Commons ChamberFirst, I put on the record my thanks to my hon. Friend and Members of all parties in the House who have held local consultation events. Doing so was incredibly important and has made this a very good consultation, but it is also vital in establishing and building such local networks. My hon. Friend is absolutely right that the solutions have to be local ones, not least because healthcare is commissioned locally. I can give him reassurances that we will bear that in mind as we go forward.
The all-party group on human trafficking and modern slavery has heard compelling evidence about how people enslaved in the UK have post-traumatic stress disorder and similar serious disabilities as a result. Will the Minister commit to meeting the relevant Minister in the Home Office to look at practical ways in which those victims of exploitation can be supported into work and be enabled to work in companies?
The right hon. Lady raises an important point. I can give her assurances that both my office and that of the Minister for Employment are working very closely with the Home Office on precisely the group of individuals she mentions and other vulnerable people such as refugees. I am very happy to raise any points that she wants me to make.

Commons ChamberI am sorry, Mr Speaker, that I have not yet wished you happy new year publicly—I have done so only privately—as clearly that is becoming a compulsory part of this question session. I now wish you happy new year publicly.
I do not agree with the hon. Gentleman’s characterisation of self-employed earners and universal credit. Universal credit reduces poverty by making work pay. It supports claimants to enter work, and then to be able to keep some of their benefits while they are at work if they are not receiving or earning very much money. Universal credit actually does the opposite of what the hon. Gentleman says—it helps people who are getting into work for the first time.
But is not the biggest trend in self-employment the massive increase in women who are self-employed, with 70% of those newly self-employed in 2014 being women? Yet self-employment is the area where the wage gap is biggest. According to the OECD, self-employed men earn an average of £17,000 a year, but average earnings for self-employed women stand at £9,800. We know from the Department’s figures that women are less likely to access loans and so forth for self-employment. What is the Secretary of State doing to deal with gender inequality in self-employment?
I agree with right hon. Lady that gender inequality and pay generally are issues that we need to do more about, and self-employment is one part of that. That is why we have introduced measures such as the new enterprise allowance—
The right hon. Lady says that only men take it up, but that is patently not true.
If the right hon. Lady is saying that it is disproportionately men who take the allowance up, I would urge more potential women entrepreneurs to take it up. We are improving the new enterprise allowance later this year to make sure that the mentoring and advice goes on for longer so that more people—men and women—will be able to benefit from the freedom of being able to start, set up and run their own business, which millions of people want to do.

Commons ChamberI want to make some progress, because I know that many other Members want to speak.
We should remind ourselves what a pension is. It is deferred income. Women, and men, have paid national insurance in the expectation of receiving a state pension. That is the deal, plain and simple. You pay in, and you get your entitlement. You do not expect the Government, without effective notice, to change the rules. What has been done to the WASPI women has undermined fairness and equity. The 2.6 million women affected by the increase in pensionable age have an entitlement to a pension and a right to be treated fairly: no more, no less.
The Government often state that the increase in pensionable age under the 2011 Act means that no women will have to wait longer than 18 months for their pensions. That is disingenuous, as it comes in addition to the changes in the 1995 Act, which are still in the process of being implemented. It is a fact that women’s pensionable age is increasing by six years over a very short period. That is the issue. That is the reality. It is the impact of both Acts. The Government have a duty to be truthful about this matter.
Let me now turn to the Prime Minister’s amendment. So much for her comments about supporting those who were “just about managing”. Many of the WASPI women are not managing, and this ill-conceived, patronising amendment from the Government is frankly contemptible. Although the Chancellor confirmed in last week’s autumn statement that the triple lock would remain for the duration of the current Parliament, he has ordered a review of the cost of the guarantee and whether it is affordable. We in the SNP remain fully committed to the future of the triple lock to ensure dignity in retirement for all our pensioners. Any roll-back by the UK Government will leave pensioners vulnerable.
The Government’s commitment to pensioners needs to be questioned. We already know that, in reality, although the new headline flat-rate state pension will be £159.55 a week, many people will get less if they contracted out of second or additional state pension top-ups over the years. With the Chancellor and others wavering on the future of the triple lock, only the Scottish National party can be trusted to protect the rights of pensioners in Scotland. [Laughter.] Members may laugh, but I am glad to say that pensioners throughout the United Kingdom will be listening, and they will be watching the behaviour on the Government Benches.
The amendment is something that we might expect from a student debating society, but not from a Government who are taking the plight of the WASPI women seriously. What is it going to take for the Government to recognise that they must do something to deal with the unfairness of the sharp increase in pensionable age? Over the last few weeks, 240 petitions relating to the WASPI campaign have been presented to Parliament by Members on both sides of the House, which shows that this issue affects all parts of the UK. Parliament and the petitioners should be given more respect by the Government, and I hope that when the Minister responds to the debate he will withdraw their amendment. The issue is not going to go away: the WASPI woman are angry, and will be lobbying MPs in the weeks and months ahead. The Government must act.
This is not the first time that women have had to campaign to defend their rights. In the House, we frequently pay homage to those in the suffragette movement who campaigned for voting rights for women. There are similarities between the suffragettes and the WASPI women. The suffragettes were known by the acronym WSPU, which stood for the Women’s Social and Political Union, and they were well known for wearing purple, as do the WASPI women. The Government of the day, of course, stood steadfast against the demands of the suffragettes for many years before they were eventually forced into doing the right thing. My message to the present Government is not to be as pig-headed as previous Governments in opposing a campaign which, as I have said—and as was pointed out earlier by the hon. Member for Bolsover (Mr Skinner)—is not going to go away. I say to them. “Show compassion. Show that you can do the right thing.”
I beg to move an amendment, to leave out from “House” to the end of the Question and add:
“welcomes the planned average rise of £550 a year for 3 million women, including those born in the 1950s, who receive the new state pension; further welcomes the increase of over £1,100 per year of the basic state pension since 2010 as the result of the triple lock, which will also benefit such women; and recognises that the state pension must reflect the welcome rise in life expectancy in order to remain sustainable for generations to come.”
We have heard the case put fully by the hon. Member for Ross, Skye and Lochaber (Ian Blackford), and I want to start my response by putting this debate in full context. The pensions system, along with the whole welfare system, needs to change to reflect the reality of today. What has happened in recent decades is not only that we are all living longer, which is welcome, but that we are able to work for longer as we become healthier. Of course this does not apply to everyone, and I will come to those who need financial help. However, although this is often a divisive debate, I hope the whole House can accept these four principles: first, that men and women should receive their state pension at the same age, a principle first set out more than 20 years ago in the Pensions Act 1995; secondly, that the age at which all receive a state pension has to rise as life expectancy rises; thirdly, that all who need help because they cannot work should receive appropriate support; and fourthly, that for most people work is beneficial not only because it provides an income, but because it gives them greater control over their own lives.
State pension age increases cannot be looked at in isolation. They fit into a wider array of changes, including changes in life expectancy, the huge and very welcome progress made in opening up employment opportunities for women, and the wider package of reforms we have introduced to ensure a fairer deal for pensioners, particularly the new state pension.
The state pension system for people who reached their state pension age before 6 April this year was extremely complex. The new state pension brings greater clarity by helping people to understand their pension more easily, and it is much more generous for many women who have been historically worse off under the old system. On average, women reaching state pension age last year get a higher state pension over their lifetimes than women who reached state pension age at any point before them, even when the accelerated equalisation of state pension age is taken into account. By 2030, over 3 million women stand to gain an average of £550 extra per year as a result of these changes.
I probably should declare an interest as a woman who was born on 12 September 1953. The Secretary of State’s remarks about women’s extra income throughout their lives does not pay the bills today for WASPI women, and that is their problem. They do not disagree with any of his four principles—they accepted the equal pension age—but they have planned their lives responsibly, and in return the Government have been irresponsible.
I will come to the specific point that the right hon. Lady raises later in my speech, as she would expect.
The new state pension works hand in hand with automatic enrolment, enabling many more people to save in a workplace pension. Together, the new state pension and automatic enrolment, along with reviews of the state pension age, are designed to form the main elements of a sustainable basis for retirement income in the decades to come. We want to ensure economic security for working people at every stage of their lives, including retirement, and that is why we are protecting the incomes of millions of pensioners through the triple lock. Living standards for pensioners have been rising steadily for many years. In 2014-15, the proportion of this group living in a low-income household was nearly the lowest on record, in terms of the proportion and of pensioner numbers. That is the general position, which it is important for the House to recognise.
The Secretary of State will be aware that many of these older women are putting together two or three jobs, all of which are paid at less than £108 a week, as a result of which they do not get any national insurance contributions and that will affect their future pension. What is he doing about that? They can have their tax claimed, but they cannot get credits for a future pension.
What we are trying to do is what I am talking about, which is remove barriers to work, so that it is easier for these people to work. The arrival of universal credit makes it easier for people to extend the hours they work, so that they do not hit the old cliff edges under the other benefits. Paid employment maximises people’s opportunities to build up savings—the point the right hon. Lady was just making—and helps to maintain social networks, and it is beneficial to health, provided the employment takes into account the person’s broader circumstances.

Commons ChamberYes, it does. We will be publishing one next year, and I am happy to report in the interim to the right hon. Gentleman that there are more older people in employment than ever before. There are 9.8 million workers aged 50-plus in the UK. That is an increase of 1.5 million over the last five years, and I think that that is one of the strengths of our labour market.
But is it not true that there has been a relative decline in the proportion of older women in employment? Is the reason for that just the increase in the pension age, or is it that the Government are not providing the support for carers and the other things that enable older women to work?
I am afraid I cannot agree with the right hon. Lady on that. Currently, there are 4.05 million women aged 50 to 64 in employment. That compares with just under 3.5 million five years ago. As a percentage, it has gone up from below 60% to more than 65%. The benefits of work for older people are being applied to women as well, and that, of course, gives them much more control over their own lives.

Commons ChamberMay I gently remind the hon. Gentleman that the original increase in ages was started under a Labour Government? We have relaunched the campaign to ensure that the target group of people—those who are within 10 years of retirement from April 2016—take an active role in trying to find out how they will benefit under the new state pension.
The Minister will be aware that the Association of British Insurers published figures this summer about the new pension freedoms which show that people with big pots are buying income drawdown and that people with small pots are cashing out. He knows that women live longer than men and that they have smaller pots than men, so what is he doing to ensure that women’s income in retirement is properly protected?
Let me be absolutely clear: this Government will not dictate what anybody should do with their pension pots. What we have put in place is the means by which people—both men and women—can seek advice. As I mentioned earlier, there is the Money Advice Service, which has on its books more than 2,250 firms across the country that can give advice. It is for people to take that advice and then to decide. We will not dictate how people should deal with their money.

Commons ChamberMy right hon. Friend is correct about that. We are seeing what extra support we can give to the over-50s, which is why, with my right hon. Friend the Minister for Pensions, we have brought together the “Fuller Working Lives” document. It is also why we are looking at: how we can do extra IT; how we can do extra CVs and résumés; and how we can have older worker champions going into business to really sell the benefits of older employees, because it is key that they should be there to share their experience.
Can the Minister explain why the Work programme works less well for women over 50 than for any other group in the community? According to her Department’s own figures, just over one in 10 women over 50 actually finds work as a result of the Work programme.
I am not really sure where the hon. Lady has got her figures from. I have the figures in front of me and the one in 10 would refer to the number of employment and support allowance new claimants who found lasting work—that compares to a figure of one in 25 when they first joined and is well above the expected average, which would have been about one in 14. But we must remember that these people are some of the most difficult and hardest to help into work, which is why we have put this in place to support them. [Laughter.]

Commons ChamberAlthough I have not read the report, Open Europe has stated what we are already discussing with Ministers of many of the other countries concerned. They are all pretty much in agreement that the present system does not give them enough leeway, and there is a general sense that they want people to contribute more before they receive benefits. That is very much the tenor of the discussion, so what the think-tank writes is pretty much what I think is going to happen in Europe.
I thank the Minister for his decision to ensure that my constituents who fled Sierra Leone because of Ebola were able to claim benefits and were not affected by the habitual residence test. Will he therefore reinstate the old rule whereby people who were advised by British embassies and high commissions to come back to Britain will have the habitual residence rule waived?
The moment I heard the hon. Lady’s question to my right hon. Friend the Secretary of State for Health, I immediately said to the Department, “Let me have the news on this”, and I changed the policy on that specifically for Ebola. I am keeping the matter under review to look at whether it is necessary to make a wider exemption, depending on what the embassies say, and I will come back to her about that in due course. I was horrified to see what had happened to her constituents.

Commons ChamberWhy does “Fuller Working Lives” not recognise the difference in the experience of older women workers and older men workers? Older women are about four times as likely to be carers and the biggest pay gap is between women and men over 50. What are the Government doing about that, apart from appointing Ros Altmann?
I wonder whether the hon. Lady has read the document, given that one of the key groups on which we focus is carers. We specifically state in the document that carers face particular barriers in the labour market and that is why we need more flexible employment, such as our extension of the right to request flexible employment to all workers as of this year.

Commons ChamberYes, my right hon. Friend is absolutely right. Our party has a proud record on all these areas. However, we recognise that we are on a journey and that it is far from complete. It is therefore very important that all parties continue to prioritise that very important issue.
I wonder whether the Minister can help me. Since 3 February I have been asking various Government Departments about the gender breakdown of public appointments they make and which ones are paid. All the Departments consistently refer me to a table published by the Cabinet Office that makes no reference to which roles are paid. Will she ensure that we know how many women appointed to public office by this Government are paid and how many men similarly appointed are paid?
I know that this is an important issue for the hon. Lady and that she raised it during the international women’s day debate. The Government have a very good record on public appointments. I will do my best to find that information for her. I am aware that she has made a freedom of information request. If she does not receive an answer in the next few weeks, I shall be very happy to look into the matter further.

Commons ChamberI thank my hon. Friend for giving way; she is under a lot of pressure. I want to inform her and the House that not only are people depending on food banks, but poor people in Slough are now fighting each other in the local Tesco when discount vegetables and fruit come out. A constituent texted me yesterday to say that he observed such fights on three separate occasions and that Tesco now has to put on security to deal with the issue. Is that not shocking in the 21st century?
That is shocking. I hope that right hon. and hon. Members on both sides of the House will appreciate that I want to leave the longest possible time for them to be able to highlight such experiences in this debate, so I will not take further interventions.
Although the rise of food banks is not something that anyone can be proud of, the huge volunteering effort to keep them going is something we should be very proud of. Communities are coming together in outrage and in sorrow at the growing poverty and hardship they see around them. Whether they are organised by churches, voluntary organisations or individuals, people have refused to stand by and watch their neighbours go without food. More than 30,000 volunteers are now giving their time. Others have donated, including more than 3,400 tonnes of food last year.
The rise of reliance on food banks has angered people around the country. That is why more than 141,000 people have signed the Daily Mirror petition demanding this debate—a debate the Government could have held in their own parliamentary time, but chose not to.
Let us be clear about who is now relying on food aid in this country. Although in the past it may well have been those who were homeless, or at least those without an income, that is increasingly not the case. In fact, just 4% of people turn to food banks due to homelessness, while 19% of referrals have been as a result of the Government’s changes to welfare and more than a third are down to the incompetence that has led to delays in payments to which people are legitimately entitled.
