It is a real pleasure to serve under your chairship, Mr Henderson. I congratulate the hon. Member for City of Chester (Samantha Dixon) on setting the scene so very well on a subject that should really interest us all. If it does not, then there are questions to asked—that is the reason we are all here. It is a pleasure to see the shadow Minister, the hon. Member for Cambridge (Daniel Zeichner), who has a deep love of farming. It is an especial pleasure to see the Minister, who is always here whenever debates such as this are to be answered. I know that he, like me and others in this room today, understands the importance of the subject.

I declare an interest—not because I am a beekeeper, but because my neighbours down the road, Chris and Valentine Hodges, are. A couple of years ago, I let them put some of their beehives on to my land, because I wanted to see the natural environment that I live in enhanced. It quite clearly has been. They have what is called a black bee species, which is almost extinct; they are responsible for ensuring that it comes back. This is not just on my farm, but in the constituency across the whole of the Ards peninsula, up into North Down and as far over as Strangford lough. By the way, the honey is absolutely gorgeous. Every morning before I leave my house, I have two spoonfuls on my brown toast. Fibre is very important when getting to a certain age, so the honey gives me that wee bit of flavour and taste, and I thank the Lord for it. It is really special.

I am ever mindful of the responsibility that we hold to be good stewards of our environment, which I know is an obligation that our farmers honour in every sense. All the farmers I know want to do that; I know the Minister does that, and other people here do the very same. Many farmers see themselves not as landowners but as caretakers of the land for future generations, as the hon. Member for City of Chester said clearly in her introductory speech. The responsibility for producing food that is safe is of great importance. For that reason, many old-school farmers—I am probably one of them—have encouraged their children to attend agriculture college to get a basis of generational knowledge, while working hand in hand with modern techniques, and to be taught how to get the most out of the land and diversify where necessary. Our agriculture colleges are vital to the future food security of this nation, and that should also be noted today.

The complexity of grant applications and red tape has been somewhat reduced, but it is still a matter of concern to the farming community. The need for the Ulster Farmers’ Union—the sister organisation of the National Farmers Union in England—is very clear. The two work together and provide some of the best insurance rates possible; maybe I am a wee bit biased, because all my insurance is with the Ulster Farmers’ Union. That is why I looked to see what the NFU’s view was on this issue, knowing that it has hands-on knowledge and science at its fingertips.

I can understand that there are situations in which the use of these pesticides is important. Most recently, the Government approved an application from NFU Sugar and British Sugar for the emergency use of the seed treatment on sugar beet seed in 2024. That was a vital application, and we need to look at it and recognise why that decision was made and its implications. The authorisation was granted on the condition that the product will be used only if the threshold for virus lessons is reached. Michael Sly, the chair of the NFU Sugar board, said:

“The British sugar beet crop, which safeguards more than 9,500 jobs, continues to be threatened by Virus Yellows disease.”

That terrible disease can do all sorts of damage to the countryside and to bees in particular. He continued:

“In recent years the disease has caused crop losses of up to 80%.”

We cannot ignore that; those are the facts, figures and statistics. He went on to say:

“I am relieved that this has been recognised by Defra”—

particularly the Minister who is here in Westminster Hall today—

“in granting the derogation which will be invaluable if we see a return of severe pest pressure.

An independent, scientific threshold is used to forecast the severity of pest pressure on the British sugar beet crop and any seed treatment will only be used if this threshold is met.”

So there are conditions; this is not a wild abandonment of the process, which is very much controlled. DEFRA and British Sugar have it well under control. Mr Sly added:

“the industry will again deliver a comprehensive stewardship programme to ensure safe and responsible use of the treatment if the threshold is met.

Led by the British Beet Research Organisation, the homegrown sugar industry is working hard to find viable, long-term solutions to this disease.”

This process is about the long-term vision and how we find a cure or something that ensures that this disease does no more damage.

I am the first person to say that we need to look at insecticides and make them safer. However, I represent a constituency that produces a large amount of sugar beet, and this derogation is for a limited period and for a non-flowering plant in its first year, so pollinators will not be at risk from it. The fact that we are spraying the seeds of this plant actually mitigates a huge amount of risk. I think the public do not fully appreciate that absolutely key point.

I thank the hon. Gentleman for that very salient and helpful intervention, which put the facts on the record. He explains why and how these things have been done, the controls that are necessary and why these things are necessary, and I am sure nobody here will have any concerns about the way they have been done, how long they will last or their importance. As I said, Mr Sly concluded by saying that the homegrown sugar industry is working hard to find a viable long-term solution to the disease, but it is imperative that we recognise the necessity for that.

To conclude, that application shows the level of thought that must go into having an application approved by British Sugar. The use of these harsh chemicals is not the first solution; it is a final solution. For that reason, I believe that they should remain available, but they should always—always—be closely monitored. We owe a duty to our environment, but also to our food security. The balance between them is so delicate, but it can be struck; I believe in my heart that if there is a will, there is a way. I look to the Minister, as I always do, to ensure that we in this House are doing the best we can to put the garden back in the shape that it should be in.

Leasehold and Freehold Reform Bill

It is a pleasure to be speaking on the Second Reading of this Bill, which sees long-term changes to improve home ownership for leaseholders and freeholders alike. As many people have said, the Bill is much needed, and I am glad it is finally here. It is also a pleasure to be speaking on behalf of a constituent of mine, who does not wish to be named, but who, through the numerous conversations I have had with her over the years, has enlightened me about the significant difficulties and obstacles that many leaseholders face.

These difficulties include, but are not limited to, high service and administration fees, disproportionate costs when wanting to extend leases, managing agents displaying poor practice and, in particular, imbalances in the dispute mechanism. Most of these my constituent has had to deal with personally, and they have impacted on her in numerous ways and led to a long, hard battle that she is still fighting. I can only imagine the stress and concerns that this brings to many families, and many of these points have been raised already this evening. It is through these conversations that I know how many leaseholders feel insecure and uneasy about owning a home with the sector as it currently stands. Leaseholders are a residential sector that makes up 20%—almost 5 million properties—of the housing stock in England. As such, it is important that we strike a balance between the rights of the tenants and those of the landlords, while ensuring that there are more powers and protections for those owning a home.

The Government have committed to not only increasing housing supply, but ensuring that more people feel protected and secure when looking to rent or own their own home. That is a problem I do not need to mention in this House yet again, given the pressures of living in an idyllic coastal area such as North Norfolk, which has some of the highest numbers of second homes and holiday accommodation in the UK. I similarly welcomed the Renters (Reform) Bill for tenants and landlords, and it is encouraging to see that extended to leasehold and freehold as well.

However, as others in the Chamber have said, the Bill does not go far enough in the eyes of many. It can be incredibly tiring, financially taxing and stressful for leaseholders, especially when trying to extend their lease or challenge poor practice. The Bill is trying to make it cheaper and easier for leaseholders in houses and flats to extend their lease and buy the freehold, improve transparency and rebalance the legal costs regime, as well as removing barriers for leaseholders to challenge their landlords’ unreasonable charges at a tribunal.

I commend the hon. Gentleman for what he is saying. I know the Leasehold and Freehold Reform Bill is for England and Wales, but it seems that there are many good things in it that, even if the Bill does not go far enough, are to be welcomed. May I, through the hon. Gentleman, ask the Minister, on the finalisation of the Bill, to share information about it with the Northern Ireland Assembly, and the Northern Ireland Department for Communities in particular, to ensure that we can take advantage of the good things in the Bill back home?

I thank the hon. Gentleman for that intervention, and I think he is right. There are many good things in the Bill, but it does need to go further. I will come on to some of the issues in a moment, but the particular items on which we need to go further are those raised directly by my constituent, who has written to me about this for the last couple of years. It is welcome that the Bill is here, but I already understand that it will be amended, which will be important as it goes forward.

As I have said, I am aware that the Government are planning amendments to take the Bill further. I say to my hon. Friend the Minister that we should give ample time to consult on those amendments, particularly—for me and my constituent—those in respect of the first-tier tribunal system to ensure that all barriers are removed for leaseholders challenging their landlords. We also need to take time to discuss the benefits of bolstering commonholds to ensure that leaseholders who own flats have the same protections and freedoms as those who live in houses. There needs to be better regulation of managing agents—that has been mentioned already—and, as a basic requirement, the first-tier tribunal system needs the jurisdiction to enforce its own orders. Without strengthening the Bill on that in particular, there will not be a significant impact on my constituent.

We have said all along that the Bill has cross-party support, which is really positive in this place. As I have said before, it is positive to see the Government are taking a leading step to help ensure that leaseholders are better protected. It is opening up further opportunities for people to own their own homes, but I hope it does go further so that I can support my constituent and we can really deliver the radical changes we need.

I rise to speak as the Member of Parliament for North Norfolk, a constituency blessed with huge skies and one of the few places in England where one can see, on occasion, the northern lights. Such is the significance of my constituency that we have two internationally recognised dark sky discovery sites: Kelling Heath holiday park and Wiveton downs. The North Norfolk coast is classified as having one of the darkest skies in the UK, with some areas as dark as those in the forest of Galloway or Exmoor national park, which are two internationally recognised dark skies that we all know well.

We celebrate our dark skies in Norfolk, and I wish to take a moment to highlight the fantastic work of the Norfolk Coast Partnership. Its dark skies festival opens up the secrets of our night-time wildlife and raises awareness of the impacts of light pollution. I should also pay tribute to the former co-chair of the all-party group on dark skies, my hon. Friend the Member for Arundel and South Downs (Andrew Griffith), who is a passionate campaigner. I also want to welcome David Smith and Shreoshi Das from Buglife, who are in the Gallery; I am proudly wearing the emblem pin badge this evening and they have helped me prepare for this debate. They have travelled a huge way, from Somerset and Scotland, to be here to champion the importance of invertebrates, nature and our dark skies.

I rise to speak also as the glow-worm species champion—that is one of the lesser-known facts. Despite its name—here is a slight lesson—it is actually a beetle belonging to the firefly family. Not just the glow-worm, but many creatures, along with our dark skies, are under threat from light pollution, which has so far received very little action to curb its ever-increasing expansion into our nocturnal world.

I commend the hon. Gentleman for bringing this subject forward. He has talked about light intrusion. I am blessed to live in a coastal area and also on a family farm, so I know perhaps more than most what true darkness is like. However, I, like many MPs, have recently had to instal security lighting, which certainly had an impact on the animals and birds, putting them on alert and disturbing their sleep. Does he agree that although we need protection from the darkness to address security concerns, there is a still a need to protect our ecosystems and that this must be more widely known and circulated? Tonight, he is ensuring just that.

I thank the hon. Gentleman for intervening on me; it would not be an Adjournment debate without that intervention. Of course, he is absolutely right in what he says, and this debate is all about highlighting some of the impact on and damage to our nocturnal creatures, be they mammals or insects. Later in the debate, Members will hear about some practical steps we want to take to try to achieve an improvement, through something so simple; light pollution can literally be healed with the turning off of a light, and there are not many pollutions for which we can do that.

It is a great privilege to speak in this debate, which was brought to us by the right hon. Member for Hemel Hempstead (Sir Mike Penning)—I thank him for that—and also to follow my hon. Friend the Member for Warrington South (Andy Carter), an hon. Member who actually knows what he is talking about on these matters.

Mr Deputy Speaker, you can tell that this is an important debate, because there are two Norfolk MPs present in the Chamber this afternoon. We have been very competitive about who gets to go last, so I thank you for calling me now.

Local BBC radio in my part of the world is like a cosy cardigan. When people put it on, they immediately have some familiarity. They feel like they know the presenters personally—there is that special connection. That is why my constituents in North Norfolk are so upset about these proposals. The decision to change their local radio programming has really affected the listeners. It is no secret that the older a person is, the more likely it is that they will listen to local radio. The BBC estimates that 58% of its local radio listeners are over 55 years of age, with a near perfect split between both male and female listeners.

As the Member of Parliament with the oldest average age of any constituency in the country, it is clear that, in North Norfolk, we have a very special relationship with our local BBC radio station. A total of 148,000 listeners tune into BBC Radio Norfolk every week. However, that should not be taken as an indication that local radio is somehow just for people of a certain age. Although there are demographic trends, it is also clear that local radio appeals to people from all age groups and backgrounds. As we have heard already in the Chamber this afternoon, it is an astounding statistic that local radio stations, through the BBC in England, reach nearly 6 million listeners every week, which is an absolutely phenomenal number.

From speaking to my constituents, I know just how important those local radio services are to them—whether they are schoolchildren or pensioners. I hear on the doorsteps time and again about how local radio is an invaluable source of knowledge for constituents. They get to hear what is happening, bespoke, locally in their own area, and the service provides an immense amount of satisfaction and joy.

Let me just give an indication of how much Radio Norfolk is listened to. I can remember on my summer tour, at 10 o’clock in the morning, knocking on a door only to be met by a bemused-looking older lady in her Marigolds and with her hair curlers in. She looked at me and said, “You’re on my doorstep.” I replied, “Yes.” “But you were on the radio a few seconds ago,” she said. “You’re that nice young man with the refugees living with you.” She was absolutely right. I had just been interviewed on the radio from my car, and the first door that I had knocked on belonged to this lady who had heard me coming out of her radio as she did the washing up. I rather cheekily said, “That is the kind of service you expect from the Conservative MP from North Norfolk. You merely think about me and I appear.”

When we get elected, we are told that journalists are not our friends, but, of course, we all build relationships with our local BBC networks. It is our duty to be accountable, to go on the air and face questions, as many have said this afternoon, and to ensure that we represent our constituents. Across the east, we are absolutely spoiled not only for our radio, but for our television as well. Andrew Sinclair and Deborah McGurran are consummate professionals and fair, hard-working journalists, as a number of hon. Members who have spoken this afternoon will know. The BBC is lucky to have them.

Equally, on the breakfast show on Radio Norfolk, Chris Goreham and his team are superb. I like to think that all MPs for the region form a relationship with those local teams. There is no doubt that they are beloved in my patch, and I put on record my thanks for the way they have always treated me, that includes Chris, Richard, Tim, Paul and Emily, who I deal with regularly. If I am doing charity work, such as marathon running, raising money for local charities or running aid to Ukraine, as I did last month, they always let me go on the show to talk about the work we do in the constituency and I always get a platform to talk about the things I am doing.

That is how the relationship should work with our local BBC. When I ran a North Norfolk promotion to get 100 new apprenticeships into my local area, the BBC breakfast show at the weekend, run by Kirsteen Thorne, set up an entire programme dedicated to getting work opportunities for young people. Again, that was something I never asked for, but we worked together on the project.

I am worried to hear how our drive programmes may well be combined. It simply will not be local as we know it. Under the current proposals, we face having no local weekend breakfast shows, which is unthinkable. In my constituency, “Treasure Quest” is a beloved Sunday morning show that has been on the air for 40 years. If that goes, there is no doubt that the local BBC across my region will have a far weaker product. We know that BBC local music has helped to launch careers for such esteemed artists as Ed Sheeran—even I had heard of him, and I have not got past Dire Straits, so we know it can be a humongous help to local artists who make it big. I feel very strongly about those programmes that are currently on air, but may not be for much longer.

At the end of the day, the BBC is editorially and operationally independent, and can decide how it will deliver its services, but I implore the BBC, which will be watching this debate, to listen to all hon. Members from across the House who have contributed. We have heard some real joined-up thinking and agreement. Digitising and taking away locality of services is not always best for all our constituents. There is immense affection and support for local radio.

We have in Norfolk an extremely rich tapestry of media, and we are lucky to have excellent newspapers as well. I worry enormously about some of the changes and the impact that the dominance of the BBC will have on our local and regional print press, which is already struggling as times change. I do not think we have spoken enough about that this afternoon. I would not like to see those journalists, who work extremely hard, put under even more pressure, when there is a fair playing field at the moment.

First, Mr Deputy Speaker, I apologise for the fact that I was in another debate and could not be here for this one—I had to withdraw my name to speak. In support of the hon. Gentleman, I want to make a quick plug for BBC Radio Foyle, where 36 staff will lose their jobs. Those are the journalists who have come through the ranks. The move will save £2.3 million, with further redundancies expected. The audience for Radio Foyle is almost half a million per week, which in a Northern Ireland population of some 2 million indicates the critical role it plays. Does he believe that there remains a duty of care to the smaller programmes and the smaller stations, to ensure that local people have a local voice?

I am grateful for the hon. Gentleman’s intervention. He is absolutely right that it is all about having a local voice and presence. For the constituents of the areas we represent around the country, it is absolutely right that they hear what has been said and re-echoed around the entire Chamber: the importance of that localised service to so many constituents, who want it to continue.

I will sum up by saying that I understand that there is change and that it is even healthy occasionally, but media is a fluid landscape. People consume their information in different ways—that has been incredibly clear over the last couple of years—but there is, and I think there always will be, a very strong case for local radio. It commands an enormous following, as we have said many times, and it is, in many cases, absolutely integral to our local communities. We should not take it for granted, and I hope that the BBC hierarchy does not take it for granted. We should conserve and improve what we have, not rationalise it.

It is an honour to follow the passionate speech by my hon. Friend the Member for Ipswich (Tom Hunt).

I spoke in the debate back in February when the Government passed emergency legislation to ensure that terrorist offenders would no longer be released early and automatically. I am glad that we are now doing all that we can on this. We must continue to root out terrorism from our streets. I am pleased that the earliest point at which terrorist offenders will even be considered for release is after they have served two thirds of their sentence. Indeed, no terrorist offender will be released before the end of their full custodial term unless the Parole Board agrees.

This Bill will ensure that serious and dangerous terrorist offenders spend longer in custody, and it improves the ability to monitor and manage those of concern when they are released. It is only right that offenders still viewed as a threat to the public will be forced to spend the rest of their term in prison. Members of my party stood on a manifesto that promised to keep us safer, with investment in our police force and our Prison Service, and that included stronger measures to deal with terrorism.

It was thanks to the exemplary work of the Prison Service during the pandemic that I recently wrote to the governor at HMP Bure in my constituency, to voice my gratitude and appreciation for the fantastic work that the prison staff, healthcare staff and civilian staff there are doing, given the unprecedented challenges we face, during covid. We must do all we can to strengthen confidence in our criminal justice system and make society as safe as we can from cowardly acts of terrorism, which devastate lives and communities. That could be no better emphasised than by the heartfelt and moving speech by my hon. Friend the Member for Hertford and Stortford (Julie Marson). The Bill, along with the doubling of the number of counter-terrorism specialists and probation staff, will absolutely do that.

We already have a MAPPA—multi-agency public protection arrangements—review, a Prevent review an HM inspector’s report and three-year post legislation. It is unnecessary to have yet another layer of review. A serious terrorism sentence for the most serious and dangerous terrorist offenders is a welcome move. We are going to get tough on terrorism and ensure that those that set out to hurt innocent people will spend at least 14 years in prison and up to 25 years on licence. As my hon. Friend the Member for Rother Valley (Alexander Stafford) said, recent attacks show that the Bill is necessary; that sentencing needs toughening, but so does the investigation, the monitoring and the management of offenders.

Does the hon. Gentleman feel that those who have carried out acts of terrorism in the past, and perhaps have not been held accountable for them until this time, should be subject to these new laws that are coming in, because there would be no early release for them, as has been the past history? Those who murdered the four Ulster Defence Regiment men at Ballydugan some 25 or 26 years ago, those who murdered my cousin, Kenneth Smyth—does he agree that it is time that anyone who has never been made accountable, is made accountable as well?

I absolutely agree that we should make sure that those people who have committed absolutely heinous acts face the full prosecution of the criminal justice service.

I will finish by saying that giving the Secretary of State expanded powers to impose additional restrictions, such as imposing overnight curfews, and to gather more information on devices, such as electronic devices, would give us even more control measures and services to eliminate risk even further. This is about restricting, interrupting and stopping dreadful attacks, such as those that happened at Fishmongers’ Hall and Streatham. As the Justice Secretary has said, the Government are pursuing every option to tackle terrorism. It is with that in mind that I welcome the Bill. The largest overhaul of terrorist sentencing and monitoring in decades, it delivers what we need to keep our communities safer and come down hard on those that set out to ruin lives.
