Commons ChamberI genuinely pay tribute to the hon. Lady, who is an assiduous campaigner for commuters in her constituency. It is very refreshing when Members in all parts of the House participate fully in the cross-party summits at which we hold the industry to account.
The hon. Lady is right. There is not adequate compensation under the scheme to cover the metro-style train journeys that many of her constituents take. As she will know, some operators which have similar service patterns, such as c2c, have introduced minute-by-minute refunds—or will be doing so—but I intend to continue to work on a compensation scheme specifically for those affected by the works at London Bridge.
12. When he expects negotiations on the Great Western rail franchise to be completed.
The hon. Gentleman will be pleased to learn that we expect to conclude negotiations with First Great Western and to finalise the second directly awarded franchise contract during this month, and expect the provision of services to start in September.
I thank the Minister for that news. When I led a group of 10 Members of Parliament from both sides of the House to meet the Secretary of State before Christmas, we urged him to include in the new franchise local services on the existing line between Oxford and Bristol. Does the Minister accept that even a service between Swindon and Bristol would be a great start in relieving overcrowding on that part of the line, and would be a vital first step towards the reopening of the station at Corsham?
The hon. Gentleman continues to make a persuasive business case for that new service. As a Nailsea girl who was lucky enough to go from Nailsea comprehensive to Oxford university, I can tell the hon. Gentleman that it would have been a great service for me. As he knows, the Secretary of State has invited Members whose constituencies are on the route to work with their local authorities and the local enterprise partnership to present a collective business case. He may be right in saying that, as a minimum, a westward service from Swindon would be helpful.
The hon. Lady raises an important point. I recently launched a public consultation on exactly this matter, and I have urged the train companies to pursue such cases where necessary—where there is genuine fare evasion—but to be much more sensible where there are genuine mistakes. She is welcome to make her views and those of her constituents known in that consultation, and I would like to make those changes.
T5. Tactile indicator cones play a valuable role in making pedestrian crossings safer for all people, and especially those who are blind and partially sighted. Unfortunately in Wiltshire they cannot be sure of finding these cones at pedestrian crossings when they need them. Will the Government incentivise all local authorities to retrofit these tactile indicator cones to pedestrian crossings and open up our streets to everyone?
Tactile cones are probably one of the best kept secrets of our transport system. If one feels underneath the box on a pelican or puffin crossing, there is a small cone which, if held, rotates when the lights turn to green. It is very helpful for people with vision problems. They were developed by the university of Nottingham and there are 10,000 out there, and I encourage local authorities to retrofit as many as possible.

Commons ChamberThe hon. Lady will know that this matter is included in one of the amendments, which I will come on to discuss more fully later. Although I cannot make the commitment she is asking for, I will speak more fully on it a little later.
Three times now the Minister has referred to moving to lower carbon emissions in the UK, but what good is that if it results in displaced coal being available for use in other parts of the developed world? Whether the emissions come from coal being burnt in Germany or in the UK, they still contribute to climate change.
That is why, as the hon. Gentleman is aware, the Government have been so keen to get targets into Europe that apply across the whole of Europe. He will be aware that we are leading on those, and we will continue to do so. It is very important to lead by example, and he is right to raise the issue relating to Germany, which is why we are pleased to have a cross-European agreement. However, that does not detract from the importance of making sure that we do the right thing in this country.

Commons ChamberMy right hon. Friend rightly points out the allocation that has been made to Kent. As I said, in this Parliament we have increased by 27% what the previous Government spent on road maintenance, and in December I announced another funding increase of more than 20%. I hope that we see a fair sharing of it across the whole of the community—in both urban and rural areas.
The extra £86 million allocated to fix and improve Wiltshire’s roads over the next six years is very welcome. What steps is the Secretary of State taking to ensure that this is indeed additional money spent on our roads and that councils do not use it to top up their reserves, or displace money that otherwise would have been spent on roads to meet other spending pressures?
Overall, local authorities do take their highway maintenance projects seriously. I point out to the hon. Gentleman that one cannot argue for localism and then argue all the time for central direction. However, I very much hope that all authorities that have been allocated the money spend it on the roads. Some other funds are available, and we will judge what local authorities have done regarding how those funds are distributed.

Commons ChamberWe are doing it on the grounds of practicality. The hon. Lady and I, during a recent session of the Committee she chairs, exchanged thoughts on the issue of emissions. She will know that there is always a balance to be struck. She refers in her intervention to the preferred threshold of 10 units, but as I say there is always a balance between inhibiting or even preventing development at all and achieving our desired outcomes on carbon. I am happy to hear representations on all these matters, as I want this Bill to be as good as it can be. We are trying to strike that balance, which is the frank answer to the hon. Lady—and I am known in this place for giving straightforward and frank answers.
The Minister speaks of striking a balance, but I wonder whether he will help us by saying what assessment has been made of the overall impact of the Bill in its entirety on the Government’s ability to meet their legal obligations under the fourth carbon budget?
The hon. Gentleman will be familiar with the impact assessment. I have a copy here and I would be happy to let him read it. It is available and if he looks at that impact assessment he will be able to gauge how far we have performed the analysis he describes. If he feels that we have done so insufficiently, I shall be more than happy to correspond with him directly on the matter. I know that he always brings fresh thinking to the consideration of this House.
The Bill will enable communities to be offered the chance to buy a stake in new, commercial renewable electricity schemes in their local area, so that they can gain a greater share in the associated financial benefit. We would consider using this power only if the voluntary approach to community shared ownership in renewable energy did not bear fruit. A right to buy would give communities the opportunity to have a real stake and sense of ownership in projects happening in their area. The Shared Ownership Taskforce recently launched its voluntary framework, and we brought forward an amendment to the Bill in the other place in order to provide greater certainty on the minimum time scales for this voluntary approach to take effect. We are proposing, too, to allow changes to the renewable heat incentive to provide more flexibility in financing arrangements for renewable heating systems.
Let me come on now to what I described as the exciting part of my speech, which deals with the Wood review. We recognise that increasing renewable energy sources is important, but we realise that a dynamic and flourishing oil and gas industry remains important, too. It can contribute to our energy security and to the economy, supporting around 450,000 jobs and showing record capital expenditure in 2013 of around £14 billion.
The Government agreed with the findings of Sir Ian Wood’s independent report, which concluded that changes to the recovery and stewardship regime in the North sea could deliver around £200 billion of additional value to the UK economy. We intend to deliver all of Sir Ian’s recommendations, but further work is required with stakeholders on a number of detailed aspects and parliamentary time is scarce. We are therefore starting by introducing two measures: one will put into statute the principle of maximising economic recovery of petroleum from UK waters; and the second will introduce a power so that the costs of funding a larger, better resourced regulator can be paid for by the industry rather than through general taxation, as is currently the case.
We need to explore all our energy options. This is the age of increasing costs, uncertainty and insecurity in overseas energy suppliers. The shale gas industry in the UK is at an embryonic stage, and the changes in the Bill would simplify the procedure by which onshore gas and oil and deep geothermal developers can obtain underground drilling access, and are accompanied by the industry’s commitment to pay communities in return for the right to use deep-level land. We do not yet know what is commercially viable, but we are encouraging exploration. These provisions will help us to address this question to ensure that the regulation is compatible with these new methods of underground drilling.
There has been a great deal of unfounded scaremongering on the environmental impacts of shale gas, much of it based on examples from other jurisdictions. The Bill does not alter the involvement of local authority planners; nor does it erode in any way the strength of our regulatory regime, the effectiveness of which has been demonstrated over 50 years of development, which is one of the strictest and safest in the world.
We will develop the proposals after we have received the results of the consultation. We want this to be a workable, practical way for zero-carbon homes to be built by house builders of all sizes, but one thing we will certainly do when we introduce the secondary legislation that will probably be necessary is to ensure that there can be no gaming of the system by anyone. I hope that gives my right hon. Friend some reassurance.
Let me now say something about the energy provisions. Britain needs more home-grown energy. We expect to be importing nearly 70% of the gas that we consume by 2025 if we do not develop other sources such as shale. We must maximise domestic production of the fuels that we need for the transition to a low-carbon economy, including gas, renewables and new nuclear, and we must use our energy more wisely.
I have limited time left.
Both coalition parties know that this is an issue of great sensitivity and concern to many of our constituents. The provisions are narrow, but the Government will listen very carefully to all concerns that are expressed in Committee and on Report, and will seek to address them while the Bill progresses through Parliament.
I thank the Minister for giving way; time is indeed short. In listening to all those concerns, will he ensure that the Bill Committee hears evidence from the Government’s Committee on Climate Change on the impact of the Bill?
I assure my hon. Friend that we will take all evidence into account in Committee, as is now the normal practice when Bills progress through the House.
The Bill deals with access to land, proposing that horizontal drilling for shale or geothermal should take place only at a depth of 300 metres or below. As the right hon. Member for Hitchin and Harpenden (Mr Lilley) pointed out in a thoughtful speech, that is far lower than many other drillings underground, including the London Underground. As the son of a miner, I should mention coal mines as well.
The Bill will keep people and goods moving around the country. It will remove some obstacles to house building, and will ensure that new homes are built according to a tough zero-carbon regime. It provides for community ownership of local electricity, and will give Britain long-term energy security. My right hon. Friend the Minister of State—the roads Minister—said that the A303 improvements would be the greatest improvements in the area since the stone age. I am not sure whether that is the case, but it is certainly true that under this coalition Government, investment is revealing the greatest revamp of strategic infrastructure since Victorian times. The Bill makes possible easier delivery of that investment.
I urge the House to reject the amendment, and I commend the Bill to the House.

Commons ChamberOne of the things that I have done with that franchise is to make arrangements and instruct the operator, as it is doing, to convert first-class carriages into standard-class carriages. That will increase capacity a little on the line. The line has been very successful overall. In 2010-11, the number of passengers using the franchise was 90.5 million; on the latest figures available, for 2013-14, the number was 99.7 million. We are seeing such a rise across the whole rail franchise sector.
The Secretary of State was kind enough to meet me and nine other MPs to discuss improvements to our part of this franchise. My last two journeys from Chippenham to London began with me seated on the floor of the carriage—on one of them, alongside a young woman and her crutches. Does he accept that it will take not only converted buffet cars but additional services to meet the demand on the line?
I agree with my hon. Friend to a degree. We are seeing that right across the whole railway sector, and I am very proud of it: such revolutionary performance has been brought about by franchising and the imagination of franchising. It is rather disappointing that a party that used franchising for 13 years now condemns it.

Friends urging him to restore a direct Oxford to Bristol service through Chippenham in the new Great Western franchise. Our campaign is now backed by Business West and the Swindon and Wiltshire and the West of England local enterprise partnerships. Will he meet us to consider how this could be achieved in his direct award negotiations with First Great Western?
I am more than happy to meet the hon. Gentleman and other hon. Members to consider the proposal. It goes to show that rail services in the south-west, and not only in the north, are being pressed on us all the time.

Commons ChamberOnce again, I am tempted to direct the hon. Gentleman to the Chancellor, but of course some simplification of APD was announced in the Budget, which makes it simpler for some long-haul flights. APD is never far from my thoughts when I meet people from airports up and down the country.
The consultation on the Great Western franchise, which has recently closed, covers a period that includes electrification and the first phase of the east-west rail project. What scope does the Minister see for introducing in the latter phase of that franchise additional services between Bristol and Oxford and beyond?
My hon. Friend is right in what he says. He will have seen that consultation and the fact that we have invited initiatives from operators and franchise bidders in that regard. The possibility of extra services is being opened up by this Government’s commitment to electrification; by 2019 we will have put in place more than 870 miles of electrification whereas Labour managed less than 8 miles.

Commons ChamberI do not accept those criticisms. The fact that a company is registered across the border in another local authority area does not mean that it will not meet the standards that apply in that local authority area. This is about more flexibility and a better service for people using private hire vehicles.
2. What consideration he has given to extending the proposed east-west route from Oxford to Bristol or Cardiff.
Passenger train services that could use the east-west route could be extended to Bristol. However, additional capacity on parts of the Great Western main line is likely to be required to accommodate the additional services.
I thank the Minister for that encouraging reply. Before long, we shall start to look at the specifications for the next Great Western franchise, and services along that route could stop at a reopened Corsham station. Given the importance of our ambitions for Corsham in the strategic economic plan, how should we go about including those services in the next franchise?
I am well aware of my hon. Friend’s aspiration to reopen Corsham station, which closed in 1962, even before the Beeching cuts. We are reopening 45 miles of the Oxford to Bedford line, and I believe that the long-term aspiration is to extend it to Peterborough, which would possibly include reopening Corsham station. However, when it comes to aspirations, I think we are looking at the next decade.

Commons Chamber8. What assessment he has made of the amount of food waste from catering outlets on the Parliamentary Estate.
Food waste from prepared dishes in the House of Commons catering outlets, as measured as a percentage against sales, is 3%. This is well below the national average for the catering industry, which is 5%. The Sustainable Restaurant Association has rated the House of Commons as a good-practice organisation in respect of food waste. We take a variety of measures to monitor and reduce the amount of food waste from catering outlets. There are plans to extend composting of food waste, which is already undertaken in the Palace in relation to other outlets.
I thank my hon. Friend for that reply and for the progress that is being made. Does he agree that, as staff in the catering service see this challenge day in, day out, it would be wise for the Commission to invite them to make their own suggestions on reducing food waste?
It has been my experience that staff suggestions are always worth looking at, but the real challenge is the 21% waste from domestic fridges—that is the real scandal.

Commons ChamberI will obviously ask for a report on the points the hon. Gentleman has made. I am in regular contact with Transport for London and the Mayor of London, who continually make the case for greater investment in London. I have to try to balance that with the requests for station improvements from the rest of the country. The hon. Gentleman makes a strong point about the station he has referred to.
In July I asked for Ministers’ support to hasten the installation of lifts at Chippenham station. Now that the coalition Government have provided funding for an additional 80 services a week from that station and Wiltshire council has finally granted planning permission, when can we hope that Network Rail will be able to make step-free access at Chippenham station a reality?
A lot of money has been given to Network Rail for those improvements, but rather than trying to reply to my hon. Friend now, I think that it would be better if I wrote to him.
