Shipping is a significant contributor to carbon emissions and pollution around the world. We all know that change is coming, but investment and incentives are required now, so what support will the Secretary of State’s Department provide to those in our maritime and shipping sectors as part of the Government’s commitment to moving towards net zero shipping?

That is absolutely right. The shipping industry is one of the harder to decarbonise areas of the economy. However, technologies such as hydrogen have a big part to play, so this Government are putting a lot of research and development investment behind hydrogen in particular with a view to shipping. We have just announced the Teesside hydrogen hub, the country’s first, to help develop more of those technologies, and the hon. Gentleman will not be disappointed by our ambition through our transport decarbonisation plan.

It is a pleasure to serve under your chairmanship, Mr Bone. I thank the right hon. Member for Orkney and Shetland (Mr Carmichael) for raising these aviation safety issues. The level of detail in his remarks shows how important the issue is for his constituency. His speech dealt almost entirely with local issues, but I am sure the House recognises that he collects more air miles than any other Member, given the location of his constituency.

I want to touch on some other matters relating to airport and aviation safety. I hope the Minister will cover them and give some reassurance in his summing up. First, with Brexit, the UK left the EU last Friday. I certainly hope that does not mean the UK will throw the baby out with the bathwater and no longer align its aviation structures and safety measures with those of the EU. Coronavirus, the failure of Thomas Cook and the growth of drone technology demonstrate the importance of aviation safety and regulation to protect services and passengers. There is no reason why the UK Government should not match the EU in seeking aviation safety and security provisions that are “as stringent as possible”. We should therefore seek as close an alignment as possible with the EU on such matters.

It would be totally unacceptable for flight safety to be put at risk because of the Government’s view on Europe after Brexit, or because the Government had some rigid view about non-alignment in matters of airline and aviation safety. The European Commission said that a deal with the UK on a future post-Brexit relationship should secure aviation safety and security provisions that are, as I said, “as stringent as possible.”

According to the 33-page paper outlining the draft negotiating directives, the negotiations could give British-registered airlines so-called fifth freedom rights, which allow airlines to fly to a foreign country and then onward to a third destination,

“taking into account the geographical proximity of the United Kingdom”.

However, the document also notes that

“the United Kingdom, as a non-member of the Union, cannot have the same rights and enjoy the same benefits”

as those countries that are members—that is, the EU27.

Similarly, on road haulage, the same document states that the deal

“should establish open market access for bilateral road freight transport,”

but that UK truckers will not secure the same rights to unrestricted operations when, for example, a trucker undertakes multiple trips within a foreign country. On all such matters, there remains an awful lot to work to do. The current timeframe, which envisages negotiations being concluded and the outcome ratified by the end of 2020, is still a big ask. We on this side of the Chamber are concerned that the Conservative Government have still not ruled out a no-deal Brexit, which would not only put co-operation on aviation safety at risk, but be a huge problem for, and pose a huge threat to, our economy.

On a different theme, the ease of air travel means that people can travel across continents and through time zones in hours, when such journeys might have taken days or weeks a few years ago. The coronavirus, for example, has been categorised as a global health emergency by the World Health Organisation. The death toll in China has increased to 361—higher than during the severe acute respiratory syndrome outbreak—with the total number of cases now above 17,000. Cases have been reported worldwide, including in Canada, the UK, Australia, Germany and Japan. As we know, last weekend 11 UK nationals were flown back from the outbreak’s epicentre in China.

From a world health perspective, air travel means that viruses can be even more easily transmitted worldwide. I hope that the Minister can say a few reassuring words about the actions that the Government are taking, especially during this most recent outbreak, and about the work that is being done with airlines, airport security, world health organisations and, indeed, our own NHS services locally to assure passengers that every step has been taken to make their travel as safe as possible.

The other point I want to make concerns drones. Since the launch of a mandatory national registration scheme in November last year, drone users in the UK must sit an online test and pay a £9 annual fee or face a fine. The Civil Aviation Authority expects 130,000 people to sign up. The scheme was announced following public concern in 2017, when drone usage was all the rage. Such usage included everything from prison drug smuggling to potential collisions with planes.

Analysts from Barclays estimate that the global commercial drone market will grow tenfold from $4 billion in 2018 to $40 billion in four years’ time, so it is vital that this area of UK policy can adapt and change with speed. That is especially relevant given that we are still getting news of reported drone sightings. I think a recent flight was stopped at Gatwick airport last year.

This year, the Department for Transport published its response to the consultation on future drone legislation. The report confirms that the Government intend to legislate to give the police more powers to tackle drone misuse, including the power to issue on-the-spot fines and to better protect airports by extending the area around airport runways in which drones are banned from being flown. The Air Traffic Management and Unmanned Aircraft Bill was announced in the recent Queen’s Speech, and it is currently progressing through the House of Lords. Again, I ask the Minister to give us some reassurances that the legal framework is future-proofed, and that any wider policies can be kept up to date as the drone market grows in the coming years, as it undoubtedly will.

On some of the specific issues raised by the right hon. Member for Orkney and Shetland, there is no doubt that the recent position of Highlands and Islands Airports Ltd has been of real concern. For those who do not live in the highlands and islands, the airport services that it provides are genuine lifelines, allowing people to access health services or see members of their family, and allowing companies to do business.

I agree with the right hon. Member about the sheer professionalism of the CAA, which I am certain would never allow the installation of infrastructure that was not absolutely safe or fit for purpose. I hope that he will work with other highland MPs, such as my hon. Friend the Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry), within whose constituency the airport sits. I am sure that my hon. Friend would be more than willing to share his experiences as a regular user, and as a local MP receiving feedback from his constituents.

Of course, we have done so; we have all been briefed together about this matter. I can tell the hon. Gentleman that the concerns that I have expressed today are exactly those held by the Member for Na h-Eileanan an Iar (Angus Brendan MacNeil). I do not anticipate much disruption to services in the constituency of the hon. Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry), because there is only one airport in his constituency: the one in Inverness, which will have control. Does the hon. Member for Dunfermline and West Fife (Douglas Chapman) agree that, rather than leaving it to the CAA, it would be preferable if there were more rigour from the board of Highlands and Islands Airports Ltd and the Scottish Transport Minister?

Absolutely. The right hon. Member makes a strong point. Obviously, he and his constituents are living with the situation daily, and I absolutely respect his point of view, but I think it is about getting round the table and trying to work out feasible and practical solutions to some of the problems that Highlands and Islands Airports Ltd faces. I am sure that Scottish National party Members who represent highland and island constituencies would be more than happy to be involved in that. As he says, some of those discussions have already taken place.

I look forward to the Minister’s comments on some of the issues that I have raised. I hope that he can give us some reassurance that the high standards in airport safety that we all expect will be maintained.

In this House on 16 May, I raised the issue of the sustainability of Thomas Cook following a Brexit-related trading warning. The ministerial response at that point reeked of complacency on stilts. What discussions have taken place between the Government and Thomas Cook during this period, and what actions were agreed between the Government and Thomas Cook to avoid the company’s collapse?

The CAA holds a large part of the duty of ensuring the sustainability of an airline. In fact, it would have been responsible for renewing the airline’s licence at the beginning of October, so it was keeping a close eye on things. The Department will—latterly, as things got much more serious, particularly through the later profit warnings—have become increasingly involved. I was made aware at some point after I joined the Department of the difficulties that the company may have been in. Of course, everyone was hoping that the airline would be rescued, and there were very serious and full talks in place to rescue it. The problem for anyone commenting on such things is that they can precipitate exactly the thing they are trying to avoid.

The hon. Gentleman is arguing for the abolition of Transport for Greater Manchester, Nexus, and all the rest. Transport for London oversees the buses, and runs metro rail systems and its local Overground rail system. Those powers already exist in the cities of the north, and the hon. Gentleman appears to argue that those cities should lose those powers, which should be moved to Transport for the North. I do not think that is the right thing to do.

I do not know whether anyone on the Government Front Bench managed to get to the electric scooter demonstration yesterday that was provided by Bird, but such initiatives can encourage a modal shift and get people out of their cars. Will the Minister consider legislation to open up the use of electric scooters on our roads, and help us to achieve our climate change targets?

We of course continue to look very carefully at all the potential implications of different Brexit scenarios. What I would say to the hon. Gentleman is that passengers from this country go on holiday around the world, not just in the European Union, and they do not end up waiting for five hours at airports. The reality is that those countries and those airports want British tourists and they will work to make sure that that is possible.

We received three compliant bids, all of which we judged acceptable and accepted. Two of them were from major operators that will provide around 90% of the capacity, plus there was this small additional contract. Should we choose to return to the market, there is also potential interest in the provision of extra capacity. I hope we will not need that, because I hope that we will have a proper deal come next week.

It has certainly been an “I see no ships” sort of week, but what consideration has the Secretary of State given to utilising ports in other parts of the UK—namely, the high-exporting country of Scotland? I hear really good things about the potential for a Rosyth-Zeebrugge ferry link, for which potential ships have actually been identified. Is not Scotland losing out? How can we realise Scotland’s potential in this Brexit fiasco?

I appreciate that the Scottish National party does not support Brexit and, indeed, would like to do everything it can to stop Brexit, but we will work to make sure that every part of the United Kingdom, including Scotland, is able to continue to trade freely around the world and gain from the benefits that will be achieved in this country in a post-Brexit world.

I am grateful for the question. As the hon. Gentleman will be aware, the study of the A19’s safety has already been completed and is being analysed at the moment. The £75 million to which he refers was not underspent; the whole fund was used for the 50 schemes that were applied for and was fully discharged for that.

The Government have been clear that they are open to ideas that deliver economic advantages in the UK. Section 100A of the Customs and Excise Management Act 1979 provides the legal basis for the designation of free zones by the Treasury and will continue to do so following the UK’s withdrawal from the EU. Applying for designation as a free zone will be a commercial decision to be taken by private port operators.

We are in uncharted waters as regards Brexit, and the danger is that Scottish exporters will not be able to access their European markets in the same way as they have done pre-Brexit. Does the Minister agree that this is the time to advantage ports such as Rosyth in my constituency and make sure that we have a strong ports sector in the future? Free ports would add into the benefits associated with doing that.

The cost and benefits of free port status will depend on the final outcome of the Brexit negotiations, but we in the Department are preparing for all outcomes. The hon. Gentleman will know that I will continue to work as hard as I can to ensure that our ports sector is promoted, and continues to be efficient and as competitive as possible.

It is really important, as other Members have pointed out, that we have a fair and equitable way of dealing with changes to flight paths. Nobody wants to see Edinburgh airport disadvantaged, as it gives a great boost to the local economy. How do we support an airport such as Edinburgh that obviously needs to grow, but at the same time have an honest and open discussion with an airport authority, or an airport company that has not been absolutely fantastic about doing local consultations? Does the hon. Lady agree that we need to work more closely with the airport to make sure that these consultations in future can be meaningful to the people they affect?

I thank the hon. Gentleman for his intervention. I recognise that this a matter of concern not just for my constituency, but for those of a number of others in this Chamber, including the hon. Member for Kirkcaldy and Cowdenbeath (Lesley Laird), who could not be present tonight, and the hon. Members for Linlithgow and East Falkirk (Martyn Day), and for Livingston (Hannah Bardell). Perhaps our experience with the airport has been different in some ways. Some of the communities have found that they have had more of the airport’s ear than others. That, I think, brings us back to the point of the hon. Member for Livingston that there needs to be a regulated process to ensure that, at the end of the day, everyone is happy with the outcome. Perhaps because of that, this is the third time that this process has been held up, causing different frustrations to each of us affected by it.

The first consultation exercise that I was aware of was in 2016, and that has since been followed up in 2017 and 2018. Since I was elected to this place, the flight path proposals have been a recurring theme in discussions with constituents and the airport itself. Since the proposals were lodged, the airport has been asked to look again at the impact on Cramond and now at the impact on Livingston because of what has been described to me as a “technical problem”—there needed to be another consultation because the impact on Livingston had changed.

I mentioned Cramond because it feels that it is perhaps most affected, subject as it is to 100% of aircraft movement—typically, 79% to 80% of the landings, at what has been measured at 650 feet directly above the homes there, take place over Cramond. In a recent consultation that I held with the local community, more than 700 people contacted me about their concerns about aircraft noise in particular, and especially at night. It is a strength of feeling that the airport, I think, does recognise. I have been speaking to the airport since then, as I am sure others have, about how to pursue a limit on the number of night-time flights and a cap on the traffic in and out of Edinburgh airport.

One key issue of that flight path exercise was to find a way ahead that would allow Edinburgh airport to continue its successful trajectory, which has seen it become Scotland’s busiest airport, while respecting and protecting the quality of life of its neighbours. It has not always been, as others have alluded to, a smooth relationship, but everyone involved would recognise that, through the consultations, the noise advisory board and the work within the communities, it is a relationship that can be both positive and productive for both sides. The majority of the airport’s proposals have been backed up by a robust process and community involvement, but, in these proposals, the airport is trying to look ahead to where it will be in 2024, and I cannot be alone in hoping that it does not take that long to come to a final decision. It is the hope of the airport, and I suspect the communities, that it will now be possible to move forward quickly on this decision—fast-track it, if you will—and prevent us from all having to go back to square one, creating more uncertainty, concern and stress for everyone involved, particularly the communities.

At this stage I ask that the Secretary of State to do whatever he can to protect both the wellbeing of the airport and the health and wellbeing of my constituents and others. We are asking not for the decision to be called in and taken by him, but for him to ensure that we get a final decision from those best placed to take it and the best outcome for all, without unnecessary delays and perhaps with an eye to a regulatory framework that might make it easier to come to these decisions in future, not just for Edinburgh but for other airports.

The hon. Lady has done a great job of crowbarring a much wider issue into a quite narrowly focused discussion about the flight paths into Edinburgh airport, but I can reassure her that the new agency, which is in the process of being set up, will have plenty of influence over the Government and its chair is being selected as we speak.

Edinburgh is the busiest airport in Scotland—we recognise that—and sixth busiest in the UK. In 2017, it handled over 128,000 aircraft movements and over 13 million passengers, representing 5% and 9% growth respectively on the previous year. At the same time, the airport facilitated the movement of over 20,000 tonnes of freight and 20,000 tonnes of airmail. In terms of connectivity, Edinburgh serves about 150 destinations. As the hon. Member for Edinburgh West will know, this year a number of new routes have been established, including to Washington DC with United Airlines, to Beijing with Hainan Airlines and to Dubai with Emirates. A new service to Philadelphia with American Airlines is scheduled to start next April. That connectivity provides essential links for families, holidaymakers and businesses.

The airport plays a critical role not only for the local community, through jobs and investment, but for Scotland and the whole UK. Indeed, 5,000 people work at Edinburgh airport, many of whom will be the hon. Lady’s constituents. A study by BiGGAR Economics published in March 2016 found that Edinburgh airport contributes nearly £1 billion to the Scottish economy every year and supports more than 23,000 jobs across the country. The report predicted that by 2020 the airport will be worth between £1.1 billion and £1.6 billion gross value added per year and would be supporting not 23,000, but 40,300 Scottish jobs.

Across the UK, the sector as a whole directly supports over 230,000 jobs, with many more employed indirectly, and contributes around £20 billion annually to the UK economy, with an inbound tourism industry across the UK that is worth a further £19 billion. Scotland, of course, has benefited very much from this increased tourism. In recent years, overseas visitor numbers to Scotland have increased sharply to about 3.2 million people in 2016, spending an estimated £2.8 billion. Many of these visitors will have used Edinburgh airport as their gateway to Scotland. I am sure that that would be a pleasurable experience not merely for them but for all travellers, because the airport has been named both as airport of the year at the national transport awards in London earlier this month and as Scottish airport of the year at the Scottish transport awards in June.

We all know the strengths and relative strengths of Edinburgh airport and what it gives to our local economy, but there is nevertheless a disconnect in the consultation process with regard to communities such as Inverkeithing and North Queensferry and other areas that other Members have mentioned. Surely, we, as communities, should be partners in the future of Edinburgh airport and its success, instead of being the very last consideration that the airport seems to make. What reassurances can the Minister give us that that situation might change?

Understandably, I am not going to comment on the process that has been involved because it is well laid out in statute and it is not appropriate for the Government to make comments specifically about the processes themselves. This is a devolved matter, of course, and one would expect the Scottish Government, working with the local communities involved and the local Members of Parliament, to put together a solution that has maximum benefit for the whole city, rather than seeking to beggar one’s neighbour by playing off one community against another. I think that mechanisms exist to address that.

I am sorry, but the hon. Lady has got this completely wrong. The Government have said or done nothing to imply that planes will be grounded and there will be no flights after we leave the European Union. I give the House the categorical assurance that flights are going to continue. Interestingly, those in the aviation industry who have been most vociferous about the risk of planes being grounded are now selling tickets for next summer and expanding the number of routes from the United Kingdom to the European Union next summer.

Post austerity and post Brexit, what additional funding might be used by the Government to invest in Scottish ports so as to allow more exports into Europe, our main market for food and drink?

Well, of course, a number of the Scottish ports are trust ports. I have been to the port in Montrose. I am very keen to see ports like that expand and I am working with a local Member of Parliament—a fantastic new Conservative Member of Parliament—to ensure that we provide the support and the opportunities for such ports to grow and develop.
