Thank you, Mr Speaker. As part of his response to the new franchisee, which will be broadly welcomed in my constituency if it really does produce new trains, better capacity and improved stations—from listening to my right hon. Friend the Member for Rayleigh and Wickford (Mr Francois), I am not so sure about that—will my hon. Friend look at connectivity between Leicester and Nuneaton via Hinckley? There are also big concerns about the west coast main line.

I beg to move,

That this House has considered the upgrade of the A5 between junction 18 of the M1 and junction 10 of the M42.

The A5 is one of our oldest roads. It was commissioned during the reign of the Emperor Claudius, after his successful invasion of Britain in AD 43. It is also one of our most strategically important roads. The stretch that we are discussing goes past the geographical centre of England, which is near Higham on the Hill in my constituency. More than ever, it is an essential road because of the circumstances around it, in terms of the growth of proposed housing and business. There is a very pressing need for an effective relief road when there are problems on the M1, M6, M42 and surrounding motorways in this golden triangle.

I congratulate my hon. Friend on securing this timely debate. Right now, there are 90-minute delays on the M6 between junction 1 at Rugby and junction 3 at Nuneaton, where two out of three lanes are closed for repairs to an expansion joint. Highways England is advising drivers to use other routes. In this context, the other main route is the A5, which is one of the reasons why we need the upgrade to deal with traffic that gets moved when there are hold-ups on the M6, as is often the case.

My hon. Friend, who is ever quick out of the stalls in a debate, makes a very good point. I will touch on the problems of congestion.

There is an historical perspective to this 30-mile stretch of the A5. Near this road, the governance of our country has changed not once but twice. At the battle of Bosworth Field in 1485, the man who became Henry VII defeated Richard III. Most of us are familiar with that, not least because of the publicity around Richard III’s re-interment a couple of years ago.

Less well known is the battle of Watling Street, which took place 1,400 years earlier. In AD 60, when Nero, the adopted son of Claudius, was on the throne, the 14th legion of the Roman army was moving down the country after defeating the druids in Anglesey. Somewhere near Witherley in my constituency or, more likely, further south at Mancetter, the legion met Boadicea, queen of the Iceni—her statue is not far away—and the united English tribes, and roundly defeated them; this led to Roman dominance in England south of that area for many years to come. According to the historian John Higgs, Tacitus said that 80,000 Britons were killed in that battle. If that is true, it would be the most people killed in a single day in history before the first world war.

Those anecdotes about the two battles and the geographical centre emphasise the point that this is no ordinary A road. It is right at the heart of our country. It has been crucial and has played its part in troop movements—Henry VII moved down Watling Street to London after his success at the battle of Bosworth Field.

The road has lost its pre-eminence—or had lost it, I should say—since the building of the M1 between 1959 and 1968, and the building of the M6 from north of junction 18 of the M1, which was finished in May 1972 and opened by Prime Minister Harold Macmillan. After that, the A5 lost attention and was no longer the great north-west road that it had been. That has all changed. I will now turn to the arguments for making it an expressway and expending £10 million, a relatively small sum of money, to take that project forward.

Along this 30-mile section of road and beyond, my hon. Friends the Members for North Warwickshire (Craig Tracey) and for Nuneaton (Mr Jones), and other colleagues, have an incredibly fast-growing corridor of movement and of economic growth. There are significant proposals for 60,000 new homes—a staggering amount—to be delivered along that corridor between Northampton and Stafford via Warwickshire and Leicestershire up to 2031. I cannot see how that can take place without investment in the A5.

There is also the impact on the sub-regional economies of Staffordshire, Leicestershire, Coventry, Warwickshire and Northamptonshire. In addition to housing growth, more than 500 hectares—more than 1,000 acres—of new employment land is planned that will contribute £1.5 billion gross value added to the economy and generate thousands of jobs over 20 years. That is a staggering investment.

The golden triangle in the midlands is bounded by the motorway system. I could go through a list of business parks in or near my constituency, including Sketchley Meadows, Magna Park and MIRA Technology Park, that are set to expand in a staggering way. Yesterday I spoke to MIRA, which got the go-ahead to become an enterprise park in 2011. There were originally about 600 jobs there, and there are now 1,200. In five or 10 years’ time, according to our conversation, there will be between 2,500 and 3,000 high-value jobs there.

MIRA is working with Warwickshire Council on a proposal for an additional development on the 92 acres of land on the south side of the A5, Watling Street, which I am sure comes as no surprise to the Conservative Members present—my hon. Friends the Members for Nuneaton, for North Warwickshire, for Rugby and for South Leicestershire (Alberto Costa). That development will be massively affected by what happens on the A5. MIRA tells me that it is trying to bring entirely new technology to the region, including projects that relate to the environment, such as the development of electric batteries for cars. It is advertising internationally right now to take that forward.

My hon. Friend the Member for Rugby was quick off the mark in mentioning congestion. The economic prosperity of the midlands relies heavily on the performance of the strategic road network because of its central location and the connectivity with routes, including no less than four motorways—the M1, M5, M6 and M40—and the A14, A46 and A5 trunk roads. The standard of the A5 is shocking. It is mostly a single-lane road, with some dualling, and it regularly gets clogged up, as we all know. It will be impossible for the economic corridor to develop unless we act now. For the sake of resilience, a proper relief road for the motorway system is critical. The M1 and M6 are frequently closed because of traffic problems, bridge changes and all kinds of other problems; I am sure my hon. Friends present could name many more.

The A5—the old great north-west road—is the obvious candidate as a relief road, because it goes straight through the triangle of motorways. Our case is that that 30-mile stretch of the A5 should be upgraded to expressway standard, with priority given to the section between the M1 and the M42. I understand from Highways England, which is responsible for the A5, that £10 million would be required for completion of detailed studies to secure early delivery of the expressway over the next route investment strategy periods. I hope that the Minister will address that in his reply.

Let me set out what action has been taken so far. A transport partnership was formed in 2009-10 and has representation from 18 local authorities, including local highways authorities and the local economic partnership. It has grown to cover a much longer stretch of the road— the 72-mile section from Gailey in Staffordshire to Stony Stratford near Milton Keynes—and has produced its first report. It seeks delivery growth, support for network resilience, management of freight impact and the delivery of a safe, secure and sustainable A5.

This is what others have said about the matter. Sir John Peace, Chairman of Midlands Connect and Midlands Engine, said:

“The Midlands Connect Strategy demonstrates that to improve the economy of our region, rebalance the UK’s economy”—

we in the midlands often feel that sometimes we are neglected—

“and accommodate growth we must upgrade the transport infrastructures”.

He said that we need to

“see the A5…playing a key role”,

that

“upgrading the route will dramatically improve access within our region”,

and that the A5 is

“a vital component to strong economic growth for the Midlands, and our region’s contribution to the UK economy.”

Andy Street, Mayor of the West Midlands, said that

“we recognise the significance of the Midlands A5 Expressway in the larger Strategic Road Network…indeed, Midlands Connect have highlighted the A5 Expressway as a corridor of strategic and economic significance…which is a statement we also advocate”.

Highways England has undertaken four studies and concluded that there is a strong economic case for an A5 scheme, with a range of credible options for further study. Four options have already been tested and shown to offer high value for money. The housing infrastructure fund bids that have been submitted for key priority work in the north Warwickshire stretch of the A5 will have a huge impact.

I must raise a couple of parochial matters. A long headache in my constituency and that of my hon. Friend the Member for Nuneaton has been the fact that two national highways—the A5 and the A47, which runs through Hinckley and beyond—share a stretch of road. He and I have campaigned for years to improve that tiny stretch at the Long Shoot junction where the two roads become one.

I thank my hon. Friend the Member for North Warwickshire for providing me with information about his meeting with the Secretary of State; no doubt he will raise that today if he catches your eye, Mr McCabe. I also thank Councillor Brian Conway, lead councillor of the A5 parish councils contact group, who has highlighted problems with the rat runs through Witherley and Fenny Drayton; the notorious A5 Woodford Lane junction, which has the worst accident record of any intersection between the M42 and Milton Keynes; the anomaly of A5 traffic having priority over traffic already on the Mancetter island; and the Department for Transport’s reliance on old data.

To use modern slang, this is a no-brainer. We will not be able to deliver the terrific expansion at MIRA, the huge housing developments that I am sure other hon. Members will raise, or a solution to the pressure from Birmingham if we ignore the A5. We have to do something about it—the A5, the old great north-west road, Watling Street. That would be terrific value for my hon. Friend the Minister, because a proper relief road is essential when there is trouble on the motorways. I rest my case.

I congratulate my right hon. Friend on the improvements at Dodwells bridge and outside the MIRA enterprise zone on the A5 near Hinckley in my constituency. Will he give serious consideration to further dualling of the A5 in the direction of Tamworth and the M42 because of the importance of the A5 as a relief road when there are problems on the M6 and other surrounding motorways?

I am grateful to my hon. Friend the Member for Nuneaton (Mr Jones) for sharing the debate with me. He has done a great job in representing Nuneaton in the House since his election. He has been a credit to his constituents and it has always been a pleasure to work with him.

The problem with this section of the A5 is a problem of success as much as of failure. The huge expansion of MIRA as well as of the business park that was agreed by my right hon. Friend the Minister’s coalition colleagues, has created thousands of jobs. However, as my hon. Friend the Member for Nuneaton said, this is a unique stretch of road. Indeed, the section to which he referred, between Dodwells bridge and the Longshoot, actually consists of two roads: the A5 Watling street and the A47. However, the one does not run above the other. Both are confined into the space of a narrow highway the width of an old-fashioned turnpike.

My hon. Friend has talked about the importance of the road generally. I should like to alert the Minister to a specific problem that is affecting my constituency at the crossing of the A444 and the A5 at the Royal Red Gate junction. I raise the matter because it reflects badly on the organisations concerned, including the Government, the Highways Agency, the county council and Hinckley and Bosworth borough council, none of which has properly consulted Witherley parish council about the matter.

I should like to say a few words about parish councils. The people representing their residents on parish councils are the salt of the earth. They are often very clever people such as the chair of Witherley parish council, who was the head of government and industry affairs at East Midlands airport. We have in this instance a complete failure of communication, in that the local people are under the strong impression that they are not being properly consulted. I ask the Minister to ensure that, when the roundabout at the Royal Red Gate junction is developed, clear signage is put in place to divert the long-distance traffic off on to the M42 and well away from the A5. Also, we do not want the problem of rat runs being blocked, or unblocked, without consultation. I am deeply grateful to my hon. Friend the Member for Nuneaton for raising this important matter, and I look forward—as I am sure he does—to hearing the Minister’s reply.

At this point, to the distress of my officials no doubt, I will detach myself from the prepared brief and say two things. First, if that is the case, then I will give this guarantee to the House tonight from this Dispatch Box that we will improve the way in which we engage with local stakeholders to ensure that any omission or error is not completed. Secondly, as my hon. Friend mentioned that the A5 was a Roman road, I will draw on G.K. Chesterton’s poem, “The Rolling English Road”. I am inspired by the following words. Chesterton talked about walking with

“clearer eyes and ears this path that wandereth.”

I assure my hon. Friend that with that clear sight, this listening Minister in this listening Government will ensure once again that local people’s views are taken fully into account.

I am not seeking a commendation such as that given to my hon. Friend the Member for Nuneaton.

There has been poor consultation on the Red Gate junction. If the Minister is going to put up barriers on these major roads, they will have to be concrete to make sure that no one can break through them when they are not supposed to.

I am mindful of what my hon. Friend says and I want to pay particular attention to those remarks and his earlier remarks if I have time in a few moments. He raised some important concerns that are particular but deserve full consideration.

As I say, I commend the partnership working between local authorities along the corridor, with the relevant Government departments, including the Highways Agency, and the efforts that have been undertaken recently to carry out an initial study of the potential substantive options for the route. My hon. Friend the Member for Nuneaton paid attention to that in his remarks. Although this is only an initial step, as he acknowledged, I understand that the embryonic work indicates that a very significant scheme to improve the full length of the route between the M42 and the M69 to dual carriageway standard may be an appropriate long-term option.

This proposal is being considered by the Highways Agency through the route strategy process. At this stage I cannot guarantee that funding further to progress the study work for such a solution to the A5 will be included in the upcoming roads investment strategy, but I will guarantee this evening that it will be actively considered, along with other proposals for the strategic network, and mindful of the remarks of my hon. Friend and other hon. Members who have fought this brave campaign, I will reinforce those concerns when I return to the Department tomorrow morning.

I want to say a particular word to my hon. Friend the Member for Bosworth, because he has raised some specific doubts about some of the road closures that have taken place. This is not the first time that he has raised them in the House. Again, his diligence speaks for itself. I want to give him this assurance. I understand that the road closures in their current format meet safety and access requirements and though the disruption is significant for some, I know he welcomes growth across the network. As a result of his intervention tonight, I will ask the Department to look again at the impact of those closures, what more the Highway Agency can do to make sure they are as minimal as they can be, and to take any further measures to ease problems that may arise from that disruption.

I said at the outset of the debate that my hon. Friend the Member for Nuneaton has done the House a service. It may be unconventional, but I take the view that Government policy should be framed and shaped through debates such as this. It is not sufficient for a Minister to stand here and not respond to hon. Members’ concerns, on whatever side of the Chamber they sit. I will ensure that in all the work we do as a Government, and our agencies do on our behalf, the considerations of hon. Members, representing and articulating as they do the concerns of the people they serve, are at the very heart of what the Government do.

“You are never too old to set another goal or to dream a new dream.”

I know that my hon. Friend’s goal, and that of other hon. Members, is that the A5 serves its purpose in delivering the well-being that I described and fuelling the economic growth that we all seek. This debate has taken that dream one step further.

I heard one colleague shout out, “Not late enough.” Obviously, we have set up the two reviews and we will look at what they produce. When we have put such things out to franchise, we have seen huge competition and interest, and it is a matter of getting the best deal for the taxpayer in the longer term.

I congratulate my right hon. Friend on his common-sense decision to keep Virgin running the west coast main line, particularly in the run-up to Christmas. There are concerns, however, about an interim agreement, which will surely prolong the process. Would it not be better to go to a final agreement and not make things more complicated?

I can understand my hon. Friend’s frustration, but there has been a huge amount of investment in the west coast main line and it is right and proper that after the initial nine months, during which we will set up the two-year interim contract, we should seek to get the best return for the taxpayer. I think that an open competition is the best way to do that.

On the hon. Gentleman’s point about jobs and growth, I should say that absolutely I have looked not only at what we need on our network and the investment profile but at getting a really clear understanding of how the measures can help support jobs and growth, particularly in the railway industry.

The hon. Gentleman knows that I am keen to make sure that the money that we are spending as a Government benefits not just passengers but the industry, in creating more jobs. We will continue to look at how we can make sure that our procurement processes work effectively and I certainly hope that we can do more to support our industry than the last Government.

Will my right hon. Friend confirm that the journey time from Leicester to London will now be under an hour, at 58 minutes, and that we will get new electric trains? Will she be straightening out the Harborough curves, which have long been an obstacle to electrification?

I am delighted that the Leicester Mercury is also on side, too. As the Secretary of State has made clear, we believe that it is important to invest in and upgrade our current rail network, as well as prepare for the challenges of the future with HS2. But it is only because this Government have made a decision to prioritise investment in transport, despite the deficit that we inherited from our predecessors, that we are having this conversation at all and it is the only reason that electrification of the midland main line is a real possibility.

Does my right hon. Friend agree that the project is tremendous value for money, because it will take pressure off the east and west coast main lines? With the prospect of a 60-minute journey from Leicester to London, there will be more demand on the line, so the cross-party support is genuine.

I can shorten the answer to that question, Mr Deputy Speaker. The right hon. Gentleman offered nothing constructive, and people watching will see that he has nothing to offer except a meaningless rant. I told him in the statement that a cross-ministerial team is meeting regularly and that regional resilience teams are in operation.

What is the right hon. Gentleman talking about, saying that none of the senior management are at airports? Of course senior management, both of the operators and the airlines, are there managing the situation hands-on. He had better ask the police why they are not taking action, because they take the action that they believe is appropriate.

As for fuel, my right hon. Friend the Secretary of State for Energy and Climate Change has asked the Office of Fair Trading to look into—[Interruption.] Labour Members seem to think that we should introduce some kind of Moscow-style central control over everything. The fuel oil business in this country is operated through hundreds of small independent firms, and if price collusion or illegal activity is driving up the price to consumers, the OFT will report back to my right hon. Friend and he will take the appropriate action.

Will my right hon. Friend explain why some operators stopped flying when runways had been cleared and were still open? Secondly, why did it take four hours to remove a tanker from the M1, the country’s main arterial road, on Saturday afternoon, resulting in massive delays for southbound traffic?

There are problems in recovering tankers after accidents. I am aware of the accident on the M25, after which there was some possibility at first of having to pump the contents out of the tanker before it could be moved. In the end the fire brigade allowed it to be moved without the contents being removed, shortening the closure of the motorway by about three and a half hours.

As my hon. Friend knows, Nuneaton and Bedworth borough council takes in part of his constituency. People from Bedworth, too, have been disadvantaged by the timetable changes.

That brings me to the future of timetabling. Under the previous Government, there was an unfortunate tendency for too much political interference with timetabling. That often prevented operators from giving better services, including the sort of improvements demanded by my constituents. I was therefore greatly encouraged that the coalition agreement included the clear intention of looking at rail franchising differently, and of considering how the Office of Rail Regulation works so that we have a more powerful regulator. I hope that the Minister will assure me that the regulator’s role is to be strengthened, and that we will see improvements in rail services from my constituency.

I am aware of this week’s announcement on rail franchising, and I broadly welcome the statement. However, I am slightly concerned about the proposed west coast main line refranchising. That will be let from 2012 to 2026, when the first trains are projected to start running on High Speed 2. I was initially led to believe that HS 2 would improve high-speed rail capacity on the west coast main line. However, having had many conversations on the matter with various interested parties, I am slightly concerned that that may not be the case. Will the Minister assure the House that fast services on the west coast main line will survive post-HS 2?

I thank my hon. Friend for allowing me to intervene. The problem affects my Hinckley constituents as it does those of surrounding areas.

I might be able to help my hon. Friend. I believe that the 16.10 Euston to Bangor train may stop at Nuneaton when the new Pendolino trains come into operation. My right hon. Friend the Minister of State at the Department for Transport made that point in a letter to a user group. Has my hon. Friend received information on similar lines?

The list of problems that the hon. Lady read out are overwhelmingly related to the difficulties in the transport system. There is a long-established principle that the Department with lead responsibility for the problem co-ordinates across Government, and the Department for Transport has taken the lead in responding to this situation so far.

The hon. Lady said that local authorities are having difficulty obtaining supplies of grit, but my Department has not been contacted by any local authority with such difficulties. We have more than 100,000 tonnes of grit available in the Highways Agency’s strategic stockpile ready to be made available to local authorities if they request it. The hon. Lady asked whether Cobra was planning to meet. The situation is being kept under continuous review, and if it is appropriate to convene a meeting of Cobra later today, that meeting will be convened.

Why was the A5 in the midlands partly closed? Will the Secretary of State please write to me about that? Does he recognise that the A5 is a national highway? This is not a county matter.

Most of the strategic road network across the country has been kept open, and most of it is open today. Some strategic roads have been closed, particularly on higher ground, either because of exceptionally heavy and drifting snow or because they have been blocked by accidents or abandoned vehicles. Individual decisions will have been made by the Highways Agency or, in some cases, by the police. I will write to my hon. Friend and tell him precisely the reason for the A5 closure.
