he undertake to listen to and address those concerns and perhaps outline what impact the changes that he has made today will have in supporting businesses to resolve this situation? Ultimately, it is costing more money for those businesses and costing jobs.
Of course, we are always listening to business. The point that the hon. Gentleman makes is one that we are focusing on. He will also recognise that there are issues around Europe and, indeed, in countries around the world of a similar nature. We are all faced with issues following the pandemic and other circumstances that have arisen and we will continue to support business in all the areas we can.

Commons ChamberI will focus on three key areas given the time available.
Despite the Government’s talk on creating good, secure jobs, it was disappointing not to hear in the Gracious Speech any indication of action to finally outlaw fire and rehire practices, especially since these tactics have been used by companies throughout the pandemic and the Prime Minister himself declared them “unacceptable”. This is by no means a new practice. However, it is shameful that as many as one in 10 workers have been subjected to these shameful tactics over the course of the pandemic, with companies meant to represent core British values instead using this crisis as an excuse. Mere talk on this issue is simply not good enough. We need action to give hope to the many thousands of workers who continue to be bullied and pressured by these disgraceful tactics by confirming that decisive action will finally be taken. I urge the Government to act.
On the Government’s plans for voter ID at general elections, let us remind ourselves that electoral fraud is a tiny problem. There were only 164 alleged cases of any kind at the 2019 general election, with only one conviction. Across all elections in 2019, the police found it necessary to issue a mere two cautions. The Electoral Commission itself has confirmed that the
“UK has low levels of proven electoral fraud”,
and even senior Conservative MPs have denounced the new voter ID policy as a complete waste of time and public money.
About one in five British citizens do not have a form of photo ID, and they are disproportionately from young, low-income and black, Asian and minority ethnic backgrounds. There is no low-cost or free option of photo ID available to people in the UK, with a passport costing upwards of £80 and a driving licence upwards of £40. This is a cynical and ugly attempt to rig the system to disempower the poorest and most marginalised groups, and at an estimated cost of £20 million per election to enforce. The Government must be in no doubt that this policy is unwarranted and unnecessary.
The Queen’s Speech did nothing to address concerns over future funding for Wales. Despite the vague rhetoric and buzzwords around levelling up across the UK, we have no real clarity around the criteria for the levelling-up fund or the community renewal fund. For example, part of my constituency lies in the Caerphilly county borough and has a number of the poorest and most isolated communities in Wales, but under the community renewal scheme, Caerphilly county borough has been excluded as a priority area. Yet the Chancellor’s constituency, where houses have been sold for more than £2 million, is included and prioritised for funding ahead of more deprived areas. Does the Minister think that this is fair or will address obvious need?
It is deeply concerning that instead of a strategic, joined-up approach to investment and tackling the urgent issues affecting our communities with Welsh local authorities, which have been in partnership with the Welsh Government to deliver the investment Wales needs, we will now see a centralised, Whitehall-led approach with no real understanding of the needs of Welsh communities, no record of working with communities in Wales, no understanding of the priorities of those communities, and a complete bypassing of devolution—a real step backwards.

Commons ChamberAlmost uniquely among other countries during this crisis, we have provided enormous financial support to our charity sector. The Department for Digital, Culture, Media and Sport has distributed £750 million to small and large charities up and down the country. They do fantastic work, and it has been a difficult time for them. That is why this Government stood behind them at a time of acute crisis.
On 26 February, I asked the Prime Minister to offer additional support to Wales over and above the devolved settlement in the face of unprecedented flooding caused by Storm Dennis. The Prime Minister gave an assurance that funding would be “passported” to Wales. Nine months later, with winter approaching, that funding still has not been delivered. What discussions has the Chancellor had about that, and when does he think the Government will be able to deliver on the Prime Minister’s promises to Welsh communities?

Commons ChamberAlthough I am disappointed that there was no mention of those who have been excluded so far, I welcome much of what the Chancellor has said, particularly in relation to the devolved nations. However, when I asked just two weeks ago for greater flexibility for the Welsh Government to support jobs during their fire break, that support was not forthcoming. Greater Manchester and other parts of the north of England received a similar response. I ask the Chancellor whether he and the Government realise that pitting areas of the UK against each other serves only to damage the integrity of the United Kingdom, and I urge him to recognise the need for equity across the Union.
There is equity across the Union. I thank the hon. Gentleman for welcoming the measures, but there is equity because everyone is treated exactly the same under these nationwide schemes. With regard to support in Wales, as I have said, £600 million more was announced today for the Welsh Government, bringing the total up to £5 billion of funding. Again, I am sure that the Welsh Government can use that money in the way that he suggests, which is to support businesses, if that is indeed what they want to do.

Commons ChamberThose are wise words from my hon. Friend. He is right to highlight the importance, in this House and elsewhere, of our adopting a constructive and collegiate approach to tackling what is clearly a national crisis, and one that we will get through. We will get through it by working together and emerging stronger on the other side.
From tomorrow, Wales will begin a 17-day firebreak lockdown to help to control the spread of the virus. During that period, there will be two support schemes from the Treasury as one ends and another one starts. The First Minister of Wales has asked the Chancellor to allow Welsh businesses to access the job support scheme a week early. He has refused, so a further request has been made to ease the rules on furlough for one week to allow people to get that support. We need to ensure that bureaucracy is reduced to allow Welsh businesses to protect jobs, so will the Chancellor be flexible, and what support, specifically, will he give to Welsh businesses?
We have tried to reduce the bureaucracy by making sure that we do not have overlapping schemes at the same time. That would only increase complexity for businesses. We have endeavoured in all ways to provide support on a UK-wide basis, as I have said in conversations with the First Minister and others. We are doing this on a UK-wide basis in the knowledge that devolved nations are making individual decisions that ultimately the UK Government and UK taxpayer will be funding. That situation will work only if people can work in a constructive and aligned spirit, which is what I have said to all, and I very much hope that that can be continued in the coming months.

It is a slightly odd premise to say that the Conservative Government are not supporting the response when we have spent more than £200 billion as part of that response, when we are currently supporting nearly half a million jobs in Scotland, when 8.9 million people across the United Kingdom have benefited from the furlough scheme and more than half of those are back in their jobs, and when more than 65,000 businesses in Scotland have benefited from our loan scheme. However, the hon. Gentleman is right in one aspect of his question. This Government are true to Conservative values and those are the values of the Union. It is through the shared broad shoulders that we are able to put in place the fiscal package of support that has enabled us to protect as many jobs in Scotland and around the UK as we have.
Surely the Minister will recognise that the Welsh Government face the same task as UK Ministers in needing to manage their budget in the face of the unprecedented pressures brought about by the pandemic. That task is made harder by the lack of transparency from the UK Treasury. We know that the IFS has called on the UK Treasury to follow Wales’ example in publishing budget adjustments in full so that we know what announcements apply to Wales and how much budget is available. Will the Minister today agree to publish the information around the decisions so that we have transparency and Welsh Ministers can make decisions with confidence?
The hon. Gentleman talks about transparency for the Welsh Government. The Chancellor had a call last Friday, which I joined, with the First Minister of Wales as part of our transparency with the Welsh Government, so it is slightly odd to say that we are not being transparent. However, the hon. Gentleman is right that there are issues that need to be managed by the devolved Administrations and the concern he sets out is exactly why we provided the upfront guarantee on Barnett consequentials. We recognise that, in order that the Welsh Government can make decisions in advance of knowing what the Barnett consequentials are, it is important to give a forward-looking guarantee on that. That is why we gave the additional guarantee of £1.3 billion to the devolved Administrations, including the Welsh Government, as a response to the point that he raises.

Commons ChamberMy hon. Friend knows from his own business career the importance of cash flow, and he is absolutely right. He mentioned the almost 2,000 businesses in his constituency; on average, they probably took a bounce back loan of about £30,000. This extension to 10 years will reduce the average monthly repayment from something over £500 to just around £300, which will provide thousands of pounds of cash-flow relief to his 1,800 businesses, but also to 1 million others around the United Kingdom.
As we have heard, around 3 million people across the country were excluded from support during the first stage of the pandemic. Yesterday I was contacted by a wedding photographer in my constituency who is struggling to pay his mortgage and feed his family, and the prospect of many more months of uncertainty is terrifying for him and many others in similar industries and sectors, such as event planning, that are unable to operate in anything like normality at the moment. What assurances can the Chancellor offer that the measures he has announced today will not continue to exclude people such as my constituent and many more across the country?
The hon. Gentleman mentioned mortgages, and I am sure his constituent, like many others, will have benefited from the mortgage holidays that we put in place, which my hon. Friend the Economic Secretary helped to organise with the banking system. Those provided six months of mortgage holidays for people, and, indeed, one in six mortgages across the UK was able to benefit from that generous scheme.

Commons ChamberMy right hon. Friend is absolutely right. Now that we have begun to reopen the economy, it is right that our support becomes differentiated and the focus shifts to getting people back to work. It is not possible to sustain this level of intervention. I fully agree with him: those who are entrepreneurial and self-employed deserve our support, and they will continue to get it as we drive our recovery out of this crisis.
Hundreds of thousands of people across the country, including many in my constituency, have not been able to get support during this pandemic. The Government have repeatedly said that it is too difficult to get support to people who are not on the coronavirus job retention scheme or the self-employment income support scheme. The Government have had six months to put something in place, so will the Chancellor outline to the House what barriers exist now to getting support to the people who have so far been excluded?
As I have said from this Dispatch Box, we have not been able to help absolutely everyone in the exact way that they would have liked, but that does not mean that support is not available. Through considerable increases to universal credit and local housing allowance, we have provided support to the most vulnerable. Through measures such as mortgage holidays, which one in six mortgage customers have taken up in the past few months, we have ensured that everyone, one way or another, can access some degree of Government support.

Commons ChamberWe are undoubtedly in unprecedented and challenging times, and although today’s announcements by the Chancellor are welcome, they do not go anywhere near far enough. While the support provided through the Government’s furlough and other schemes has been welcome, there are still as many as 3 million people in the UK who are missing out on an income through no fault of their own and are being left behind by this Government, with many struggling to feed their families. In his statement, the Chancellor said to businesses,
“if you stand by your workers, we will stand by you”,
but he needs to stand by those who are excluded, such as new starters, freelancers and the self-employed people who have fallen through the gaps in the current schemes.
We also heard nothing from the Chancellor about what financial support he will offer to people who are asked to self-isolate as part of the test and trace procedures. For these schemes to work properly, people need to know that if they self-isolate, they will have proper, realistic sick pay or financial support to feed their families. There are businesses in my constituency and across the country that are suffering and may never recover if the financial support they need is not forthcoming. I urge the Government to commit to revisiting the parameters of the schemes now, so that nobody affected will miss out during these most difficult times.
As my hon. Friend the Member for Rhondda (Chris Bryant) said, the floods caused by Storm Dennis in February caused millions of pounds of damage in his constituency and mine and across the country. The Prime Minister committed to me at PMQs on 26 February that funding would be “passported through” to Wales to assist in the rebuilding of infrastructure damaged by floods. The Welsh Government have worked with local authorities, including Merthyr Tydfil, Caerphilly and Rhondda Cynon Taf County Borough Council—the most affected areas—and others to gather evidence on the scale and cost of the damage. That has been submitted to the Treasury for a bid under the UK reserve, yet no answers have been forthcoming from the Treasury.
The floods were unprecedented, and our councils could never be expected to cover the costs without support. While the Welsh Government have stepped in, they have also been subjected to huge austerity cuts from the UK Government, so the support they can offer is limited. Can the Minister give an undertaking this afternoon to provide an update—either here today or in writing later—on when the UK Government will deliver on the Prime Minister’s commitment to support Welsh communities? If the Union is to mean anything, the support must be forthcoming. The strength of our Union is highlighted when we support each other in times of need.
Time does not permit me to go into the next thing that I wanted to talk about, which was the shared prosperity fund, but I will say briefly that we have waited since 2018 for a consultation on how this fund is due to work and what share of it Wales will get. I urge the Minister to take note of that and ensure that we get clarity on the shared prosperity fund as soon as possible. With only four seconds left, I ask the Minister to take note of those comments.
