As the Minister knows, universal credit has now been rolled out in Hull. A constituent, who has had an incredibly troubled life, came to see me on Friday. During his time he has suffered from addiction, he has been sleeping on the street and he has had convictions. The good news is that, not long ago, he walked through the doors of the Jubilee Church in Hull, and people there have been giving him support. He is now on an 18-month rehabilitation course. However, he has been told that, at the same time, he has to actively look for work. Surely the Minister would agree that while this young man is on a rehabilitation course—an opportunity for him to turn his life around—he should not also have to prove that he is actively searching for work.

In Hull, we have the amazing Welfare Rights service, which gives free and impartial advice to the people of Hull, but one of its concerns at the moment is a decision to move all universal support to the citizens advice bureau, which will take funding away from fantastic services such as Welfare Rights. Will the Secretary of State meet me to discuss how giving the money to the CAB will have a negative unintended consequence on our wonderful Welfare Rights service in Hull?

I am very interested in responding to specific cases such as the one the hon. Lady raises. It is important that we provide the additional service. That is why we are working with Citizens Advice to provide a consistent service, but certainly she should come to the Department and meet either me or the Minister to discuss that.

There is a range of support and no two families are the same. I encourage my hon. Friend to go to her Jobcentre Plus. I am sure that the really able colleagues there will be able to advise on which benefits and types of support are available.

The PIP assessment has disproportionately and unfairly impacted on people with epilepsy, with 60% having their budgets reduced when they move from DLA to PIP. This is nearly 20% higher than for any other condition. Will the Government admit that the current assessment process is not fit for purpose for people with epilepsy and set out what is being done to improve it?

The vast majority of people who go through this process are very satisfied with it. Many more people are receiving higher amounts of payment on PIP than on DLA. I work very closely with the voluntary sector and charities to continuously improve PIP.

It is absolutely right that we would like to make decisions without face-to-face assessments where possible. Where there is medical information, we do not ask people for such assessments. Of course, how often we ask people for reassessments is down to the healthcare professional, so sometimes people are not asked for a long period of time.

Several constituents who are claiming both employment and support allowance and PIP have told me that the application forms are difficult to complete. The forms ask for a lot of the same information and are completed exclusively by some of the most vulnerable in our society. Anyone would think that the Government wanted to make the process and the forms unnecessarily complicated and difficult. Why not make the forms easier to understand and allow applicants to be considered for both benefits with one form?

We work very hard with stakeholders. Our forms are co-designed by disabled people and those who support disabled people, and I am grateful for the efforts to which they go to work with us. It is well worth noting the relatively high levels of satisfaction with the application process, but we are of course always looking for ways to improve things.

I will focus my contribution on how the PIP system treats those with less visible disabilities by talking about epilepsy. Epilepsy Action has said that nine out of 10 people with epilepsy felt that the Government’s decision maker did not understand their condition—and no wonder! The assessment forms, the descriptors and the face-to-face assessments are not set up in a way that accurately reflects the nature of epilepsy.

It comes as no surprise that three out of five people with epilepsy who were already on benefits had their award decreased when they applied for PIP. In raw numbers, that is 18,000 people, 20% higher than for any other condition. I am concerned that the Department’s previous announcement on supervision and safety—the change that could have the most impact for people with epilepsy—is in danger of being neglected.

People with epilepsy have contacted the Epilepsy Action helpline with their key concerns. First, what is the review’s timeframe? People are waiting to find out whether their award has been changed, but as they will only be notified if there is a change, how will they know when to stop waiting? Secondly, why are claims disallowed before 9 March 2017 not being reviewed, when it is clear that the guidance was wrong before that date? Thirdly, if the DWP has reviewed a case and decided there should be no change, does the claimant have a right to appeal?

There have already been two significant reviews, and many problems with the PIP assessments remain. There are three changes the Government should urgently introduce. First, they should make sure that only those assessors who have received training for a particular condition, such as epilepsy, are allowed to make decisions on that condition. Secondly, they should increase the timeframe for providing evidence from one month to two months, to make it easier for an applicant’s doctor to provide the supporting evidence that they need. Thirdly, they should commit to a full review of the “repeatedly and safely” requirements and issue guidance to ensure that it is being applied correctly for people with less visible conditions.

Taking those measures will not ease the stress of the undoubtedly stressful application process, but it may go some way to helping achieve a fairer system and to granting applicants what was promised in the name of the benefit: independence.

It is a pleasure to follow the hon. Member for Mid Derbyshire (Mrs Latham). I particularly welcome her comments about the Dying to Work campaign, which I am supporting in my constituency, too.

Crippling personal debt is a huge problem. The stress of not knowing what a letter contains and never being sure whether it is the bailiffs at the door can sour relationships, destroy families and make people ill. On this Government’s watch, household debt is now higher as a percentage of disposable income than at any time since 2008, and figures show that nearly 4,000 families in Hull live with problem debt. I therefore welcome the opportunity the Bill affords us to discuss such an important issue, and although it is a wide-ranging Bill, I will confine my contribution to clauses 7 and 8 on the statutory breathing space scheme.

I want gently to take issue with what the hon. Lady just said: the overall level of household debt is actually lower than it was in 2010 and 14 percentage points down in relation to quarter one of 2010, compared with quarter three of 2017. I am not sure therefore that her original comment was correct.

I do not mean that debt is higher as a proportion of income; I meant that it is higher as a percentage of disposable income, which the Minister will find it is.

The Government need to do three things with the scheme if they are properly to grant the breathing space people need. First, the scheme must be applicable to all relevant debts, including central and local government debt. To take one example, I recently met the organisation Every Child Leaving Care Matters, where I learned about the problems some care leavers face with things such as council tax obligations. After years of having these bills paid for them, they can often find themselves with mounting debt and without the support, including family support, that many of us here take for granted. That is why I was delighted when Labour-led Hull City Council announced recently that nearly 350 youngsters leaving the care system in the city would not have to pay council tax in Hull until they turned 21.

The scheme will be one of the first policies of its kind in the country when it starts next April and could mean that each of these people saves at least £900 a year. That is fantastic news for Hull but unfortunately not for the rest of my constituents in the East Riding of Yorkshire Council. We can end this unacceptable postcode lottery by supporting the Bill today. It is not just care leavers who are affected either—many people owe money to central and local government—and by ensuring that these debts are included in the breathing space scheme we can help care leavers and many others keep their heads above water.

Secondly, the scheme must make sure that the Government’s consultation, while thorough, is carried out as quickly as possible. There is a danger that the words,

“As soon as reasonably practicable”

in clause 8 will allow the Government to drag their feet in deciding whether to introduce this breathing space scheme. That must not be allowed to happen. The Secretary of State must act quickly to make sure that a scheme is put in place and that support is offered to those who need it now.

Thirdly, the scheme must ensure that the breathing space is long enough to provide time for families to stabilise their finances and that support is in place to allow them to pay their debts in a manageable way. It is no use holding back the creditors from the door for a randomly chosen six-week period if, at the end of those six weeks, the family can still not pay. If we are to set a breathing space, we must get the period right.

We must get this right. Not to do so would not be in the interests of our economy, which already struggles with high personal debt; it would not be in the interests of creditors, who, according to statistics from Scotland, collect more of what is owed to them when a payment plan is followed; and it would definitely not be in the interests of the many families in my constituency drowning in an ocean of personal debt. On clauses 7 and 8 at least, the Government find themselves in the rare position of enjoying cross-party support and with a rare opportunity to make my constituents’ lives a little easier. On their behalf, I ask the Minister and the Secretary of State to act quickly and, further to the points made by my hon. Friend the Member for Oldham East and Saddleworth (Debbie Abrahams) from the Front Bench, to take on board my points and grasp the opportunity being offered to help so many people.

I agree with my hon. Friend, but it also affects those of us who were in our late 40s when we received the letters. I received one in 2011 or 2012, which proves that they do work. I took a 10% hit in my working life. I will be working until I am 67, I think—

Granted, but I spent a great deal of my life looking after children and so on. I am not in any way undermining the fact that in my surgery I have had not only women who have been carers—that is a broader issue for many Departments and successive Governments —but individuals who made life decisions prior to 2010. I have lobbied the Minister on that and he has discussed individual women’s cases with me at length. One in particular involved a midwife who went off and did five years’ work overseas for charity, predicating her decision on the information she had when she left. When she came back, not only was her situation affected by the fact that she had spent those five years serving other people, but she found that her midwifery registration was affected. When she tried to return to work, the job for which she could apply was compromised. So there are genuine cases, but perhaps we miss some of the importance of what we are discussing by treating everybody in this universal way.

During the many questions and debates on pensions for women, we have heard the facts, the figures and the dates relating to the 3.8 million women who are affected, so I am not going to cite figures or talk about dates. Instead, I am going to talk about a woman I met a few weeks ago, whom I will refer to as Mary.

Mary came to see me in my surgery on a particularly wet and cold morning. When she arrived she was visibly shaken and upset, because she had slipped over on wet leaves as she walked into the room. I offered to meet her at another time, but she was insistent that she wanted to speak to me that morning. She apologised for being late, and explained that she was so tired that it was making her clumsy. I asked how I could help her, and she told me that she was on bereavement leave because her son had died in July and, despite support from work, her grief made it impossible for her to return to work in the local supermarket.

Mary told me that she acts as a carer for her husband, who has a degenerative condition. His health has declined to the point where he is unable to leave his chair and needs constant care, and that was why she did not want to rearrange our appointment. She was adamant that she needed me to hear her story. She told me that she had not found out until 2013 that she would have to work until 65, and that the memory was vivid in her mind. She was told about it by a colleague, and she did not believe it at first. She told her colleague, “You must have got this wrong,” and she went home and phoned the pension line. Afterwards, she was in shock.

We know that Mary is not the only one. The Department for Work and Pensions failed to record how many letters were returned undelivered, and no further action was taken to trace women who had not received letters. A few years previously, Mary’s mother had become ill, and Mary had had to choose between going part time and giving up her management position to care for her mum, or continuing to work and sorting out carers. Mary believed at the time that she only had a few years until she could draw her pension, so she decided to go part time and care for her mother in the last few years of life.

Because of Mary’s decision to care for her mum and go part time, her work pension is vastly reduced. Mary is so broken by grief that she cannot work. She is watching her husband decline, and she faces her retirement as a widow. Knowing that her pension would change would not have stopped what happened to her son, husband or mother, but it would have enabled her to have made an informed choice about whether to have continued in full-time employment. That could have resulted in her facing retirement as a widow in a situation much more comfortable than the one she now faces.

Millions of women across the country are living in financial difficulty because of the mismanagement of the changes, having made important life decisions in the expectation of receiving their pensions at age 60. I accept that even a Labour Government cannot change what happened to Mary, but I strongly believe that it is the job of every Government—no, of every person—to reach out a hand to help people back up when they have been knocked down by life. The Government can dress this up in any way they like, but we all know that an injustice has been done to 1950s women such as Mary. Now they must right that wrong by introducing transitional arrangements for all the women affected.

I recently held a series of events in my constituency called the “Big conversation”, and I was pleased to visit an open day on supported housing at the Salvation Army hostel in Hull, with representatives from Emmaus and the Hull Resettlement Project, among others. The real impact these organisations have on people’s lives is heartening. One companion from Emmaus described what Emmaus had given him as “a life package”. He said that it had given him more than a home—it had given him work and a family, too—and without it he would again be on the streets.

The very idea that such incredible organisations could be at risk because of delays and uncertainty is abhorrent. Yes, the cost of supported housing is greater than that of rented property, but supported housing is cost-effective. The National Housing Federation says that supported housing actually saves the public purse an average of £940 per year, and, depending on the type of scheme, the savings can be even greater—for example, for people with learning disabilities it could be £6,000 per year. Yes, although it is great that the Prime Minister is giving in to Labour party pressure and abandoning the Government’s plans to cap housing benefit at LHA level, the devil will be in the detail on this. She has not told us what the Government plan to replace that funding with, and they must get the plans right.

I have a few questions for the Government. Do they still want to make their proposals fit in with universal credit, as they promised in 2011? If so, how are they going to do that while abandoning the local housing allowance cap? Do they still wish to make their proposals fit with a locally based fund? If so, how will they ensure that investment does not gravitate towards areas with higher property prices and that those in supported housing in places such as Hull are not punished for living in areas with low property prices? Do they accept that any funding formula must provide for choice, control, equality and independent living and ensure that the real costs of supported housing are met? If so, when will they offer the certainty that the supported housing sector needs and publish plans for a supported housing funding formula to do just that? Will they please review the local housing allowance rates for the private rented sector to prevent homelessness and reduce the need for supported housing in the first place?

All societies should be judged on how they treat their most vulnerable and needy. The whole country will judge each and every Member who fails to support those who need us the most.
