My hon. Friend raises an important point. We need to make sure that we honour the $100 billion pledge, but, as I said earlier, we are also working with countries to ensure that they have funding for clean energy transition, and I am off to the World Bank meetings shortly to take that work forward.

My hon. Friend is absolutely right. It is vital that we have a North sea transition; that is the purpose of the Government’s North sea transition deal and that is what we are delivering on with the sector. Some Opposition parties want to see an extinction. That would not be in the nation’s interest and would only lead to a rise in imported hydrocarbons, which is also not in our interests at this time.

Last week, I went to The Hague to offer British assistance to the International Criminal Court in bringing those responsible for war crimes in Ukraine to justice. Russian commanders carrying out war crimes should know that they cannot act with impunity and that, like Karadžić and Charles Taylor before them, their actions risk landing them in a jail cell. I also set out proposals to tackle strategic lawsuits against public participation—SLAPPs—to stop oligarchs using our libel laws to muzzle journalists and academics.

My constituency has strong links to Ukraine. Can my right hon. Friend reassure my constituents that this Government will do everything to support the investigation of war crimes potentially committed in Ukraine?

We are looking at a package of measures including financial assistance and also technical assistance, which is crucial to the preservation of evidence. The kinds of things I am analysing with colleagues across Whitehall include specialist IT capabilities and other expert areas such as police and military analysis—all the things that the ICC will need.

A number of colleagues have raised the IPCC report, and my hon. Friend raises a vital point. The report was a grim reminder to the world about climate change and how it is affecting our planet. What it underlines, and this is what we are doing through our presidency, is working with parties to ensure that there is faster progress on adaptation—particularly on finance, with the commitment to double adaptation finance. Domestically, we are putting in place robust measures, including £5.2 billion to tackle coastal erosion and flooding in the UK.

One of the great successes of our COP presidency was the amount of private capital dedicated towards net zero. It increased from $5 trillion to a staggering $130 trillion. How will my right hon. Friend keep up that momentum?

As my hon. Friend highlights, net zero has become one of the clearest financial trends. I pay tribute to Mark Carney and his whole team for establishing the Glasgow Financial Alliance for Net Zero, to which she refers. I hope that during this year additional private capital will sign up to that alliance. Part of the work of GFANZ is to ensure that some of the funds are directed towards climate resilience projects in developing nations. We are working with GFANZ and other partners towards that objective.

The hon. Lady raises a very important point. Of course, the report was a stark warning—yet again; another code red—that we need to take action. I set out in answer to earlier questions what we are doing to push forward, particularly on finance—we are doubling adaptation finance. We will ensure that, by the time we get to COP27, the trajectory has moved forward.

Putin’s illegal invasion of Ukraine is at the forefront of all our minds, as are the brave and courageous people of Ukraine, who are having to defend themselves from the despicable onslaught of Putin’s forces. Supporting and standing with Ukraine is rightly our most immediate priority, but as the Intergovernmental Panel on Climate Change report earlier this week highlighted, the chronic threat of climate change has not gone away. That is why we need to redouble our efforts to ensure that countries deliver on their commitments set out in the Glasgow climate pact.

My hon. Friend is entirely right, and I can tell her that when I speak to Governments around the world, they see the UK as a leader in the clean energy transition. On my recent visit to Vietnam, for instance, they were particularly keen to understand the revenue mechanisms we have put in place to ensure more private sector investment in our offshore wind sector.

On the right hon. Gentleman’s point about investment in Russian oil and gas, as I have said, we must move away from all our dependencies on Russian oil and gas, and that is the objective of the UK Government. We are lucky in this country in that only 3% of our gas comes from Russia. Other European countries are in a much more exposed position. On his point about supporting eastern Europeans, as he knows we have doubled the size of our commitment to Estonia. We have gone bigger in Poland, there are another 350 marines from 45 Commando, and we are in the skies above Romania. I do not believe there is another country in NATO that is currently doing more to strengthen NATO’s eastern defences.

My constituency has strong historical connections with Ukraine, so I welcome this robust approach. My constituency has also seen significant property investments by Russian investors. May I urge my right hon. Friend to accelerate the introduction of a register of beneficial ownership of property?

Again, the right hon. Lady raises an important point. She will well know that there is a long-standing principle that permissible donors are those who are on the UK electoral register: in essence, if people can vote in the UK for a party, they are able to donate to it. It is important in our discussions in this House that we remember—although I do not think that is what she was saying—that people in this country of Russian origin are often British citizens.

T4. My constituents and I were shocked by some of the revelations that came out of the Grenfell inquiry on building products manufacturers. Can my right hon. Friend reassure me that none of those manufacturers will be used for Government contracts and that we have robust processes in place to ensure that Government contracts only go to honourable companies?

My hon. Friend is a champion for everything that has gone on since the Grenfell fire tragedy, and I completely understand and share her concerns about the information that has come to light through the Grenfell public inquiry. Current Government policy is to take into account suppliers’ past performance when awarding contracts. We are currently in the process of transforming the way Government procedures work, which will mean that in future poorly performing suppliers can be more easily excluded from procurements and buyers will have more scope and discretion to do so where suppliers have performed poorly in previous public contracts. Furthermore, the Government’s Building Safety Bill will establish a new regulatory regime for construction products and of course we continue to take action against specific companies where we can.

I do not think that is fair. The Government have been absolutely ruthless in applying Magnitsky sanctions, which the right hon. Member for Ross, Skye and Lochaber (Ian Blackford) helped to promote. My right hon. Friend the Lord Chancellor produced them and they are a great thing. We have targeted people involved in the poisoning of Alexei Navalny and we will use direct targeted sanctions now against the Putin regime.

Ukraine has very strong historical and cultural links to my constituency, with the Ukrainian embassy, the Ukrainian Cultural Centre and the Ukrainian Institute all based in Holland Park. Can the Prime Minister assure me that we will do everything to support the people of Ukraine in their desire to live in peace?

Representing a constituency with a very international outlook, I warmly welcome the changes to the travel regulations. My constituency is also very dependent on commuters coming into central London, and certain businesses are suffering as a result of the work from home guidance. Can my right hon. Friend assure me that we will drop the work from home guidance at the earliest possible opportunity?

I thank the hon. Member for raising this vital issue and for his personal commitment to this cause. I can assure him that we are studying his proposed Bill and working to ensure that people do get support for the acquired brain injuries that they have received. What we can certainly pledge at this stage—I hope this will be of some use to him and the many who care about this issue in the way that he does, as I am sure Members do across the House—is that the Department of Health and Social Care will lead on the development of a cross-departmental Government strategy on acquired brain injury and other neurological conditions. I will be very happy to share details with him shortly.

Q3. In July this year, my constituency, Kensington, suffered devastating flooding, with more than 2,000 homes flooded, a river running down Portobello Road and a lot of residents having to move into temporary accommodation. Does my right hon. Friend agree that Thames Water needs to come up with short and long-term solutions, and that it needs to make sufficient investment in infrastructure to prevent such events from happening again?

My hon. Friend is absolutely right to raise flooding, and she is right about short and long-term solutions. That is why I am proud, among other things, to have helped to instigate the Thames Tideway Tunnel, with the biggest super-sewer in the history of this country, which will help to deal with what happens in London when the Bazalgette interceptors overflow and to deal with flooding throughout the city.

What the hon. and learned Lady ought to tell her constituents is that we have, thanks to global Britain, established a new points-based immigration system on migration, and we are replacing the common agricultural policy. She can tell them that we are taking back control of our territorial waters. She can tell them that we have been striking bilateral trade agreements with 60 countries so far, with more on the way. She can tell them all those things and they will then no doubt be voting Conservative.

The trade and co-operation agreement provides for zero tariffs and zero-quota trade with the EU while also allowing us to regulate in a way that suits the UK economy and our businesses without being bound by EU rules. The trade and co-operation agreement includes appropriate rules of origin, as my hon. Friend mentions, to support tariff-free trade across all sectors.

Yes. I wish to repeat that this makes visible and incarnates the Indo-Pacific tilt that we have been talking about. It is an incredibly important development for our relations in the Indo-Pacific.
