In the immediate future, people will still be needed to carry out that co-ordinating work, and the Government are funding such provision through the official receiver. In the longer term, it will depend upon exactly how the provision of public services takes place in respect of the various services currently looked after by the Sheffield centre.

Bosses at Carillion took steps to protect their £4 million-worth of bonuses shortly before £600 million was wiped off the share values of the company, and with Persimmon recently awarding an obscene bonus to its chief executive, is it not time for this Government to take action on the culture of excessive bonuses at the public expense, and especially, in this case, on rewarding failure?

In respect of Carillion it is perfectly within the scope of both the official receiver and the Pensions Regulator to look at those actions taken by either current or previous directors and, if they are persuaded by evidence, to impose quite stringent penalties upon those people.

We will ensure that Government functions are increasingly spread throughout the UK and not just in the capital. The Government are reviewing the location of all arm’s length bodies to help to drive growth across the nation, and we will ensure that the east midlands is fully considered as a possible location.

T4. Next week, the Government’s consultation on the contaminated blood scandal will close. As the Department of Health is an implicated party, many people are refusing to take part in the consultation. Will the Cabinet Office now take immediate control of the consultation, because otherwise the rules of natural justice will be offended?

I would hope that the European Union would recognise the benefit of our security relationship and the relationship we have on matters of counter-terrorism, as well as on law enforcement and criminal justice more widely. That relationship is in both our interests, and I hope the EU recognises its importance.

Will the Prime Minister say which particular elements of full membership of the single market she thinks should not apply in any transitional arrangements?

As I have said, being a full member of the single market is indivisible from full membership of the customs union, free movement and the complete jurisdiction of the European Court of Justice. We will be negotiating an implementation period and the arrangements on which we are able to operate. We will negotiate those as a country that will no longer be a member of the European Union.

The hon. Gentleman will be aware of the action that we have taken here in the United Kingdom to support our steel industry. The last G20 took the decision that the Global Forum would be the basis on which work will be done internationally to look at this issue of excess capacity in steel. That has not worked as well as people had hoped when it was set up under the Chinese presidency, but it is exactly that that we want to see, along with a ministerial meeting to look at excess steel capacity later this year.

My hon. Friend makes an important point. It is right that we recognise the role that post offices play in rural communities, and not only in places such as Camelford and St Minver in his constituency, but in the constituencies of other hon. Members. We have invested more than £2 billion in the network up to 2018. The number of post offices is actually at its most stable for decades. But he is absolutely right. I urge the Post Office to make it as easy as possible for shops that want to take over postal services to be able to do so.

Some 2,400 people have died as a result of the NHS contaminated blood scandal—more than Hillsborough and all the other disasters over the previous few decades put together. On 25 April, the former right hon. Member for Leigh presented compelling evidence to Parliament of a criminal cover-up on an industrial scale, so will the Prime Minister now do the right thing and order a public inquiry for the whole United Kingdom?

The hon. Lady raises an important issue. I know that Members’ thoughts will be with all those who have been affected by this terrible tragedy of contaminated blood. Serious allegations have been made, and Ministers at the Department of Health will obviously look at information that has been brought to the House. If any hon. Member has any further information or evidence that they believe is important, it should go to Ministers so that they can properly investigate it. We are providing more compensation than any previous Government, and we committed £125 million extra funding last July for those affected by the contaminated blood tragedy. The Department of Health will look at any new evidence that is brought forward.

I am pleased that this issue is one of the first to be addressed in the negotiations. I hope and believe that there is goodwill on both sides to recognise the importance of this issue for citizens both here and in the remaining 27 European Union member states. I cannot give a timeline, because, obviously, there are aspects that still need to be negotiated, and the European Union has said that nothing is agreed until everything is agreed. I hope that we will be able to give final reassurance to citizens at an earlier stage.

The Prime Minister has said that she wants to see the removal of serious and persistent criminals from the UK, and I am sure that we would all agree with that. Will she say a little bit more about how she intends to do that, bearing in mind that she failed to do it in the six or seven years when she was Home Secretary?

I have to say to the hon. Lady that her portrayal of what happened during the time that I was Home Secretary, and indeed since, is not correct. A significant number of persistent and serious criminals were removed from the United Kingdom. The basis on which it is possible to do that for people who are here as European Union citizens of course is subject to slightly different rules than that for others, and once we are out of the European Union we will be able to adjust that.

I point out to the hon. lady that over that period—indeed, over her period in the House—unemployment has consistently fallen in her area, as in other areas, until it has now reached its lowest level since the mid-1970s. I would have thought she would welcome that; more of her constituents are in work than ever before.

Why do this Government not do the right thing and deal with these women who have no option but to travel from Northern Ireland to seek termination services in England, Scotland and Wales? Why do the Government, of whom the First Secretary is a leading member, not do the right thing and say that those women should not be charged for accessing NHS services, which, as taxpayers, they contribute to through the tax they pay on their wages?

The hon. Lady knows that the NHS is a devolved function in the devolved Administrations, so if we accept the logic of devolution, this is clearly a political issue for the people of Northern Ireland.

If the decision is made, in conjunction with the fire and rescue service, that work needs to be done on those tower blocks, there will be a discussion between the authority and the Department for Communities and Local Government about how that work can be undertaken and the provision of resources for that work.

I know that the Prime Minister believes that politicians should be accountable for their actions or their inactions. On that basis, has she told the leader of Kensington and Chelsea Council that he should go because of the appalling way in which this tragedy has been handled?

I have had a conversation with the leader of Kensington and Chelsea Council. I told him that he needed to ensure that residents, victims and survivors of this terrible disaster were being given the help and support they need. We have now added more help and support to ensure that that is happening on the ground.

It is for ACOBA to make recommendations and conditions. Indeed, it often enforces conditions. In the period leading up to 2010 and just after, only 12 of the 43 Ministers who made applications to take outside employment were allowed to do so without conditions, so ACOBA is able to provide conditions. It is for the committee to judge specifically in this case how it feels that the process has been undertaken. It will do so after taking into account all the evidence. It will publish its decision on the internet very soon, and the hon. Lady will be able to see it, as will everyone else.

Many people will think that parliamentarians should have sufficient life experience before they enter this place, but does the Minister believe that there should be an upper limit on the number of outside jobs that MPs are allowed to take?

The Committee on Standards in Public Life is considering that, and it is entirely right that the House should also do so. One reason why colleagues on both sides of the House have identified this issue of politicians being held in low esteem is to do with the culture that has grown up over the past 13, 14 or 15 years of Governments giving immediate answers to stories in the press just to show that they are ahead of some media game. That is not the way to get faith in politics or trust in politicians. We need to be considerate and deliberative, and to think carefully about the problems in front of us. Members of the House should discuss this matter dispassionately, calmly and with dignity in the weeks and months ahead, and come to a conclusion, to which the Government will listen.

My hon. Friend has just shown the cross-party concern that there is on the issue of child abuse and child sexual exploitation. It is absolutely right, as she says, that we are able to look into the abuses and crimes of the past. We will need to learn important lessons from that as to why institutions that were supposed to protect children failed to do so. It is for the authorities in Telford to look specifically at how they wish to address those issues in Telford, but I am sure that my right hon. Friend the Home Secretary has heard my hon. Friend’s comments and that she will want to take that up with her.

Q15. Following the successful Hillsborough independent panel, will the Prime Minister consider setting up a similar review of the biggest treatment disaster in the history of the NHS, namely the contaminated blood scandal? Victims are still waiting for answers and justice 35 years on. (906353)

The hon. Lady obviously raises a very important point in relation to contaminated blood. I will take it away and consider it. Obviously, she will know the reasons and background that led to the Hillsborough independent panel, but I recognise people’s concerns about contaminated blood and will consider the point that she has made.
