Russia and China are involved in the current framework of United Nations sanctions, which is approved by the UN Security Council, including by Russia and China. It is important that we do not have the impression that those countries are not concerned about this subject or that they have not been helpful on many occasions. It is true that we would go further, however. In the light of the IAEA report we will certainly want to focus minds on this subject, including in Moscow and Beijing, so there will be further discussions with both countries.

Does the Foreign Secretary agree that all women doctors should be released from Bahraini prisons, that all our parliamentary colleagues in Bahrain should be able to resume their functions, and that all Ministers who sanctioned torture a few months ago should be placed on trial? We do not need to wait for a whitewash report before he can say yes on all three points.

We want human rights to be fully respected in Bahrain. It is wrong of the right hon. Gentleman to say in advance of the report that it is a whitewash. We will be able to see whether it is or not and to form our own judgment. It is wrong of him to form his judgment before its publication. It is best to respond to such things after their publication. In the meantime, we will of course continue to advocate to the Bahraini Government that they should have the maximum respect for the human rights of their citizens, just as we would expect in this country.

I have to tell my hon. and learned Friend that it made very little difference indeed in practice, in part because the EU itself was divided. When we had to pursue a military campaign and the need arose for quick political decisions, it was individual member states’ Foreign Ministries, Defence staffs and intelligence agencies who made the decisions and took things forward. The EU has an important role to play in helping to rebuild Libya and integrate it into the wider community of nations.

Will the Minister confirm that on every working morning at the UN and all its agencies there is a co-ordination meeting of all the EU ambassadors, including the UK’s, and that when they decide to speak with one voice they have far more impact than a cacophony of 27 different voices? We have to stop appeasing the “Mad-Eye Moodys” who hate anything to do with the European Union; and when we can speak as one, we should speak as one.

I beg to move,

That this House calls upon the Government to introduce a Bill in the next session of Parliament to provide for the holding of a national referendum on whether the United Kingdom should

(a) remain a member of the European Union on the current terms;

(b) leave the European Union; or

(c) re-negotiate the terms of its membership in order to create a new relationship based on trade and co-operation.

The motion stands in my name and those of many other right hon. and hon. Members.

I must start by thanking the Backbench Business Committee for providing time for today’s debate. It is an historic debate, and the amount of interest generated in advance of it has surely put beyond any doubt the fact that the public are concerned about this matter. It fully vindicates the establishment of the Committee, and its decision to facilitate the debate. I thank my hon. Friends the Members for Basildon and Billericay (Mr Baron), for Christchurch (Mr Chope), for Clacton (Mr Carswell), for Rochester and Strood (Mark Reckless) and for Wycombe (Steve Baker), along with many others, for their tireless work and support from the very outset. With the leave of the House, my hon. Friend the Member for Wellingborough (Mr Bone) will briefly wind up the debate.

The motion reflects the wishes of the hundreds of thousands of people who have signed petitions calling for a referendum on the United Kingdom’s future relationship with the European Union. Opinion polls clearly show that millions of others agree with them: in fact, the vast majority of the British people want a vote in a referendum. The arguments for and against the United Kingdom’s membership of the European Union can wait until a future referendum campaign. The motion that is before us today simply paves the way for a referendum to be held on some future, as yet unspecified, date. Therefore, any argument that now is not the right time for a referendum to be held is, quite frankly, irrelevant. Even if the motion is passed today, a referendum is likely to be years away.

One reason for people’s increasing concern about our membership of the European Union is the growing sense that this country, indeed this Parliament, is becoming ever more impotent as more and more decisions are taken in Brussels and then passed down to the United Kingdom to implement, whether we like it or not.

I want to mention one very important example of that from my constituency of Bury North. Before the last general election, the Conservatives pledged that if we won the election we would keep open the children’s department, including the maternity ward and special care baby unit, at Fairfield hospital in Bury, which was scheduled to close under Labour’s plans. Sadly, despite that pledge, and despite massive local opposition to the closure plans, these vital services are still destined to close, and one of the driving forces behind the closure plans is the effect of the European working time directive. Thousands of my constituents feel completely let down, and even at this late stage I urge the Government to keep that pre-election pledge and to ensure these services are retained at Fairfield hospital.

Two weeks ago at the Inverclyde Royal hospital, 23-year-old doctor Lauren Connelly died in a car crash. All her colleagues believe that that was a result of her having worked exhaustingly long hours. We should not mock the working time directive. Although it is sometimes improperly applied in the UK, it is also saving the lives of doctors and patients.

I believe it is for this Parliament to decide what rules and regulations should be taken up.

The voters know that the tentacles of the European Union intrude into ever more areas of our national life. Understandably, they are saddened—and, indeed, disillusioned—at being fobbed off, as they see it, by the political elite, who always seem to find a reason to stop them having their say.

More than a decade ago, my right hon. Friend the Foreign Secretary coined the phrase, “We want to be in Europe, but not run by Europe.” The sad fact is that since then we have increasingly become run by Europe. I and millions of others in this country want to be in Britain, and run by Britain.

More than 36 years have passed since anyone had the chance to have their say on this crucial matter, and in that time not a single power has ever been repatriated. I suspect that for some in this House there will never be a right time for a referendum on this issue, but I think that, by anybody’s standards, nearly four decades is quite long enough to wait.

Moreover, almost two thirds of the people of the United Kingdom have never had the opportunity to vote on this issue. Indeed, figures supplied by the House of Commons Library show that approximately 8 million of the people who voted yes to continuing our membership of the Common Market back in 1975 are still alive today. That is just 16% of the current voting age population, leaving a staggering 84% who have never voted in favour of Britain’s continued membership of the European Economic Community.

Is it now the Foreign Secretary’s view, and that of the Prime Minister, as he seemed to indicate in his statement, that we should have had a referendum in 1985 on Mrs Thatcher’s Single European Act?

I have just stated my view, which is that all the treaties of the past 20 years would have been caught by the 2011 Act and that there would have been a referendum.

Secondly, we have negotiated far harder and far more effectively on the European budget, in which the increases proposed have been totally unacceptable to this country. Working with France and Germany, the Prime Minister has achieved a sharp reduction in the EU’s budget increase and a united demand for a real-terms freeze in the seven years from 2014 without making any concessions of our own.

Thirdly, we have used and will use any treaty change asked for by others to protect and advance our own national interest. The Prime Minister has secured agreement that, in return for accepting a legal basis for the European stability mechanism, Britain will no longer be liable for future eurozone bail-outs through article 122—a liability that the previous Government agreed to in their dying days.

It was the hon. Gentleman’s own Prime Minister who went to Brussels last year asserting that there was going to be no rise in the European budget but left having voted in favour of a rise.

Can my right hon. Friend confirm that under Margaret Thatcher the CAP took 70% of the EEC-EU budgets, but that that figure is now less than 40%, and that under John Major the EU budget was 1.23% of European gross domestic product, but that it is now 1%? It is not perfect, but reform goes on all the time, and I wish the Foreign Secretary well as he continues those reforms. But do not live with these myths.

I concur with the bipartisan character of that intervention. The Prime Minister’s isolation results directly from the sad truth that in recent weeks the Government seem to have spent more time negotiating with the people from whom we have just heard.

I had no real background in politics when I was elected in 2005. I had been a soldier and a television reporter. In fact, I had never even been into the House of Commons Chamber.

A couple of days before the House sat for the first time after the election, I wandered into the Members’ Lobby and chatted to one of the security guards, who let me into the Chamber. It was dark, and I started to think about the historic things that had happened here. I thought of Winston Churchill leading Members out of the House to St Margaret’s church to give thanks for the end of the second world war. And then I asked myself, “Why are you thinking about yourself and how clever you are to have got here?” Actually, this was about the thousands of voters in Gravesend, Northfleet and the villages who had allowed me to overturn quite a healthy Labour majority and replace it with a pretty tiny Conservative one.

Did any of us imagine when we made our acceptance speeches at the counts that Members of Parliament would be slagged off to quite the degree that they are now? My mother does not like to tell people that I am a Member of Parliament, because of the response that she receives when she does.

It may have something to do with the fact that she lives in the north of Scotland.

This country developed and exported the simple idea that laws ought not to be made unless they were made by the people’s elected representatives, but it seems from some of the e-mails that I have been receiving over the last three days that some of our constituents are quite close to giving up on that notion. Why is that? We hear the reason every time we meet our constituents. “You are all the same,” they tell us. “You will say anything to get elected.” One of the things on which I have agreed with them over the past seven years is that we should have a referendum at some point, and, in my view, we need to completely rewire our relationship with Europe. We need to be in Europe, not run by Europe.

What we are taking about today is not just Britain’s relationship with the European Union, but the authority and legitimacy of this Chamber. During the last Parliament, my right hon. Friend the Prime Minister was one of the leaders of all three parties who expressed the view that we should have a referendum on Europe.

I cannot give way again, as I do not want to lose any time. The right hon. Gentleman may well have a chance to speak later on.

Many Members on both sides of the House—including some representing Northern Ireland constituencies—are hiding their views on the euro now. They are shy about letting the people know what they truly believe about it. I am glad that our party has been entirely consistent and principled on that, and that our position has been vindicated.

There are clear reasons for calling a referendum. It is clear that the vast majority of the people of the United Kingdom want a referendum; that is their settled will. Moreover, 36 years have passed since the people have had a chance to deliver a verdict. This is also clearly not a party political issue; rather, it is a constitutional one. Members on both sides of the House hold different views, too, as this is a matter that transcends party allegiance. The people must therefore have their say.

It is nonsense to talk about a referendum being a distraction. The EU and all its works go to the heart of decision making on all aspects of policy in this House and in Government. We must therefore have a chance to deliver our verdict on how the relationship between Europe and the United Kingdom should evolve. Moreover, the crisis in the eurozone and the consequent move to create a tighter fiscal union among its 17 members will have a direct and profound impact on the United Kingdom. That is going to happen, and the Prime Minister has indicated that there is likely to be a treaty change. Therefore, despite the argument advanced by the Foreign Secretary that now is not the right time, it is clear that we are going to have a referendum.

The Foreign Secretary listed the occasions on which he advanced the argument for a referendum. I am glad he did so on those occasions, but I am sorry that he is not advancing that argument now, and that when he did so in the past, there was no talk about a referendum being a distraction and about uncertainty for business. The Conservative party was saying very clearly that it was right to have a referendum. Why, therefore, is now suddenly not the right time?

The crisis in the eurozone offers an opportunity for the British people to be given their say, and we must grasp it. It will be scandalous if the people are denied that chance. We are told that that was not in the manifesto, but that argument does not wash, because a referendum on the alternative vote was not in the manifesto either, yet a referendum on that was inflicted on the people of the United Kingdom.

The Foreign Secretary also claimed that there was a danger that opportunities would be lost if we were distracted by having a referendum, but why should that be the case? Why would we not have the opportunity to continue to advance our case in Europe at the same time as laying the groundwork for a referendum, which he and the Prime Minister admit is likely to be on the cards fairly soon anyway? It is better that we take that into our own hands by making the preparations now, so that we give the people of this country what they want: a referendum.

I am grateful to my hon. Friend for his welcome for this move. On Bahrain, there is no evidence of British-made equipment being used in that way. He will be aware that we revoked export licences to Bahrain to try to make sure of that for the future. The review points the way to being able to make such decisions at earlier stages if enough is known about a situation. The internal report gives advice to Ministers and contains commercial information, so I do not envisage publishing it, although I have published its conclusions. As I indicated in the written ministerial statement, I am open to taking further measures and to further consideration of the matter.

We support the Foreign Secretary when he condemns Gaddafi’s torture in Libya and Bashar Assad’s torture in Syria. Why will he not condemn the al-Khalifa family’s torture in Bahrain? Is he aware that the senior police officers who were suspended for that torture have been reinstated? Women doctors should not be put in prison after a fake trial. If that happened in Burma or Zimbabwe, the Foreign Secretary would be straight out there calling for their release. Instead of welcoming an announcement and attaching great importance to it, will the Foreign Secretary say from the Dispatch Box that these women should be freed this afternoon?

I think that I have been very clear in what I have said about that matter. I do not think that the Bahraini Government are in any doubt about our views on these issues; I expressed them forcefully to the Bahraini ambassador last week. They must not miss the opportunity that is there with the report on 30 October. The difference between Bahrain and Libya is that a political process is alive in Bahrain. The only way forward for Bahrain is for that political process to succeed and for an accommodation to be reached between its Shi’a and Sunni communities. That is a different situation from the one that prevailed in Libya six months ago.

No, I am sorry; I must make progress.

I wish to discuss Kashmiris’ rights to life, liberty and democratic self-determination, and to connect those issues. My Kashmiri constituents have brought to me allegations that I scarcely believed of killing, mass murder, rape, brutality and arbitrary detention. Having visited Mumbai and found India a mature country with a sophisticated democracy and institutions modelled after our own, I found those allegations hard to believe, yet the Foreign and Commonwealth Office’s human rights report of May 2011 confirmed that reports of human rights abuses on both sides of the line of control in Kashmir continued in 2010. Indian Prime Minister Singh has said that human rights violations by security forces in Kashmir will not be tolerated and he has instructed security forces to respect human rights. We must hope that his words are honoured by those in Kashmir.

Human Rights Watch this year called for a repeal of India’s Armed Forces (Special Powers) Act. It says that soldiers found responsible for serious human rights violations remain unaccountable because of immunity provided under that law. There might be propaganda on both sides—indeed, I am sure there is—but no one should allow themselves to believe that allegations of human rights abuses in Kashmir are unfounded.

On a point of order, Mr Deputy Speaker. I have just received a communication from an Indian paper called Daijiworld. The headline reads, “India reacts strongly to British parliamentary debate on Kashmir”. We have not even had the debate and already a parliamentary democracy is telling us that we should not be having it. That is not quite a point of order, but this really is an insult from the Indian journalists who say we should not even be debating this in our own House of Commons.

Kashmir is the forgotten tragedy of the contemporary world. No other people has suffered such pain, such loss, such despair, and, worst of all, such a sense that their demands for justice are being ignored by the rest of the world. Here in the House of Commons we need to face up to our failures.

The first failure was the disastrous handling of the end of British imperialism in India. The second was the refusal of both India and Pakistan to abide by UN resolution 47, which stated:

“the final disposition of the State of Jammu and Kashmir will be made in accordance with the will of the people expressed through the democratic method of a free and impartial plebiscite conducted under the auspices of the United Nations.”

That resolution was adopted in 1948; 63 years later, it has still not been implemented. The third failure is the refusal of successive British Prime Ministers and Foreign Secretaries of all parties to accept that Britain has an historical duty to work to allow the Kashmiri people to be free of the oppression under which they live.

Kashmir is not a faraway country of which we know nothing. The British Kashmiri community is now nearly 1 million strong and is part of the warp and weft of today’s Britain, just as in the past Huguenots, Jews, Poles and Irish people came with their culture, faith, languages and ways of life and became part of our island nation. I think of many dear friends in Rotherham, such as Councillor Jahangir Akhtar, Councillor Shaukat Ali, Councillor Mahroof Hussain, Mrs Parveen Quereshi, and Lord Nazir Ahmed in the other place, as well as friends in Tinsley and Sheffield, who have educated me on the problem of Kashmir.

According to Amnesty International and Human Rights Watch—irreproachable international organisations—as many as 100,000 Kashmiri Muslims have died since the end of the 1980s. That is a far higher death toll of Muslims than all of those killed in middle east conflicts in recent decades. Whereas the middle east conflict gets limitless geopolitical Government and media attention, the much great death toll in Kashmir is ignored. The United Nations Commission on Human Rights reports that 1.5 million refugees have been forced over the years to seek asylum across the border in Pakistan or Azad Kashmir.

In December last year, I wrote to the Foreign Secretary after receiving a report from the International Committee of the Red Cross. Its officials interviewed under private conditions 1,296 people held by India. Among them 498 had suffered torture from electricity; 381 had been suspended from the ceiling; 294 had muscles crushed in their legs by prison personnel sitting on a bar placed across their thighs; 181 had their legs stretched by being “split 180 degrees”; and 302 “sexual” cases were reported involving rape or sexual assault. The ICRC stated:

“The abuse always takes place in the presence of officers”

from India.

There is a serious problem in that this is the first debate dedicated to this subject in my 17 years in the House. I very much respect the Under-Secretary of State for Foreign and Commonwealth Affairs, the hon. Member for North East Bedfordshire (Alistair Burt), but Ministers have not raised this issue at a sufficiently high level. I hope that the Minister can assure the House that the Foreign Secretary will raise that recent Red Cross report with India at the Commonwealth Heads of Government conference next month.

A few years ago the world was shocked at the death of 8,000 European Muslims in Srebrenica and the sight of 250,000 Kosovan Muslims fleeing from Serb troops. Why has there been silence on 1.5 million Kashmiris being forced out of their homes or up to 100,000 Muslims killed by Indian forces?

Just before he was elected, President Obama made the correct connection, noting that there would be no solution in Afghanistan without change in Pakistan, but he added that Pakistan needed help from India to resolve the Kashmir question. Afghanistan, Pakistan, India—the API triangle that lies at the heart of any future for this vital world region. Sadly, once in office President Obama dropped India, out of his desire to see movement and, as a result, got no movement at all, despite the best efforts of the late Richard Holbrooke. India is part of the problem, as is Pakistan. India must be part of the solution, as must Pakistan. Until the global community faces down India’s refusal to accept responsibility for its actions in Kashmir, there will be no peace in the region. It is time to break the silence that grips British Ministers.

I am sure my right hon. Friend agrees that members of the British Kashmiri community, many of whom are watching from the Gallery and elsewhere, will be delighted that we are having this debate, but it will not be worthwhile if it does not result in action by our Government to try to secure peace in that part of the world.

My hon. Friend is right. We do not want a curtain of silence to fall at 6 o’clock, when the Minister sits down at the end of his winding-up speech. This debate must be the beginning, not the end, of Britain finally accepting our responsibilities on behalf of our fellow British citizens for the great wrongs that have been done in Kashmir.

Britain might feel that it has no locus standi on Kashmir—as a former Minister I remember those discussions in the Foreign Office, and on this issue I have only respect for the current Foreign Office team—in which case, let the Government ask the European Union to set up a fact-finding mission to report on human rights abuses in Kashmir. Perhaps we could ask respected world leaders, such as the former US President, Jimmy Carter, or the former Finnish President, Martti Ahtisaari, both Nobel peace prize winners, to mediate between Pakistan and India on Kashmir, while fully respecting the rights of the people of Kashmir, because this question must not be settled above their heads between New Delhi and Islamabad. Senator Mitchell’s intervention in Northern Ireland was extremely important in helping to bring peace there. Peace in Kashmir would be a Nobel peace prize worth striving for.

Direct British rule in the Indian subcontinent lasted a mere 89 years, from 1858 to 1947. The denial of the rights of the people of Kashmir has so far lasted 63 years. Britain should do more to help find a solution and tell truth to power in both India and Pakistan.

It is an incredible honour and privilege to open and close the debate today. It has been a debate on the most exquisitely sensitive of subjects, and I think that Members on both sides of the House have at least sought to be even-handed. I know that some Members perhaps felt that the balance swung one way or another, but I think today we can all be proud of Parliament. As happens so often, I found myself agreeing with the hon. Members for Luton North (Kelvin Hopkins) and for Luton South (Gavin Shuker). I find myself recognising that although we in this House often disagree on means, we so often agree on ends. The right hon. Member for Rotherham (Mr MacShane) made a passionate call for action—a call that I confess I did not have the courage to make. I congratulate him on making it.

My hon. Friend the Member for Colne Valley (Jason McCartney) reflected powerfully on his visit to Kashmir, and my hon. Friend the Member for Burton (Andrew Griffiths), in talking about his long involvement, demonstrated his passionate commitment to the issue. The hon. Member for Brent North (Barry Gardiner) and my hon. Friend the Member for Harrow East (Bob Blackman) mounted a passionate and even-handed defence of India. The hon. Member for Brent North was absolutely right to talk about the structure of the resolution. In the end, in this House and elsewhere we need to move away from fault and look at how prosperity, peace and progress can be delivered for people, wherever they may be. I am proud of Parliament today because we have represented all our constituents in the best possible way.

On a point of order, Mr Speaker. Is it in order to ask you, sir, to pay a tribute on our behalf to Sir Malcolm Jack, as he rises for the last time in the chair as chief Clerk of this our House of Commons? That funny triangle of you, Sir Malcolm and his colleagues is one that the public do not know much about, but I certainly pay tribute to the fact that Sir Malcolm has been a constant source of advice, friendly help and courteous consideration. I am sure that his successor will be every bit as good.

Sir Malcolm is an expert on Portugal and has written a very fine book on it, which I can recommend to everybody who wants to understand mediaeval and renaissance Portuguese history—undoubtedly very helpful as he tries to steer his way through our Standing Orders and “Erskine May”. I invite you, Mr Speaker, as one of the last acts of this two-week session, to say just a word of thanks to him on behalf of all of us.

I am grateful to the right hon. Gentleman for his point of order. I endorse every word that he has just uttered, and I am delighted indeed to volunteer on behalf of the House the tribute sought by him.

Malcolm Jack has served this House with dedication, passion and intellectual flair for 44 years. His is a quite outstanding track record of selfless public service in the interest of Parliament and of the country. It has been a superb record. Malcolm is a brilliant man, not given to issuing press releases to advertise the fact. He rejoices in helping the House, he has exceptional interpersonal skills and he commands the loyalty, respect and affection of literally thousands of people who work in the House and who observe the House from outside. As he retires, he will do so with the affection and goodwill of everyone who works here, and we hope that he has a long, healthy, happy and, I suspect, very industrious and enterprising retirement.

The Croatian Government have met the conditions laid down by the Commission and supported by member states, but the European Council also agreed when it concluded accession negotiations that there should be a further stage of pre-accession monitoring to ensure that the Croatian authorities’ commitments to reform are still delivered in practice.

We look forward to the Commission’s report on Serbia’s progress on economic and political reform, which is due in December. Although the arrest of Mr Mladic was an important step forward, it does not remove the need for Serbia to do everything else with regard to internal reform and addressing regional co-operation to meet the terms of EU accession.

On that very point, while welcoming the EU-brokered talks between Serbia and Kosovo, does the Minister share my disappointment that immediately afterwards President Tadic called for the partition of Kosovo? Serbia is also meddling in Bosnia and Montenegro as if it still controlled Serb regions in those countries. Does he agree that Serbia has to be told that it must accept Kosovo’s right to nation statehood and recognise Kosovo, and that that is a sine qua non for British acceptance of Serbia going down the road to EU membership?

As far as the British Government are concerned, it is quite clear that the frontiers in the Balkans have been drawn and there is no going back on Kosovo’s independence. Regional co-operation must be addressed in the context of an accession process for Serbia and a full European perspective for Kosovo. We welcome the initial agreement reached through the dialogue and want that to progress further.

My right hon. Friend is absolutely correct about the views of the Electoral Commission, which I believe it expressed publicly in its response to the amendments passed in the other place. There could be some perverse, although unintended, I am sure, effects if the threshold amendments were upheld. In some circumstances, there would be an incentive for one side in the referendum campaign to urge abstention rather than support in an effort to keep turnout below the magic threshold of 40%. It could also mean some very peculiar outcomes. Obviously we are talking hypothetically, but if we stuck with the 40% threshold, a poll would be deemed invalid if there was a turnout of 39% in which 5% voted one way and 34% voted the other, whereas a poll with a turnout of 41%, with 21% voting one way and 20% voting the other—the 1% margin—

I assumed that I did not need to translate the figures for the right hon. Gentleman and I am sure that he understands my argument perfectly well. There could be a very small difference between the two sides in a referendum result, but it would be valid if the turnout was just above the 40% threshold, whereas a much bigger and more decisive outcome just below the 40% would be deemed to be of no account.

Does the right hon. Gentleman recall the referendums on Scottish and Welsh devolution in the late 1970s, which required a threshold that was not reached? That was a grotesque humiliation for the Labour Government and was an exultant moment of glory for the Conservatives as Mrs Thatcher swept forward to victory. You really should not bury your successful past so quickly.

It is a great pleasure to follow the hon. Member for Basildon and Billericay (Mr Baron). I wish that we had heard from him in earlier years, because his calm and rational approach was very impressive. I look forward to hearing the hon. Member for New Forest East (Dr Lewis): his idea of establishing sovereign bases that we should seek to control, but without going out on patrol to have our men killed, is entirely sound. I also look forward to hearing the hon. Member for Penrith and The Border (Rory Stewart), who has direct experience of the region.

The plain fact is that this is not a winnable war. I found the Prime Minister’s metaphor about al-Qaeda, or the Taliban, and Sinn Fein rather bizarre and ill-judged; but judgment is not, perhaps, the Prime Minister’s strongest suit at the moment. We are talking about a huge mess: an intervention undertaken for sincere and decent reasons that is now terminating as so many other interventions throughout recent and older history often have. I do not think that we withdrew cleanly from India and Pakistan, from Aden or Cyprus, or from any number of situations. The same could even be said of Northern Ireland. Some might observe that the almost apartheid segregation between Catholic and Protestant communities is hardly a tribute to community and society building in parts of Belfast and Derry.

The real problem is the eternal question posed by, I think, Lord Salisbury, who said, “If we listen to the generals, we will never be safe.” Clemenceau, 20 years later, said, “War is too important to be left to the generals.” We have allowed our Afghanistan policy to be over-driven and over-controlled by the military: of that there can be no doubt. My hon. Friend from Scotland who is on the Defence Committee quoted the generals who had spoken to the Committee—

Well, it is nice to have a true Scot here, rather than a nationalist.

I do not know of any recorded moment when any British general giving evidence to any parliamentary or public inquiry has admitted he got things wrong. It is in their contract that generals are always right. If they are let down, it is the fault of the politicians. Before the election we were told continually by Labour Members that it was the Prime Minister’s fault for not providing enough Chinook helicopters and reinforcements, and that Ministers were responsible for the fact that we were not succeeding in Afghanistan. It is a tribute to my colleagues on the Front Bench that they have not adopted those rather shoddy tactics—as some might have been tempted to do—in respect of the handling of the conflict since May last year.

As a member of the Defence Committee and the Member for Dunfermline and West Fife, I can tell my right hon. Friend that when the Chief of the Defence Staff and Chief of the General Staff appeared before the Defence Committee, they did put their hands up and say mistakes had been made when going into Helmand. Perhaps that was the first time that that happened, but the Army has admitted it made mistakes.

I am glad to hear it, but frankly—I do not want to quote Bismarck and the Balkans and Pomeranian grenadiers—I weep every Wednesday when the poor Prime Minister has to come to the Dispatch Box and yet again read out the name, or perhaps names, of a dead British soldier, and for what? I cannot find an answer to that question.

To give the Foreign Affairs Committee Chairman, the hon. Member for Croydon South (Richard Ottaway), and his colleagues their due, they admit that, because one of their report’s key conclusions, on page 83, is that

“at a strategic level, we seriously question whether the efforts expended…have a direct connection to the UK’s core objective, namely the national security of the UK”.

That is absolutely right; the Select Committee Chairman has summed it up there—it is written down. It is a Foreign Affairs Committee conclusion, and it should be at the forefront of all of our discussions on Afghanistan. There is no longer any connection between UK national security and our men going out on patrol and being shot dead by the Taliban.

The Select Committee’s excellent and thorough report contains an account of a fine passage of questioning, which resulted in a most extraordinary confession by the Foreign Secretary. Committee members were trying to find out who is actually taking decisions on Afghanistan, and specifically in this instance the announcement to withdraw—or retreat—by 2015. Please can we avoid the absurd new euphemism of “draw-down”? It is a retreat and a withdrawal; that is what it is, so let us revert to plain English. The Foreign Secretary said that that decision was taken collectively in the National Security Council. My right hon. Friend the Member for Coventry North East (Mr Ainsworth) asked whether the Defence Secretary had been consulted, and the Foreign Secretary replied:

“I am sure the Defence Secretary was consulted, but I cannot tell you when everybody was consulted. You would have to ask the Prime Minister.”

The Committee Chairman asked whether the Foreign Secretary could confirm

“that the decision wasn’t actually made in the Council.”

The Foreign Secretary said:

“It wasn’t a formal item in the National Security Council.”

This gives a fascinating insight into the mechanism of government. Where was the decision taken—by whom and how? We know it was no longer taken on a sofa, but we are none the wiser—[Interruption.] I have not been invited to No. 10 so I cannot check whether the sofa has gone. We do not know who took the decision and on what terms.

I would argue that we should be getting out a lot faster. Canada is out, the Netherlands is out, and Belgium is pulling out half of its men. The presence of international security assistance force-NATO allies in Afghanistan is now getting thinner and thinner, and, yes, it will be a withdrawal. No general wants to be the one who folds up the flag, climbs the ladder to the top of the embassy building and climbs in a helicopter and leaves, but stopping a war is, perhaps, as great a military art as starting one.

It would be fascinating to look at the official record of the Russian Duma for the 1980s, when the Russians were convinced that they were bringing a civilising mission to Afghanistan, to see whether debates such as this one were taking place. Then, of course, they faced the external foe of the Mujaheddin paid for by President Ronald Reagan and Prime Minister Margaret Thatcher. There has been little reference to the fact that the Mujaheddin of the 1980s was a product of western foreign policy. We have heard in the past couple of days that Mr Reagan won the cold war, and part of that winning presumably included the driving of the Soviet Union and its troops out of Afghanistan. If that was the case, every Russian would wish that Mr Reagan had won it a lot earlier; they perhaps believe that the red army should never have gone into Afghanistan. However, the money sent by the west to create the Mujaheddin sowed dragons’ teeth that turned into dragons on 9/11 and 7/7, and it would be good if the people examining the history of that era had the honesty to say so.

Is my right hon. Friend aware that after Soviet forces went into Afghanistan there was a considerable number of unreported demonstrations by the families of soldiers who had died there, and that there is a huge memorial movement within Russia today on behalf of those who are still not recognised for the sacrifices they made?

Yes, indeed. That conflict contributed to the undermining of the Soviet Union, but in the very worst sense, in that it required the senseless sacrifice of a lot of young Russian men finally to persuade Mr Gorbachev and his new Soviet leaders that the action in Afghanistan had to come to an end. In some ways, I wish that we had been able to defeat communism in Vietnam, because the period after the retreat of the United States was a horribly cruel one in Vietnam—we saw what happened with the boat people, the re-education camps and the killings and tortures. But there was no question of our remaining longer in the vain hope that we could have created a more stable, orderly or democratic regime.

The Select Committee’s report stated:

“We welcome the Government’s attempt to engage more pro-actively”—

I never know what that adverb means—

“with parliamentarians on Afghanistan.”

That might interest the Chair, Mr Deputy Speaker, because I understand that a new poem is doing the rounds there. It goes as follows, “From Kandahar to Kabul, the whispers grow and grow, stand by Pashtuns and Tajiks, here comes Mr Speaker Bercow.” We will see whether our Speaker is going to be the magic solution and whether he will be sent down there to spread lightness and parliamentary tolerance among the peoples of Afghanistan. I do not think that anybody can move an immediate amendment and call a Division on that subject—[Interruption.] Perhaps one of his deputies would be more appropriate.

When I talk about “the west” I mean the broad family of democracies—north America, Europe, and our friends in Canada, Australia, Japan and South Korea. As long as the west is mired in Afghanistan, we will not be able to promote our core interest now, which is to recover economic strength and to recover confidence in the need to have an adequate security profile against the rise of authoritarian powers, which are arming fast, which might, at some stage, threaten our interests and which, because we are lost in the wildernesses of west Asia, we are unable to see coming over the horizon.

In the few years after America withdrew from Vietnam things were unclear, but for the 20 years after 1980 America led the world in many ways. It did so economically, in inventing new forms of technology and in expanding many human freedoms to do with personal liberty and respect for multicultural and multi-ethnic cohabitation. Right now, America is bogged down in this wretched war. The UK is a minor ally of America and the sooner we are out of this war, the better. I sincerely say to those on the Treasury Bench that if they look at history, they will find that it has very often been the Conservative party that has had a greater sense of geopolitical reality than some of the opposing parties and has known when enough was enough. I would like us out before 2015.

Finally, the title of the report we are debating is “The UK’s foreign policy approach to Afghanistan and Pakistan”. It is very detailed on Afghanistan, and I congratulate the Committee on that, but it does not in any way address foreign policy towards Pakistan. Pakistan hardly gets a mention and is seen only in relation to Afghanistan. That might be the way in which the title of the report was chosen—I am not criticising the members of the Committee—but we need a policy on Pakistan and part of that must involve telling the truth to our great friends in India. As long as they have 500,000 people in an oppressive occupation of part of the region—I am choosing my words carefully—called Kashmir, there will be no possibility that the people or the Government and military of Pakistan, however constituted, will not see that as a direct threat to their identity and national interest. If 500,000 armed soldiers are camped on a country’s western border, that is where that country will have to put its troops.

Until we ask India to take a new approach to Kashmir and to take it off one of the world’s fault lines, we will not be in any position to ask Pakistan to take a new and more helpful approach on Afghanistan or on other issues. The western world, if I might use that term—the Euro-Atlantic world, let us say—has spent too long in majority Muslim countries creating giant armies. Whatever the motives for sending those armies originally, they are making matters worse. It is time to get out. I want to spare the Prime Minister, with his many problems, from ever again having to stand at that Dispatch Box to lament the loss of a British soldier’s life in a conflict of which we should no longer be part.

It would be foolish for anyone to suggest that NATO had not made foolish mistakes with regard to Afghanistan in recent years, or that the matter will come to a conclusion in the way that would have been hoped. It is equally unwise, however, for the right hon. Member for Rotherham (Mr MacShane) to suggest that the withdrawal of troops from Afghanistan will simply constitute a retreat, or for the hon. Member for Newport West (Paul Flynn) to say that the whole presence in Afghanistan has been an unqualified failure.

Let me go back to the point that the House was reminded of by my hon. Friend the Member for Basildon and Billericay (Mr Baron): we went into Afghanistan to ensure that the country could not be used again as a base by the Taliban. One only has to ask whether it was ever possible or realistic in the immediate aftermath of 9/11 for us not to have seen international action, given the Taliban’s refusal to deny sanctuary to al-Qaeda as a continuing base for terrorist operations at that time. The decision made at that time, with the unqualified approval of the United Nations Security Council, was the right one, and we should never lose sight of that fact. Mistakes have been made since then, as my hon. Friend has rightly pointed out, but the question today is not whether it was all a mistake but how we can maintain what has already been achieved.

I agree with those on both sides of the House who have said that al-Qaeda is now effectively out of Afghanistan. It is no longer able to use that country as a base, so there is no long-term rationale for the presence of combat troops there. That does not mean, however, that the matter is now entirely resolved. The question now is: how do we leave in a way that will not enable al-Qaeda to return? At the moment, we do not know whether by the time we leave there will be a coalition Government including the Taliban, or peace in Afghanistan—in which case we can be relatively relaxed that there will be no future for al-Qaeda there. It is equally possible either that the Taliban will not agree to a coalition Government and that we will leave without their being part of a joint agreement, or that they will be part of a coalition but will have their own agenda, which will be one that will not give us comfort.

Although I welcomed what the Prime Minister said today and have no difficulties with it so far as it went, it seemed to me that it left open certain serious gaps. He said that as far as the Government are concerned, our future relationship with Afghanistan after the withdrawal of our ground forces will be based on our diplomatic, developmental and trade relationships. He said that the only military dimension would be the support we would give to the development of a military academy. All of that is very sensible and desirable, but we have to ask about something that is not just a British problem, but primarily a problem for the United States. How can we help to ensure that an Afghan Government who may not have full control of all the territory of Afghanistan when we have withdrawn will be able to prevent the use of parts of the country that they might be unable to control, even with their fullest efforts, as a base for terrorist operations?

I believe that the international community, including Russia and China, should be arguing for two things. First, we should be asking for the basis of the withdrawal of combat forces to lead also to an agreement with the Afghan Government, because this can happen only with their support and agreement, and preferably to a treaty sanctified by the United Nations, for the continuing facility of air support for the Afghan Government if that should prove necessary. If there are areas of Afghanistan that the Government do not control, and if there is evidence that those areas have been infiltrated by al-Qaeda, we should have the legal authority—in co-operation with the Afghan Government and through the use of special forces and other means—to eliminate that threat if and when it arises.

We must remember that when the Taliban Government were eliminated, that was done not by NATO ground forces but by air power combined with Afghan Northern Alliance ground forces. In exactly the same way, at the end of current operations when all of our combat troops are withdrawn, having Afghan ground forces, which will be very strong, with the back-up of potential air support and the potential deployment of special forces purely to deal with terrorist threats, will be the way to provide the long-term security that the right hon. Member for Rotherham seemed to doubt would be available.

In the light of your comments, Mr Deputy Speaker, I shall keep my comments very brief, but there is a second proposal that should also be part of the international response. We know that Russia and China are just as concerned about a premature withdrawal from Afghanistan as NATO or the west might be—for obvious reasons, given their own domestic and internal problems. What is needed for Afghanistan, as part of that country’s future, is an internationally recognised declaration of neutrality. Afghanistan should become a neutral state, rather in the way that Austria became a neutral state in 1955 as a way of ensuring the withdrawal of the Soviet forces from that country and the ability of that country to develop in peace. Austria is now in a situation very different from that of Afghanistan. Only by having regional support for an independent Afghanistan that cannot give sanctuary to terrorist forces will we have the level of confidence that we need to produce the desired result.

For other reasons, the right hon. Gentleman might be right, but we are not going to get bogged down because there will be a withdrawal of NATO forces. The Russians have said publicly, through the Foreign Minister, that a premature NATO withdrawal from Afghanistan would be a disaster, so they are obviously concerned about the power vacuum that could result.

I believe that the real concern—this goes back to the struggles that there have been over Afghanistan for 150 to 200 years—is about Afghanistan’s future status. Of course the Russians and the Chinese will not wish to see Afghanistan as some American client state—why should they?—but there is no need for that to happen. It should not happen, and it must not be allowed to happen. Equally, Afghanistan will not be strong enough to defend itself without maximum international regional support from its neighbours—not just Russia and China, but India, Pakistan and Iran, all of which have an interest in the situation, and all of which could live with a truly neutral Afghanistan that was not the client state of any of the big powers.

We must not see the withdrawal of combat forces as the end of international military involvement. I hope that it will be, but there has to be a fall-back position if a terrorist threat re-emerges. The real solution is a combination of a treaty arrangement with the Afghan Government combined with an international status for Afghanistan, which the Afghan Government would welcome; they have already said that they would be interested in and attracted by such a proposal. That would give the kind of political and military security that ought to give confidence.

We fully recognise how the extraordinary events of the past few days have impacted on the length of this debate and possibly on the attention that it will receive outside the House. It is probably true that

“The world will little note, nor long remember, what we say here”

today, but this debate is important, not least for those who have served, who have been injured and who have died in the conflict in Afghanistan.

In the time available to me, I want to deal with three main issues. The first is the prospects for Afghanistan and, as I stressed in our debate on this subject in May, the role of the regional powers. The second significant issue is the impact of all these developments on the stability of Pakistan. Finally, I want to talk about the report—and more significantly, the Government’s response to it—and the provision of equipment for our troops. As I have said, we debated this subject less than a couple of months ago. We have to address the tragedy of Afghanistan under Taliban rule and insurgency, and ask what our best approach is to enabling Afghanistan and its people to come out of this nightmare.

Interestingly, a number of Members of both Houses recently visited the exhibition at the British Museum on early Afghanistan, which presented a very different picture from the TV coverage showing a dusty wilderness and a population living in the middle ages. The exhibition showed early Afghanistan as an ancient centre of civilisation with a significant position at the crossroads of the ancient world and a rich cultural tradition. For an example, one has only to think of the Buddhas of Bamiyan, which were constructed in the sixth century and, sadly, destroyed by the vandals of the Taliban. In the Prime Minister’s statement today, he also drew attention to many of Afghanistan’s strengths, including abundant mineral wealth, fertile agricultural land and a position at the crossroads of Asia’s great trading highways.

We should also remember how much of Afghanistan’s ancient civilisation was destroyed by nihilist tribes, in a pattern not dissimilar to what is happening today. We need to focus on the process of political dialogue and reconciliation in Afghanistan, as well as on a political settlement in which enough Afghan citizens from all parts of the country have a stake. The central Government there also need enough power and legitimacy to protect the country from threats, from within and without. That first proposition depends on there being a new external settlement that commits Afghanistan’s neighbours to respecting its sovereign integrity, as well as a process by which the ex-combatants there can acquire civilian status and have an opportunity to gain sustainable employment and income.

Afghanistan will then require reconciliation. This will include ensuring that tribal, ethnic and other groups are represented and recognised. Parliament and parliamentarians should also be recognised and encouraged. In that context, we were all interested in, if not intrigued by, the proposal for an exchange of Speakers. We were wondering whether the Speaker might seek to delegate that responsibility, a prospect that caused some alarm to your predecessor in the Chair, Madam Deputy Speaker.

I shall turn first to Pakistan, however. I say to the Chairman and other members of the Select Committee that, if I have a concern about the report it is that the content does not fully reflect its title, “The UK’s foreign policy approach to Afghanistan and Pakistan”. The section on Pakistan takes up only about six of the 97 pages, and looks largely at the effect on the campaign in Afghanistan of action in and by Pakistan. Frankly, the more important strategic issue is the impact of Afghanistan on Pakistan.

Pakistan is a country of 160 million people. It is the second-largest Muslim country in the world, and it has a significant military and nuclear capability. It is also, as the Foreign Secretary has rightly acknowledged on behalf of Britain, a country that has suffered considerable losses from fundamentalist terrorism, and it continues to do so. We need to think seriously about Pakistan’s concerns and prospects, and to take into account a factor that is sometimes overlooked—namely, its need to recover from the horrific flooding that it has experienced.

That is why the announcement of continuing aid to Pakistan by the Department for International Development is encouraging, and welcomed by the Opposition, especially the scaling up of investment in effective, non-fundamentalist education to £446 million a year by 2015. Pakistan faces, in the words of a DFID publication, “an educational emergency”, with 17 million children not in school, half the adult population and two thirds of the women unable to read or write—and the population is escalating. We have to be clear in this context that there is a considerable onus on the Pakistan authorities to ensure that the money reaches its intended recipients. As DFID says, aid is

“dependent on securing value for money and results and will be linked to the Government of Pakistan’s own progress on reform, at both the federal and provincial levels, including taking tangible steps to build a more dynamic economy, strengthen the tax base and tackle corruption.”

That places a clear obligation on Pakistan to improve its administration, especially in tax collection, to foster a more open and pluralistic society and, last but by no means least, to engage in dialogue to reduce tension with India, which occupies so much attention and resources in both countries. My right hon. Friend the Member for Rotherham (Mr MacShane) mentioned the Indian obligations, and there is an obligation on both sides of the divide if dialogue is to be used to reduce that tension.

What of India and the other regional powers? They were mentioned by a number of hon. Members—the hon. Members for Stroud (Neil Carmichael) and for Cheltenham (Martin Horwood) and particularly the right hon. and learned Member for Kensington (Sir Malcolm Rifkind). It is true that all the regional powers could seek to pursue their own separate interests, looking on Afghanistan as a zero-sum game. We should make no mistake; it certainly could be like that. Indeed, if the situation in Afghanistan unravels, it could end up being a negative-sum game for those countries. The creation of a black hole of political intrigue, anarchy and violence in Afghanistan could impact in very different but very significant ways on all its neighbours.

China, as we know, has considerable Islamic problems in its western province, but also has considerable investment in Afghan resources. Russia faces the potential of instability on its southern flank and also has a significant drugs problem. Iran has a minority group in Afghanistan and also feels the impact of the drugs trade. Turkey has growing regional influence. India has a long and historic, but also a current and dynamic, interest in Afghanistan. Part of our strategy for disengagement will thus depend very heavily on the extent to which the regional powers can co-exist and work together for a progressive solution for Afghanistan.

Yes, I believe it will be, but bringing that about requires a great deal of work. We have been encouraging other nations to recognise Kosovo, but it is important that work takes place on economic development and the rule of law. It is also important to develop a positive track record of compliance with the requirements of the IMF programme. We look to Kosovo to do all those things.

May I welcome, as I am sure the Foreign Secretary does, the arrest of Ratko Mladic and his dispatch to The Hague? Eight thousand Europeans were taken out and shot one by one in the biggest single mass murder since Katyn. It was not, if I may say so, Britain’s finest hour in foreign policy.

As we move forward in the Balkans, will the Foreign Secretary join me in urging President Tadic and responsible Serb politicians to recognise Kosovo, and to stop the blocks to Kosovo trading in the region and to its joining international institutions? The reason that Kosovo has the economic problems to which the hon. Member for West Worcestershire (Harriett Baldwin) referred, is that Serbia will not allow it—
