A report from the Science and Technology Committee in the other place points out that the UK’s influential position will be diminished if we are cut off from EU funding, shared research facilities and the to and fro of talented researchers as a result of Brexit. Does the Secretary of State think that that is an acceptable outcome, stemming from his party’s internal civil war over Europe?

As I have already stated, the Government are committed to ensuring that we have a deal with the European Union. A deal will ensure that we have stability and security going forward after 29 March 2019, but we have also committed to putting in place protections to ensure that our HE institutions are protected under a no-deal scenario.

Of course, it is the responsibility of schools to provide the relevant training for their teachers in all curriculum subjects. We are looking at the response to the consultation—which, as I said, closed last week—to determine what support and resources schools will need to be able to deliver this far-reaching reform of the curriculum in our schools.

The proportion of 18-year-olds from disadvantaged backgrounds entering full-time higher education is up from 13.6% in 2009 to 20.4% in 2017, so disadvantaged 18-year-olds were 50% more likely to enter HE than in 2009. That is a record that this Government can be proud of.

A recent study by Universities UK and the CBI showed that about 60% of respondents were put off applying for part-time study courses because of the cost of tuition fees. Does the Minister have any plans to reduce tuition fee costs, or, even better, will he follow the example of the Scottish Government in scrapping them altogether?

The example of the Scottish Government is not one that is worth copying. We know that in Scotland, because tuition is free, resource per student is lower, and therefore disadvantaged students in Scotland have to wait for English students ahead of them in clearing because they pay more money. That is not an example we will be copying.

I congratulate my hon. Friend the Member for Airdrie and Shotts (Neil Gray) on securing the debate. We have had a number of speakers, including the hon. Member for St Austell and Newquay (Steve Double), who invited us to imagine him as Prime Minister. I can only point out that the unexpected can often happen in politics. There is clearly an appetite to debate this issue, and perhaps we can revisit it in a longer format in future. It is also good to hear so many MPs from south of the border looking to copy Scottish Government initiatives—it is always a welcome thing to hear, as an SNP Member.

Thankfully, the days of dads being passive players in the raising of their children are increasingly rare. Nowadays most dads want to get involved in every part of their child’s life. The modern-day father comes in various forms, and today’s family unit thankfully no longer has to conform to the traditional parenting paradigm of the man being the traditional breadwinner and disciplinarian in the family. He can be single or married, an employed or stay-at-home dad, gay or straight, an adoptive parent or step-parent, and a more than capable caregiver to children facing physical or psychological challenges.

The purpose of the debate is not to downplay the critical role that mothers play in families, but simply to celebrate the father’s role, and to debate what can be done through Government and workplace policy to enhance that role. From my experience of helping to raise two beautiful daughters aged 10 and six—Eilidh is seven in two weeks and four days, as she is keen to remind us—I know that the modern-day father wants to be there for their child at every stage. We want to help feed the baby, change their nappies, read them their bedtime stories, drive them to after-school activities and actively discourage any interest from any potential suitor until at least their mid-20s. [Hon. Members: “Hear, hear.”] I feel your pain.

However, our society still makes it difficult for fathers to be actively involved in raising their children. Some 53% of millennial dads want to downshift into a less stressful job because they cannot balance the demands of work and family life. If I thought it was difficult to achieve a good work-life balance in my old job, it has pretty much gone out of the window with this one. However, after two years in this role, I know that I must try to do better in striking some sort of balance, for the sake of not just my children but my wife, who is a full-time student, a part-time worker and, for half of the week, has to juggle those roles with being a full-time parent with no assistance whatever from me.

Our economy also retains bias about the role of fathers in the family unit. According to University of Plymouth research, fathers face a “negative bias” from managers when seeking time off work to take care of their children. I know from speaking to other dads that workplaces tend to question their commitment to the job should they request a period of flexible working in order to look after their children. That complements University of Edinburgh research that showed that many dads would prefer to lie and say that they had a dentist appointment, rather than admit that they were leaving work to look after their children.

My hon. Friend is making a powerful point. Does he agree that the problem of fathers not seeking parental time off is more pronounced among young fathers at the outset of their careers? In fact, their being able to be more flexible on that would actually improve outcomes for children and families.

I too thank the right hon. Member for Enfield North (Joan Ryan) for her powerful introduction to the debate. I wish the hon. Member for Mitcham and Morden (Siobhain McDonagh) a speedy recovery and return to this place.

Let us be absolutely clear: what the UK Government have put forward is not a living wage. It is an enhanced minimum wage. We have heard that before, but it is important to stress it. The real living wage is some £8.25 in Scotland just now, not £7.20. The living wage calculation is made, as it should be, according to the basic cost of living and what is adequate for households to maintain an acceptable living standard. A higher minimum wage for the over-25s will help some of the low-paid, but has other consequences.

In January, the Resolution Foundation made it clear that the national living wage is not a real living wage. My hon. Friend the Member for Lanark and Hamilton East (Angela Crawley) and the hon. Member for Halifax (Holly Lynch) have made very important points about the differential in pay for young workers. The point about the unique effects that the introduction of the new so-called living wage—actually a new minimum wage—will have on young workers was particularly powerful. A differential in pay for young workers is simply unacceptable. Fair pay should be fair pay for the job done; there should be no exceptions. The UK Government are discriminating against those under 25. They have also brought into question the future role of the Low Pay Commission, which has been devalued by this exercise.

Back in 2011-12, the Scottish Government introduced the real living wage as an integral part of public sector pay policy, and they contribute more than £1.5 million per year directly to wages. They continue to require all employers covered by public pay policy to pay the real living wage, and as we have heard, those employers became accredited in 2015. The Scottish Government are encouraging the real living wage, which 80% of employees are now paid. Earlier we heard that 500 Scots- based living-wage employers are up and running in Scotland, and the target has been set to make that 1,000 by autumn 2017.

The hon. Gentleman may have heard Labour Members say that they want to ensure that no employee is made worse off by the change to the national living wage. Do the Scottish Government have a policy to ensure that that is the case?

As I have said, the Scottish Government have introduced the real living wage. They have taken control so that proper safeguards are in place to ensure that people are treated fairly across the piece. The hon. Member for Burnley (Julie Cooper) said that as council leader she introduced the living wage for the council. That is laudable and something we have in common: as leader of the Highland Council, I was responsible for leading the charge to introduce the real living wage. Crucially, we included apprentices of all ages on that real living wage, and there was no discrimination against the under-25s. Young people received the same fairness, and that extended to arm’s length bodies, the Highland third sector interface, and Highlands and Islands Enterprise.

Councils in Scotland are helped by the Scottish Government to provide for careworkers, and support with the real living wage is provided for care homes and to those who provide care in the community. The Government are committed to making further progress on that. In 2015-16, the Scottish Government put £12.5 million into a tripartite agreement worth £25 million to improve the quality of care, create a fair workplace, and make progress on the real living wage. The First Minister of Scotland has said that from October 2016, thanks to Scottish Government decisions, the real living wage will be paid to social care workers across Scotland.

We have heard a lot about business from Conservative Members—the one thing that I and the hon. Member for Shipley (Philip Davies) agree on is his description of the UK Government’s living wage proposal as a minimum wage. He spoke about how business struggles with the living wage, but earlier I mentioned those Scots-based businesses that are now accredited living wage employers, and the target to go further. The independent Fair Work Commission framework was set up this year to

“deliver fair work by providing an effective voice, opportunity, security, fulfilment and respect.”

From experience, I know that implementing the real living wage for business pays dividends. It pays dividends in productivity, because people enjoy doing more for companies that respect them. There is better retention of staff—people are not looking around for the next job to help them scrape through the day because they are getting paid fairly. Companies are able to plan better. Team morale is fostered, and people are able to work better collegiately to achieve results for business. Companies can focus not just on survival or how they recruit and replace staff, but on growth. A real living wage paid by companies provides them with good results.

In conclusion, the list of living wage employers includes the Scottish Government, the Welsh Government, the Scottish Parliament, the House of Commons, the House of Lords, and the major political parties; the Scottish National party, of course, pay the real living wage in Scotland. However, there are a couple of notable omissions: the UK Government and the Conservative party. Something must be done to ensure fair pay across the piece. Those under 25 should not be excluded, and a real living wage should be put in place to ensure that people have a decent chance of an adequate standard of living.

Of course I agree with the hon. Gentleman. Perhaps uniquely in my short experience in the Chamber, this Adjournment debate has struck some interest from the more peripheral parts of the United Kingdom. I do not wish to be mean or unkind, but it is important that I do not accept interventions from across the Chamber, to give me the opportunity to put forward my points. I should note that the hon. Member for Romford (Andrew Rosindell), the chairman of the all-party group on the Isle of Man and the all-party group on the Channel Islands, has taken a keen interest in this issue. I am grateful to Members from across the Chamber who have highlighted the importance of this matter.

The Consumer Council for Northern Ireland, following its survey, indicated that 33% of online retailers applied a delivery exclusion to Northern Ireland. That can include higher delivery costs, longer delivery times or a refusal to offer a service at all. Other peripheral areas of the UK face high exclusion rates: 42% in the Channel Islands, 38% in the Isle of Man and 31% in the Scottish highlands and islands. Regrettably, and astoundingly, the figure for Northern Ireland as a whole stands at 33%. That is in stark contrast with the rest of the UK: 3% for the entirety of Scotland and Wales and only 1% for the entirety of England. Half of all online retailers in the UK fail to offer the same delivery options across the country, 17% refuse to deliver at all, 20% apply higher costs and 18% take much longer to deliver. The average one-off cost is £10 when free delivery is withdrawn, so while free UK postage and packaging is advertised, £10 is the average additional cost levied on a Northern Ireland consumer. An additional £2.71 is sought when the standard price for delivery is unavailable.

It is easy to try and give a reason for this. I will not use the vocabulary contained in this tweet, but this evening, when I announced that this Adjournment debate had been accepted and that we had the opportunity to raise this issue in Parliament, I got a rather caustic reply saying, “Well, of course it’s more expensive. You live on an island. What do you expect?” Of course, that goes some way to explaining the nature of the issues, but it does not answer or resolve the frustration facing consumers.

Unlike for letters, there is no universal regulated service for parcels. Standard delivery operators prefer to offer their services in densely populated and urban areas, and in offering retailers a contract price, they limit their own costs, and of course no one is forced to proceed with their purchase, should they not find the terms attractive.

As was mentioned, Citizens Advice Scotland today published a report highlighting not only that more than 1 million people in rural Scotland are still suffering the inequity of delivery surcharges, but that these surcharges are still increasing. Taking into account inflation, delivery costs are now 10% higher than three years ago. People in the highlands and islands are paying more for deliveries. Does the hon. Gentleman agree that this punishing difference in costs must not be allowed to continue?

Yes, I do. I am seeking to outline some of the reasons why that might be, but I think there is a role for the Government, which is why this Adjournment debate is so important.

There is a substantive unfairness in leading a consumer through the entire process of purchase, only to levy a charge at the final stage. It is unfair and—I suspect—illegal. The first obvious issue engaged is the Consumer Protection from Unfair Trading Regulations 2008. I am talking about a situation where someone is enticed into a sale that includes, as part of the terms, free postage and packaging in the UK, only to find the offer reneged upon when a postcode is provided. I would be interested to hear whether the Minister believes that to be a misleading inducement. Secondly, there is a contractual issue with the delivery agent only.

I am certainly happy to promise action, in the sense of trying to ensure that the statement of principles that we have agreed to publish is adopted by online retailers, and that, if it is not, action is taken to ensure that those retailers step up to the mark. However, I want to be a little bit cautious about implying that we will pass legislation imposing flat charges, meaning that every delivery service must charge the same prices for every part of the United Kingdom. I simply do not believe that that would work, or would be in the long-term interests of consumers, because it would drive out competitive providers of delivery services.

Ultimately, there is progress. The percentage of online retailers who are offering delivery options on a uniform basis is growing, and the percentage who are doing the things that we do not want them to do is shrinking. However, that is not happening fast enough. I think that, working together, we can put more pressure on the industry—on the Amazons, the eBays and, indeed, some of the smaller players—to act more responsibly, without necessarily legislating or regulating further. I shall be happy to work with them, and with SNP Members and other representatives of the fair country of Scotland—the other representative, or two—to achieve that goal. If we can work together, I am sure that we can make some progress, and achieve that one nation for consumers throughout the United Kingdom.

I have a brief question for the Minister. Would he consider giving consumers the option of using Royal Mail, rather than paying the standard charge that is applied by traders?

That is an interesting question, which leads me to make a point that may correct an impression that was created earlier by the hon. Member for Belfast East. The universal obligation applies to parcels, it is a five-day service and it involves uniform charges, but it is not compulsory for retailers to offer it. What I believe the hon. Gentleman is suggesting is that we should make it a requirement to do so. We may find that, at some points, we will part company on some issues.

This Government are a determinedly deregulatory Government. We do not believe in imposing more burdens on business, and I believe the direction of travel in terms of costs of delivery and the universality of the service suggests that that is the right approach, but I am certainly happy to discuss any issue at this round table; it will not only be me who puts things on the agenda.

If nobody else has any further questions, let me say that I look forward to working with all hon. Members on this issue and I thank the hon. Member for Belfast East for raising it.

My Department has no directly employed staff paid below the living wage, and from the end of August 2015 all agency staff should receive at least the living wage. I have commissioned the Department’s head of property to review how the living wage can be paid to subcontracted support staff by the end of this calendar year.

I do not have those figures to hand. I am happy to ask, although it could be regarded as quite intrusive to ask members of staff about their personal financial situation. The hon. Gentleman makes an important point, which is reflected in my right hon. Friend the Chancellor’s recent Budget: we want people who are working to receive the right wage for their work and not to be reliant on state hand-outs.
