With permission, Mr Speaker, I will answer Questions 1, 3, 8 and 11 together.
The threat level in Northern Ireland remains at severe, and we continue to work closely with our partners in the Police Service of Northern Ireland, the Northern Ireland Executive and the Irish Government to counter that threat. We are not complacent, and this Government remain totally committed to ensuring that the Chief Constable has the necessary resources to deal with the threat posed by those terrorist groups.
I am very grateful to the hon. Lady for that question, and as she knows we have put in very significant extra resources, with £200 million going in over the next four years, backed by the Executive putting in a further £45 million. In discussions with the PSNI, we are determined to bear down on those groups, which are dangerous, and we are not complacent about them.
To answer the hon. Lady’s question directly, we have slowed down the increase in such activity which we saw when we came into office, but there is definitely more work to do, and none of us should underestimate the danger that that small number of people represent not just to the police, but to people going about their everyday business.

Why does the Deputy Prime Minister support votes for violent prisoners but not for law-abiding 16 and 17-year-olds?

Commons ChamberThe hon. Gentleman makes a good point. Let me just point out two things that we have done that are totally in line with that, one of which is to lift 1 million people out of income tax altogether—that is a coalition commitment that we have been delivering on. The second thing, when it comes to tax credits, is that we have increased, over two years, by £290 the tax credits that go to the poorest families in our country. That is why we have managed to take difficult decisions—everyone knows we have had to take difficult decisions—without an increase in child poverty. In better economic times, under the previous Government, child poverty actually went up.
Q13. Bringing Siemens, manufacturing wind turbines, to the Humber is vital for jobs and a breakthrough on renewables, which will hopefully increase the UK industry in this area. Local councils and businesses are doing everything they can to attract Siemens to the area, but we face very strong foreign competition. Will this Government do what the last Government did and back this bid? Will the Prime Minister do everything he can to secure Siemens coming to Hull?
I absolutely agree with the hon. Lady for raising this issue. I think it is vital for the future of our economy and the future of the area that she represents. I met Members of Parliament from Humberside to discuss the issue. I have myself spoken to the head of Siemens about the importance of this investment going ahead. We are continuing the extra money going into ports to help the development of this industry and we back it all the way.

Commons Chamber1. What recent discussions he has had with the Director of Public Prosecutions on prosecution rates for cases involving allegations of trafficking of children.
None recently, but I can assure the hon. Lady that the DPP, the Law Officers, the Home Office—which I believe she shadows—and the Foreign and Commonwealth Office take the crime of human trafficking extremely seriously.
Can the Solicitor-General explain to me exactly how merging the Child Exploitation and Online Protection Centre into the national crime agency, against the advice of all the specialists in the field, will improve prosecution rates and the support given to victims of trafficking?
If Parliament permits its creation, the national crime agency will not come into operation until at least 2012-13. Meanwhile, CEOP and the other necessary agencies are working together to ensure that the crime of human trafficking, which the hon. Lady takes as seriously as we do, is properly borne down upon, and I can assure her that nothing will be done to impede the efforts of the prosecuting authorities in that regard.

Commons ChamberI congratulate my hon. Friend on the fantastic work she is doing with that organisation, which is tackling natal depression and perinatal problems. The central Government compact already provides for multi-year funding whenever that is appropriate. Local compacts are a matter for local decision, but I strongly encourage her county council to offer a multi-year contract, if that is at all possible.
T7. How many mutuals does the Minister expect to support through his Department next year, and will he be making a further statement on the mutual pathfinder?
We know that there is growing enthusiasm for public sector workers to come together to form employee-led co-operatives or mutuals to carry out and deliver public services. All the evidence shows that they deliver huge increases in productivity and better public services at lower cost, and I hope that the hon. Lady will give her full support—

Commons Chamber1. What discussions he has had with ministerial colleagues on the provision of specialist domestic and sexual violence services to support prosecutions involving allegations of such offences.
I have not held specific discussions with ministerial colleagues on the provision of domestic and sexual violence services to support prosecutions. The Solicitor-General is a member of the inter-ministerial group on violence against women and girls, which is responsible for monitoring progress against its action plan. This action plan identifies the importance of support for victims of violence against women.
I know that the Attorney-General has recognised the importance of specialist services in pushing up prosecution rates. Does he share my concern about the cuts to these services up and down the country? If so, what is he doing about it?
It is worth bearing in mind the fact that the Department for Communities and Local Government has secured £6.5 billion of funding for the Supporting People programme, which will include accommodation for vulnerable people, including domestic violence victims, over the next four years. That equates to an average annual reduction over the four years of less than 1% in cash terms. In addition, I can reassure the hon. Lady that the issue continues to be a high priority for the Crown Prosecution Service and the police. The evidence to date suggests that despite the difficult financial climate, the success rate for prosecuting this type of offence continues to improve.

Commons ChamberProcesses are already in place to vet what Ministers and former Ministers do after they leave both ministerial office and this House. My hon. Friend makes a good point, and those matters are being looked into and kept under review. I am sure that he will continue pressing that point in his usual vigorous way.
T1. If he will make a statement on his departmental responsibilities.
As Deputy Prime Minister, I support the Prime Minister on the full range of Government policy and initiatives. Within government, I take special responsibility for the Government’s programme of political and constitutional reform.
Mindful of the difficulties that the right hon. Gentleman’s rushed proposals for the AV referendum, muddled with the equally rushed boundary changes, are having in the other place, what persuaded him to insist on an electoral system that was not in his manifesto, while abandoning promises that were in his manifesto, such as votes at 16, the 3,000 more police officers and the scrapping of tuition fees?
I am glad to say that the Church does not generally find difficulties in the recruitment of stipendiary clergy. Of course, it is for each diocese to decide how to organise parishes into benefices. I am told by the dioceses of Ripon and Leeds and of York that they do not have difficulty filling rural stipendiary posts. Clearly, the clergy find these appointments satisfying and rewarding.
7. What assessment the Church of England has made of the likely requirement for provincial episcopal visitors following the entry into force of any legislation enabling the consecration of women bishops.
Provincial episcopal visitors operate under the terms of the Act of Synod, which will be rescinded if the draft legislation to enable women to become bishops is approved and brought into force. It will on any basis be at least two more years before that stage is reached and there remain important questions about how suitable episcopal oversight will be provided under the new legislation and associated code of practice for those with theological difficulties over the ordination of women.
Given the general climate of cutting costs and removing superfluous posts, if the welcome reform of women bishops is going to happen soon, which I hope it will, should not the new flying bishops be grounded now?
The provincial episcopal visitors are there under the Act of Synod. Under the Act of Synod, the archbishop is expected to take steps to secure the appointment of up to two additional suffragans in his diocese to act as provincial episcopal visitors. As I have explained, even if the Synod gives final approval to the draft legislation, the Act of Synod will remain in place for some time to come. We must keep faith with all sorts of different groups in the Church of England until there is a final decision on women bishops within the Church.

Commons ChamberAbsolutely. That is a hugely important point. Everything I have learned over the past two years suggests that for many organisations the whole process of applying for and reporting public money is a bureaucratic nightmare—often totally disproportionate to the sums involved. Changing that is fundamental to the reform of commissioning and procurement that we are undertaking.
4. What assessment he has made of the likely effects of the outcomes of the comprehensive spending review on voluntary sector organisations over the spending review period.
Our programme of structural reform is opening up huge new opportunities for all sorts of voluntary and community sector organisations to take part in the delivery of public services. In the hon. Lady’s constituency, City Health Care Partnerships—which, I understand, is an employee-led spin-out from the health service—is providing health visitors, district nurses, pain clinics and a range of other services. That is an admirable example of what can be done, and we hope that it will be replicated in other parts of the country.
What message would the Minister send to the Hull Families Project, which is based in Orchard Park, given that £160 million of regeneration funds were stripped from that community on Monday, and to the Hull Churches Home from Hospital Service, which fears that the local authority and the NHS will cut its budget? What message does that send about the coalition Government’s real approach to disadvantaged communities?
The hon. Lady knows that the coalition Government have protected the NHS budget, for the very reason that we regard it as a priority. She may also know that the public health White Paper, which is on the way, will announce our proposals—already well foreshadowed—on the health premium. The health premium will specifically benefit those who are improving public health locally, and will organise funding so that it most benefits the most disadvantaged parts of the country, thus dealing with the precise points that the hon. Lady raises.

Commons ChamberMy hon. Friend makes an extremely good point, and it goes to the heart of the point that my hon. Friend the Member for Daventry (Chris Heaton-Harris) made. When the Chancellor of the Exchequer, the Financial Secretary to the Treasury, I and others negotiate in Europe, I am extremely conscious of the fact that some of the directives coming out of the European Commission on alternative investments, such as the Larosière proposals on finance, have the potential to do great damage to the UK, and we do have to make sure that we use our negotiating muscle on the things that make the most difference to us. That is very important. Rather than focusing on things that might sound good from this Dispatch Box, let us focus on the things that make a difference to the great businesses of our country.
In the light of the estimated 20,000 job losses among police officers in this country, how many officers does the Prime Minister think could be employed by the 2.9% increase that he has conceded?

Commons ChamberMy right hon. and learned Friend and I are always happy to consider suggestions of that nature, but the legislation would have to be amended by the Secretary of State for Justice and his team. Another point to bear in mind is that members of the public often contact us outside the 28-day limit and we cannot consider sentences, even if they are, in theory, reparable, if they are brought to our attention after 28 days.
Is the Solicitor-General concerned about the plans of the Ministry of Justice to reduce prison numbers and does he think it will result in more claims regarding unduly lenient sentences being presented to his Department?
