In this year, as we mark the 750th anniversary of the first English Parliament—some of our continental partners are rather newcomers to this concept—may I suggest to my right hon. Friend that unless we return powers to this Parliament, this exercise will not be worth while, for it is in this Parliament that authority ultimately should reside, on behalf of the British people? Can he therefore explain to us how on earth this new arrangement, whereby groups of national Parliaments acting together can stop unwanted legislative proposals, is going to work?

I share my hon. Friend’s love of English history, but I caution him against seeing Simon de Montfort as a true-born Englishman. The direct answer to his question is that the treaties already provide for a mechanism whereby a group of national Parliaments can demand and secure a review by the Commission of a measure the Commission is bringing forward. We think one option we should be looking at is turning such an arrangement above a certain threshold into an outright veto—a red card rather than a yellow card.

May I thank the hon. Lady for her observations and questions, and welcome her to her place? I look forward to further dialogue and exchanges. Her opening remarks contained much on which we can agree. First, we want to see a stable Egypt, and huge concerns have been expressed about the terrorism situation that the country faces, which has been underlined, not least, by the Russian plane incident—a statement and more detail will follow on that. She mentioned the concerns about the mass arrests, and my opening remarks showed that I concur with her. We are concerned about two laws: the protest law, which we do not want to see used to limit freedoms of expression and the rights contained in the new constitution; and the anti-terror law. Egypt is facing a terrorist threat, but the law must not be used to limit the rights and freedoms of normal people wishing to express themselves. She asked about the Muslim Brotherhood report, and I can tell her that its key findings will be published shortly. Finally, on the question of the agenda of the meeting with the Prime Minister, all I can say is that nothing is off the table.

As Chairman of the all-party group on Egypt, along with the right hon. Member for Warley (Mr Spellar), may I fundamentally disagree with my hon. Friend the Member for Reigate (Crispin Blunt) and say to the Minister that we warmly welcome President Sisi’s visit? We think it is a tremendous opportunity for the United Kingdom to engage, for all the reasons that the Minister has set out. Does he agree that Egypt is an ally of ours and that it is a key component in bringing about regional stability, not least in the work it has done in trying to bring about a solution between Israel and the Palestinians? Does he agree that it is very important that the British Government provide their expertise in counter-terrorism, because Egypt is under serious threat and although human rights and democracy are of course vital— nobody in this House would disagree on that—stability in the region and stability in Egypt are nevertheless unquestionably a precondition to human rights?

I stand corrected—I welcome him as the chairman of the all-party group on Egypt. I was personally involved in making sure that he and I, and other members of the all-party group, will have the opportunity, as parliamentarians, to meet President Sisi in order to raise many of the important issues that have been brought up today. He speaks appropriately about Egypt’s wider regional role and the responsibility it is taking to bring about peace and bring together parties. The Minister of State, Department for International Development, my right hon. Friend the Member for New Forest West (Mr Swayne), who is in his place, and I attended a meeting in Cairo as part of the Gaza donors conference to look at the humanitarian support—that was an initiative on the part of President Sisi. Finally, we are providing expertise to assist Egypt in defeating terrorism in the Sinai peninsula and elsewhere.

I am going to bring my remarks to a close, because so many other Members want to speak and I am bearing in mind Mr Speaker’s strictures, which were kindly put.

This Bill is important, because it will give the British people the chance to have their say, but it is in the end just a mechanism for that decision; the really important thing is the decision itself. The notion that Britain’s future prosperity and security lie somehow in turning away from the European Union, in the hope of somehow getting a better deal, makes no sense in a world that is increasingly interdependent. It is not that Britain could not manage outside the European Union—[Interruption.] I have said that before and I say it again, because we have to have an honest debate. The truth is that it would come at an economic cost, because our partnership with Europe helps us to create jobs, secure growth, encourage investment and ensure our security and influence in the world.

It is not that we do not understand that some communities feel more of the consequences of a rapidly changing world than others.

No; I am going to bring my remarks to a close.

All of us have a stake in answering the following questions. Where will the jobs for our children and grandchildren come from? How will we grow our economy so we can continue to support the NHS and an ageing population? How do we combat climate change, terrorism and insecurity? The answers lie in co-operation. We should have confidence: we are a nation full of ideas. We invented the television, the jet engine and the world wide web. The best way to continue to use the talents of this great country of ours to turn ideas into jobs is to work with others and to take advantage of the investment that comes from being in the European Union. We gain from ideas generated in other countries, from lowered trade barriers and from people coming in with their talents. We have always traded with neighbours near and far, and we must remain an outward-facing country.

We also believe that, in this year of all years, we should remember the contribution that European nations coming together has made to the cause of peace on this continent of ours. That achievement is all too easy to take for granted, but it would have seemed extraordinary to our forebears and ancestors sitting here 100 years ago, after centuries of war across Europe, if someone had said, “I’ve seen the future, and this is what Europeans working together can achieve.” We believe in the strength of the argument for remaining part of the European Union. Labour Members are already making it, and we will continue to do so. It will be for the British people to decide.

The hon. Gentleman may make that argument, but that is not how I see it. However, the point I am making is that we need to ensure that the Bill frames the referendum campaign in the right context, so that we are not subject to any allegations that the yes campaign has tilted or framed the thing in a particular way, or that the no campaign is resorting to scares. We all need to be free of those allegations.

The hon. Gentleman mentioned the view that the Electoral Commission has taken on what is the most neutral form of question. Does he agree that if that view is confirmed by the research that the Electoral Commission is undertaking between now and August, the Government would be well advised to change the question, because that would build confidence in the whole process?

I do believe that the Government would be well advised to change the question. We have seen this week that the Prime Minister is able to have a second take on some issues. Even when he feels that he is restating a position, it seems to be somewhat different. It might be a case of “EU turn if you want to,” with this Conservative leader. The Government should accede to the advice of the Electoral Commission.

When the referendum takes place, we need to recognise that there are many different issues for many different people. I represent a border constituency in Northern Ireland and the implications of the UK leaving the EU would be pretty fundamental, not just for my constituency but for the political institutions in Northern Ireland. The common experience of EU membership provided the very context in which there were changed British and Irish relations, which in turn provided the context for the peace process.

It should be remembered that the institutions of the Good Friday agreement do not take as givens just the human rights provisions of the Human Rights Act and the European convention on human rights, but the common EU membership of the UK and Ireland. Even some of the cross-border institutions that were set up as a result of the Good Friday agreement directly address and reflect our common membership of the EU. Fundamental damage and change may be done when serious questions are raised about our commitment to human rights and to our membership of the EU. If we are facing a referendum, we will have to address those issues and carry forward the arguments responsibly.

We must recognise that people have more questions about the sovereignty of this Parliament than just where it stands vis-à-vis the European institutions. We heard that yesterday in the debate on the Scotland Bill. There are clear tensions and ambiguities around what the notion of parliamentary sovereignty means for this Parliament, and around the implications for devolved institutions and the rightful authority that they should have. Similarly, in terms of what comes out of any EU renegotiation, there will be tensions between this Parliament’s notion of its parliamentary sovereignty and what emerges in the new arrangements and treaty terms.

That is why, in my view, it would have been better to have had something like a constitutional convention before the referendum not only to address the longer-term democratic relations within the UK and create a new democratic charter between this Parliament and the other elected institutions in different parts of the UK, but to create a new democratic charter that clearly creates a delineation between this Parliament and the various EU institutions.

There is a danger that we will end up with a referendum campaign in which the yes side includes people who want to be both half in and half out, and a no side that is also confused because it includes some people who want to be totally out, as well as people who say that if we reject it, we can be half out and renegotiate in the way that Ireland did. The danger is that we will end up with a referendum that does not settle the question at all in the terms in which Members believe it will.

My sincere hope is that we will be able to negotiate a substantive package of reform of how the European Union works and changes to Britain’s relationship with the European Union that will enable us to recommend a yes vote to the people of this country when they make that decision in due course. If I may, I shall come back to that theme in just a moment.

The Foreign Secretary mentioned what is going on in the South China sea. As he knows, I have for a number of months expressed concern in this Chamber about the actions of the Chinese Government in building runways and port facilities on uninhabited and disputed atolls. What does the Secretary of State think the UK can do about it? Is he in discussions with the Chinese? Has he made representations about our concerns to them? What discussions is he having with our allies in the five power defence arrangements?

My right hon. Friend the Defence Secretary is just back today from the Shangri-La dialogue meeting in Singapore, where that has been a major theme. It is a matter of concern when any power, however great, starts to exercise its territorial claims in a way that gives rise to alarm among its neighbours. What we all fear is destabilisation in the South China sea. What we need to see is the many territorial disputes in that area resolved by arbitration and the application of the principles of international law, just as we seek to see those principles applied more widely.

I agree with the hon. Gentleman and shall have a word to say about it a little later.

Who would have thought we would be grappling with the potentially catastrophic consequences of loss of biodiversity and climate change—a threat that is the ultimate expression of our interdependence as human beings, because no one country on its own can deal with it? Make no mistake: if drought causes crops to fail or families to go thirsty, if flooding and rises in the sea-level wash people’s homes away or if conflict breaks out, human beings will do what human beings have done throughout the whole course of human history; they will move somewhere else to try to make a life for themselves and their families.

Despite these changes, Britain retains influence and reach in global affairs. We are part of the Commonwealth; we are members of the European Union, NATO, the G7 and the G20; and we have a permanent seat on the UN Security Council. Our history and our exports, material, political and cultural—democracy, human rights, the rule of law, the BBC, the English language—give us a voice that makes itself heard, and because of that heritage and good will, the Government have a particular responsibility to use Britain’s place in the world for the greater good by showing that we aspire to continue to be an outward-looking, not an inward-facing, nation.

That is why the mess the Government have got themselves into over the Human Rights Act is so damaging to Britain’s reputation internationally. Does the Foreign Secretary really believe it helps his cause when he raises human rights issues with other countries while back home his Cabinet colleagues talk about leaving the European convention on human rights, which we helped to draft after the second world war?

Does the shadow Foreign Secretary accept that the European convention on human rights was set up to prevent a repetition of the holocaust, that it was not set up to allow foreign judges to usurp the authority of this Parliament to decide whether prisoners in this country should have a vote, and that it should not be entitled to impede the lawful authority of this Government or any British Government to decide whom to deport or not?

Let me gently say to the hon. Gentleman that the convention was part of Churchill’s legacy and that we should be proud of the part Britain played in asserting the primacy of human rights—indeed out of the ashes of that terrible conflict that was the second world war. It is one of the reasons why a number of voices now say that Britain is not pulling its weight.

It cannot have been much fun for the Foreign Secretary to get his press cuttings delivered over the last few months, when General Sir Richard Shirreff, the former NATO commander, told The Times that the Prime Minister was

“a bit player”, a “foreign policy irrelevance” and that

“Nobody is taking any notice of him”,

when The Economist described “Little Britain” as

“a shrinking actor on the global stage”,

and the Washington Post ran a piece headed “Britain resigns as a world power”. In fairness to the Prime Minister, he has been a little distracted by the problems in his own party over the European Union.

I am delighted to follow the right hon. Member for Gordon (Alex Salmond), whom I welcome back. He is a formidable operator, but I am sure I am not alone in finding it quaint that he devoted so much of his speech to making the case for Scotland remaining wedded to the European Union at the same time as wishing to break up the United Kingdom. It simply does not make sense, but he will no doubt argue that corner with vigour in due course.

I must say that it is a great relief to sit on these Benches as part of a Conservative Government for the first time since 1992, 23 years ago. The majority is small, but it is a majority, sparing the nation the prospect of another Labour Government committed to a policy of spend, tax and borrow. It is particularly pleasing to see so many new colleagues sitting around me, not least my successor in Cannock Chase, my hon. Friend the Member for Cannock Chase (Amanda Milling), who did fantastically well and follows our good friend Aidan Burley in that seat. I of course pay special tribute to my son-in-law, my hon. Friend the Member for South Suffolk (James Cartlidge), who brings a wealth of political as well as business experience to the House. He will be the beneficiary of advice from his wife Emily, just as I have been from her mother for the past 30 years.

I have been delighted and humbled to be able to secure my fifth mandate from the electors of the Aldershot constituency, who did me the honour of giving me more than 50% of the vote for the first time in eight general elections. For us, with the largest Nepalese population in the United Kingdom, the election period was of course marred by the earthquake tragedy in Nepal. However, I am pleased to say that people rallied round fantastically, delivering bedding and clothing to local Nepalese welfare centres and raising thousands of pounds for the victims, not least the £22,000 raised in just three days by the local Rotary clubs, a collection I and my Labour opponent Gary Puffett joined in. It is a great pity that Joanna Lumley could not see that and chose instead to insult the good people of Aldershot, for which she should apologise publicly.

Immigration was the No. 1 issue at the election, and I welcome the renewed vigour shown in tackling it, but we must be more determined. Our services simply cannot continue to accommodate a quarter of a million new arrivals a year, quite apart from the serious cultural issues arising from people taking advantage of our liberal society while seeking to impose their medieval ways on us. We are a Christian country: if you despise our Christian values, please leave and go somewhere else.

Constitutional issues abound in the Gracious Speech, and we have heard about some of them already. I welcome many of the measures, not least the Prime Minister’s fulfilment of his promise to hold a referendum on the United Kingdom’s membership of the European Union. So many people in the country doubted his word on that, but he gave his word, and he has fulfilled it. The people of Britain will decide, not the Government of the day. The Prime Minister is right to seek to renegotiate, but the issue is way beyond tinkering with provisions for benefit claimants. He really needs to press the case he outlined in his Bloomberg speech two years ago. As he said, it is

“national parliaments…which are…the true source of real democratic legitimacy and accountability in the EU.”

As my great friend Daniel Hannan, a Member of the European Parliament, said:

“We could amend Sections 2 and 3 of the 1972 European Communities Act to reassert the supremacy of Parliament. We could make clear that, in any conflict between Westminster and Brussels, Westminster has the final word.”

This year, as we mark the 750th anniversary of Simon de Montfort’s first Parliament, we in this House must have the final say on implementing EU legislation.

On the Human Rights Act, I shall simply say that it is wrong for judges in Strasbourg to decide matters that should properly be decided here. For 750 years, this has been the place where the redress of grievance has ultimately resided. It is simply unacceptable that a convention designed to prevent a repetition of the holocaust has been subverted to prevent us from deporting people who have no right to be in the UK or to demand that we give prisoners the vote. I therefore hope the Prime Minister will not backtrack on his commitment.

I particularly welcome the Government’s explicit commitment to continue to play a leading role in global affairs and, to quote from the Gracious Speech, to

“do whatever is necessary to ensure that our courageous armed forces can keep Britain safe.”

Those are fine sentiments, and they are wholly compatible with the deeply embedded Conservative philosophy that the first duty of Government is the defence of the realm. However, words alone are not enough. We in the United Kingdom face a series of potential threats to our kingdom and to our broader interests around the world. As the Foreign Secretary said, our prosperity relies on trade, but for trade to flourish we need international stability.

Russia continues to rebuild its military might. It is constantly testing our air defences and endeavouring to track our nuclear deterrent. President Putin’s overt military intervention in Ukraine, where he has been able to annex territory with impunity, has emboldened him, although I note that I am not on his list of prohibited people, so perhaps I should make a diplomatic visit to Moscow.

Is the hon. Gentleman not embarrassed by his Government’s record on defence, given that the UK is the only northern European country with a significant armed force not to have a single maritime patrol aircraft?

The hon. Gentleman knows my view, and I will repeat it in a moment.

I was talking about the threats we face, and Islamic fundamentalism, in the form of ISIL or whatever my hon. Friends think we should call it, is another. ISIL threatens massive instability in the middle east, a region in which, as my right hon. Friend the Member for Rutland and Melton (Sir Alan Duncan) knows only too well, the United Kingdom has unparalleled experience, and which is vital to the stability of the world economy.

Other issues include Iran’s nuclear ambitions, North Korea and China, which is building its military capability while flexing its muscles by threatening Japan’s airspace and by persistently building airfields and port facilities on uninhabited and disputed islands, such as the Spratly islands in the South China sea. I particularly welcome US Defence Secretary Ash Carter’s rebuke to China this weekend, which illustrates that the US is aware of the threat to regional stability from China’s aggressive, expansionist policies. I have consistently warned of the dangers arising from China’s policy and sought to remind my right hon. Friend the Foreign Secretary, formerly the Secretary of State for Defence, that the United Kingdom has a locus in this matter.

Under the five power defence arrangements, Britain, Malaysia, Singapore, Australia and New Zealand undertook that

“in the event of any form of armed attack externally organised or supported, or the threat of such attack against Malaysia or Singapore, their Governments would immediately consult together for the purpose of deciding what measures should be taken jointly or separately in relation to such an attack or threat.”

Commitment to the FPDA was renewed on its 40th anniversary three years ago. My own discussions last year, with my friend the Malaysian Home Affairs Minister Ahmad Zahid, confirmed that Malaysia still values the United Kingdom’s regional involvement.

The uncertain and potentially very dangerous international situation invests the forthcoming strategic defence and security review with crucial significance. The 2010 SDSR—for which, as a Minister at the time, I held some responsibility—was inevitably Treasury-driven. It had to be: we inherited a catastrophic budget deficit of £156 billion, which required an urgent comprehensive spending review if we were to reassure the international capital markets that we had a serious plan to cut the deficit. Thankfully, we have made progress, so the financial constraints on our military must be relaxed if we are to meet the “whatever is necessary” tag in the Gracious Speech, including the renewal of our Trident nuclear deterrent.

I have repeatedly expressed alarm that my party has failed to make a commitment to spending at least 2% of GDP on Defence, as required under our membership of NATO. It has been bizarre to witness the Prime Minister quite rightly chastising those European members of the alliance for failing to meet the 2% target, yet refusing to commit the UK to it. We only just currently meet the target and the House of Commons Library warns that Defence spending is likely to fall to 1.9%.

This is not an academic issue. We face another Budget next month. We are told that various Departments, such as those for overseas aid, health and education, have been ring-fenced. I read over the weekend that the Ministry of Defence is being asked to find a further £1 billion of cuts. The Prime Minister has rightly ruled out any further reductions in Regular Army numbers from the already perilously low 82,000, so where else are the savings to be made? The Royal Navy is down to 19 frigates and destroyers. Would savings be made by reducing that further by ordering fewer than 13 Type 26 global combat ships to succeed the Type 23 frigates? The RAF is down to seven frontline fighter squadrons—it would have been six if my right hon. Friend the Secretary of State for Defence had not insisted that one Tornado squadron be reprieved. Further cuts here? Our lack of a maritime patrol aircraft is a national scandal that not only places us in breach of our International Civil Aviation Organisation obligations for eastern Atlantic search and rescue, but puts at risk our very nuclear deterrent. This capability gap must be plugged immediately.

It is not just the impact on our own self-defence which is at stake. As has been referred to by a number of right hon. and hon. Members, in particular the shadow Foreign Secretary, a succession of US leaders have expressed alarm similar to my own. This very day, US Defence Secretary Ash Carter said it would be a

“great loss to the world”

if the UK chose to disengage. His concerns follow those expressed by the head of the US Army, General Odierno, not just this year but two years ago on his appointment. The United Kingdom needs to take this very seriously indeed. The relationship between the United Kingdom and the United States is our most important international arrangement.

Any further cuts would damage our ability to respond to threats to the UK and risk irreparable damage to our relationship with our key ally, the US. Accordingly, I plead with the Chancellor to reassert proper Tory priorities and give the Ministry of Defence the funds it needs to rebuild our country’s defence capability.

I am delighted to have the impossible task of trying to wind up a wide-ranging debate on an incredibly important topic. It has been characterised by some outstanding maiden speeches by Members from across the House and I will do my best to do them justice in wrapping up.

I should start by saying how proud I am to have been re-elected to represent my own community of Putney, Roehampton and Southfields. I am very proud to have achieved a bigger majority, with a bigger share of the vote, in 2015 than I did in 2010. It is a real privilege for me to be able to continue to represent my local community, as it is for many other Members across the House.

On this important debate today, there can be no argument that the actions this country takes on the world stage matter to all of our lives here in Britain, and, as my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi) pointed out, history shows that we often shape the lives of so many others beyond these shores as well. By standing tall in the world, Britain not only protects our interests but promotes them. It stands up for the values we believe in, and does the right thing by the poorest people on the planet.

We should be clear that these issues are not either/or options; in fact they go hand in hand. We know that in today’s world, global problems such as migration, disease and terrorism all find their way on to our doorsteps. Instability in a country such as Somalia can end up affecting us through piracy. We either tackle and shape those problems, or they will tackle and shape us instead. It has never been clearer that our national security and long-term economic prosperity depend on greater prosperity and security in the wider world.

By contrast, countries that progress successfully on the path of development— countries such as China or India—present our country with huge economic opportunities. We can either make the most of those emerging economic opportunities, as my hon. Friend the Member for Newark (Robert Jenrick) said, or risk being left behind by those countries that will take advantage of the opportunities.

As I have said, this House has heard many excellent contributions today, and I want to pick up on a number of them, especially the incredibly impressive maiden speeches. I am proud that our Conservative intake includes people from all walks of life, including from military service, and the NHS. We also now have a former postman. All those Members have a real ethos of public service, which led them to stand and be elected to represent their own communities. I am immensely proud to welcome all of them to the House today.

Let me pick up on a few contributions. First, I am delighted that my hon. Friend the Member for Uxbridge and South Ruislip (Boris Johnson) is back in the House. We have missed his colour over the years, and we look forward to more new words, such as schmoozathon, over the coming months. It is also great to see the right hon. Member for Gordon (Alex Salmond) back a second time around. He must have made a number of maiden speeches over the course of his career.

The hon. Member for Great Grimsby (Melanie Onn) gave us a fantastic opening speech. She has a tough act to follow. I often wondered whether her predecessor had found his own renewable energy source that he drew on over the years. I have no doubt that she will do a great job representing her local community without necessarily having to change her name to that of a local fish, as her predecessor did.

Let me turn now to the speeches made by my new hon. Friends. As first generation migrants, my hon. Friends the Members for Fareham (Suella Fernandes) and for Lewes (Maria Caulfield) set out their take on being able to contribute to our country and talked about the aspirations that their parents had when they arrived here. Whatever debate we have around having good controls over our immigration policy, the success or otherwise of those people who make their lives here is intrinsically linked to the success of our country, and we should never ever forget that.

My hon. Friend the Member for Taunton Deane (Rebecca Pow) talked about Somerset being the gateway to the south-west I am pleased that with the investment going into the A303 it will be a gateway that remains open rather than closed for the future.

I will continue to speak until 10 o’clock, Mr Speaker, if that is acceptable to you. I just want to ensure that we both understand how I am approaching my closing speech.

The hon. Member for Burnley (Julie Cooper) talked about the northern powerhouse. I am pleased she recognised the Chancellor’s aim of setting our northern cities and regions on their feet again, contributing to our economy. I know, having grown up just outside Sheffield, the contribution those cities can make. She recognised the strategy that is now in place and talked about how the old mills are being reinvented for the 21st century. That is exactly the kind of change we want to see in those communities and I can assure her that we will work through many of the Bills in the Queen’s Speech to continue to stimulate economic growth right across our country.

I pay tribute to the maiden speech from the hon. Member for Ochil and South Perthshire (Ms Ahmed-Sheikh), from the SNP, who talked about job creation and how important it is in her local community. That point was also made by the new hon. Members for Belfast East (Gavin Robinson), for South Antrim (Danny Kinahan) and for St Helens North (Conor McGinn). They were all powerful introductions to the House and I pay tribute to those Members.

As the hon. Member for Wakefield (Mary Creagh) mentioned, perhaps one of the most moving speeches we heard today was from my hon. Friend the Member for Plymouth, Moor View (Johnny Mercer). He clearly comes to this House having set himself a real mission and it is one with which we can all agree and, I hope, support, particularly his aims of helping to improve support for people with mental health issues in our country and understanding how that affects veterans and people who have served in our armed forces. I certainly remember a case in my constituency of a man who had served in Northern Ireland and had come back and spent years suffering from post-traumatic stress disorder, which took a great toll not only on him personally but on his wider family. My hon. Friend has set himself a noble mission and I wish him all the best in tackling it.

My hon. Friend the Member for North Cornwall (Scott Mann), who is now no longer a postman, is incredibly welcome in the House. He talked about how he wants the message of aspiration and blue collar Conservatism to run through everything we do as a party and as a Government. I could not agree with him more. I also went to my local comprehensive school and came from a very ordinary background and his achievements in reaching this House are significant. I wish him well in his future career. I should also take this opportunity to say a big thank you to my postman, Ryan, who pointed out to me during the election just how heavy his postbag was, delivering not only my literature, as he pointed out, but everyone else’s.

My hon. Friend the Member for Portsmouth South (Mrs Drummond), aside from pointing out her cycling prowess, again talked about the importance of her local economy and how it is steadily changing to be as successful in the 21st century as it was in the 20th century. I was in university in Southampton and knew Portsmouth very well from that time. It is a fantastic city and I know that she will do a great job in representing the communities that elected her.

As I wrap up my tributes to those who made such great maiden speeches, let me mention my hon. Friend the Member for Berwick-upon-Tweed (Mrs Trevelyan). I remember going up to visit her when she was campaigning assiduously in the run-up to the election and I can tell her that being a chartered accountant is a good thing and will give her all the skills she needs to be successful in this House. She made a good bid in the competition for the most beautiful constituency.

The hon. Member for Lancaster and Fleetwood (Cat Smith) also described how passionate she is and what drove her to become an MP. The values and the faith that she brings to her role will no doubt stand her in good stead. I liked her account of the radical traditions of her community and how she aims to continue those. My hon. Friend the Member for Dudley South (Mike Wood), who has a tough act to follow in many respects, spoke eloquently about the job that he plans to do for his local community. I have no doubt that he will be extremely successful.

My right hon. Friend the Foreign Secretary set out how, by maintaining a strong economy, this Government can pursue a foreign policy that will deliver a stronger, more secure and more prosperous Britain.

My hon. Friend the Member for Gloucester (Richard Graham) highlighted in his speech the importance of international institutions to which the UK belongs. We face many complex challenges from EU reform, which we will no doubt debate at length in the House over the coming months and years. Many Members spoke about that today, including my hon. Friend the Member for Rugby (Mark Pawsey).

Migration is another complex challenge. Back in the 1980s people in Britain first became aware of the challenges to international development posed by poverty. They saw people in Ethiopia suffering and starving because of the famine there. Those people had no idea of the world that the rest of us were living in. They had no conception of their state, compared with everyone else’s. That has changed. People are no longer willing to accept a life sentence of poverty. They are aware of the prospects in the rest of the world and we can expect them to try to get a better life for themselves. We must be prepared to continue the work that we are doing, levelling up their part of the world and helping to create jobs, opportunity and prosperity where they are. That is why the work that DFID is doing not just in responding to humanitarian crises, but in upping our game on economic development, doing more work on jobs and livelihoods, is so important in tackling the root causes of the problem that we are now seeing daily on our doorstep.

My hon. Friend the Member for Aldershot (Sir Gerald Howarth) described many of the challenges that we face, as did my hon. Friend the Member for Beckenham (Bob Stewart), with reference to the threat posed by ISIL and al-Qaeda-affiliated groups. Our diplomacy will continue to be as important as ever, alongside our military prowess, in tackling those challenges.

The right hon. Member for Manchester, Gorton (Sir Gerald Kaufman) was right to point out that we should not forget the importance of the middle east peace process and issues such as Kashmir as we debate the broader foreign policy challenges that we face. In a thoughtful but extremely short speech, the hon. Member for Clwyd South (Susan Elan Jones) covered important points for the House to reflect on, which featured also in the maiden speech of the hon. Member for Lancaster and Fleetwood.

This Government are committed to doing whatever is necessary to keep Britain safe at all times. We have the biggest defence budget in the EU and the second biggest in NATO, and we will maintain strong, modern armed forces.

My hon. Friend is right to point out the challenges associated with continuing to invest to maintain our defence in future. The Prime Minister has been incredibly clear that we will meet our 2% commitment this coming year—[Interruption.] As my hon. Friend knows, we hosted the NATO summit in Wales. We hear chuntering from the Opposition Benches, but we need take no lectures from those whose Government left us with a hole of £38 billion in our defence budget. For that they should be truly ashamed of themselves. We have cleared up that mess. We are living within our means and at the same time we are investing in our military equipment—investing more than inflation and making sure we maintain our troops. We will continue to do that. My right hon. Friend the Member for New Forest East (Dr Lewis) and my hon. Friend the Member for Newbury (Richard Benyon) spoke passionately about how important that commitment is.

That requires us all to work effectively across government. Indeed, the days when one could look at the Foreign Office, the Ministry of Defence and the Department for International Development as separate Departments that tackle separate issues are over. A long-term, joined-up approach is absolutely essential, as my hon. Friends the Members for Reigate (Crispin Blunt) and for Gloucester (Richard Graham) said. The good news is that the UK Government have never worked together as seamlessly as we do today. On threats to our security, for example, DFID has worked hand in hand with the Ministry of Defence and the Department of Health to combat Ebola in Sierra Leone. Those efforts have not only saved countless lives in west Africa, but helped to prevent a global health crisis that could have been far deadlier than it was and even threatened the UK.

Two weeks ago I had the privilege of seeing at first hand some of our humanitarian work in Nepal. Britain’s outstanding team of diplomats, armed forces servicemen and women and DFID staff are working hand in hand to ensure that aid is reaching the most vulnerable people. I pay tribute to all of them and to the work they are doing. I also pay tribute to my right hon. Friend the Member for Rutland and Melton (Sir Alan Duncan), who did life-saving work when a DFID Minister to ensure that Nepal was better prepared to withstand the impact of the earthquake. That work saved lives across that country, and we should be incredibly proud of that.

On economic opportunities, we have never had a more joined-up approach, with DFID and the Foreign Office launching key prosperity partnerships to strengthen our commercial links with emerging markets in Africa. I very much welcome UK Trade & Investment’s renewed willingness to do more to work alongside the Foreign Office to ensure that UK companies are well placed to do well in these new but fast-growing markets.

No. If the existing sanctions are rolled over for a further period, the pressure on Russia will be maintained. It is not the case that we have imposed a bunch of sanctions that are not having any effect, and now we should be asking whether we should impose more. We have imposed a bunch of sanctions. Alongside the declining oil price the absence of access to the capital markets is having a crippling impact on Russia.

While the hon. Lady was listening to Mrs Merkel in the room at Munich, I was talking to the Iranian Foreign Minister, so I did not listen to the speech, but I spoke to the German Foreign Minister afterwards. We are actively discussing the maintenance and extension of the sanctions regime with the Germans. Of course, they want to explore the opportunity that tomorrow’s meeting, if it goes ahead, might offer, but the Germans, and the German Chancery in particular, are robust. They have been admirably robust on the case for maintaining sanctions.

This is a very serious and growing crisis. As my right hon. Friend knows, I have consistently warned that Russia plans to complete its illegal annexation of Crimea by forming a land link. Are Her Majesty’s Government content for that to happen? If not, at what point do we exercise that demonstration of strength, which the Foreign Secretary mentioned Mr Putin respects, to show we are no longer prepared to see him completely redraw the boundaries of Europe?

Sometimes we underestimate the influence that we have collectively. If Russia wanted to force a land link to the Crimea, it easily has the military capability in the area to do so and would have done so some time ago. However, it understands clearly that there would be a significantly higher price to pay. In circumstances where it is already suffering very significant impacts from the international response to its behaviour, it has shown no inclination to use the military capability it has in the area to achieve that objective.

I beg to move,

That this House notes the Second Report from the Foreign Affairs Committee, Gibraltar: Time to get off the fence, HC 461, and the Government response, Cm 8917; endorses the Committee’s position that the behaviour of the current Spanish government towards Gibraltar is unacceptable; regrets that trilateral dialogue between the UK, Gibraltar and Spain remains suspended; believes that the time has come for more concerted action; and invites the Government to review its policy towards Spain on Gibraltar.

This motion stands in my name and that of the hon. Member for Ilford South (Mike Gapes). It invites the Government to review their policy towards Spain and their dispute with Gibraltar. Gibraltar is a key strategic asset for Britain and its allies. It has provided employment and prosperity to the region for decades. It is steeped in history and is a notable tourist centre.

Gibraltar has, by extension, been a part of the European Union since the UK joined in 1973. Its membership is accepted in international law, and it is represented in the European Parliament by MEPs from the south-west region. Last year, its football team played its first European football match.

Gibraltar has inevitably been a source of controversy, but it faces a crisis that we all thought was behind us when Spain joined the EU in 1989. The fact is that Spain, a fellow member of the EU and a partner in NATO, is deliberately as a matter of policy undermining the economy of Gibraltar—a British overseas territory. Its hostile behaviour cannot be ignored any longer. Spain’s chosen method is aviation policy and random, unnecessary and superfluous searches of people and vehicles on the border causing, at times, delays of up to six hours or more.

Ironically, the impact is felt on both sides of the border. Up to 10,000 Spanish workers cross the border each day to work in Gibraltar. If someone is running a business and does not know whether the staff will turn up at 9 am or at lunch time, that business suffers. All this has a profound effect on the territory. Visitor numbers have dropped significantly in the last couple of years, with an estimated loss of almost £40 million in tourist expenditure. Interestingly, some of the strongest evidence the Select Committee received was from a Spanish workers’ organisation that was concerned about high unemployment and poverty on the Spanish side of the border. This is an unacceptable situation.

The UK has the responsibility of safeguarding Gibraltar’s territorial waters and ensuring that it is both treated and respected as a member of the EU. Last July, the Foreign Affairs Committee expressed the view that the Government should take a tougher line. In particular, we recommended that if there were no improvement within six months, the Government should invoke article 259 of the EU treaty for violation of EU obligations on the free movement of people. Six months have elapsed since then, and there are still incidents of long and unnecessary delays on the border—despite the personal intervention of the Prime Minister in conversations with the Spanish Prime Minister at the height of the crisis in 2013.

In what I can describe, regrettably, only as a weak response to our report, the Government said that they had not ruled out an article 259 action but would rather leave it to the European Commission to resolve the situation. I hope that the Minister will understand if that response causes some mirthless merriment on these Benches. It could be a long wait. Even worse, the Commission concluded in 2013 that, although the intensity of Spain’s checks was unjustified and it had serious concerns about it, there was no violation of EU law. So in his response to the debate, will the Minister set a deadline for the commencement of action under article 259?

The dispute has a 300-year history, but in the last three years, the Partido Popular Government in Spain have taken a more hard-line approach. They have significantly increased pressure on Gibraltar and its people, and the Gibraltarians have suffered. Apart from the border delays, they have had to put up with aggressive maritime incursions, calculated pressure at the EU and the UN and inflammatory rhetoric from Spanish Ministers about Gibraltar’s sovereignty and its economic affairs.

The difficulties faced by the current UK Government are, in part, a legacy of regrettable decisions made in 2001 to allow joint sovereignty discussions, which raised expectations on the Spanish side. After protests in Gibraltar and an overwhelming referendum supporting continued membership as a British overseas territory, the discussions were dropped.

Since 2004, the Government have sought to maintain a consistent message—first that no discussions will take place without the consent of the people of Gibraltar, and secondly, sovereignty will not be transferred against their wishes. This is the correct approach, and it should be consistently reaffirmed. This double lock has provided Gibraltar with security following a difficult period, and this guarantee of self-determination should never be abandoned again.

Also since 2004, consultations have taken place through a trilateral forum with Spain and Gibraltar. In 2006, the meeting held in Cordoba resulted in agreement on a number of issues—in particular on air movements, recognition of Gibraltarian dialling codes and improved flows at the border. It was also agreed that the UK could pay pensions to Spanish workers affected by Franco’s closure of the border from 1969 to 1982. This is projected to cost the UK taxpayer £73 million.

Following the election of Prime Minister Rajoy in November 2011, however, the trilateral talks have been summarily ended by Spain and some of the terms of the Cordoba agreement have been broken, although the UK, I am proud to say, is keeping its side of the bargain and meeting the agreed pension arrangements. Efforts have been made to hold ad hoc talks, but none have taken place. If a date has still not been fixed, I invite the Minister to assess whether we are being taken for a ride here and whether this might be telling him something—that Spain thinks we are a soft touch.

Meanwhile, the illegal incursions into Gibraltar’s territorial waters continue. These incursions are outside the right of safe passage and now number hundreds since their escalation in 2012. The Spanish vessels making the incursions, which include police vessels, refuse to recognise the authority of the Royal Gibraltar police or, more seriously, the Royal Navy. The aggressive tactics used, resulting in collisions and a danger of serious injury, make it difficult, if not impossible, for the police and the Royal Navy to enforce their authority and British sovereignty.

At worst, there is a danger of a potentially serious incident at sea. Are we going to respond, or are we just a soft touch? Has the Minister considered arresting a Spanish vessel? The Royal Navy has two patrol boats—quite ageing, but they are still working—and three ribs under the commander of British forces in Gibraltar. Will the Minister confirm in his response—this is important to many people—that there will be no reduction in this deployment? We welcome the increased number of warships transiting via Gibraltar, but we believe that there should be a more robust approach to defending Gibraltar’s territorial waters.

The Foreign Office rightly makes diplomatic protests about each incursion, but we were dismayed to discover that they are lodged sometimes weeks after the event. I welcome the Government’s confirmation that a maximum of seven days is now the norm and that an immediate summons of the ambassador applies in serious cases. The Government describe summoning as a

“very serious form of diplomatic protest”

and rightly summoned the ambassador to protest over traffic delays at the border. To digress for a second, that is in stark contrast to the Foreign Office’s refusal to summons the Chinese ambassador when the Foreign Affairs Committee was banned from entering Hong Kong. I am not sure what that tells us about the Foreign Office’s attitude towards the House.

Spain is now engaged in a full-on diplomatic offensive, using international institutions to manifest its hostility to Gibraltar’s sovereignty. In the EU, it has broken terms of the Cordoba agreement and is seeking to exclude Gibraltar from EU aviation legislation.

I salute the work that my right hon. Friend and his Select Committee have done on this issue and the robust line it has taken. He mentions aviation. Will he confirm what our noble Friend Lord Astor said in the other place—that the Spanish will not apparently allow Royal Air Force aircraft to overfly Spanish airspace on their way to and from Gibraltar? The cost of that to the British taxpayer is an additional £5,000 to £10,000 for each flight. Is that not disgraceful behaviour from a NATO ally?

My right hon. Friend is absolutely right. Indeed, not just United Kingdom aircraft but all NATO aircraft are prevented from overflying Spain if they have taken off from Gibraltar. I shall say more about that later.

As I was saying, in the European Union, Spain has broken key terms of the Cordoba agreement and is seeking to exclude Gibraltar from EU aviation legislation. That is damaging the economy: I have heard reports of businesses relocating because of poor flight connections. As for Spain’s behaviour at December’s EU Transport Council, it amounted to nothing less than open hostility. Spain persuaded both the presidency and the Commission to amend the draft single European sky legislation on air traffic control to exclude Gibraltar.

I am pleased that the Under-Secretary of State for Transport, my hon. Friend the Member for Scarborough and Whitby (Mr Goodwill) is present, and I was also pleased to hear that he had walked out of that meeting in protest. I am not sure that we would expect Foreign Office Ministers to walk out of meetings in protest—it is not quite their style—but I hope that the strong way in which my hon. Friend made his protest will have been noted. I should add that it is to the Government’s credit that they have threatened to veto the proposed EU-Ukraine aviation agreement if Gibraltar is excluded from it. However, the real issue, and what is of real concern, is why the Commission has come down on the side of Spain. So much for leaving the Commission to decide on the rights and wrongs of this dispute.

In the United Nations, Spain continues to lobby against the removal of Gibraltar from the list of non-self-governing territories. As it is obviously not such a territory, it should not be on the list. In May last year, Minister Joe Bassano told a UN special committee that Spain was running a campaign to deprive Gibraltar of its right to self-determination, using the arguments of Franco’s fascist Government. The response was, in the words of Gibraltar’s First Minister—who I am pleased to see is with us today—“a deafening silence”. All that is clear evidence of Spain’s politically motivated campaign. I invite the Minister to update us on developments in all those institutions, and, more important, on what the Government’s response will be—or are we just another soft touch?

In an increasingly troubled world, Spain’s behaviour as an ally is becoming increasingly unreliable. While refuelling Russian warships in its sovereign enclave of Ceuta, it continues to posture inside NATO, at a time when Russia is invading Ukraine and flexing its muscles in the Baltic and the northern approaches. Moreover—this brings me to the point raised by my hon. Friend the Member for Aldershot (Sir Gerald Howarth)—Spain’s ban on NATO forces moving directly between Spain and Gibraltar is immature and to the detriment of western security. If they are landing on or taking off from Gibraltar, the military aircraft of any NATO member are not allowed to overfly Spain.

In the event of trouble, Spain would quickly turn to NATO and the United Kingdom for military help, and would get it. Perhaps, at the moment, it does indeed think that we are a soft touch. In his evidence, the Minister told the Committee that, in the absence of any diplomatic initiative, the UK’s forces simply work around it. That is completely unacceptable. Will the Government review the issue and enlist the support of other NATO countries in ensuring that this strategically illiterate ban is lifted?

To date, the Government have sought to de-escalate tensions. That cautious approach is not producing dividends. The Government fear that a more muscular approach will only make things worse, but at times things must get worse before they can get better. If Gibraltar is prepared to accept the consequences of a more robust approach, we should embark on it. In our report, we said that the Government were “sitting on the fence”; in their response, they peevishly said they had

“never been on the fence”

in the first place. To be fair, however, the Government are continuing the policy that they inherited from the last Government, and the First Minister has acknowledged that the language now is more robust than it has been for 30 years.

Spain is a key partner for the United Kingdom, both bilaterally and in the EU and NATO. It is testimony to the importance that both states ascribe to the bilateral relationship that it remains strong, despite our differences. However, Spain should not be able to pursue aggressive policies towards Gibraltar without consequences for its relationship with the UK. The UK Government have shown restraint in response to provocation by Spain. The hard truth is that the UK’s approach of consistently trying to de-escalate tensions in the face of mounting provocation has had little discernible effect, apart from giving Gibraltarians the impression that not enough is being done. It is now time to end the policy of restraint and to think hard about what measures can be taken to discourage Spain from exerting pressure on Gibraltar in the future.

May I begin by congratulating the Committee on producing such an excellent and well thought out report and, perhaps more importantly, the people and the Government of Gibraltar on creating an undoubted international success story? Anyone who has visited Gibraltar in recent times will have seen that it has a vibrant, booming economy, not least because of the low-tax regime the Government operate, which this House would do well to look at.

Visitors to Gibraltar can see the level of investment, such as that by international hotel chains, which is testament to international investors’ confidence in Gibraltar’s future. They can see, as the hon. Member for Ilford South (Mike Gapes) said, the queues of those coming into Gibraltar to work from Spain, whose economy is less than robust at present. Shops in Gibraltar are crammed with Spanish consumers trying to buy goods at lower prices. This is a great opportunity not only for Gibraltar but for the wider region. It is an economic success story, in that only 7% of the Gibraltar economy is now dependent on military spending of any sort.

This is more than just an economic success, however. The population of Gibraltar is confident and secure in Gibraltar’s status as a British overseas territory. The population were given UK citizenship under the British Nationality Act 1981, and they have overwhelmingly restated their desire to remain British, reaffirming their democratic mandate in the 2002 referendum. I make these points because every single one of those facts puts the people of Gibraltar on the right side of international law, and our own Government should make that point clearly at every possible opportunity.

As a former Defence Secretary, I naturally look favourably on Gibraltar’s strategic advantage to the United Kingdom. It has played a major role in our security since it was ceded by Spain—in perpetuity, let us remember—under the treaty of Utrecht. It has always been an important base for the Royal Navy. It has associations with Trafalgar—the Trafalgar cemetery is testament to that—with Crimea, with world war two and with supporting the taskforce in the liberation of the Falklands. Those were all great contributions to our wider security. As Secretary of State, I visited Gibraltar to thank our Royal Navy personnel following the Libya situation, in which Gibraltar again played an important role.

This is not just about our security, however. As an important NATO base and an important signals intelligence gathering station, Gibraltar contributes to the wider security of the alliance. That includes the Spanish people themselves. The intelligence gathering that we do in Gibraltar is for our wider common security, but that is being undermined by the ridiculous antics of the Spanish Government. Gibraltar is also a major stopping-off point for our nuclear submarines and those of the United States, one of our most important allies. The US understands the importance of Gibraltar as a base.

My right hon. Friend mentions the United States. Some people there might indeed understand the importance of Gibraltar, but does he agree that, as the hon. Member for Ilford South (Mike Gapes) pointed out, there are many in the United States who are unfortunately tempted by the antics of the Spanish Government into believing that this is somehow about colonialism? Will my right hon. Friend pay tribute to our mutual friend Luke Coffey, who is the Margaret Thatcher Fellow at the Heritage Foundation in Washington? He has done a tremendous amount to raise awareness on Capitol hill of the importance of Gibraltar not only to the United Kingdom but to NATO and the United States.

I am extremely grateful to my hon. Friend for his intervention. Luke Coffey is not only a mutual friend of ours; he was also a special adviser in the Ministry of Defence. His work at the Heritage Foundation has been instrumental in pushing understanding of the wider issues on Capitol hill. The hon. Member for Ilford South mentioned the resolution in Congress. I shall tell the House exactly what it said. It was a bipartisan resolution, as the hon. Gentleman correctly said, and it was put forward in the House of Representatives. It stated:

“Resolved, That it is the sense of the House of Representatives that—

(1) the United States honors the contribution that Gibraltar has made to advancing United States’ security interests in the Mediterranean region since 1801 and extends its deepest appreciation and thanks to the government of Gibraltar and its citizens;

(2) the views and rights of Gibraltarians should be taken into account in any discussion on the future of Gibraltar.”

Our American allies, and our colleagues in the House of Representatives, understand that being on the right side of international law is of prime importance. We need to make that point as clearly as we possibly can.

To be frank, Spain’s behaviour is at best bullying, petulant, childish and utterly hypocritical. The clearest example in recent times has been the air safety deal, which has already been mentioned. Whatever anyone might think of the merits or demerits of the single European sky, it is intended to reduce delays for European passengers and to minimise the risk of near misses, thus improving passenger safety. There is not, as the European Union has stated, a dispute between Britain and Spain over this matter. This is blatant interference by Spain in an EU project that was progressing very nicely, and this ridiculous obstruction will, by definition, make things less safe for Spanish air passengers. I should like to congratulate the Under-Secretary of State for Transport, my hon. Friend the Member for Scarborough and Whitby (Mr Goodwill) on showing great leadership, clarity and courage in walking out of the meeting on these issues. Absenting himself from what was clearly an Alice in Wonderland situation was the best thing to do, and he deserves great support in the House for having done it.

As has already been mentioned, it is the maritime incursions that most clearly signpost Spain’s behaviour. They have become more frequent and more dangerous. Twice in 2014, the Spanish state survey ship, the Angeles Alvariño, under the command of Spain’s economic ministry, has been responsible for dangerous and irresponsible manoeuvring in British Gibraltarian territorial waters. The Minister for Europe, my right hon. Friend the Member for Aylesbury (Mr Lidington), has said:

“The irresponsible actions and dangerous manoeuvring of this vessel were not only unlawful but also presented a significant risk to the safety of Royal Navy personnel at sea. Under no circumstances should Spanish vessels be provoking a situation that could result in serious injury or a fatality.”

These are our own armed forces, and we must be willing to speak out in the strongest possible terms about the safety of our military personnel.

These activities are part of an attempt to destabilise not only Gibraltar but the wider region. It is worth pointing out what Spain’s behaviour is like in the wider region. She continues to be in disagreement with Morocco over maritime boundaries in the strait of Gibraltar. This is because of Spain’s hold over her north African enclaves and rocks, which she uses to interpret maritime boundaries in her favour. She effectively seeks to deny Morocco any degree of control in the strait. Of course, the Spanish ownership of those north African territories undermines almost every argument she makes about Gibraltar, and demonstrates the most breathtaking hypocrisy in current European policy that I can think of.

On 5 July 2013, Spain sent a letter of official complaint to the United Nations, which the hon. Member for Ilford South mentioned. It complained that Portugal’s Savage islands were rocks. The islands lie halfway between the Canary islands and Madeira. This was yet another attempt by Spain to increase her influence in the wider area. On 17 December 2014—just a month ago—Spain submitted to the Commission on the Limits of the Continental Shelf information on the limits of the shelf beyond 200 nautical miles from the baselines from which the breadth of its territorial sea is measured in respect of the area west of the Canary islands. Again, that move by Spain is at the expense of Portugal and Morocco. There is a clear pattern here; what is happening in Gibraltar is not an isolated incident.

Gibraltar is a great success story and will continue to be one. The people of Gibraltar deserve all the support we can give them. The message to our Spanish colleagues has to be that Gibraltar is British. They need to get over it and start working in a way that is consistent with being a NATO ally and an EU member. But Spain is serious about its approach to Gibraltar. It is time our Government were equally serious about our approach to Spain, if we are serious about Gibraltar ourselves.

The hon. Gentleman might be right and I accept what he says in good part.

The Spanish Government have withdrawn from the trilateral forum for dialogue, which provided a framework for discussion between the three Governments. They have committed to unravel agreements entered into under the trilateral forum to which Spain had signed up. The Spanish Foreign Minister, Senor Margallo, has called that putting the toothpaste back into the tube. In response, we should tell him that that is generally a messy and pointless process. He has also used slightly more aggressive language. The Select Committee refers to his comment that “play time is over” with respect to Gibraltar, which is intimidating vocabulary. It is unfortunate that it comes from a fellow European democracy.

One arrangement entered into under the forum was that Spain promised to respect the inclusion of Gibraltar airport in EU civil aviation measures, which an hon. Member mentioned. In fact, Spain’s objections have disrupted the single European sky project. “Single European sky” is a phrase calculated to send Eurosceptic Members purple with rage, but it does not mean that Brussels is trying to take over our skies. It is a perfectly sensible and safe improvement to air traffic control measures. It includes Norway and Switzerland, so it does not require membership of the European Union.

I am not sure whether my hon. Friend and I have agreed on anything substantial before, but I thought it important to put on the record that what he says about the single European sky is absolutely right. As a Eurosceptic and an aviator, I am fully in support of this sensible co-operative measure.

The European Union has hidden benefits, which come out in detailed analysis.

Spanish aggression has not finished there. There continue to be delays at the border caused by intensive Spanish controls, which the European Commission has described as disproportionate and which seem to have got worse since the Committee’s report was published. I am told that the delay to enter Spain was about five hours on 1 December, and there have been regular delays of more than an hour going in the other direction. That does not just disrupt life for Gibraltarians; it disrupts life for the 10,000 cross-frontier workers, almost all of them Spanish. We have also seen serious incursions into British Gibraltar territorial waters by Spanish paramilitary or naval vessels. They entered Gibraltar waters more than 100 times just in December 2014, some incursions being rather more serious than others.

What do we do about this? The British Government have to strike a balance between the firm response that all hon. Members are calling for today and avoiding making the situation worse. Walking out of meetings is probably a manoeuvre that has to be used with some caution. We do not want needlessly to escalate or provoke a negative response from the Spanish. Yet, as the Committee’s report rightly points out, the idea of trying to defuse and de-escalate the dispute has not produced many results. Some detailed points in the report, such as those on the delays in lodging protests about some of the incursions into territorial waters, are well made. They send a bad diplomatic signal, and it is good that they have been tightened up.

Other measures can be considered. The UK Government should commit to taking legal action if Gibraltar airport is excluded from any EU civil aviation measures. That is a clear, calm, rational, legal process to enter into, and I would be interested to hear the Government’s response. We should certainly press the EU Commission to pay more attention to the monitoring of the border between Spain and Gibraltar, which it has said is unacceptable. It should send a permanent monitoring mission to that border to see exactly what is going on. I am sure that the British Government, and perhaps the Government of Gibraltar, would be willing to assist with that logistically and financially.

Another interesting possibility, which is discussed in the Select Committee’s report, is the idea of Gibraltar joining the Schengen agreement. That might well reduce some of the obvious problems in the areas of dispute if it was practically supported by other member states. The difficulty pointed out in the report is that the acquis is carefully defined in the European treaties, so it might require treaty change, but treaty change is in the air in Europe. There may be a possibility of treaty change in the next few years, and it might be worth taking up the opportunity of treaty change to include that as a de-escalatory measure. Technically, under Liberal Democrat policy, that would represent an increase in power, albeit a small one, from Britain to Brussels, and would therefore trigger an in-out referendum, but we might be able to embrace that at the time. We need to explore these possibilities in all seriousness. Even if a treaty change might not seem practical right now, if it is possible in the near future, we should consider it.

We should certainly look at what tougher action we can take to prevent and deter incursions into Gibraltar’s territorial waters. Serious sovereignty considerations are at stake here, and, as hon. Members have pointed out, there are fears for the safety of the crews of the Royal Navy, the Royal Gibraltar police and the Gibraltar defence police and of the Spanish vessels involved in these disputes and encounters, which in some cases are proving quite dangerous. Arresting the Spanish vessels might be seen as extremely provocative, but we need to hear from the Minister a new, robust approach to the matter in future.

The people of Gibraltar have a right to self-determination. Spain as well as this country should respect that fundamental democratic right, which is enshrined in the United Nations covenant on civil and political rights. In the past, the Government have supported the right of the people of Gibraltar to determine their own future. The Select Committee supports that right, and the House should support it today.

I thank my right hon. Friend the Member for Croydon South (Sir Richard Ottaway) and the hon. Member for Ilford South (Mike Gapes) for securing this opportunity to debate Gibraltar this afternoon. Before I proceed with my speech, I should like to observe that it seems odd for us to be debating Gibraltar without the presence of the late Jim Dobbin. My hon. Friend the Member for Filton and Bradley Stoke (Jack Lopresti) rightly paid tribute to Jim, who was chairman of the all-party parliamentary group on Gibraltar until his death last year. He was a great supporter of Gibraltar and its people, and he is greatly missed by his friends and colleagues on both sides of the House.

I want to set out the Government’s policy towards Spain on Gibraltar, the developments that have taken place and the progress that has been made since the Select Committee’s report and the Government’s response were produced last year. I shall start by making it clear that the entire Government will continue to be steadfast in our support for Gibraltar and for the sovereignty of the United Kingdom in Gibraltar. The United Kingdom has given a firm commitment that we will never enter into arrangements under which the people of Gibraltar would pass under the sovereignty of another state against their wishes. Furthermore, we have given an assurance that we would not even enter into a process of sovereignty negotiations with which Gibraltar was not content. The wishes of the people of Gibraltar to remain British must be respected, as my hon. Friend the Member for Gainsborough (Sir Edward Leigh) and others have pointed out. This is a matter of self-determination; at root, it is a matter of democracy at work, and that democratic will must be respected.

As the hon. Member for Ilford South said, there are important common interests between the United Kingdom and the kingdom of Spain. There are strategically significant issues on which we need to work together, ranging from working against terrorism and against the trafficking of narcotics and people to negotiations on international trade, which would enable the peoples of both countries to prosper, as well as on climate change and on innovative technology. It is striking, for example, that the United Kingdom and Spain have been on the same side in European Union discussions on genetically modified technology. That makes it even more a matter of regret that the short-sighted and, frankly, outmoded and anti-democratic attitude that the Spanish Government are taking towards Gibraltar has prevented that bilateral UK-Spain relationship from developing to the extent, or with the warmth, that we would have preferred.

We must be clear that our primary responsibility in respect of Gibraltar is to uphold the security of the territory and defend its international interests. I take that responsibility seriously, as does every Minister in this Government, but when considering what action to take, we must decide what action is most likely to deliver positive results. As my hon. Friend the Member for Hornchurch and Upminster (Dame Angela Watkinson) said, we are right to be firm in the defence of British sovereignty and the interests of the people of Gibraltar, but we must seek to do so in a way that does not end up inadvertently making their position worse. The mere facts of geography do put Spain in a position to exercise pressure, particularly at the borders.

As part of that work, the Government have sought, under successive Governments in the territory, to work increasingly closely with Her Majesty’s Government of Gibraltar. It is fair to say that this Chief Minister and his predecessor always continue to be firm in standing up for the interests of Gibraltar, but it is also accurate to say that there is a closer relationship now. There is a better habit of working together between the two Governments and of respecting the rules of the 2006 constitution than there has been for many years.

Let me move on to deal with some issues that have been at the centre of today’s debate, starting with EU legislation on aviation. Our starting point is that Gibraltar is, in respect of aviation laws, a part of the European Union. The treaties of the European Union apply to the territory of Gibraltar, except where certain parts are expressly disapplied. Article 355 of the treaty on the functioning of the European Union states clearly, in paragraph 3:

“The provisions of the Treaties shall apply to the European territories for whose external relations a Member State is responsible.”

Therefore, in respect of aviation and other important political questions, Gibraltar falls within the European Union. We are therefore more than disappointed—we are angry—that Spain is seeking to secure the suspension of Gibraltar from EU aviation dossiers. We have been very clear with the Commission and with other member state Governments throughout that such attempts by Spain to secure Gibraltar’s suspension are completely unacceptable, and would be illegal and, in our view, a breach of the European Union treaties.

The irony of all this is that several EU legislative measures now in draft would be of particular value to not only the UK aviation industry, but Europe’s aviation industry more generally. The British Air Transport Association estimates that the failure to make progress with draft legislation on air passenger rights is likely to cost British airlines up to £50 million a year—a figure that will be translated into higher air fares for passengers. The European Commission estimates that the single European sky initiative overall may provide up to €5 billion in greater efficiencies for the European aviation sector. Yet legislation in both policy areas—legislation that would bring practical benefits to citizens throughout Europe—is being stalled by Spain’s insistence on seeking to exclude Gibraltar from its application.

Let me deal with the debate at the Transport Council last year and what has happened since. Gibraltar continues to be included in existing single European sky II legislation, as required under the treaties. The Council has not reached full agreement on the replacement SES II measure, and therefore has no coherent position with which to take this issue to trilogue with the European Parliament. Following the Transport Council, which has been mentioned several times in this debate, the Government have engaged at a senior level with both the Italian and now the Latvian presidencies of the European Union and with the European Commission.

We have secured a clear assurance that this legislation will not be taken forward in a form that is unacceptable to us. I was asked whether, in the event of a measure being passed by qualified majority voting that excluded Gibraltar, we would take legal action. I prefer not to speculate too far on legal action in hypothetical circumstances because our objective is that treaties should be respected, and we believe that the Commission, with a duty to uphold the treaties, and other member state Governments who also have such an interest would support us in such an objective. I think that I have made it clear that we would regard the exclusion of Gibraltar as a breach of the article that I mentioned earlier in my remarks.

On unlawful incursions, we have continued to uphold British sovereignty over British Gibraltan territorial waters with the very professional work of the Royal Navy in Gibraltar to challenge incursions as they happen and by issuing swift diplomatic protests. Where incursions have been particularly serious, such as attempts to exercise jurisdiction in British Gibraltan waters by Spanish survey vessels, we have continued to take particularly strong diplomatic and political action. As was said earlier in the debate, the number of times we have summoned the Spanish ambassador is unprecedented for an EU NATO partner. The latest statistics I saw said that we had summoned the Spanish ambassador now more than the ambassador of any other country bar Assad’s Syria.

After one summons in respect of an incursion by a survey vessel, that survey vessel’s time in Gibraltar waters was curtailed and the immediate crisis was ended. The various strong actions that we took—the Spanish Government know that a public summons is a very exceptional action for the UK Government to take—did contribute to making that difference. At that time, there were also direct political representations at ministerial and top official level to Madrid. It is not the case that a summons to an ambassador or a protest by note verbale are necessarily the only actions that we take. Such actions are often accompanied by political representations on the appropriate senior channels.

The number of unlawful incursions dropped from 496 in 2013 to 387 last year—about a 22% reduction—but that still leaves us with an unacceptably high number of incursions. We will continue to make it clear to Spain that, as an EU partner and a NATO ally, the escalation of tensions is bound to impose a cost on the bilateral relationship. The normal practice is that Spanish state vessels are challenged by the Royal Navy, and we follow that up with diplomatic and political protests. It is important to make it clear that, although incursions are a violation of sovereignty, they do not threaten or weaken sovereignty in the sense of undermining the strength of our legal case for sovereignty over those waters. That is what made the survey vessel incursions particularly serious. By purporting to exercise jurisdiction by going about survey work in British Gibraltan territorial waters, those survey vessels were acting in a way which, if unchallenged, could be interpreted as our acknowledging a loss or a diminution of our sovereignty over those waters. That accounts for the difference of the calibration of our response to those incursions compared with some of the others by, for example, Guardia Civil vessels.

I was asked about our assessment of naval resources. The Government’s assessment is that the assets, structure and procedures of the Royal Navy Gibraltar Squadron are commensurate with its tasking, including challenging unlawful maritime incursions within British Gibraltan territorial waters. We regularly assess the naval mission and the assets and people required to deliver it to ensure that its responsibilities can be carried out effectively, and I will certainly not rule out reinforcement of the naval mission or of other military assets in Gibraltar.

In making such a determination we would have to decide how such deployments would make a practical difference for good. For example, I was asked about arrests. The legal reality is that state vessels under international law have sovereign immunity from being boarded. That is a legal reality and a breach would have implications well beyond British Gibraltan issues and one would have to think through the possible consequences for British vessels in other circumstances and other parts of the world. When we discuss these questions in government and carry out these reviews, it is a question not just of which vessels and how many people are involved and so on but of which rules of engagement will apply if one dispatches additional reinforcements. We keep the matter under close watch and I have been having regular conversations with my right hon. Friend the Minister for the Armed Forces over recent months. The clear principle is that we will not budge in a resolute defence of British sovereignty over those waters.

We have been in close contact with the European Commission on border delays during the past few months and since the publication of the report and the Government’s response last year. At the request of the United Kingdom, the Commission sent a second border monitoring mission to Gibraltar on 2 July and subsequently wrote to both Gibraltar and Spain. The Commission has stated publicly that it has serious concerns about the lack of progress Spain has made in addressing its earlier recommendations and—critically, this has happened since the publication of the two reports—the Commission has said that checks that give rise to waits of several hours to cross the border are disproportionate. We are using the arguments about the freedom of movement of persons with the Commission, other member states and the Government of Spain. Spain has the right to impose such border checks as are proportionate and sufficient to provide safeguards against crime, smuggling and other illegal activities and it is a fact that not just we and the Gibraltan Government but the Commission, as guardian of that freedom of movement right under the treaties, is saying that those checks are disproportionate to the objectives laid down in European law. That is a significant step.

We continue to lobby the Commission on the need to ensure that Spain carries out its recommendations and to make it clear that we expect the Commission to take legal action should there be little movement.

My hon. Friend the Member for Cheltenham (Martin Horwood) asked about the possibility of a permanent monitoring force or unannounced inspections, as did the right hon. Member for Wolverhampton South East (Mr McFadden). I have already urged the Commission to carry out unannounced inspections and the Government of Gibraltar have made an offer to host a permanent monitoring mission if the new Commission is willing to undertake such an operation.

Spain has now begun construction work at the border area, saying that it is working to improve the system in line with the plans it has submitted to the European Commission, and we have started to see an overall downward trend in the delays, although the level of delays remains unacceptable. We continue to press the Commission to monitor the situation closely.

I do not rule out unilateral action by the United Kingdom under article 259 of the treaty on the functioning of the European Union. My caution about this option is that precedent shows that going to the European Court of Justice in such a way is not a swift process. My judgment for now is that we stand the better chance of securing the outcome we want for the people of Gibraltar if we work through pressure on the European Commission, using the arguments about enforcing European law, and seeing that Spain complies with it, than if we take unilateral action, which would put an end to the work in the European institutions to which we have committed ourselves to date.

My right hon. Friend is the embodiment of reasonableness—everything he has said about what his Department is doing is couched in terms of reasonableness and accordance with article this, that or the other—but people are fed up with the United Kingdom and our British overseas territory of Gibraltar being treated in a cavalier fashion by a NATO and European ally. We are looking for a bit of retaliation. To be perfectly candid, what he has done has had no effect. He said that we have reduced the number of incursions by 22%, but we need to send the Spanish defence attaché packing back to Madrid.

My hon. Friend may say that my manner belies this, but I can assure him that I am as fed up and frustrated as him or any of my hon. Friends about the way in which the Spanish Government have acted, but the Government collectively and I feel a grave responsibility to try to secure an outcome that will result in things getting better and not worse for the people of Gibraltar. That is guiding our judgments on precisely which actions we take.

I want to allow time for my right hon. Friend the Member for Croydon South to respond.

On the economy of Gibraltar and ad hoc talks, my right hon. Friend the Member for North Somerset (Dr Fox) pointed out that the economy of Gibraltar is flourishing despite all the problems thrown at it by Spain, with growth at about 10.3% per annum. In the Chief Minister’s budget speech last November, he said that those

“numbers will rank Gibraltar as one of the fastest growing economies in the world.”

In the past decade, Gibraltar has modernised and diversified its economy, and attracted new inward investment. It is an example to be admired. We need to be clear that, regardless of the extreme provocation that the Spanish tactics represent, they are not working—they are not stopping Gibraltar continue to grow and prosper. Gibraltar is thriving. I applaud the success and commitment that the Government and the people of Gibraltar have shown in defying the difficult circumstances that surround them.

The truth is that Andalucia, the poorest part of Spain, benefits hugely from the prosperity of Gibraltar, not only through the employment of thousands of Spanish citizens who travel to work in Gibraltar every day of the week, but through the spending power of Gibraltans in the Campo and southern Spain more widely. As my hon. Friend the Member for Gainsborough has said, that mutually beneficial economic relationship could be even stronger were Spain to see sense, open the border, and encourage cross-border links and mutual prosperity. That would benefit the people of the Rock and the people of Andalucia. I question why, at a time when about half of young people in Spain are tragically out of work, the Government of Spain resist the opportunity, even in that relatively small way, to enhance growth, prosperity and job creation in one of the most impoverished parts of their country.

Clearly we do. I am sure the Minister will respond to that point, but my understanding is that we have been very active in pressing the case and I hope we will continue to do so. My hon. Friend refers to the possibility of having to strengthen sanctions in the future. My one concern—I hope it is misplaced, but I fear there is a reason for it to be taken seriously—is whether Russia might seek to move beyond eastern Ukraine and establish the land link between eastern Ukraine and Crimea, and at the same time acquire a seaport at Mariupol. There have been suggestions that that is in the Russian mind, and there is heavy troop build-up that might support the idea, but whether it happens we must wait to see. We must make it clear, however, that were it to take place, there would be severe consequences.

I am sorry I was not here for the opening of my hon. Friend’s remarks. He is absolutely right about the risk of Russia’s seeking to annex land giving them a land link to Crimea. I cannot emphasise strongly enough to him and the House, as I have been warning for months, that this is Russia’s intention. Does he agree that this is not just a remote prospect, but a key component of Russia’s plans? Putin’s plan is to acquire a land link with Crimea and possibly then to link up with Transnistria, and leave Kiev and the bulk of Ukraine as a rump for the EU.

I agree.

Might it not be worth at least attempting to see things from the perspective of others and the perspective of most Russian people? Is it not wise to try to understand how we and our actions are perceived by them? How can we possibly make correct decisions about what to do if we have zero understanding of what makes other people tick? That is especially true if those people have extraordinarily different histories, not least the fact, as I said before, that Russian people suffered the most appalling tribulations as a result of invasion by the west within the lifetime of many Russian people.

I have some sympathy with my hon. Friend, but he is trying to paint Russia as a victim. What would he say about what Stalin did to the people of Ukraine? He starved them to death when that country was the bread basket of the Soviet Union. What about the Ukrainian people who have that deeply seared in their memory? Are they not victims too?

Absolutely right. I agree entirely with that. I am not pro-Russian and anti-Ukrainian. I fully accept the appalling suffering of the Ukrainian people, particularly under Stalin, and the dreadful suffering that they experienced from the Nazi invasion. I am not making that point; I am simply trying to explain that the Russians have a point of view, and if we are to do the right thing, we must understand that. We may not agree with it. Nothing I say militates against a free, independent and prosperous Ukraine.

We have to wake up to the reality that many Russians think, act and feel differently from us, and that no amount of bullying on our part with sanctions will turn them into western liberals with our point of view. Not all Russians agree with what I am saying, but many do. Many take quite the opposite point of view from us. We in the west seem to have lost our critical faculty. We make the fatal error of believing our own propaganda and, worse, expecting other people to believe it too. None of us here believes Mr Putin’s propaganda. I do not support him or believe in him or defend him to the remotest degree, but why do we expect people in Russia, the Crimea or eastern Ukraine to believe our propaganda? They judge us not by our words but by our actions. Why should they do otherwise? Look at our immediate recognition of the seizure of power in Kiev this past February, which was mentioned by my hon. Friend the Member for Maldon (Mr Whittingdale). I make no defence whatever of the previous corrupt Ukrainian regime, but we preach respect for the law then completely disregard the Ukrainian constitution, article 111 of which lays out specific provisions for the impeachment and replacement of the President of Ukraine. These provisions were not applied, thus a succession, in the view of many, is at best irregular, at worst unconstitutional.

Let us remember 1993 in Russia. Yeltsin unconstitutionally dissolved the Duma and sent in tanks against a democratically Parliament, and the west backed him. What may have been the beginnings of a Russian idea of parliamentary sovereignty and the accountability of the Executive were nipped in the bud, with western powers nodding approvingly. It is all very well to pronounce the sacred inviolability of the borders of sovereign states, but when one does so, having undermined the borders of sovereign states as we did in Serbia, which many Russians point to, when we went to war over Kosovo, whose independence we now recognise, in their view it begins to look hypocritical.

Russia, we know, is certainly involved in the supply of weapons to the rebels in eastern Ukraine, but in Kosovo NATO forces—this is often mentioned in Russia—effectively acted as the air force for the Kosovan Liberation Army. In the war against Serbia, NATO forces bombed hospitals—this is what many Russians say—bridges, journalists’ offices, public markets and even the Chinese embassy. Russia has done wrong, but it has not done what the Nazis did in Ukraine.

Economically speaking, we are continually arguing for globalisation, the integration of world economies, free trade, allowing everyone to grow in prosperity together—all things that I and everyone else speaking in this debate agree with. Why, then, are we allowing politics to interfere with our economic links to Russia, which are very strong, and to frustrate Russia’s further integration in the world economy? Those who seek to undermine Mr Putin would be much wiser to seek to strengthen these links, to incorporate Russia much more closely in the wider world. Surely that would strike more deeply at the heart of Mr Putin’s separatist way of doing things, drawing the Russian people in rather than casting them out. Instead, we are playing into Mr Putin’s hands. Our cack-handed sanctions allow him to portray us as anti-Russian, thus further legitimising his position as the defender of Mother Russia.

Global economic recovery, we know, is extraordinarily precarious. Provoking crises with Russia risks unsettling the recovery, not just that of Russia but ours. With all due respect to the Ukraine, for Britons is it worth this possibility? One need not add BP’s significant investment in Russia, the billions of pounds of Russian money involved in the City of London, and European reliance on Russian energy. We must always remember that the existential threat to us is global Islamic jihadism, and Russia is an absolute crucial ally in that. Why put that at risk? Particularly at this time of commemoration, when we are looking back to the events of a hundred years ago, we must force ourselves to learn the lessons of 1914. Does anyone really think that the assassination of the Austrian heir to the throne was worth the suicide of Europe? We do not want to sleepwalk into a war, the likes of which we cannot imagine.

Ukraine is a beautiful country. It has deep traditions, a proud culture, a long history. We should wish the Ukrainians all the best in their journey as an independent people, but it is obvious, I am afraid, that there is no intrinsic British interest in Ukraine. Ukrainian relations with Russia, Belarus, Poland and others are for Ukrainians to sort out, no matter how divided a people they are, and they are divided, but there is unequivocally no single shred of a reason why the United Kingdom should risk war over Ukraine. Our priority should be de-escalation, and then facilitating dialogue between the warring Ukrainian factions and between Ukraine, Russia and the west. We need to foster a breathing space in which Ukraine can make suitable constitutional reforms to allow for autonomy, as has been said. We should not put the global economy at risk, and we certainly should not risk a European war—1914 is ever present.

Perhaps I have been a bit too harsh on liberal democracy. Let me finish on a positive note. I am profoundly pro-life and anti-war. I want, if it is not too naive a thing to say, for Ukraine to be at peace. I really believe in this noble theme.

I believe that there is a role for Britain and France, in particular. We have no historical axe to grind. Unlike Poland and the Baltic states, we have not been invaded or suppressed by the Russians. As for the Russians, they still harbour some justifiable historical fear of German expansionism, and with some reason today in economic terms. Unlike some Americans currently in power, we also have a sense of history. We recall from Woodrow Wilson’s time that good intentions are not always enough and can lead to war. We know that western Ukraine around Lviv was never part of Russia; it was first part of Austria-Hungary and then Poland. We know that in western Ukraine they 100% want to be part of Europe. However, many of us are also sensibly sceptical about the expansion of NATO and the EU into former Russian lands.

I believe that a solution can be brokered, and I believe that we can play a role. We must convince Russia that we have no intention of trying to detach Ukraine from Russian influence to bring it under our own. We want Ukraine to be what it should be: free; independent; not part of the Russian sphere of influence or the NATO or EU sphere of influence; and with a strong federal structure and home rule for the east. Why should we want to break the Russian economy? Why should we want to destroy Mr Putin? If he goes, we could get somebody far worse. No feasible Russian leader would ever accept the permanent loss of eastern Ukraine. Let us be an honest broker. Let peace be our watchword, not war without end.

I am delighted to take part in this very important debate. I am surrounded by some of my closest political soul mates, but I suspect that my view is slightly different from theirs. I congratulate my hon. Friend the Member for Maldon (Mr Whittingdale) on introducing the debate, but it is disappointing that a matter of such significance to the security of our country, and of Europe more widely, has not attracted the participation of more Members.

I agree with the Chairman of the Foreign Affairs Committee, my right hon. Friend the Member for Croydon South (Sir Richard Ottaway), that we face a very serious situation. My excellent hon. Friend the Member for New Forest East (Dr Lewis) and my—also excellent—hon. Friend the Member for Gainsborough (Sir Edward Leigh) were right to have been inspirational in setting up the Coalition for Peace through Security. Its work during the cold war contributed to the understanding in the United Kingdom of the need to face up to the Russian threat. I agree with much of what my hon. Friend the Member for New Forest East said about our not making threats that we cannot fulfil, and not offering NATO membership to countries that we are not prepared to send our children to defend and put their lives on the line for.

I agree with much of that, but my hon. Friends were instrumental in establishing the Coalition for Peace through Security, whereas we face a threat to our security and a threat to peace. I do not know whether anybody saw the BBC programmes on the “37 Days” leading up to the war. I normally fall asleep watching such things, but I was absolutely riveted during the programmes, because the language of the conversations 100 years ago was the same as the language we are using in this place and in the corridors of power today.

It worries me that we might be in real danger of sleepwalking into some sort of very substantial regional conflict. That is because our minds are on Syria, and on the Gulf and Iran. Not enough minds are on China, and on what it is doing in the South China sea, where it is building port facilities and runways on uninhabited atolls. We face a very turbulent world, which is the price we are paying for the fall of the Berlin wall: the balance of terror has been exchanged for a very unstable world.

It is important that we take very seriously what is going on in Ukraine at the moment, and that we look at the Russians’ intentions. We know their intentions without having to look in a crystal ball, because they have been there historically. I have already mentioned what the Russians did to Ukraine in the 1930s: they starved the people who were providing them with their food. As recently as 2008, we saw what President Putin did in Georgia: he successfully provoked the Georgians— Saakashvili probably should not have risen to the bait, but he did—and the result was that the Russians invaded South Ossetia and Abkhazia with complete impunity.

We have seen what I warned would happen—forgive me for saying that, Madam Deputy Speaker, but I could see what was going on in Crimea earlier this year. I understand what my hon. Friend the Member for Gainsborough says about Ukraine having been part of Russia, and about the need not to poke Russia in the eye. Yes, Sevastopol is as important to the spirit of the Russian navy as Portsmouth is to the spirit of the Royal Navy, but that does not justify walking into Crimea and annexing part of another sovereign country, in explicit contravention of the Budapest agreement which was signed in 1994 by Boris Yeltsin, John Major and Bill Clinton. I accept that that agreement did not provide an article 5 guarantee of Ukraine’s borders, but it was a deal with the Ukrainian people in which Ukraine gave up a massive arsenal of nuclear weapons that could have threatened us all, in exchange for recognition of its borders. What are we to make of a man, in the form of President Putin, who has so flagrantly breached an agreement to which his country was a solemn party? Should we regard that as an aberration or a one-off, or as what I believe it to be, which is a complete lack of care for how Russia is viewed, and complete disregard for international norms?

I agree entirely with the hon. Gentleman’s comments about the pattern of behaviour that has formed over recent years. We probably had illusions a few years ago about where Russia might go, but sadly we have been very disappointed. He referred to the Budapest agreement. Does the way that Russia has abrogated those undertakings underline the fact that Russia also appears to be abrogating arms control agreements? Certainly the agreement on conventional armed forces in Europe is in tatters, and the intermediate-range nuclear forces treaty is now being questioned. There is no progress on strategic arms reduction, but rather a big build-up in Russia’s nuclear programme.

The hon. Gentleman makes a fair point and it all militates in one simple direction: Mr Putin does not seem to care for international norms or that his country has in the past signed solemn and binding agreements. That is why we need to be on our guard.

We have the examples of Georgia, South Ossetia and Abkhazia, as well as Crimea. As I said in an intervention on my hon. Friend the Member for Maldon, I worry that Putin’s objective is to create a land link with Crimea—at the moment I believe there is a 5-mile gap across the Black sea. He has no intention of giving it up, so will he leave it as it is and reinforce it with air supplies or by sea? I believe there is a risk that he will go for Odessa, thereby denying the rest of Ukraine access to a port. If he moves further west he links up with Transnistria, leaving only a slight border between western Ukraine and Lviv, and around there with Poland, and the rest would be surrounded by Russia. He will then say to the EU, “There you are. You can have the rump of Ukraine,” and that will become isolated and perhaps not economically viable—I do not know. I do know, however, that we must be on our guard because Putin has acted with complete impunity—my hon. Friend the Member for New Forest East made that point. But if you make threats and do not follow them up, what is your counterparty to suppose?

The question that I go on to ask myself is this. There is Kaliningrad, that small Russian enclave on the Baltic coast, which is separated from the Russian motherland by a narrow strip of land between Latvia and Lithuania. If Mr Putin can with impunity do what he has done so far, what is to stop him saying, “I need a land link with Kaliningrad”? Article 5 of course stands in his way, but when I ask my friends, “Would you be prepared for your son or daughter to be sent off to go and fight for the Lithuanians or Latvians in the event that Mr Putin decides to annexe their territory and create that land link with Kaliningrad?” I sense no appetite for that. The question is, “Where is the British national interest in that?” People do not understand the significance of article 5—even in this House, hon. Members have been far too flippant about considering offering NATO membership to other countries without considering the consequences.

My right hon. Friend the Member for Croydon South was absolutely right: the red line has to be the Baltic states. We must make that red line clear to Mr Putin. We must say, “Thus far and no further,” and it must be followed up. We saw what happened to President Obama when he drew a line in the sand that was promptly blown away by the wind.

I wanted to back up my hon. Friend on that point. The Baltic states are a red line, and I would support moves to permanently position some of our troops in those Baltic republics, because that is a clear indication of our intention—just as Berlin was, where I served for two years.

I am grateful to my hon. and gallant Friend, who brings immensely valuable personal experience to such discussions.

I have referred to the Baltic states, but I should like to emphasise the point that was made by, I believe, my right hon. Friend the Member for Croydon South about the penetration of UK airspace by Russia. The Russians are doing that with increasing regularity, but for what purpose? Are they coming to look at our beautiful countryside? Are they inspecting our beaches with a view to, perhaps, acquiring some land in the lovely parts of Norfolk or Lincolnshire, including the constituency of my hon. Friend the Member for Gainsborough? What are they doing? What about the periscopes in the Irish sea? If anything demonstrates the folly of giving up our maritime patrol capability, it is the recent discussion about our dependence on a number of other countries to track Russian submarines.

By their deeds shall ye know them. Mr Putin’s deeds are clear for us all to see. We therefore ignore them at our peril. That is the danger. What do we do? My hon. Friend the Member for The Cotswolds (Geoffrey Clifton-Brown) is right: there are areas in which we have a common interest with Russia. We share the threat from Islamic fundamentalism—Russia is a Christian country. In the early part of the 20th century, there were great links between the Lancashire textile industry and Russia, and those links were developing, but that all came to an end with the arrival of the communist state.

I am pessimistic. I do not see how we can engage with Russia with all that Mr Putin’s history and his clear pattern of behaviour implies. We are in a difficult situation. It is perfectly clear that his economy is collapsing. He is doing like many in his condition do. We all remember President Galtieri of Argentina. He had troubles at home. What did he do? He went on a foreign excursion—he went for the Falkland Islands. We must bear in mind that, with the falling economy in Russia, there is a real risk that a policy of puffing up Russia’s status in the world through military action is enhancing Mr Putin’s standing with the Russian people.

Are sanctions a substitute for more robust action? Are we, by imposing these sanctions, helping to suppress the Russian economy? Perhaps we should be engaging in a little bit more gunboat diplomacy of the kind I have advocated a number of times in this House. I understand my hon. Friend the Member for Gainsborough, but I say to him that we cannot deal with a man with such an attitude and such behaviour, whose personal advertisements consist of him in martial positions, bare from the waste up with a bandolier around his shoulder and carrying a gun, or standing over some vanquished animal—you couldn’t make it up! That is what this guy is doing, and somehow we have to appeal to the Russian people and some of the younger politicians in Russia to get them to understand that this is not the way to behave. If we want security in Europe, we have to find a way forward, and invading other people’s sovereign territory is not the way to do it.

My son is in Hong Kong working as a banker. He tells me pretty much the same thing: that there is concern that the British Government have perhaps been slower than they might have been. I accept the sensitivities around this issue, but is it not the case that the demonstrators have behaved in the most extraordinarily restrained fashion? I believe they have put up huge notices saying, “We apologise for the inconvenience caused” and cleaned up all the litter. This is not the sort of demonstration we are accustomed to in the western world.

Absolutely right—my hon. Friend makes an excellent point. This is not mob rule. The protests could not be described as any flagrant breach of the law. People are exercising the rights that we ourselves suggested they should have when we signed the Sino-British joint declaration. The action they have taken so far has been totally within the declaration, yet the Chinese have transgressed on that agreement. Our response has been very weak indeed. I would like to hear more from the Minister on what the British Government will do to make it clear that the Chinese entered the agreement in good faith, as did the British, and that all rights, responsibilities and freedoms under the law should be upheld by the Chinese authorities.

Just as China has shot itself in the foot by taking the action it has so far—not just with regard to banning the Committee from entering Hong Kong, but in transgressing on the agreement—we, too, have a downside risk in this affair. By not protesting enough—by not holding the Chinese Government to account and by continuing to be somewhat weak in our response in defence of the protesters who are operating within the law and the terms of the agreement—our reputation will suffer. We must not allow that to happen. This House must not allow it to happen. I look forward to hearing from the Minister how the British Government intend to toughen up their response to this outrage.

Will Her Majesty’s Government be supporting the resumption of World Bank loans to Argentina? If so, would it not be bizarre for the UK to underwrite loans to Argentina, which is awash with its own cash, and which is in the process of acquiring 24 advanced combat aircraft for its defence portfolio, which could present a risk to the Falkland Islands?

The short answer to that is that we do not need to be in the European Union to trade with Europe, because it needs us—for example, in relation to Germany’s export of cars—on a monumental scale. I have already given the figures for the surplus that Germany runs with the other 27 member states. Furthermore, we have a global economy to which we can address our economic and trading concerns, and we are achieving a substantial surplus with the rest of the world, selling the same goods and services. What I am arguing is on the balance of judgment as to whether it is in our interest to subordinate our parliamentary system of government and the democracy that goes with it in order to achieve a trading relationship that at best is extremely debatable and, in certain instances, is positively disadvantageous.

Let me turn to the issue of defence, which is so fundamental to our national interest. Unlike John Cleese’s immortal words in “Fawlty Towers”, “Don’t mention the war”, we must never forget the reasons why we were confronted in two successive world wars by unprovoked aggression from Germany. We must look to the greater historic landscape in our mutual interests and we must look to resolve our real differences about the structure as well as individual issues within the EU.

Ten days ago, at a formal conference in Rome under the Lisbon treaty, comprising chairmen of national parliamentary committees for all 28 member states and the European Parliament, the German delegation formally proposed a defence Commissioner and a defence Council of Ministers and reinvoked the idea of an EU military headquarters. As Chairman of the European Scrutiny Committee, I argued passionately against that, as did the right hon. Member for Gordon (Sir Malcolm Bruce) and the hon. Member for Ilford South (Mike Gapes), the former Chairman of the Select Committee on Foreign Affairs. The British delegation defeated the proposal, but the German delegation insisted that

“it will have to be put back on the agenda at the next conference”

and added ominously that

“Great Britain will simply not be able to maintain their line”.

That harks back to previous German attempts to establish a European defence policy with majority voting and must be repudiated once and for all.

My hon. Friend is making a very important point because, as he knows, defence is the only area of European activity—I will not call it policy—where the United Kingdom still has a veto, a veto that I twice used to prevent any increase in the budget of the European Defence Agency. But is he also aware that the former Foreign Secretary, our right hon. Friend the Member for Richmond (Yorks) (Mr Hague), and I, at the Foreign Affairs Council meeting, vetoed the idea of an operational headquarters for the EU, because it would have served further to undermine the cornerstone of European defence, which is the North Atlantic Treaty Organisation? We must resist any further attempt by the Germans, the Poles or the French to create a defence identity within the EU.

We are all indebted to my hon. Friend for his time in the Ministry of Defence. What he said is well known to me, but ought to be better known outside the House. This is crucial. The question, whether we have an EU military headquarters moves us into very dangerous territory. I will show my hon. Friend the full transcript of the exchanges between me and the German delegation on this matter. I do not have time to go into it now, but I can assure him that I set out some very powerful arguments, including by making reference to article III of the 1990 treaty, which dealt with the question of the restrictions on Germany in relation to the manufacture and distribution of nuclear weapons, which went back to the original NATO treaty of 1949. Also, of course, I mentioned in particular the role of NATO in relation, for example, to the Baltic states and the rest of it. NATO is there; it is the cornerstone, as my hon. Friend rightly says.

I congratulate the hon. Member for Stone (Sir William Cash) on bringing this matter to the House for consideration. Most, if not all of us probably share his opinion about the importance of discussing where we are going, and that resonates with all my constituents.

The hon. Gentleman said that he voted yes in 1975, but the Democratic Unionist party clearly took a “no” stance. However, it is good that all of us here today are of the same mind, even if we were not of the same mind back in 1975.

The hon. Gentleman and my party were on same platform—that is good news, and I am glad to hear it.

As we move towards the Westminster election campaign next year, people’s minds are focusing on Europe, not just because of other parties’ stances on the issue, but because it affects their lives, and I want to talk about that.

The hon. Member for Stone is right that we cannot let Germany direct EU strategy or policy. We cannot allow debate on EU reform to be simply about tit-for-tat arguments on ideology. We need a real dose of realism, and today’s debate gives us that realism.

The worst of Europe damages the best of Britain. That is how I feel about the issue, and that is how I believe many others feel about it. The worst of Europe means red tape for businesses, mass immigration and less money for hard-working taxpayers. The May elections proved that the people of the EU are angry. The Government should not need reminding that the message sent loud and clear at our polls was that voters have had enough.
