Commons ChamberIn principle, we intend to go ahead with the introduction of E10. It has to be subject to appropriate consultations. We have been particularly mindful of the impact on older vehicles, which are often owned by those on low incomes. However, it is the right thing to do, particularly given the environmental challenges we face, and we are now going through the process of moving towards its introduction.
This House voted overwhelmingly to give Heathrow airport the go-ahead for the next stage of its plans for expansion, and I expect the will of Parliament to be followed in the future.

Commons ChamberWe have set out clear plans within Government to reduce emissions across all transport modes. In my own area of responsibility, this includes last year’s “Road to Zero” strategy for road vehicles and, most recently, our future of mobility strategy specifically focused on creating cleaner and greener transport.
I am grateful to the hon. Lady for that question on an issue of great importance—reducing emissions from buses. We have done quite a lot of that already. I am sure that the Under-Secretary of State for Transport, my hon. Friend the Member for Wealden (Ms Ghani), will look forward to receiving the bid and will carefully examine it with her officials.
In Kensington and Chelsea, nearly 30,000 children are living with unsafe levels of air pollution. That is repeated across the country. Asthma UK and UNICEF UK tell us that babies born into heavily polluted areas are born with smaller lungs and brains, and are more prone to asthma, while those on steroids will have their physical development curtailed by this debilitating illness. Will the Minister please tackle this national health emergency by setting legally binding limits on particulates across the country, in line with World Health Organisation guidance, and give future generations a chance to thrive?
The hon. Lady will know that we are doing an enormous amount through the clean air fund and the other supported funding that we are giving to local authorities, including by working very closely with Transport for London. She is absolutely right to highlight the importance of this issue. However, I was slightly surprised when I carefully perused the shadow Secretary of State’s speech earlier this week, which discussed emissions in some detail, because I was unable to find virtually any mention of cycling, walking or active travel—an absolutely central part of this discussion. I commend that thought to Labour Members.

Commons ChamberCurrently just one out of 10 tube stations in Kensington is step-free. That is unacceptable. The council and London’s deputy mayor for transport tell us we must rely on developer funding to pay for it, which will never be enough, and in some instances they suggest funding just one platform in one direction, which is insulting. Just 50 stations out of 270 are step-free in the capital— the worst record in Europe. Will the Minister review Government funding to address the severe lack of inclusivity across our capital’s transport system, which is a national disgrace?
I believe that the hon. Lady is talking about the underground, which is the responsibility of the Mayor. Transport in London is devolved to the Mayor and delivered by Transport for London. It is for the Mayor to determine how to increase step-free access at underground stations. If the hon. Lady is embarrassed about the situation, I suggest she takes this case straight back to the Labour Mayor of London.

Commons ChamberThe Department will today publish a response to its recent call for evidence on improving cycling and walking safety. This will set out a vision and a two-year plan of action, with some 50 actions. It will also include a summary of the many steps the Government have taken to encourage cycling and walking and the significant additional funding that has been made available under the cycling and walking investment strategy.
The Government have made available £1.2 billion under the cycling and walking investment strategy, and that has been supplemented by a range of other funds since then, including the local growth fund. Further funding is to be made available through the highways infrastructure fund and the future high-street funding programme just announced in the Budget. Further funding from 2020-21 onwards will be a matter for the spending review.
Some 5% of my constituents cycle to work, which is double the national average. However, CrashMap shows the number of accidents between my home and Parliament Square and that has frightened me off taking the plunge. In addition, today is our third day in a row of poor air quality alerts. Will the Minister please tell me, in road safety week, what we are doing to tackle the scourge of poor vision and behaviour of construction and delivery lorries and the problem of air quality, which are, literally, a deadly combination?
We are addressing these issues with the utmost seriousness. Today, we are publishing a cycling and walking safety review, with 50 actions designed to pull together a whole suite of Government policies and set in motion further work specifically designed to improve not merely cycling and walking safety, but also air quality and the fight on issues of health and obesity, and to improve access to high streets and economic productivity, all of which go to many of the general points the hon. Lady raises.
