I, too, saw that report, and I asked for further clarification of the material within it. I have been told that, for a force to have charged an alternative offence, the facts and the evidence must be extremely similar and must relate to the victim and the circumstances. I have also been told—although I have not dug into every single one of those cases—that some of the reporting that the right hon. Lady refers to may relate to historic sexual abuse and that may explain some of the figures.

Nearly 200 civil society organisations covering human trafficking, modern slavery, asylum and refugees have called on the Government to immediately withdraw the Illegal Migration Bill because, as it stands, it will breach multiple conventions and agreements in international law. Will the Attorney General work with her colleagues to revise, review and change these provisions, or is she happy to underline that hers is a lawbreaking Government?

As I said, there is a long-standing convention that means I cannot go into the legal advice that may or may not have been given. I can say simply that we do consider the Bill to be consistent with our international obligations.

I pay tribute to my hon. Friend for her work in this area; I know that she is a big campaigner on food security and the cost of food, particularly for her constituents. Again, we are working with the sector to try to help and support those who produce food in greenhouses. I recently had the privilege of visiting Thanet Earth in Kent, which is producing cucumbers, tomatoes and peppers for the UK market, linked to an energy supply plant from which it gets free heat and carbon dioxide to help with that process. There are opportunities to do that in the UK. Traditionally, in January and February we have procured tomatoes and cucumbers from north Africa and southern Europe, because the climate is much warmer there. Unfortunately, Morocco and southern Spain suffered a snow event, which led to some challenges in the supply chain.

Food prices have risen by over 18% in the past year. For people in my constituency on low wages, the underlying crisis being caused by that and, of course, the hidden cost of basic foodstuffs rising by two or three times that amount, is crushing. Contrary to what the Minister said, the London School of Economics put the price increases at the door of Brexit. Will he apologise for his Government’s actions and allow my constituents the same access to the single market as those in Northern Ireland?

As the hon. Gentleman will have heard earlier, food inflation is higher in Europe than in the UK for some products. He may well want to join back with his friends in Europe, but we have the very best and most robust supply chains. Brexit makes very little difference to that trading relationship. We are still importing products from our friends in Europe, as well as other parts of the world, and we are supporting UK producers to produce great food here, too.

It is a pleasure to serve under your chairmanship, Dame Angela. I congratulate the hon. Member for City of Chester (Christian Matheson) on securing a really important and timely debate on the situation that our farmers are facing just now. This is a time of real pressure for people working in the agricultural industry and the food sector, for lots of reasons. The hon. Member covered some themes that were repeated by other hon. Members: the cost of fertiliser, the cost of fuel, and farmers leaving the business. The theme progressed throughout the debate, and it would be well worth the Minister paying heed to the warnings that have been laid out very clearly in the Chamber. The Government fail to act to support farmers at their peril, given some of the issues that have come up.

The hon. Member for Strangford (Jim Shannon), who is a farmer himself, talked about the investment required by farmers. That is an experience that he has shared with me in conversations about his developments. Farmers have to make choices about investment, and quite often the money and reserves are not there for them to do so. There are ongoing costs. He talked about the importance of farming, which should be underlined: it is an important industry and an important business for people to be in. It supports us. He also talked about the need for investment in training and development, and for policies that take that forward. That is critical. We should look at farming as an essential career. That goes for all the nations of the UK: it should be considered as an essential industry and supported.

Another theme from the hon. Member for Strangford was the gap in world food production caused by the war. That is a pressure we must think about in relation to another recurring theme: food security. In her intervention, the hon. Member for Rutherglen and Hamilton West (Margaret Ferrier) talked about the need to think about vulnerable people’s access to food, and she is absolutely correct. When we have these high-level discussions about what is happening, we forget that the issue affects people in houses and homes across our communities, who are now facing previously untold hardship—things that they have not had to face in their lifetimes. That is happening right now. It is all part of the cause and effect that is in place here.

The hon. Member for Ceredigion (Ben Lake) talked about changing dietary habits, and he is absolutely correct. That is a complex matter. We need to talk about what we must encourage people to do; about what kind of healthy eating and supply we must look at in future. Another theme was pressure for raw materials leading to longer-term impacts, which again need to be taken into consideration. There must be a longer-term plan for dealing with that. He talked about farmers making reductions and repeated the theme of farmers leaving the industry.

Thank goodness somebody—the hon. Member for Wirral West (Margaret Greenwood)—raised the issue of climate change. It is an issue that we do not address enough in this Parliament—when I say “enough,” I am being very generous. It is another impact in the heady mix that we have to pay some attention to. We had record temperatures yesterday and houses burning as a result. This is something we are living with now, and hon. Members should be talking about it all the time. It is another impact that farmers are having to deal with; they are seeing changes to their environments, their farms and their livestock, with different ways of having to manage them. Again, that brings costs and puts pressures on the industry, including whether the farmers have the will to keeping working in it sometimes.

The hon. Member for Wirral West also talked about domestic food production declining—a theme I will come back to—rising prices for energy, feed and fuel; and the significant cuts to support that have been imposed on farmers over the past decade or so of austerity. Those are all important themes.

The Scottish Government are aware and are acting where they can, but the UK Government have a duty to act to safeguard domestic food security by supporting farmers, producers and consumers. I repeat that the Minister should take this warning and speak to colleagues about abandoning the laissez-faire policy on trade deals and protecting domestic food production.

The hon. Member for City of Chester brought up the effect of labour shortages. It seems to have gone quiet but it is a real effect. It is a Brexit-induced problem. We have a mad rush for dodgy deals with New Zealand and Australia, which are going to impact farmers directly. It is not just my opinion that it will harm the farming and food sector; it is also the opinion of the National Farmers Union of Scotland, the National Farmers Union, trade experts, academics and the UK Government’s own departmental advice about the deals. However, they are still going to impose it on farmers on this isle.

We have talked about the cost of fertiliser—which has trebled—the cost of feed and energy, and farmers selling off livestock and cutting production. As a consequence of Brexit, UK farmers are set to miss out on access to a proposed €1.5 billion emergency fund. The UK Government were warned before this crisis that their policies are undermining domestic production of food and forcing reliance on more food imports, and the New Zealand and Australia deals do not help that. As we have heard, UK food self-sufficiency is now below 60%. A couple of decades ago it was 80%. That is a red flashing warning light about what is happening. Food security must not be considered a thing of the past.

The UK Government must now correct their course and deliver a UK food security fund proportional to what UK farmers would have received as part of the EU, to be administered by the devolved Governments. Failure to do so in the face of denying financial powers for the Scottish Government to act, such as simple borrowing powers, only reinforces the glaring need for Scotland to have the full powers of independence in order to protect our own farmers and food sector where this place fails, and continues to fail. Unless there is a change in course, it will continue to fail farmers across the nations of the UK.

We already know that if the period of disruption that we are witnessing is extended, European consumers will seek alternative suppliers and will be unlikely to return to Scottish suppliers. When asked how long it will take to sort the problems, the Secretary of State’s ministerial colleague, the hon. Member for Banff and Buchan (David Duguid), said on the radio this morning, “How long is a piece of string?” Does the Secretary of State think that that is an acceptable answer for an industry that is facing what it describes as a “catastrophe”?

It does not say much about the self-proclaimed world leader in climate change that there are no definitive proposals in the Queen’s Speech on this subject. We still await a long overdue White Paper on energy policy. We need to recognise that it was a Tory Government who pulled the plug on carbon capture at Peterhead, but meanwhile, all 2050 zero emissions projections rely on carbon capture.

My hon. Friend is talking about carbon capture. Does he agree that, instead of wasting billions of pounds of the public’s money on new nuclear, the Government should be investing in projects like St Fergus, which in a very few years could be storing at least 5.7 gigatonnes of carbon, or 150 times Scotland’s 2016 emissions?

I agree wholeheartedly. The Government should be moving heaven and earth to get these carbon capture schemes up and running, making use of redundant North sea oil assets and taking advantage of the skills base in the oil and gas industry, which can be transferred over. It is ridiculous that we have a nuclear sector deal but no sector deal for marine or tidal energy. There should be a focus on those too.

This is a Government who continue to block onshore wind. At the last auction, offshore wind was £40 per megawatt-hour, so it is madness not to allow onshore wind to bid in the contracts for difference auction process. A RenewableUK report by Vivid Economics estimates that new onshore wind projects in Scotland will create more than 2,000 jobs by 2035, so why did the previous Scottish Secretary fail Scotland by blocking those jobs and that investment in environmentally friendly projects?

Meanwhile, as my hon. Friend the Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry) said, this Government still have a nuclear obsession. Hinkley has a strike rate of £92.50 per megawatt-hour for a 35-year concession. It is sucking money away from other projects that will count towards tackling climate change. Given that the UK Government pledged to respond to the National Infrastructure Commission this autumn, I hope a Minister will confirm that they will take on board the recommendation of abandoning new nuclear in favour of renewables.

With onshore and offshore prices at an all-time low, it is time that the UK Government considered the UK supply chain when it comes to the licensing process of the CfD auctions. Rather than concentrating on price only, bids should also be considered in terms of quality and added value if using local suppliers. Not only could that allow greater continuity of work for yards such as BiFab and suppliers such as CS Wind in Campbeltown, but it avoids the absurdness of bringing kit in from around the world when we are trying to clamp down on climate change and emissions.

Another National Infrastructure Commission recommendation is that there should be an energy efficiency infrastructure programme, which it is estimated could reduce home energy demand by up to 25%. Scotland already has an energy efficiency programme, with the programme and energy advice set-ups complemented by not only the industry but the third sector. Wales is also doing its bit. When will the UK Government invest directly in home energy efficiency measures?

Heat accounts for approximately one third of greenhouse gas emissions, which shows not only the value of energy efficiency measures but the need for a long-overdue strategy to decarbonise heat. I co-chaired a cross-party inquiry that produced a report on heat decarbonisation. I have the report here, printed by Policy Connect and Carbon Connect. I really recommend it to the House, because it contains recommendations that the Government will have to adopt.

Another simple measure related to transport is the introduction of E10 fuels. Cars are designed to run on E10, and the Department for Transport estimates that it reduces vehicle CO2 emissions by 2%, so why prevaricate? The Government should get on with it and make it mandatory.

Our environment can be improved with tree planting. The Scottish Government lead the way on that, and it is another measure that the UK Government need to step up to the plate on. Scotland has the most ambitious targets in the world with regard to climate change. We cannot afford to be dragged down by the UK Government’s inaction.

My hon. Friend reasserts the vital point that were the EU for any reason in 2019 to behave contrary to our long-term interests, it would also be contrary to its long-term interests. I agree that the opportunities available to us after the transition deal are critical and that we must secure them. That has meant accepting a sub-optimal outcome in the deal, but it is only for an additional 12 months, and we must keep our eyes on the prize.

Far from providing “a sea of opportunity”—to use the Secretary of State’s own words—all this deal does is underline, as the Heath, Thatcher and Major Governments did before, that the Tories are happy to throw Scotland’s fishing industry over the side. Is it not time that he and his Scottish Tory sprats were also discarded?

Again, I note that questions from the Scottish nationalist Benches have contained more mentions of the Scottish Tory leader and bad puns than adherence to either science or economics. The SNP will have to do better than name calling and joke making if it is ever to be taken seriously as a defender of the interests of Scottish fishermen.

It is a pleasure to serve under your chairmanship, Mr Bone. I congratulate the hon. Member for Brecon and Radnorshire (Chris Davies) on securing such an important debate and delivering such a fine speech, full of detail about the works of the Scottish Government and how well we are doing. It is very much appreciated. He mentioned his constituency interest in the forestry and timber industries, and I have a similar interest. Forestry and timber have deep roots in my constituency. Indeed, the tree family is part of our family tree there. [Interruption.] It gets worse—but I do want to change tack and be serious, because the industry is an important part of the economy; and the family aspect is important, because there is great potential for our young people when they are building careers.

When we grow trees in my constituency, we grow careers for people who want a rewarding job. I am keen for girls and young women in particular to take up the opportunities. We take forestry seriously—not least because I share my constituency area with the Forestry Minister in the Scottish Government, Fergus Ewing. However, forestry is also seen as a major developing industry in the highlands. That growth and development can happen only if we have a responsible commitment to sustainability. The Scottish Government see great potential in forestry, and consider it an excellent area in which to get young people involved; but it must be supported and developed, and I know that they are committed to taking their good work to greater heights.

The headquarters of Forest Enterprise Scotland is in my constituency, in Inverness. It is responsible for managing Scotland’s national forest estate and contributes to what I would call the local five-a-day of our economy—health, wellbeing, education, community development and protecting our natural and cultural heritage. Its work has the potential to benefit not only my constituents but all the people in Scotland, and beyond.

The Scottish School of Forestry, Inverness College, University of the Highlands and Islands, is the principal institution for forestry training and education in Scotland. We have a good reputation locally for providing successful forest managers in both the public and private sectors of the industry. The school acquired its sites from the Forestry Commission in 1972 and sits in its own 10-hectare woodland. It is the only forestry training provider to deliver higher and further education in its own practical training environment.

Among the area’s timber industries is Gordon Timber, in Nairn, which was founded in 1862. Since the late 1880s it has been managed by four generations of the same family, and is now recognised as one of the top sawmilling companies in the UK. The BSW Timber sawmill in Boat of Garten is a major employer in the area, and our plant contributes significantly to the local economy. BSW Timber was founded in 1848 and is the UK’s biggest sawmiller. It employs more than 1,000 people across seven locations, four of which are in Scotland.

Norbord, in Inverness, was the first manufacturer of oriented strand board in Europe. It was also the first OSB plant in Europe to receive Forest Stewardship Council accreditation, demonstrating commitment to the environment. Production at Inverness and Genk combines to make Norbord one of the largest OSB producers in Europe. Earlier this year, the Canadian company Norbord announced that it plans to invest up to £95 million in its wood panel factory near Inverness.

The final business I want to mention is MAKAR at Loch Ness, which has established a progressive timber-based design and build system that is rooted in the resources of Scotland. It has honed its knowledge of modern construction methods to get the optimum performance from home-grown timber. Not only does that reduce the carbon footprint of MAKAR’s buildings; it stimulates a regional industry that feeds investment into the economy. It is important that we support tree planting in Scotland, and note the wise words of the hon. Member for Brecon and Radnorshire about investing in the future.

Forestry is a devolved matter within the UK, and Scottish Ministers already direct domestic Scottish forest policy. However, domestic forestry is heavily influenced by EU policies and regulations, and co-financed funding is received for Scotland’s rural development programme. The Scottish National party in government has created the most ambitious planting target in the UK. England and Wales have annual targets of 5,000 hectares and 1,000 hectares respectively. Our target is 10,000 hectares. Scotland created 83% of all new woodland in the UK in 2015-16, so there is considerable development in tree planting in Scotland.

A recent report for the Forestry Commission assessed the potential role of UK forestry in combating climate change. Forestry Commission Scotland recently published its climate change action plan, setting out the action it intends to take to increase the contribution of Scottish forestry to the response to the challenges of climate change. The plan focuses on five key areas: protecting and managing existing forests; woodland creation, including energy crops; adapting to climate change, with a major focus on countering fragmentation through forest habitat networks; sustainably produced wood for energy and construction; and reducing the forestry sector’s carbon footprint, for example through improved timber transport infrastructure. Planning authorities should therefore consider the contribution that trees, woodland and forestry can make to local strategies in their efforts to adapt to climate change.

My hon. Friend has talked about climate change and sustainability, which is what tree planting is all about. Is it not crazy that the Government currently provide renewable subsidies for biomass energy, which is completely contradictory to sustainability and tackling climate change?

My hon. Friend makes the point clearly. I certainly agree that there is a nonsensical approach to renewable energy policy in the UK at the moment, which should be reviewed.

I want to go on to the issues facing the forestry sector. Given that the Scottish forestry sector receives vital support from the EU, the Scottish Government are focused on continuing investment in the sector to ensure economic growth, so that the reckless gamble of Brexit does not impact on that vital Scottish industry. The Scottish rural development programme, which is funded via the EU, provides vital support for the Scottish forestry sector and rural communities.

One of the main threats of Brexit is to confidence in the sector and to levels of woodland creation, and the long-term impact that will have on timber supplies to the domestic processing sector. New planting by the private sector is particularly sensitive to confidence about the availability of SRDP grant support in one to two years’ time and wider uncertainty in investment and land markets. I would like to hear reassurance from the Minister that the UK Government are taking steps regarding the future availability of forestry grants and that mitigation will be provided on that issue.

It is of extreme importance to reassure investors that Scotland is open for business, in both planting and investment in the processing sector. Timber processing has expanded significantly in the past 10 years. The Scottish Government have held two summits with the forestry sector to listen to its concerns and ambitions for the future of forestry in Scotland. EU referendum issues were discussed indirectly, with regard to securing future funding for woodland creation grants; even there, the EU is important.

Our Rural Economy Minister, Fergus Ewing, has met with leading representatives of forestry management and investment companies to provide reassurance that the Scottish Government are committed to seeing the forestry sector thrive. Currently, the forestry sector enjoys zero or low tariffs on trade within the EU, so it is vital that there is a level playing field with other parts of the European Union. Support industries, such as forest nurseries, are very sensitive to sudden dips in demand, and even a short-term fall in planting could put some Scottish nurseries at risk.

As I said, the SNP has created the most ambitious planting target in the UK, at 10,000 hectares a year, and Scotland created 83% of all new woodland in the UK in 2015-16. Since the forestry grant scheme opened in April 2015, more than 1,000 applications, worth £45 million, have been submitted, including for more than 8,500 hectares of woodland creation. Of that, 4,300 hectares of woodland creation, with a value of around £23 million, has been approved.

This issue is very important. I am grateful to the hon. Member for Brecon and Radnorshire for securing the debate and allowing it to be discussed. We are approaching Christmas, and it is important to end on the right tone. Christmas trees are an important seasonal part of Scotland’s rural economy. Scotland’s forests provide homes for wildlife, as my hon. Friend the Member for Angus (Mike Weir) mentioned, as well as places for recreation, and they help to reduce the impact of climate change and flooding.

To underline the importance of the industry, the First Minister has encouraged people to support Scotland’s rural economy this Christmas by buying home-grown Christmas trees. Two Norway spruce trees, grown by Highfield Forestry in Beauly—right on the edge of my constituency, in an area I used to cover as a local councillor—were delivered to the First Minister’s official residence, Bute House. Let us hope that tree planting and the timber industry in Scotland and the UK have a very happy new year. We wait to hear the answers on how that will be delivered.

It is a great pleasure to serve under your chairmanship, Mr Bone. I congratulate my hon. Friend the Member for Brecon and Radnorshire (Chris Davies) on securing this debate. He does an excellent job chairing the all-party group on forestry.

Here we are, having this debate in Westminster Hall, and we can look around and see the timber not only in this room but in Westminster Hall itself and the oaks that were used to build that huge roof. Oaks were cut down over the years to build our fleet, when we went across the world and did various things. I will not go into the details of everything we did, but much was successful, although others may not say so. Over that period, we naturally cut down a great deal of oak forest. World wars then had their effect, and we set up the Forestry Commission after the first world war to plant a great number of trees.

Yesterday, we took evidence in the Select Committee on Environment, Food and Rural Affairs as part of our forestry inquiry. The one great plea made on grants was to bring back the one-stop shop. People are finding that when they apply for grants, they have to go through Natural England and the Rural Payments Agency and deal with DEFRA. It seems to be taking up to a couple of years to get a grant through, which is just not acceptable. Now, as we look to reform after leaving the European Union, there is much we can do with that grant scheme to make it simpler and more encouraging for landowners to plant trees.

Our Scottish friends who are here are to be congratulated, but I want to prick their bubble just a tiny bit. Some land in the UK is much more suitable than other parts for planting trees, and other land may produce 4 tonnes of wheat per acre. Some of their land in Scotland may not produce 4 tonnes of wheat per acre, so the competition for that land between crops and trees is not quite so great as elsewhere. In the north of England and Wales, there is much land that will be very good for forests, where we can create a crop—we must remember that it is a crop.

I declare an interest: I am a farmer. I do not have a big farm. If I choose to plant trees on my farm, I lock them in for one, two, three or perhaps four generations. If someone has only a small farm, they may not want to do that. I am sure the Minister is aware of that. There is a way we can manage forests: we can have large forests, perhaps on some of the marginal land. We can have deciduous trees and conifers, perhaps with strips of deciduous trees around the edges. We can make it much more accessible to the public and aesthetically beautiful and still have a crop—we must remember that timber is also a crop.

Half the time, what puts a lot of landowners off planting trees is that when they do so, a lot of the population then say, “Over our dead bodies will you cut down any of those trees.” However, trees are a living crop. They grow and mature, and then we use them for building our houses. That is all great, and it is all part of forestry, which we sometimes forget.

Yes, the hon. Gentleman makes a fair point, but the issue is not just EU grants; it is how we deal with grants after we leave the EU. If we have the right mindset, we could produce a better grant scheme. If a percentage of better quality land further south in England where good crops can be grown is taken for trees, we will have to have a system to reward landowners for doing that. Otherwise, they will naturally decide to continue to grow other crops. Trees may be grown for aesthetic, conservation, and recreation reasons. Major forests may provide recreation, but that may also be done around our cities and highly populated areas. The great challenge for a grant system and support is to get people to plant in those areas, which is what I am keen to see.

Points have been made about climate change and the need to plant more trees to absorb carbon, as well as to stop flooding. That applies not just on marginal and steep land. In areas of run-off where intensive crops are grown, planting strips of woodland stops flooding and soil erosion. We can do an awful lot and we do not have to follow the common agricultural policy. I do not want future Governments to say, “We can’t do this.” We can do it if we look at it sensibly.

It is a pleasure to serve under your chairmanship, Sir Roger. I congratulate my hon. Friend the Member for East Kilbride, Strathaven and Lesmahagow (Dr Cameron) on securing this important debate. As I have indicated, unfortunately I will have to leave before the end of the summing up due to a ministerial meeting, but I would like to underline and back up the comments so far about this trade.

It is impossible not to have an emotional reaction when seeing a puppy. They give us a warm feeling and we are automatically attracted to them so they are easy to sell. It is also easy to blind others with barriers against how they have come to be available for sale. One has only to look on the internet to see the booming business of so-called designer puppies and young dogs. It has never been easier to buy a puppy.

Despite that, puppy farming has been illegal in the UK since the 1970s. Scotland has taken additional steps through our Licensing of Animal Dealers (Young Cats and Young Dogs) (Scotland) Regulations 2009 to restrict further the sale of young cats and dogs and to ensure the welfare of any puppies that pass through a dealer. From 6 April this year, it will be compulsory for all dog owners in Scotland to microchip their dogs.

I agree with the hon. Member for Southend West (Sir David Amess) about designer dogs, which is a growing issue. Dogs should be bred for the benefit of dogs, not for fashion. Mixed breeds, such as Jack Russell terriers crossed with pugs, which are called “Jugs”, may sound attractive, but are not necessarily a good thing. The consequences of mixing different genes will come through in time, perhaps with serious health problems and defects resulting in high vet bills, which owners may struggle to meet, not to mention the long-term suffering the dog might endure. I disagree with the hon. Gentleman about the benefits of being in the European Union, because last month it introduced new resolutions to end the illegal trafficking of pets. That is a direct benefit us being in the EU.

The RSPCA received over 3,500 calls about puppy farms in 2015, which is a 122% increase from five years ago. Many were from people complaining that their puppies had become ill after they had been bought. The RSPCA claims that criminal gangs can earn £2 million annually from the puppy trade. That is also a cost to the taxpayer. A puppy farmer’s main objective is profit. As we have been told, to maximise their profit, they typically separate puppies from their mothers too early, and keep the dogs and puppies they breed in insanitary conditions.

Does the hon. Gentleman agree that we also need to target some of the big breeders? As he rightly said, this issue is not just about welfare, but about organised crime. A targeted approach by DEFRA and other agencies, targeting some of the big breeders, would make big inroads into the issue.

I thank the hon. Gentleman for his intervention. I agree that there should be some targeting and, if it is not possible to get these people on other things, perhaps the Al Capone principle should come into effect and we should catch them for tax evasion.

As I was saying, the breeders breed the puppies in insanitary conditions and fail to follow breed-specific health schemes or to apply basic, routine health measures such as immunisation and worming. As a result, puppies bred by puppy farmers are more likely to suffer common, preventable infectious diseases, painful or chronic inherited conditions, behavioural issues because of poor early socialisation, and shorter life spans. According to Battersea dogs home, fewer than 12% of puppies born in Great Britain every year are bred by licensed breeders; 88% of puppies born in the UK are born to unlicensed breeders.

The Kennel Club has asked the Scottish Government to endorse its assured breeders scheme and to prohibit the sale of puppies in pet shops. Can the hon. Gentleman give us a view on what the Scottish Government will do to respond to that?

I would have to look in detail at that, but I can say that pet shops do have to be licensed and they now account for fewer than 5% of puppies sold. I am sure that, as part of the consultation, further measures will be taken. It is important to say that there is a common purpose here across the piece. We do not necessarily need to make this a party political issue. There are issues on which we agree about the welfare of puppies and other young animals and about the long-term welfare of the families who are looking after them as well. We can come together across the political divide on this issue, and I am sure that there will be a warm reception for any suggestions that can improve our ability to clamp down on this illegal trade.

Puppy farms are places where dogs are often bred in filthy conditions and, as I said, with very little human contact. Female dogs, or dams, are often discarded when they are unfit to breed anymore. As we have heard, a dam may be forced to have litter after litter of puppies, even though the recommendation is for only two to four. That can be quite a traumatic experience for the animals involved.

There needs to be a focus on Government help to fund rehoming centres, such as Dogs Trust and Battersea, which are actively working to end illegal breeding. It should be illegal for a puppy to be taken from its mother before the age of eight weeks. There should be stricter licensing by local authorities. Online adverts absolutely should carry the details of the licence, and we must continue to inform and educate people that puppy farms and the illegal importation of puppies will result in a generation of pets that are likely to have health problems and to suffer in the long term.

I am delighted to be visiting Northney in January to taste the ice cream with my hon. Friend. That might seem unseasonal, but I am sure it will be very nice. I am pleased to say that supermarkets are responding to the massive demand for British dairy. Marks and Spencer is moving from 80% to 100% of its cheddar being British, and Tesco has made a commitment that from early next year 100% of its own-brand yogurt will be sourced in Britain.

T3. In 2012, the then Secretary of State for Energy and Climate Change stated that in addition to the environmental benefit, the UK Government expected carbon capture and storage expertise and products to be worth £6.5 billion to the UK economy by the end of the next decade. What economic analysis has been made of the effect of abandoning the carbon capture and storage competition?
