Commons ChamberIn the last few weeks alone, my constituency has seen Rolls-Royce announce 700 redundancies, Menzies Aviation 160 and Swissport 321, all adding to the toll of expected job losses at British Airways, NCP, easyJet, Jet2, Flybe, BA CityFlyer, TUI, North Air and SSP. I would have included Ryanair in that list, but I am pleased to say that it has just reached an agreement with Unite on temporary pay cuts to stop the job cuts that had previously been announced. Well done to them and let that be a lesson to other airlines. Combined, Renfrewshire will see thousands of households employed in aviation and aerospace thrown into financial turmoil. Across Scotland and these islands, the total will very likely be into six figures. If it is not clear to the Government that aviation and its supply chain is in the middle of its biggest crisis ever, it should be now.
By May, the claimant count in my constituency had doubled in the space of two months and those newly unemployed people had the added stress of looking for a job in an employment market in its worst state since the second world war. I mentioned that I have no doubt the total will rise further. I say that because I see no urgency on the Treasury Benches to save the aviation and aerospace industries. In my Adjournment debate on Rolls-Royce redundancies, the Minister winding up, the Under-Secretary of State for Business, Energy and Industrial Strategy, the hon. Member for Stratford-on-Avon (Nadhim Zahawi), lauded the company for offering voluntary rather than compulsory redundancies. If that is the strategy, then God help us all. There are many constituencies like mine where airports play a pivotal role in the local economy, yet there has not been a cheep from Government about what support such areas will get to address the particular challenges our economies face. I hope the Chancellor and his colleagues at the Department for Business, Energy and Industrial Strategy can begin work urgently on a plan tailored to communities hardest hit by the devastation to the aviation sector.
I hope they will also take a hard look at the reaction of aviation companies to their employees. We have seen British Airways threaten one third of their workers with the sack, while the other two thirds have been told that they too will face the sack if they do not sign up for lower wages and lesser terms and conditions. I hear that easyJet and other companies, such as Menzies Aviation, are now trying the same bullying tactics. Unlike in most of Europe, these practices are despicable but not illegal. Those workers deserve the same protections as their fellow workers elsewhere. I urge the Government to back my Employment (Dismissal and Re-employment) Bill to make such practices illegal and make sure the law has their back.
It is not just in aviation where coronavirus has wreaked havoc. Alexander Dennis, the biggest bus and coach manufacturer in the country, is a huge success story, but nobody is buying buses just now. Without action, hundreds of jobs are under threat across the industry—another disaster for the local and national economy. The changes in road infrastructure and support for active travel that we have seen in recent weeks mean that there is a window of opportunity for the UK Government to take the bold action required and kill two birds with one stone, accelerating the transition from older, more polluting vehicles to Euro 6-compliant diesels and electric and hydrogen buses, and at the same time guaranteeing a future for manufacturers such as Alexander Dennis.
The Transport Secretary spoke last week about 4,000 buses. This is welcome, but completely lacking in the kind of ambition that we need now. A firm commitment from the Government to order at least 10,000 low and zero-emission buses would be a transformational policy, with the potential to be the biggest boost to public transport in generations, and it will help keep skilled jobs in this country in the long term. I urge the Chancellor to sit down with his colleagues in the Department for Transport to make that programme happen and support not just those jobs, but the accelerated transition to a net zero economy. The aviation sector, the bus industry, coach firms, aerospace and engineering—collectively, the UK transport industry is facing an unprecedented and catastrophic future if action is not taken, and taken soon.

My hon. Friend is absolutely right. One of the really heartening things about the early phases of the crisis was precisely the response from distilleries in producing hand sanitiser. I was delighted to be able to make very quickly the changes to the tax regime that supported that. As we go forward, we will continue to review and seek to address the concerns that he raises. It is not by any means a straightforward matter, but the key thing is to continue to push, on a very wide variety of fronts, as rapidly and forcefully as we possibly can.
Many companies have used the job retention scheme to save cash while they planned redundancies, British Airways being one. BA has threatened over 40,000 staff with redundancy but about 30,000 would be rehired on vastly reduced terms and conditions. Last week I introduced a Bill to make that form of employment practice illegal to protect all employees. Does the Minister think it is fair that any employer should be allowed to make employees redundant from roles that are clearly not redundant and then rehire them on reduced pay— yes or no?
I will refrain from commenting on a specific situation; the hon. Gentleman has identified one. But I will say, having not been aware of it, that I will look at his Bill with great interest, and I thank him for drawing attention to it.

My hon. Friend speaks with considerable business and financial experience, and he will know the cash-flow issues and the challenges that many of the businesses in his constituency face. We absolutely hear his message, just as we do the message from Members across the House, and that is why we are moving at pace to address them.
Further to the point I raised at Treasury questions, which was echoed by the shadow Chancellor, the newly under-employed must be supported further. One of my constituents is a self-employed taxi driver with no work, due to the lockdown. His wife and four children have underlying health conditions. Any universal credit application would mean their tax credit ceasing. A jobseeker’s allowance application would mean having to prove that they are seeking work and engaging with their accountant. Will the Chief Secretary tell them how they can possibly put food on the table and pay their bills?
The hon. Gentleman speaks to a real concern and a real issue, but I draw attention to the fact that one of the challenges is to communicate what support has already been announced by the Chancellor. To give an example, a family renting in Sheffield with two children would be eligible for around £1,750 a month in support—far more than the £94 per week, if we take account of additional things such as housing and children’s support. It is about what package of support is available, and the Chancellor has already announced considerable measures in that regard.

Commons ChamberThe hon. Member is absolutely right: we must ensure the safety of our workers in their industries. The guidance from the Government last night was clear that people should go to work if they cannot work from home. In common with other countries such as Italy or France, construction has remained open, but of course it is right that that is done safely. I know that my right hon. Friend the Housing Secretary is in touch with the sector and I believe that he has had conversations about guidance in this regard.
My local bus company is one of many, I am sure, across the country that has had to introduce short-time working, but it is unsure about the implementation of the Chancellor’s very welcome wage subsidy. Will the Treasury top up the wages of those working two or three-day weeks, or does it have to lay off, say, 70% of the workforce and rely on the remainder to cover the rest of the routes, putting themselves at risk for a similar amount of money? Can the Chancellor clear that up for us, please?
We said that we would aim to have the scheme up and running by the April payroll. This is a brand new system that has to be designed from scratch. Claims could be backdated from 1 March, which will provide significant support to businesses and jobs, and in common with all other schemes like this across the world, the scheme applies to furloughed workers in proportion to the hours they have worked—but to workers who are put on furlough rather than being retained in employment.

Commons ChamberThe hon. Gentleman talks about packages to support business. They are not divorced from people’s circumstances; they are directly helping people’s circumstances. The way to help people is to secure their employment, now and in the future, and that is what these packages are designed to do, which is why they will make a real difference to people on the ground.
The Chancellor is already late with support for aviation. Airlines, airports, and support services such as baggage handlers have already announced, or are strongly considering announcing, significant job cuts. Can the Chancellor reassure them that they do not need to do that, and that he will follow other Governments such as that of New Zealand, which announced £35 billion worth of direct wage subsidies to keep not just those jobs but all jobs safe?
We have announced our own range of fiscal measures to help businesses to protect jobs, with particular reference to the airline industry. As I have said, my right hon. Friend the Transport Secretary and I are actively engaging with the companies and the airports in that sector to establish what support is required.

Commons ChamberI announced at the spring statement that it is the Government’s intention to conduct a three-year spending review concluding this autumn, subject to a deal with the EU being completed. Departments are already commissioned to carry out the work necessary for such a spending review, but it will be for the new Government to decide whether the circumstances make it appropriate to conduct a full three-year spending review or a single-year exercise.
As I have consistently said in this House, I do not believe that a no-deal exit would be in the interests of this country, and I will do everything I can to ensure that we avoid it, but an exit based on a negotiated deal that allows us to continue a close trading relationship with the European Union can work for Britain, and that is what I will be arguing for.

Thank you for calling me to speak, Sir Henry. I congratulate my hon. Friend the Member for Feltham and Heston (Seema Malhotra) on securing this critical debate at a time when our financial system is in flux. A decade ago, six of every 10 purchases were made in cash, but that figure has now halved and in a few years’ time it will be only one in 10, so there is a clear transition. Sometimes it catches me out; when I was in church a couple of weeks ago, I realised as the collection plate came round that I did not have any cash on me. The fear suddenly struck me that I would be humiliated in front of the congregation, so I am heartened to see that the Church of Scotland proposes to introduce cashless collection plates, which will save me that embarrassment in future. That is just one example of how the transition to a cashless society can catch us out suddenly and at the most unexpected moments, in a very public way.
The picture in my constituency is of a rapid removal of banking services. I represent one of the poorest constituencies in Scotland, which has seen a disproportionate decline in the number of bank branches and free-to-use ATMs. Indeed, one in five of Scotland’s 6,000 ATMs will soon be fee-charging, while ATMs are closing at a rate of one day. That significant decline is disproportionately affecting the poorest communities in Scotland, so it is critical that we address the issue.
I raised that very point in the main Chamber just a few weeks ago. Ferguslie Park is the most deprived community in Scotland, yet it has two ATMs, which charge 95p and £1. That goes to show that LINK’s financial inclusion programme is not worth the paper that it is written on. I am still awaiting a reply from LINK after a month. Does the hon. Gentleman agree that its inclusion programme needs to be improved?
I completely agree. My constituency, like the hon. Gentleman’s, has had a disproportionate number of closures. I commend and thank the Select Committee on Scottish Affairs, my hon. Friend the Member for Rutherglen and Hamilton West (Ged Killen), and the hon. Gentleman for their work on the issue. The LINK cut is critical, but we need legislative backing to safeguard provision. Many small businesses, including postmasters, are saying that they will not pay punitive business rates to maintain free cash access.
The discussions about credit unions are pertinent, and I commend the hon. Member for Glasgow East (David Linden) and my hon Friendfor Harrow West (Gareth Thomas) for speaking about their work on the issue. As a result of the closure of the Greater Milton and Possilpark credit union, 4,212 members have had that facility taken away. Santander is threatening to close and remove its ATM, just as in Parkhead. This is a critical issue, because banks do not feel any sort of obligation to maintain their provision. In America, Santander has a £1.9 billion community reinvestment fund because the American Government have forced it to do that in poorer communities, but there is no equivalent legislative obligation in the UK.
We need legislative teeth to back up the provision of banking services in our poorest communities. I urge the Minister to recognise that urgent need in our communities, particularly in Glasgow North East.

Commons ChamberMy hon. Friend is making a simply fantastic speech, although those of us who are not Celtic fans will have been shocked by the number of late goals that he has recounted. It seems that nothing changes.
To bring that Spanish reference forward to the present day, it speaks to the warmth with which Billy McNeill is regarded that Athletic Bilbao, a club with which neither Billy nor Celtic has any real connection, awarded Billy McNeill its annual “One Club Man” award just three weeks after he died in a touching ceremony at the club’s stadium in the Basque region. Does that not speak volumes about the man’s character?
I thank my hon. Friend for that excellent point. We were all surprised and delighted that Athletic Bilbao recognised Billy McNeill’s achievement in that way.
It is of course undeniable that Celtic were the first UK team to lift Europe’s premier trophy, but it was about much more than that. Celtic under Billy McNeill’s captaincy were the first winners of the European cup to come from outside the European football giants of Spain, Portugal or Italy. In the preceding 11 years of the competition, it had only ever been won by Real Madrid, Benfica, AC Milan and Inter Milan. Celtic, led by Billy McNeill, played football that ushered in a new free-flowing attacking style, which was the antithesis of the stifling catenaccio or “door-bolt” system that was so successfully employed by the Italians throughout the 1960s. That free-flowing, attacking football exemplified by Celtic in 1967 was taken on by the Dutch, the Germans and the English clubs that dominated the competition for the next two decades.

Commons ChamberI thank my hon. Friend for standing up for the good fans. There are many of them, but the bad behaviour tars everyone with a very bad brush. We need to support the people who are doing the right thing.
Can I bring consensus back and thank the Minister for early sight of the statement? I associate myself with the comments made by the Minister and the Labour Front-Bench spokesman, and it is not often that I can say that.
The recent high-profile instances of racism in the game fly in the face of the fantastic work done over the years by groups such as Show Racism the Red Card and Kick It Out. Sadly, however, although football in England at any rate is swimming in money, a relatively small amount is spent by the game on such initiatives. I very much welcome the Minister’s tone and the actions she has set out. I think we can all agree that it is time for footballing authorities and top-level clubs to take the issue more seriously and invest in resources appropriately, and not just invest but make proper policy and disciplinary decisions. The example of James Kinsey, whom the Minister and shadow Minister referred to, being disciplined for taking his team off the pitch following racist abuse is shameful. I praise the reaction of players such as Raheem Sterling and Danny Rose to their abuse, but they must be better supported by bodies such as UEFA, which all too often issue paltry fines that amount to a pittance in the modern game.
As the shadow Secretary of State outlined, since 2012 the Scottish Government have invested £14 million to support the delivery of anti-sectarian education in schools, prisons, workplaces and communities. Does the Minister agree that knowledge education is one of the best means of tackling ignorance and must be part of the solution? Does she also agree that it is important to increase public awareness of the options open to fans to report racist incidents? The fact that less than half of all fans are aware of the Kick It Out smartphone app is disappointing to say the least.
Finally, the lower leagues and the grassroots take their example from the top-level game. It is simply not good enough in this day and age that only 4% of coaching and management roles across the top four leagues in England are held by black, Asian and minority ethnic individuals. Does the Minister agree that reducing discrimination in the boardrooms and on the training grounds would go a long way towards changing wider attitudes in society?
I thank the hon. Gentleman for raising important points about the ability to report with confidence through the Kick It Out app and about the education piece, which is vital. We want our football clubs across the land to be welcoming, diverse and representative of the communities they serve. They should absolutely be tolerant places where people want to be, not places where they feel they have to speak out about behaviours that are not acceptable, whether in the pub or the wider community. We must work together as fellow sports fans and do our level best to ensure that football is welcoming at every level.

Absolutely. The hon. Gentleman, my constituency neighbour, hits the nail on the head. There are flaws in the argument that the post office network can just replace local banking services.
My hon. Friend is making a great speech. The branch on Renfrew High Street in my constituency is also earmarked for closure, and Santander suggested that customers use the post office network or the branch in Paisley. However, as many people will know, given the representations we have made, the fees the banking industry and Post Office Ltd pay postmasters to carry out this function are ridiculously low and unsustainable. The contracts are currently being renegotiated with the banks. Does my hon. Friend agree that the banks need to step up to the mark and pay post offices fairly for carrying out their banking functions?
That is an excellent point, and one I intend to come on to later. My hon. Friend has been a doughty campaigner on this issue, not only in terms of post offices, but in fighting a good campaign against the Royal Bank of Scotland closures in Renfrew, and we should pay tribute to that.
