In 2011, £958 million of the total of just over £8.5 billion came from other Government Departments and other areas outside DFID, such as debt relief and gift aid. DFID’s contribution to UK official development assistance is set to stay at approximately 90% in 2013 and 2014.

I congratulate my right hon. Friend on the Government’s commitment to move towards 0.7%, and express the view that, providing we are doing it, we do not really need to enshrine it in legislation. He will know that many of our constituents are not yet persuaded that every single pound we spend is value for money. What more can he do to reassure our constituents that this excellent British aid does not end up in Swiss bank accounts, but meets the needs of people in real poverty?

I assure my hon. Friend—and the whole House—that every day we as Ministers, and all who work in DFID, do our utmost to secure value for money. Although my hon. Friend thinks that it may not be necessary because we are already moving towards the 0.7% target, legislation serves as an example to the rest of the world and, I hope, as a weapon for us to use in order to persuade other countries to follow suit.

I was not in my role when that decision was taken, so I cannot answer the hon. Gentleman’s question directly, but the International Development Committee is planning to look at this issue, and I am sure it will be able to ask and get answers to those questions for him.

Is it not worth putting on record the fact that Rwanda has made tremendous strides in the last 15 years since the troubles of the 1990s, in no small part thanks to substantial assistance from the United Kingdom Government? That is something we should absolutely be proud of.

I think we should be. In recent years I have spent time in Rwanda, which is a good example of where achieving things on the ground is often complex. Life is not black and white; we have to deal with real people and situations and navigate our way through them to the best of our ability. We know that there are still millions of people in Rwanda living in poverty. The aid programmes we have invested in there have been extremely successful, so there is absolutely a need to continue that work.

I certainly will do that, because there is vital work to be done to help young unemployed people. What we are finding with all the schemes we have, whether the Work programme or the youth contract, is that the most useful thing is actually the work experience scheme, because it gives young people a real leg-up and experience of the workplace and, therefore, removes some of the disadvantages they face as against older workers. We are finding that it has a much better record than other schemes, so I hope that the hon. Gentleman will be able to push that and pioneer it in his constituency with the help of all the agencies, as he has said.

Q3. Did my right hon. Friend see the figures released last week showing that since May 2010 the number of people waiting for an operation on the national health service has fallen by over 50,000? Does that not demonstrate that our commitment to increased health funding and our health reforms are beginning to bear fruit?

I am grateful to my hon. Friend for his question. We made an important and difficult decision that, while other budgets were being cut, we would protect the NHS budget. That was not supported by the Labour party, but the fact is that we now have the best ever performance for patients waiting over 18 weeks, the numbers for those waiting more than 26 weeks and 52 weeks have also reached record lows, and average waiting times for both in-patients and out-patients are lower than they were in May 2010. The Labour party often asked whether the test should be the number of people waiting over 18 weeks. Well, if that was the test, we have passed it with flying colours.

Most of the support to refugees is given through UNRWA, but we are giving our full support to the Palestinian Authority, it being the effective government of the west bank, and through it we hope to ensure that all those affected are properly supported by access to the full legal rights necessary to pursue any claims that they might have.

May I particularly welcome the extra funding recently announced for the 400,000-plus refugees in Lebanon to help fund health care and education for thousands of children? Does my right hon. Friend agree that although this assistance is welcome in the short term, it is no substitute for the long-term peace settlement necessary to enable these 5 million refugees to go home and get on with their lives?

My hon. Friend is absolutely right and I am sure that the vast majority of Members in this House agree with him. The permanent plight of someone who is an everlasting refugee is not something that any of us would relish, and it is the peace process that we hope can eventually give a permanent settlement and solution for those who are so affected.

I pay tribute to the right hon. Gentleman’s continued interest and support through the all-party parliamentary group for Moldova. Although there are now formal talks to seek to resolve the protracted Transnistrian conflict, he is right to draw the House’s attention to the continuing concern about trafficked women. He will know that across Government there is a series of initiatives focusing not only on identifying and supporting such women, but on stopping the sources of those who peddle this heinous practice.

Will the Minister commend the work of the Westminster Foundation for Democracy in Moldova, both on a party-to-party basis and in parliamentary strengthening, particularly in the run-up to the presidential election on 16 December? Is not good governance the fastest way to tackle poverty?

My hon. Friend is right to demonstrate, through the work of the Westminster Foundation for Democracy in Moldova, how important good governance is in alleviating poverty and in creating the conditions that all countries need to have the greatest possible opportunity for wealth creation and security. Of course, we all look forward to the Moldovan Parliament being able to elect a President soon, which will allow the Parliament to focus on the reform agenda that is necessary to bring Moldova closer to the EU. I am happy to pay tribute to the work of the WFD.

The right hon. Gentleman is extremely experienced in these matters and he is absolutely right. I am grateful for his comments about the Ashdown report. The issue of partnership, which Lord Ashdown identifies so clearly, and the issue of accountability are at the forefront of what we seek to do. For example, when we published the multilateral aid review, we did not keep it as an internal document, but put it online. We invited those we were assessing to comment on what we said and the recipients of the money to hold us to account. We will continue to do that. The right hon. Gentleman is right to say that in the poorest parts of the world, understanding the effect of what we do on those we are seeking to help is vital to making the whole operation more effective.

I welcome this report and the Government’s response to it. Will the Secretary of State confirm that he sees a significant role in the reshaped British humanitarian response to disasters for small, niche charities, such as the west country-based ShelterBox, which are often the first on the scene with important life-saving equipment such as tents, cooking facilities and water? I am sure that he does.

My hon. Friend is right about the absolute priority that the Government place on supporting such smaller charities. Many Members on both sides of the House will have seen them doing brilliant work overseas. There are a number of mechanisms through which they are supported. There is, of course, the global poverty action fund, which will have a fresh round for NGOs and charities in a month or two. ShelterBox, which my hon. Friend mentioned, will be known to many Members. It does a brilliant job and we support it strongly.

I fully share the right hon. Gentleman’s enthusiasm for international development awareness, and when it comes to transparency there is already much praise for what the UK is doing. For instance, Publish What You Fund recently said:

Does my right hon. Friend agree that the better we can demonstrate the effectiveness of UK aid, and that it is not all siphoned off into Swiss bank accounts, the sooner we will get the people of this country behind our excellent and worthy notion of spending 0.7% of GDP on overseas aid?

My hon. Friend is absolutely right, and that is exactly why we have set up the Independent Commission for Aid Impact, which can evaluate the impact and value for money of UK aid. Transparency sheds light on all that is done and reduces the sort of corruption that my hon. Friend describes.

The hon. Gentleman will have heard the contrast between what I said about the Food and Agriculture Organisation, which has been placed in a form of special measures, and the World Food Programme, which is doing extremely well under the leadership of Josette Sheeran. We would probably have pulled out of the FAO but it is about to recruit a new director and we want to work with that new director to ensure that the FAO becomes a much more effective organisation. I completely endorse what the hon. Gentleman says about the importance of my Department’s focus on farming and agriculture.

I warmly welcome my right hon. Friend’s statement, giving a renewed focus to British aid policy. He will know that improving good governance is one of the most effective ways of lifting people out of poverty. Will he confirm that, under his new order, there will still be a significant investment in capacity as he develops his targets for developing countries, as this will help them improve their democratic systems and their good governance?

My hon. Friend is absolutely right in the emphasis he places on good governance. Helping people to hold their leaders and their politicians to account is an extremely important part of an open and free society, as events—not least, in the middle east—have made clear in recent weeks. This is an important focus of my Department’s work.

We are giving support primarily through the Red Cross, and we support the measures taken by the EU and the African Union to bring about a peaceful transfer of power in Ivory Coast, which will have the greatest effect on humanitarian interests, including the EU visa ban on Laurent Gbagbo and his closest advisers. We certainly support the UN’s position in declaring the presidential election valid, and in insisting that Mr Ouattara is the legitimate winner. The UK stands ready to help through our trusted partners if the humanitarian situation deteriorates.

Access to sanitation is one of the millennium development goals, and will sadly be missed by a mile, but it is hugely relevant to almost every country in Africa. What extra assistance can the Minister’s excellent Department give over the next 12 months to try to improve access to water and sanitation for the people of that continent?

My hon. Friend makes an excellent point, and I can certainly assure him that the way in which work will be implemented to achieve access to clean water and better sanitation is central to the programmes developed under the bilateral and multilateral aid reviews, and will be announced in the relatively near future.

I thank the hon. Lady for what she said about the quality of the programme and those who staff it in Bangladesh. I am glad that she was able to visit our programme last week. She has seen a country where climate change affects the everyday lives of millions of people, and she is quite right to underline the Government’s commitment to ensuring new and additional mechanisms for raising international finance to tackle climate change. I will be making a speech on the subject tomorrow, and the Government will be pressing hard in the run-up to Cancun and beyond to see that we make significant progress in this area.

British development NGOs are world class and do a fantastic job, but has my right hon. Friend noticed that they all have their own advocacy departments and produce their own glossy publications? Would it not be better if they co-ordinated themselves slightly more, so as to cut out unnecessary duplication and competition?

My hon. Friend raises an important point. He will have noticed that the global poverty action fund that we launched is principally a matched fund, in order to enable the taxpayer to piggyback on the brilliant development outcomes that many of our NGOs produce. That is the right principle, whereby taxpayer support can focus on results, outputs and outcomes, and not on inputs.
