My right hon. Friend is exactly right. The greatest single act to support children’s mental health was welcoming them back into schools on 8 March. That was the single biggest act that anyone could have done to help every single child. [Interruption.] Opposition Members are shaking their heads. They would probably like a situation where schools remained empty and children just remained at home. We on the Government Benches recognise that the beneficial effects of education and children’s welfare are delivered by children being in school.

I know that the Secretary of State is familiar with Hull and knows about the educational challenges we faced in the city before covid. I just want to press him on whether he really believes that less than one hour of tutoring a fortnight over the next school year is really enough to make up for the 115 days of in-school teaching that children in Hull have missed this year.

The right hon. Lady is right to say that I know Hull very well, as my family come from Hull. I recognise that schools have faced great challenges, not just in the great city of Kingston upon Hull but right across the country. That is why our support for schools is not just about tutoring. She will be aware that there is so much evidence showing that small-group tutoring delivers some of the best educational catch-up and results of any intervention, in terms of money invested. Covid recovery support premium has gone out to schools, so they are able to build on further actions and interventions that they themselves can take to support children to catch up on the work they have missed.

We have already asked schools to participate, and I am happy to reiterate the endorsement of the project from the Dispatch Box and to encourage them to play their part in it.

How confident is the Secretary of State that children and young people in the care of local authorities are being protected from grooming gangs, and what discussions has he had with the Home Secretary about what more needs to be done to protect this group of young people?

I have regular discussions with the Home Secretary and across Government on this issue. It is vital that everything is done to address this. I know that this is something that is felt on both sides of the House. We will continue to put in all the resources and all the effort required to tackle this vital issue.

People will be required to follow the same regulations on both home-to-school transport and general public transport. The approach we have taken to bringing schools back has had safety at its very heart, making sure that classes are in small bubbles to ensure that we reduce the chances of transmission. We believe that such a cautious, phased approach is the right one.[Official Report, 15 June 2020, Vol. 677, c. 2MC.]

The Secretary of State has spent time in my constituency and will know that at least one in three children in my constituency live in poverty and are at risk of falling the furthest behind because of not being in school. It is clear that we need a strategic plan, just as the Government have had for the economy and with the same focus, but in the meantime it is really important that the Secretary of State commits today to a major campaign over the summer for catch-up education for children and to an urgent roll-out of the laptops he has promised. Finally, I wish he would address the issue of free school meal vouchers carrying on over the summer. Please, Secretary of State, think again about the callous decision that was made last week.

As I have stated previously, we are going to ensure that we look not just at children’s needs over the summer in terms of how they can take steps and work with schools so that they can catch up on the work that they have missed if they have not been able to sustain that learning at home. We are looking not only at the summer but much more over the longer term. We have never traditionally provided free school meals all the way through the summer, but the DWP has put in an extra £6.5 billion to support those families who are most vulnerable. We will continue to work with the DWP, the Ministry of Housing, Communities and Local Government and the Department for Environment, Food and Rural Affairs to continue to support those families who are most vulnerable.

May I pay tribute to schools and to Hull City Council, which has already been working on plans to deal with children who get free school meals in the event of schools closing? It is welcome that the Department for Education is now taking the lead on this, although obviously we need more detail. Would the Secretary of State feel able to make representations to the Treasury to take up the recommendation of the Child Poverty Action Group, which is suggesting that one way of getting extra money into families is to increase child benefit by £10—now?

I will certainly pass on that representation. I also thank Hull City Council for the work that it is doing to support schools and communities throughout the city of Kingston upon Hull.

What discussions has the Defence Secretary had with the Secretary of State for Health about identifying and resourcing the health needs of veterans in the NHS 10-year plan, which was published last week?

We have regular discussions with the Department of Health. We recognise that properly supporting veterans is not something that the Ministry of Defence can do on its own; something has to be done right across Government. That is why the creation of a veterans board, working across Government and bringing the Department of Health together with other Departments, is vital. As part of the veterans board, the Department of Health for England, as well as the devolved nations, is working on how we can enhance the support that we give to veterans.

What is clear is that if we want a party that will come to the defence of our armed forces, invest more money in our armed forces and ensure that we continue to keep a nuclear deterrent, it is the Conservative party that will always do that.

The Conservative party has a dogma about outsourcing everything possible to the private sector even when there are clear failures, as there are with the Capita contract around recruitment. So will the Secretary of State admit now that doing that is failing the armed forces and taxpayers?

We will always look at new models and new ideas for how to deliver the best services for our service personnel, which they rely on so much. We do use outsourcing, as the Labour Government previously did, and we will continue to do so, but we will continue to look at how we drive the best value and, most importantly, the best quality of service.

I take the opportunity to wish our team who are taking part in the Invictus games the very best. The Under-Secretary of State for Defence, my right hon. Friend the Member for Bournemouth East (Mr Ellwood), is currently in Sydney supporting them, so sadly is unable to be in the Chamber today.

As we approach the centenary of the end of the first world war and this year’s armistice commemorations, we remember all those who have fought and died in the service of this country. I hope that Members on both sides of the House will go to the thousands of events up and down the country to remember those who have lost their lives and pay tribute to our armed forces personnel, both current and former.

I concur with the Secretary of State’s comments.

I welcome the finalised deal for the nine Hawk aircraft being sold to Qatar. It is important for the employees at BAE Systems at Brough, for skilled local jobs and for flying the flag for British defence manufacturing, but there is more to do. What further support could the Government offer to win export orders for the Hawk in places such as Kuwait?

As was touched on earlier, we have held discussions with the Qatari Government about the order for nine Hawks. The Under-Secretary of State for Defence, my hon. Friend the Member for Pudsey (Stuart Andrew), was out in Kuwait furthering discussions about future orders for the Hawk. We will continue to work closely with BAE Systems to land more orders to sustain Brough.

I note my hon. Friend’s comments about the flexibility of the Royal Marines. She is right, but this applies not only to the Royal Marines but to the Parachute Regiment and to every part of the British Army, the Royal Navy, the Royal Air Force and the Royal Fleet Auxiliary. We saw how they stepped up at a moment’s notice in the Caribbean to deliver relief to tens of thousands of people, and we see them stepping up to the plate every year when tragedy hits different parts of the United Kingdom. We are very proud of that, and it is an essential part of what they do and will continue to do.

My constituents have raised with me the importance of sovereign capability—that is, retaining the ability to produce in this country the equipment that we need for our armed forces. What importance does the new Secretary of State put on that?

I put a great deal of importance on it. I want us, wherever we can, to purchase products that are manufactured here in Britain. We also have to look at manufacturing products that we can sell not just to the Ministry of Defence but right across the globe. The larger the product portfolio that we can sell to the Gulf, Europe and the United States, the better it will be for British industry.

I could not agree more with my hon. Friend. The British Army is the best in the world. What we want to do is recruit from every walk of life and every background; it does not matter where someone comes from, their sexuality or anything else. We want the best in our armed forces, and that is what we will achieve.

I welcome what the Secretary of State has said about his efforts to secure further Hawk orders. May I remind him that if we do not get those Hawk orders for BAE Systems and the jobs at Brough, his Department will not be able to renew the Red Arrows fleet, which flies Hawks, when the time comes?

I thank the hon. Lady for reminding me of that. We have, I believe, 75 Hawk aircraft, which the Red Arrows pull from and which are due to go until 2030. This is why we are working so hard to secure future orders for the Hawk aircraft and we will continue to do so going forward.

I think that I will refer that question to Treasury questions as something the Chancellor might like to take up.

While we are talking about the Chancellor, will the Defence Secretary say what he thinks about the fact that early last month the Chancellor is understood to have told defence chiefs that an army only needs 50,000 full-time professional soldiers?

As already touched on, there is an awful lot of speculation, and I am sure that much of it is not based on fact. The Chancellor was a great defender of the armed forces when he was Defence Secretary and is passionate about what they do. I am sure that that passion still burns in his heart today.
