The hon. Lady makes a good point and, indeed, emissions from agriculture have fallen by about 16% since 1990. However, progress has stalled in recent years, with little change since 2009, and I know from the work we did together on the Environmental Audit Committee that we need to make further progress on that, particularly by looking at methane, which has a briefer half-life than other greenhouse gases such as carbon dioxide and so needs to be dealt with in a slightly different way.

As we know, the potential of leaving the EU is creating some uncertainty so can the Minister reassure Cheshire farmers and the National Farmers Union that the current funding schemes that their members are working with will not be phased out until replacements are available to ensure that there will not be any loss of funding during any period of transition?

We have made the decision clear with regard to the 2019 and 2020 schemes, and I remind farmers that the deadline for applications this year is 15 May as usual. I hope that they will get their applications in; sadly, in most years, we get a lot of applications in the last 24 hours.

Will the Minister kindly undertake to discuss with the new Foreign Secretary the motion unanimously passed by the House of Commons on 14 April, asking the UK Government to honour Parliament’s request to refer Daesh’s actions to the UN Security Council as genocide?

There are a number of issues that I should like to discuss with the new Foreign Secretary, and that is one of them.
We continue to deliver a huge humanitarian aid programme and have been at the forefront of the international response to the conflict in Syria. We have pledged more than £2.3 billion—our largest ever response to a single humanitarian crisis—which is delivering vital assistance to refugees in neighbouring countries, on the ground, right now. We are also providing £79.5 million in humanitarian support in Iraq. That is the best way to ensure that our efforts have the greatest impact on the majority of refugees who remain in the region; and we believe that our focus needs to be on providing support through humanitarian aid to countries that are facing particular pressures, while offering resettlement to vulnerable people for whom return and local integration is not viable. To that end, we operate several discretionary resettlement schemes in partnership with the UNHCR—Gateway, Mandate, the Syrian resettlement scheme under which we are resettling 20,000 Syrians, and the recently announced vulnerable children at risk scheme, which focuses on identifying and resettling vulnerable children and their families from the middle east and north Africa region. We have committed to resettling up to 3,000 individuals at risk under that scheme over the lifetime of this Parliament. It is open to all at-risk groups and nationalities, including religious minorities.

12. What steps he is taking to provide funding for local major transport projects.
The Minister of State, Department for Transport (Mr Robert Goodwill)
This Department is providing over £7 billion for the local growth fund, which will fund over 500 local transport projects by the end of the Parliament. As part of that fund, we have launched a new £475 million fund for transformational local transport schemes that are too large for the main allocations, and we have invited local enterprise partnerships to bid by July.

The construction of a 20-year awaited bypass for Middlewich would not only alleviate local congestion but open up employment land and thus support the regional economy by helping to create jobs. Will the Minister meet me and Cheshire East Council representatives to discuss the merits of a funding application for this project?

I would be happy to have that meeting, particularly if my hon. Friend involves the local enterprise partnership, as LEPs are central to putting these bids together. These types of investments are important for the local regional economy and some of the councillors’ own objectives might be relevant.

T4. The proposed Congleton link road will help to boost the economy across the east Cheshire region, relieving not only local town congestion, but that along the M6, both of which are frequently described as chronic. It will also improve access to and from Crewe station. Will the Minister consider making Government funding available to fund this vital link road project?

I understand that the Cheshire and Warrington local enterprise partnership has submitted a bid for local growth fund funding to support the Congleton link road as part of its strategic economic plan. We are currently assessing the plans and bids submitted by every LEP in England and we hope to be able to make an announcement in July.
