I thank my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) for her question and my hon. Friend the Second Church Estates Commissioner for his answer. The recent independent review of progress on Truro has confirmed that there is more to be done before FORB becomes firmly embedded in the work of the Foreign, Commonwealth and Development Office. One area that was highlighted is the need for better engagement with stakeholders, among which the Church is key. Would the Second Church Estates Commissioner be willing to join me to discuss the matter at a meeting with an FCDO Minister, which has been agreed?

Thank you, Mr Speaker, for granting this urgent question, following the tragic news of the latest killings in Nigeria—a targeted attack, not on warring militias as part of armed conflict, nor even on farmers or villagers over land; no, this was a brutal attack on a place of worship, St Francis Xavier Catholic Church in Owo, and on worshippers gathering on Pentecost Sunday. A time of celebration turned into a time of carnage. Why? That is the really urgent question.

The governor of Ondo state, Governor Akeredolu, condemned the attack as “vile and satanic”. Reverend Augustine Ikwu, Secretary of the Catholic Church in Ondo, said:

“We turn to God to console the families of those whose lives were lost”.

The whole House will join in those words of condemnation and of consolation for the victims and their families, and I thank the Minister for her words in that connection. However, as the urgent question implies, this latest atrocity is a far from isolated incident: religious minorities, particularly Christians, are targeted. Bandits, predominantly militant Fulani herdsmen, have killed 3,000 people in 2022 alone. Most of those horrendous attacks in recent times have been in the middle belt region, and have affected adversely the practice of Christianity in the region. The hon. Member for Strangford (Jim Shannon) led an all-party parliamentary group delegation to Nigeria last week, alongside my deputy special envoy, David Burrowes. They heard evidence from Benue, Enugu, Plateau, Southern Kaduna, Adamawa and Taraba states. All those people said that the attackers of their communities were militant Fulani herdsmen whose targets—whose victims—were profiled based on their religious identity.

I have a number of questions for the Minister. While the causes of violence and conflict in Nigeria are complex, does she agree, following this latest attack, not in the middle belt or the north, but in the relatively safe south-west, that this is a FoRB issue, as the attacks are mainly on largely Christian communities? Will she agree to meet the APPG delegation and me to hear how local faith actors and non-governmental organisations need more support to bring faith communities together? What can the Government do to support the Nigerian constitutional guarantee of freedom of religion and of freedom from discrimination? How does the Government’s partnership with Nigerian security forces and legal services support the apprehension of perpetrators and prevent increasing acts of impunity across Nigeria? Finally, will the Government support NGO calls for the establishment of special courts for the speedy prosecution of perpetrators of violence in affected states to discourage impunity, and will they support NGOs in providing better research and monitoring of such grievous religious and human rights violations?

Does the Leader of the House agree that it should be a priority in funding station improvements to ensure that all platforms, and therefore all trains, are accessible by all passengers? A bid to the accessible stations fund for lifts at Sandbach station to facilitate that should be strongly supported, as indeed it is by the local MP.

I rise to oppose this Bill and urge colleagues to vote against it, whatever their views on abortion, on several key grounds: its potentially damaging impact on freedom of speech; the fact that we already have sufficient relevant and effective legislation—we do not need more—and because the Government looked into and rejected a Bill of this type less than two years ago

In 2018, the then Home Secretary conducted an in-depth review about protest activities outside abortion clinics. The outcome was clear. He said that

“introducing national buffer zones would not be a proportionate response.”

Why did he conclude this? One clear reason was, as he said, that

“legislation already exists to restrict protest activities that cause harm to others.”

Where a crime is committed, the police have the power to act so that people feel protected.

There are, by my reckoning, at least six pieces of legislation already available for authorities to tackle behaviour that might cause harassment, alarm or disorder: the Criminal Justice Act 2003; the Public Order Act 1986; the Protection from Harassment Act 1997; the Serious Organised Crime and Police Act 2005; the Anti-Social Behaviour, Crime and Policing Act 2014 and the Local Government Act 2000. We do not need more.

The Government’s review also found that anti-abortion activities take place outside a very small number of abortion facilities. Of the 363 hospitals and clinics in England and Wales that carry out abortions, just 36 had experienced anti-abortion activities. Evidence showed that these activities were—again I quote from the then Home Secretary’s conclusion—“passive in nature” predominantly. He went on to say:

"The main activities that were reported to us that take place during protests include: praying; displaying banners; and handing out leaflets. There were relatively few reports of the more aggressive activities"

of the type described by the hon. Member for Ealing Central and Acton. The type of behaviour that she described is simply not replicated widely across the country. In fact, for more than a quarter of a century, in places from Ealing to Edgbaston, people concerned about abortion have, in the main, gathered peaceably to pray near abortion clinics, and they have gently offered a leaflet or the opportunity of a conversation. Actually, colleagues, how different is that from our political campaigning—apart from the praying that is, though some of us do that, too. Little trouble was registered at these clinics until the last few years when opposing campaigners started to arrive in groups with a mega- phone to deliberately stir up conflict—in my opinion—where none had existed previously.

Let me be clear: I do not condone aggressive protest activities outside abortion clinics, but those are in the minority and imposing national legislation where it is not required would be a drastic overreaction. It would be a drastic overreaction because of the potential damage that this Bill could do to the more widely held freedom of speech in this country. As the then Home Secretary wrote:

“In this country, it is a long-standing tradition that people are free to gather together and to demonstrate their views. This is something to be rightly proud of.”

Not only could freedom of speech be threatened, but also freedom of assembly, freedom of conscience, freedom of religion, freedom of expression, the right to peaceably protest, and the right to receive information. They are fundamental liberties, many hard-won, underpinning our democracy. This is a dangerous Bill with potentially far-reaching implications. Everyone has the right to free speech within the law. That includes the right to say things which, though lawful, others may find disturbing or upsetting. Of course free speech is not an absolute; there are limitations prohibiting speech that incites violence, or constitutes harassment or is defamatory, but there are laws to deal with that, as I have said. However, the law does not prohibit speech that others might find upsetting or offensive. I find it upsetting to hear that 9 million unborn children have been aborted since 1967—one every three minutes in Great Britain today; 600 every working day.

We must not allow a situation where minority groups holding unpopular or unfashionable opinions that are within the law are shut down by those seeking to prevent the free speech of people whose views they disagree with. What other points of view could be delegitimised next? We must safeguard free speech as precious. No wonder a host of prominent human rights groups and civil society campaigners, who I suspect do not share my views on abortion, have spoken against the proposed “buffer” or “censorship” zones proposed in the Bill. They include Peter Tatchell, the Manifesto Club, Big Brother Watch, Index on Censorship, the Freedom Association and Liberty, the last of which has strongly criticised the public spaces protection orders, to which the hon. Member for Ealing Central and Acton referred, as powers that allow

“for the criminalisation of a very broad range of conduct”,

and has called on the Government

“to get rid of these over-broad and under-scrutinised powers.”

A PSPO can be created simply if a local authority is satisfied that two conditions are met: if activities in the area have a detrimental effect on quality of life—a hugely subjective test, especially when applied in such a sensitive area as abortion—and if the activities are likely to be continuing. Not only would such nationwide censorship zones set an illiberal precedent of Government censorship, but they would make people fearful of expressing views about abortion elsewhere, outside such zones, lest they be held to have broken the law, or to be guilty of some hate crime—the so-called chilling effect on free speech. That may well affect freedom of speech on other topics. How soon will it be before legal pro-life expression is unacceptable anywhere in the public sphere—or the expression of views on other issues that cause people to feel uncomfortable?

This House must safeguard freedom of speech and oppose a Bill that risks silencing in public life the views of countless people, including those of Alina, who described on the website Be Here For Me how she kept her daughter, now aged seven, after a quiet encounter outside an abortion clinic. When she went into the clinic, she was told only how to have an abortion, but she says that having had that encounter with a woman outside,

“I felt that I did have a choice. I can choose, yes or no.”

This is not a pro-choice Bill. It is a regressive Bill, and I urge colleagues to vote against it today.

I rise to speak in support of new clauses 7 and 8, to which I have added my name, but I am spurred by my hon. Friend the Member for Shipley (Philip Davies) to put on record my support for the tenor of new clause 1.

It is imperative that Ministers act to restore the confidence of my Congleton constituents in the status of neighbourhood plans specifically and in localism more widely. My constituents consider that the status and application of neighbourhood plans is confusing, contradictory, inconsistent and unfair. The area has no local plan and no agreed five-year planned supply. For years, local communities in my constituency have been bombarded with a barrage of inappropriate planning applications by developers gobbling up green spaces, including prime agricultural land, and putting pressure on local schools, health services, roads and other services. It is essential that Ministers take action to give neighbourhood plans the full weight in practice that the Government say they have in theory. It is for that reason that residents in my constituency have in some cases taken years to prepare neighbourhood plans. I respect the Government’s good intentions, but they are not being carried out.

The Government factsheet on the Bill states:

“Neighbourhood planning gives communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area. For the first time communities can produce plans that have real statutory weight in the planning system.”

That is the theory, but let me tell hon. Members about the practice. The parish of Brereton was the first area in my constituency to produce a neighbourhood plan. It is a rural farming area mainly—just 470 houses are dotted about it. It developed a neighbourhood plan over many years, and it was voted in with a huge 96% majority vote on a 51% turnout. It is a very intelligent document. It has no blanket objection to development, but does say that development should be appropriate in scale, design and character of the rural area of Brereton, and that it should not distort that character. It says that small groups of one or two properties built over time would be appropriate, supporting the rural economy and providing accommodation for those with local livelihoods, which seems reasonable.

I warmly welcomed the plan when it was produced and when it was adopted. However, the Brereton example is one of several in which planning applications that are contradictory to the best intentions of local residents have been approved by the inspectorate. Brereton is a parish of 470 houses. Within the last month, one development of no fewer than 190 houses has been allowed on appeal. Another application for 49 houses is coming down the track. That is more than half the size again of the parish.

Brereton has very few facilities—for example, it does not have a doctors’ surgery—so nearby Holmes Chapel will be pressurised further. That village already has hundreds of recently built properties or properties for which permission has been given. The health centre is full, the schools are under pressure and traffic pressures render roads dangerous. Unlike Brereton, Holmes Chapel has not yet completed its local neighbourhood plan, but people there are now asking whether it is worth the time and effort of completing one.

The position is the same in Goostrey, another nearby village that is in the process of developing its neighbourhood plan. A resident and member of the Goostrey parish council neighbourhood plan team wrote to me. He says that such decisions are demotivating when it comes to creating neighbourhood plans, and that they make encouraging people to get involved in the Goostrey plan much harder—he refers not only to the Brereton decision, but to the inconsistency of two recent decisions down the road in Sandbach, where one application for a substantial housing development was dismissed based on the neighbourhood plan, and another, cheek-by-jowl down the road, was approved with the neighbourhood plan carrying little or no weight, even though there was no five-year housing supply in both cases.

I have been told by local residents that what really offended people in Brereton was the fact that

“at the public examination of the Brereton Neighbourhood Plan in November 2015 at Sandbach Town Hall, the Examiner insisted our Plan and its policies were sufficiently robust to counteract mass housing development and protect the rural character of the Parish. He asserted publicly that Brereton, as a rural Parish, did not have a responsibility to provide mass housing towards the wider strategic housing target—yet, the Appeal Inspectorate essentially has argued the complete opposite. Why are Government representatives involved in planning matters holding completely opposing and inconsistent views?”

Another resident in yet another parish who has worked for almost two years with neighbours to develop a neighbourhood plan area designation has now resigned from the steering group, in what the constituent calls “total disillusionment”, saying:

“I do not understand how this decision is either fair or reasonable…I conclude that the Neighbourhood Planning Process is a Government-sponsored confidence trick”.

Those are strong words, but they express how many of my constituents feel. Another said that

“there seems little point in producing a neighbourhood plan if it is considered irrelevant.”

I will not comment on my hon. Friend’s last remark, but the town very much supports the regiment. Indeed, every year soldiers from Holland visit Congleton to celebrate with our town the wonderful work many of them did when they were stationed there during the last war.

My second different perspective comes from being a member of the International Development Committee. I also sat on the Bill Committee that debated Michael Moore’s International Development (Official Development Assistance Target) Act 2015. I very much wanted the 0.7% commitment to international aid to be enshrined in legislation. My hon. Friend the Member for Aldershot also sat on that Committee, but he was on the other side of the argument. I am pleased to say, however, that we are on the same side today. I absolutely agree that if we can commit to a particular target for the overseas aid budget, why not do the same for defence? I also agree with my hon. Friend the Member for Gainsborough (Sir Edward Leigh) and others that 2% must be the minimum.

The International Development Committee visited New York last month for the announcement of the sustainable development goals, to which 193 countries have signed up. One of the new goals is to ensure that we keep the peace and provide good governance, the rule of law and sustainable institutions. Unlike the millennium development goals, which were far shorter and simpler, the SDGs require every country not only to endeavour to support the developing world in meeting them, but to commit to do so ourselves. As a country, we have now committed to ensuring that we will do what we can to promote global peace through the SDGs. We did so very publicly, with the Prime Minister and several other Ministers going over there to make that commitment. However, we need the capacity and resources to ensure that we can do so and that we can, when crises occur, ensure that stability, security and peace are promoted.

That is very much my perspective when I say that our forces must be properly resourced to keep the peace. When crises occur and other institutions lack the necessary resources and expertise to tackle potentially devastating problems, it is often British armed forces who step in. I am not seeking to take away from all the other essential roles our forces play with their defence capabilities, on which other hon. Members have much greater expertise, but want to talk instead about the remarkable role that British forces play in promoting peace and containing crises that would otherwise lead to severe instability.

The Ebola crisis last year, particularly in Sierra Leone, was absolutely devastating, but it would have been far worse without the 800 UK military personnel who were sent to west Africa. Military engineers built six treatment centres, each of which had 100 beds. The UK naval ship RFA Argus anchored at Freetown, acting as a base for helicopters to distribute aid and supplies.

When the International Development Committee was in New York last month for the announcement of the SDGs, we met Dr David Nabarro, the UN Secretary-General’s special envoy on Ebola. He told us that last September, when the speed of the epidemic suddenly became clear, the UK provided immediate, strong political leadership. The Prime Minister, the Foreign Secretary and the International Development Secretary all said together, in effect, “Count on us.” But it was our military that enabled them to translate that political commitment into immediate and very effective action, saving countless lives. I made a careful note of what Dr David Nabarro said:

“My abiding memory of tackling Ebola in Sierra Leone at an early stage were the district Ebola response centres—the DERCs—run by UK Army officers.”

He continued that the UK “wins the prize” on military support:

“The big prizes go to the young Army officers in district offices using management disciplines to bring everyone around the table.”

Without that, he said that

“the epidemic would have been far worse.”

He told us:

“The very presence of RFA Argus in the port of Freetown projected an important symbol of solidarity and stability which helped the capital remain calm.”

We cannot be complacent because, time and again, global health experts tell the International Development Committee that there is likely to be a similar and possibly worse global health crisis within the next 30 years. Unless our forces have the capacity to deal with such situations, the world will be a far less stable place. Unless they have that capacity, we will not be able to reassure our people not only that the defence of this country is provided by the Government as a priority, but that so is the global peace to which the Government are committed as part of the SDGs. However, in speaking about that, I do not want to take anything away from all the other aspects of the work that our forces do so expertly.

In closing, I want to give another example of the remarkable impact of our servicemen. I was a member of the International Development Committee when we went to Nepal just before the terrible earthquake disasters, with which our Gurkha regiment officers and retired Gurkha officers helped out. I want to tell the House about the work that a young serving engineer in the Gurkha regiment oversaw in Nepal. The Gurkha welfare scheme looks after retired Gurkhas in Nepal quite remarkably.

I understand that great efforts were made by the Royal Army Medical Corps on Ebola and everything else, but we are debating the funding of NATO. I have been very lenient, but if she could just come round to funding that would be helpful.

I will conclude by saying that some remarkable work was carried out in Nepal to provide the water supply for an entire village, at a cost of just £18,000, and it was overseen, with his engineering skills, by that young Army officer. I support the Bill because I believe that it is an essential key to promoting global peace, stability and security, to which our country and 192 other countries have signed up with the SDGs.

Thank you, Mr Deputy Speaker.

Parliament should be allowed to deliberate on and debate this issue at length, but that might not happen. I understand that the Government propose to lay regulations permitting PNT and MST before the end of this year. Sir John Tooke, president of the Academy of Medical Sciences has said:

“Introducing regulations now will ensure that there is no avoidable delay in these treatments reaching affected families once there is sufficient evidence of safety and efficacy.”

In other words, Parliament should vote blind and sign off legislation permitting these procedures before the recommended experiments—some of them critical, regarding safety—have been completed.

I congratulate the hon. Lady on raising a subject that I consider to be tremendously important. I particularly endorse what she has said about Christians Against Poverty and the citizens advice bureaux, which operate in my constituency. Does she share my huge disappointment that there is no Treasury Minister present to respond—[Interruption.] I was not aware that the hon. Member for Scarborough and Whitby (Mr Goodwill) was a Treasury Minister. Is he the Treasury Minister who will respond to the debate?

Thank you, Mr. Deputy Speaker.

I believe that financial literacy is an essential element of every young person’s education. Including it in the curriculum would decrease the cost to so many people—and to the nation—of personal debt, family breakdown and ill health. Even more important, it would enable all young people to embark on adulthood with a vital tool, and to realise their full potential in life. I hope that the Minister agrees that this is a vital issue that we need to address sooner rather than later.

Members may be disappointed that no Treasury Minister is present, but let me say in fairness that the Whip is a Minister. He is part of the Government, and he has the right to speak from the Front Bench. That is the position. There may be disappointment, but I am sure that we shall hear full and thorough answers. We all look forward to the response from the hon. Member for Scarborough and Whitby (Mr Goodwill).

It is an honour to make my maiden speech as Member of Parliament for Congleton. I recognise that I have much to learn as I succeed Ann Winterton who, over 27 years, conscientiously, consistently and courageously represented the interests and values of its people. I will endeavour to do the same, at least in my commitment to my constituents. My length of tenure I leave to them!

It is also a privilege to follow Ann in another respect. She served as chairman of the all-party parliamentary pro-life group. I am honoured to be its vice-chairman. I believe that no insignificant person has ever been born.

The market town of Congleton today has its origins as a northern mill town. I grew up largely in a terraced house in another northern mill town, Burnley, where my grandmother started weaving in the cotton mill as a girl, my father wore clogs at school and much of the life rawly depicted in William Woodruff’s book, “The Road to Nab End”, was for them a reality. But education, aspiration and determination, and the support of a loving family and strong local community, all of which I witnessed and benefited from as a child, and which inform my engagement in politics today, were key to my family’s circumstances changing for the better. For all that, I am grateful.

My constituency comprises not just the town of Congleton, but Alsager, Middlewich and Sandbach, interspersed with lovely Cheshire countryside and close-knit villages like Holmes Chapel and Goostrey. Many features make it attractive for locals and tourists alike—indeed, I staycationed there this summer, enjoying the ancient town of Sandbach with Saxon crosses in its cobbled square; the lovingly maintained centuries-old black and white timbered National Trust property, Little Moreton Hall; the world-famous Jodrell Bank telescope; and the canals of the Cheshire ring, formerly industrial, conveying salt and pottery, now populated with prettily coloured narrowboats. I have enjoyed winter “Snowdrop Walks” through Rode Hall’s woods, a brisk hike up the hill, The Cloud, to watch Easter day’s sunrise, the Green Flag award-winning Brereton Heath country park, and a summer stroll beside the boats on Astbury Mere.

Do visit! But not just for the loveliness of the area. What makes Congleton for me the most wonderful constituency to serve is something else. It is its people—friendly, unaffected and unassuming. No one could have welcomed me more warmly as their new MP. I am most appreciative. The people of Congleton constituency have an outstanding commitment to community and family life. Voluntary organisations flourish. Support for the brave men of the Mercian Regiment is active and heartfelt.

Yet today these Cheshire towns face substantial challenges and change—a loss of traditional industries; farmers facing economic and bureaucratic challenges; insufficient jobs for youngsters meaning that they have to move away to work; challenges for the independent retailer on the high street; skills shortages in areas such as manufacturing and engineering; and a disproportionately higher than average older population to care for.

Yet are the good people of Congleton complaining or holding pity parties? No! Quite the opposite! They are pluckily rising to these challenges, actively looking at how, together, we can respond to them, and saying, “For such a time as this, we are not part of the problem. We are part of the solution.”

Employers, such as Convert2Green, Ideal and Siemens are saying, “If we cannot find the skills, we will train them.” East Cheshire chamber of commerce is organising advice on topics as diverse as export licences and shop doctors. Local traders’ groups such as STAR—Sandbach Traders and Retailers—and Alsager chamber of trade are developing new ways to promote business and local produce, like farmers markets. The Congleton Partnership and Middlewich Vision are determinedly championing vibrant community life. Enthusiastic residents are giving time in Clean Teams, Milton Gardens, Rotary and Holmes Chapel Village Volunteers. Farmers like the Riddells are investing in technology while also diversifying into hospitality. Cheshire East council members and officers are open to talks with innovative community groups, such as Plus Dane and Crossroads Care, about how best to care for our elderly, whilst recognising that supporting families who care is, where possible, the best solution of all. We have town clerks—Jonathan Williams, Terry Fitton, Ann Banks and Brian Hogan—with real hearts for their towns and a pride in their heritage and excitement about their future; and we have inspirational head teachers for whom their community role is much more than a job. Several local newspapers flourish, defiant in the face of today’s media challenges, promoting local life and values. They include the Sandbach and Middlewich edition of the Crewe Chronicle, the Middlewich Guardian, The Sentinel and The Congleton Chronicle, in which the eagle-eyed Mr Grumpy ensures that we laugh at ourselves weekly. Hats off, too, to that paper’s young reporter who, rightly affronted, took up with me the case of a young girl who, through the local job centre, was offered employment involving sex work. A few weeks later we saw this Government change the regulations, banning that practice nationwide.

Strong community leaders abound: Stephen Hodgkinson, helping the homeless, indebted and addicted—a hero in his home town; Matthew and Christine Wright, supporting the “Special Treasures” disabled children’s group; Ian Bishop and Julia Brumby, initiating “Street Pastors” to get alongside youngsters on the street at night; and David Page, gently inspiring and encouraging people to rebuild together after their community hall burned down.

Individuals like those may never hold elected office, but they are motivated by nothing more—and nothing less—than the desire to make a positive difference, often while facing challenges themselves. They understand that creating a society worth living in, and of which we can all be proud, involves not so much what we can get, as what we can give.

Throughout the country today, people are asking, “What is the Big Society?” I say, “Come to Congleton! It is already here!”

I have highlighted, in this my maiden speech, the importance of personal responsibility, but I do not deny the need for a Government safety net to protect the most vulnerable or those suffering injustice. Equitable Life investors in my constituency took personal responsibility for their provision and were failed by the very Government regulator which should have protected them. They include people such as Stan Nin, a stoic Sandbach resident aged 80, who has lost the benefit of some £350,000 and cannot now even afford to run a car, let alone have a holiday. We cannot compound injustice on injustice; we must pay proper compensation, and do so soon as a priority to older trapped annuitants such as Mr Nin.
