With great respect, I do not think that the hon. Lady can accuse my right hon. Friend the Chancellor of not keeping the House informed. I am sure that he will be using the earliest opportunity to update her and the rest of the House on the massive package of economic support that we are offering both to the self-employed and to others across the country.

I welcome my right hon. Friend’s statement that these new regulations will be reviewed every two weeks, but can he reassure me that come mid-February, there will be a presumption, rather than a prospect, of an easing of restrictions? I understand that there cannot be a cast-iron guarantee as we are in a moving situation, but my constituents would like there to be a presumption, especially when it comes to schools.

I am very grateful for the point that the hon. Gentleman makes. He is a brilliant campaigner and a doughty fighter. He has been at the frontline of the trade union movement and at the heart of the Labour party for many years. He puts his case very, very well. I respectfully disagree with him on the particular case that he mentions, but I do agree with him on the broader need for us all to recognise the significant sacrifice that the working people across this country have been making during the covid pandemic, and I thank him for the way in which he has fought for his constituents to ensure that our NHS is there for them. I look forward to working with him outside the to and fro of this Chamber because I know what a great-hearted man he is.

Several businesses in my constituency of Kensington are major importers; I think, for example, of Innocent Drinks, which is a large importer of fruit juice. Clearly such businesses do not want to have to pay tariffs. Will my right hon. Friend assure me that no stone is being left unturned in trying to negotiate a free trade agreement with Europe?

My hon. Friend makes a very important point. The constituency she represents is home to a variety of innovative businesses, many of which trade successfully with Europe. This is why we are doing everything we can to secure a free trade agreement, but of course it cannot come at any price. I am grateful to her for endorsing Innocent Drinks, although at this time of year I hope we all have the chance to indulge in some not-so-innocent drinks as well.

After much soul searching, I will vote with the Government tonight, but it has been a difficult decision. I will vote with the Government for the following reasons. First, I have always advocated a regional approach as opposed to a national approach, and that is exactly what we are doing.

Secondly, the vaccine is close—it is not certain, but it is close—so we should not jeopardise all our gains when we will potentially have the vaccine within a few months.

Thirdly, clearly we are coming out of lockdown, so although my constituency will be in tier 2 and I have lobbied for it to be in tier 1, the restrictions will be less. However, I will continue to lobby for my constituency’s tier to be reviewed and for us to come out in a lesser tier. Once we roll out the vaccine to the elderly and the vulnerable, I will ask for restrictions to go, because we need to get life back to normal.

We need to be able to manage risks. We have been absolute about our only focus being coronavirus. Clearly, we do not want anyone to die or suffer from coronavirus, but we need to think about the implications of what we are doing for not only the economy but non-covid health issues. There are parameters within which we can do that analysis, such as quality of life indicators.

I wish to make one final point. I have heard various Opposition Members saying that London in some way got special treatment to be in tier 2. That is absolutely not the case. If Members look at the 26 November NHS—

That is exactly what I am looking at. The graph shows tier 1 at the bottom left, tier 2 in the middle and tier 3 at the top right, and London is around about the middle, so please do not misrepresent what is going on. This is way too important to be political. These are people’s lives and livelihoods.

I suppose the good news that I can break to the hon. Gentleman is that by studying the impact of the different restrictions that we have had to introduce, we have been able to bring in a set within tier 3 that are calibrated to ensure that we can get the rates down. There is also mass testing, which has been so effective in Liverpool, where the rates have come down by over two thirds. That is a remarkable effort by everybody in Liverpool, and I put my tribute to Joe Anderson on the record once more. So we can do this, especially if we all act and pull together.

London is the engine of this country’s economy, and my central London constituency is suffering hard. As of Friday, London had a substantially lower case rate than the English average, coming in at 75 points lower, and my constituency was 125 points lower. Will my right hon. Friend assure me that London will come out at the lowest tier possible, given the health circumstances?

I can assure my hon. Friend that London will come out at the tier that is necessary and appropriate based on the public health evidence. What matters, as my hon. Friend says, is the case rate and the case rate among the over-60s, as well as the direction of travel in both of those, and then, of course, the percentage of tests testing positive—because if we put more tests in, we do not want to punish an area for having a higher number of positives—and the impact on the NHS. Thankfully, in London, the NHS has performed remarkably in this second peak and has coped with it, despite the pressures, admirably well.

That is exactly why, on top of the low business rates, the VAT cuts and so on—and the grants that we have given—the job support scheme is directly designed to support those businesses that will remain open, like pubs, but which are not able to trade as they normally would under some of these restrictions. That is what it is there for.

Businesses in my central London constituency are hurting because of the low footfall. While of course we need to take appropriate measures to control the virus, does my right hon. Friend agree with me that we need to balance the interests of the economy, because it is only with a functioning economy that we can pay for our excellent NHS?

We are concerned that covid-19 is disproportionately impacting ethnic minority communities, which is why the Government have put in place measures to reduce the spread of the virus, especially for people who may be at higher risk. In addition to a raft of specific targeted interventions, I am working with the Race Disparity Unit and the Department of Health and Social Care to act on the findings of the Public Health England review into disparities in risks and outcomes of covid-19. That work will enable us to take appropriate, evidence-based action to address the highlighted disparities.

The Government are doing all they can to address racial disparities across all sectors. The hon. Gentleman may be aware of the commission that the Prime Minister has set up, with the commissioners announced last week, which will look at continued disparities across the board, including in the workplace.

I understand the frustration that many businesses will have felt as deadlines that were set during the previous Parliament shifted as a result of votes in Parliament, but we now know that, as a result of the general election, the transition period will end on 31 December. There are many “no regrets” actions that businesses should undertake, and I had the opportunity to talk to the chief executives of a number of leading businesses yesterday to make sure that that message was put across in a collaborative way.

Will my right hon. Friend assure me that the interests of Northern Ireland will always be as important as those of the rest of the United Kingdom?

Yes. I think it was Margaret Thatcher who said that Northern Ireland was “as British as Finchley”, and that has always been my view. It is of course the case that the Belfast agreement recognises the particular history, traditions, geography and conflict that has existed in Northern Ireland, but the people of Northern Ireland have decided and voted consistently to remain part of the United Kingdom, and I celebrate that.

The Government are committed to delivering value for money, including from the additional £100 billion of investment in infrastructure that we have recently announced. That means that spending will not just be narrowly focused on where it brings the highest immediate economic return; it will also be focused on where it may unlock productive potential in the future.

I know that this is a frustration for my hon. Friend’s constituents. The Infrastructure and Projects Authority has worked with the Department for Transport and across Government to identify and implement the key lessons to be learned from such major projects, and the IPA provides challenge that is fair and accurate, through an independent assurance review of major Government projects.

Looking at most of the indices of economic performance, such as the measures of increased investment and increased capital expenditure recently, it is the case that the United Kingdom economy, following the Conservative victory in the general election on 12 December, is powering ahead—indeed, powering ahead by comparison with EU nations. I would like to make sure that we get a comprehensive free trade agreement so that other EU nations can benefit from the dynamism of the UK economy and that men and women across Europe can benefit from the right economic relationship.

Financial services are critical to this country’s economy, contributing 11% of our total tax take. Will my right hon. Friend assure my constituents who work in financial services that their interests will be protected during free trade negotiations?

Absolutely—financial services matter not just in the City of London, but in Edinburgh, Perth, Leeds and across the United Kingdom. It is a dynamic and growing sector and it is important that we make sure we have the right arrangements for them. We hope that the EU will report by June on the prospects for equivalency in financial services. That commitment was made in the political declaration. It did not subsequently appear in the EU’s negotiating mandate, but I am confident that by June the EU will have completed those equivalency assessments.
