Commons ChamberThe Government are investing £500 million to secure the future of steelmaking in Port Talbot for generations to come. It is one of the largest UK Government support packages for steelmaking in history, and it will protect 5,000 jobs directly with Tata and many thousands more in the supply chain.
Last week, the Secretary of State stated in the steel debate that he understands
“the devastation that people will feel in Port Talbot—the whole community, but especially those people who face the loss of their jobs”—[Official Report, 23 January 2024; Vol. 744, c. 264.]
at the plant and beyond. Why is it, then, that the Secretary of State or the Business Secretary did not put in a red line on job losses while this work was being done, especially given that Tata has this morning doubled down on those losses at the Welsh Affairs Committee? It is nothing short of a disgrace.
As the hon. Gentleman knows, Tata approached the UK Government and said it was intending to pull out of the United Kingdom. If Tata had pulled out completely, that would have immediately cost 8,000 jobs and many thousands more in the supply chain. The Government therefore acted to take the only deal available, which was to build the electric arc furnace and save thousands of jobs.

Commons ChamberI have regular discussions with Cabinet colleagues on a range of issues, including the cost of living. The Government have made certain that the state pension, benefits and the minimum wage have all risen in line with inflation. Last winter, the Government’s energy support schemes saw them paying about half the average fuel bills for homeowners across the United Kingdom.
The Bridgend food bank and the Baobab Bach food pantry are running out of food. My constituents in Ogmore and those across the Bridgend borough literally cannot afford to pay for the weekly shop. What work is the Secretary of State doing to tackle the significant access-to-food crisis that is impacting constituents in the Bridgend county borough and right across Wales?
As I have already mentioned, the Government have made sure that pensions, benefits and the minimum wage have risen in line with inflation. There have been other payments as well, with £900 to households on benefits, £300 to pensioners and £100 to those in households where there have been disabilities. The Government have made certain at all times to prioritise the least well off. May I respectfully suggest that the hon. Gentleman should listen to the earlier questions and suggest that the Welsh Government stop spending money on extra politicians and put that back into communities where it is needed?

Commons ChamberMy right hon. Friend is correct. It is deeply disappointing that growth in Wales is now below pre-pandemic levels, whereas in England it is above pre-pandemic levels. The Welsh Labour Government need to ask themselves some difficult questions and perhaps stop concentrating on nanny state policies, such as the ban on meal deals, the 20 mph limit and the ban on new roads and start thinking about what they can do to deliver jobs—I do not mean the £100 million scheme to create a whole load of extra Senedd Members.
The Secretary of State will be aware of the announcement last week that has shocked the Bridgend communities about Zimmer Biomet and the suggestion of losing more than 550 jobs. I, along with my Senedd colleagues, have met the Economy Minister, Vaughan Gething. May I ask the Secretary of State to do all he can to make representations to the Business and Trade Secretary to encourage Zimmer Biomet to change its mind and keep the jobs in Bridgend and to grow from Bridgend to ensure that we keep these well-paid, highly skilled jobs into the future?
The hon. Gentleman makes a very useful and important point. Bridgend is a wonderful place in which to invest and do business, and the new freeport will make it even better in the vicinity. I have been in touch with the Department for Work and Pensions about that, but I am very happy to talk to those in the Department for Business and Trade about what further measures can be taken to encourage that company and others to take advantage of the wonderful working environment that is Bridgend.

Commons ChamberI have regular discussions with Cabinet colleagues on a range of issues. As a result of Putin’s illegal invasion of Ukraine, households in Wales have seen their energy bills increase, which is why the Government have provided support totalling £94 billion, or £3,300 per household, to help with higher bills.
There are indeed many people suffering at the moment, and I feel very sorry for the hon. Gentleman’s constituent. The Government have supported households with the rising cost of living by maintaining the energy price guarantee at £2,500 from April to June 2023, saving households an additional £160. Over the winter, the Government were paying on average about half of people’s energy bills. For those living in households where someone has a disability, there has been an extra payment of £150.
The most recent statistics published by the Welsh Government show that almost a quarter of those in the private rented sector in Wales are living in fuel poverty, compared with only 13% of those who own their homes. Will the Secretary of State set out what additional support those who live in the private rented sector will get from the Government? The reality is that their rents and fuel bills are going up, and the Government seem to be sitting idle and doing nothing to support these people.

Gentleman will know perfectly well that it is not just levelling-up funding that is replacing EU funds: it is levelling-up funds, community ownership funds, community renewal funds and shared prosperity funds. On top of that, the Government are delivering nearly £790 million in growth deals. Wales has not lost out by one penny as a result of the UK Government’s implementing the result of the referendum, in which the people of Wales voted to leave the European Union.
This Government have provided an unprecedented package for non-domestic energy users through this winter, worth £18 billion, and our new energy bills discount scheme will provide a discount on high energy costs to give businesses certainty while limiting taxpayers’ exposure to volatile energy markets.
I welcome the Secretary of State’s support running up to April, but he must accept that the changes that the Government are introducing from April are also bringing about huge amounts of uncertainty for many businesses, including in my constituency of Ogmore. One business is looking at potentially making several hundred of its workforce redundant because it is unable to get guarantees on funding beyond April. Will the Secretary of State meet me to see what work we can do to try to ensure that business is secured, and convince the Chancellor that more support is needed in the Budget for businesses in Wales and across the UK?
I certainly know that the Chancellor and the Treasury have been having discussions with businesses in Wales about what support can be given, but I would be perfectly happy to meet the hon. Gentleman and that business in his constituency to see what further support can be given.

Commons ChamberWales has decided its own destiny in several referenda recently. It decided that it would like a devolved Administration, which is something that this Conservative Government will fully support. Wales voted to leave the European Union, which I fully supported, but I am not sure the right hon. Lady or her party did. I fully respect the self-determination of the Welsh people to leave the EU, and I look forward to her support on that one in the future.

Commons ChamberI am delighted to say that Wales has an excellent trading relationship with Brazil. In 2021, we exported nearly £85 million-worth of goods to the country, while importing £165 million-worth of goods. Wales has good trade and investment with countries across the world. We have seen 72 direct investments in the last financial year, with 1,500 jobs created. Only last week, the Secretary of State for Wales and I were with the Member for the Vale of Glamorgan looking at the new Aston Martin supercar factory in the Vale of Glamorgan.
The Secretary of State for Wales and I have regular discussions with ministerial colleagues on free trade arrangements. The Wales Office works closely with the Department for International Trade to ensure that Wales will enjoy the benefits that will flood in both directions from free trade deals with Australia and New Zealand.
The Government’s own impact assessment states that the Australia and New Zealand FTAs will see a reduction in gross value added in agriculture of more than £142 million. The measures are likely to have a disproportionate impact on Welsh agriculture because of its reliance on livestock and dairy farming. NFU Cymru is calling for Wales-specific impact assessments, so will the Minister ensure that they are delivered and that he starts working for Welsh farmers, rather than undercutting them and destroying the industry?
I cannot really accept what the hon. Gentleman says. We were able to import lamb, beef and other kinds of food from Australia and New Zealand when we were members of the European Union. Both countries had an agreement that allowed them to export goods to us without paying tariffs, up to a certain quota, and the fact of the matter is that they never met that quota. It is a bit of a myth that there is cheap beef and lamb in Australia and New Zealand; anyone who wants to look at a website can see what people pay for those goods in Australian and New Zealand supermarkets. They have no plans to increase their flocks or herds. The trade deals that have been agreed are going to be good for farmers and for industry more widely throughout Wales.

Commons ChamberThis oft-cited figure comes from a Wales Government report which looks purely at renewals between 2011 and 2015. The very same report on page 20 draws attention to the figure that would apply if one looked at maintenance operations and restoration as well, in which case the correct figure would be 4.37%, not 1%.
I was glad to hear the Minister mention, in reply to my hon. Friend the Member for Newport East (Jessica Morden), Pencoed in my Ogmore constituency. He will know that the debate about closing the level crossing has been going on since the early ’90s, and I know he is personally supportive and has been to Pencoed to look at the site. However, Bridgend County Borough Council has now put forward cabinet reports to say that the scheme will cost almost £20 million. Department for Transport Ministers cannot keep announcing additional services on the mainline without tackling the safety issues around the Pencoed level crossing. So may I press the Minister to ensure that DfT Ministers back up their announcements with much-needed funding to deal with the problems in my constituency?
I would certainly encourage all partners and stakeholders in this, including DfT Ministers—and also those in the Welsh Government, who are responsible for the highways of course—to engage with the rail network enhancement pipeline in the usual way or consider future rounds of the levelling-up fund. I say, too, that the hon. Gentleman has made a powerful case for that level crossing and the wider strategic benefits that will flow if this problem is sorted out.

Commons ChamberI congratulate the hon. Member for Gower (Tonia Antoniazzi). I also extend my sincerest condolences to the family of Paul Flynn, and to all Paul’s colleagues in the Labour party. I had known him for well over 30 years. He used to be my MP, and he used to come to my school when I was a sixth-former. I would try, and utterly fail, to catch him out with difficult questions. History seemed to repeat itself when he joined the Welsh Affairs Committee. He was an inspirational Member of Parliament, a true Back Bencher, who worked incredibly hard. He turned up to every Committee meeting, even when his health was making that difficult for him. We were both Council of Europe delegates as well.
I think that the best compliment I can pay comes from one of Paul’s constituents, who described him as “a damned good constituency MP” who would always take up people’s concerns. That comment was actually made to me by a member of Newport West’s Conservative association. I think I need say no more than that.
Let me also thank all members of the Welsh Affairs Committee, past and present. In the nine years for which I have served on the Committee, it has been an absolute pleasure to work with everyone. We certainly have a wide range of political opinions, but most of our reports have featured a strong measure of unanimity in their recommendations to the Government. I think that that is because, outside the Chamber and the hurly-burly of politics, most of us—indeed, all of us—will always want to put the good of Wales first, and look for ways in which to support Wales and the Welsh people rather than dividing on political issues.
In the four minutes that I have left, I will canter through a couple of the issues with which the Committee has been dealing. The issue of the Severn Bridge was the first that I took up as Chairman, and there were various inquiries, reports and follow-ups on the subject. With the support of my right hon. Friend the Secretary of State for Wales, we continued to maintain that the tolls were unfair, and were creating a brake on the south Wales economy. I was delighted when, earlier in the year, they were finally scrapped. If we are to see the full benefit, however, it is vital for the Welsh Government to get on with building an M4 relief road. Otherwise, we will simply see further congestion in the area of the Brynglas tunnels.
The hon. Gentleman has paid tribute to the Secretary of State. Will he join me in also paying tribute to my hon. Friend the Member for Newport East (Jessica Morden), who has campaigned for the abolition of the tolls since 2005? Should she not be congratulated on her achievement?
In fact, the hon. Member for Newport East was a member of the Welsh Affairs Committee when that first report was produced some nine years ago, and I think that it was at her instigation that the abolition went ahead. I pay full tribute to her for that.
As I was saying, the advantages that will accrue from the abolition of the tolls will be greatly increased if the Welsh Government now get on with building the M4 relief road. I know that was the policy—or it certainly seemed to be—of the Labour Government in the Welsh Assembly, and I am sure the Government here will want to support them in that.
To be slightly more parochial, the booming south Wales economy, for which my colleagues in government can take much of the credit, has meant that there is a demand for housing in south-east Wales, which is causing further problems. I hope Ministers will be doing everything possible to get the local authorities together to build the Chepstow bypass, which is also urgently needed.
The Select Committee on Welsh Affairs obviously cannot do much in the way of culture, media and sport, which is a devolved matter, but there are areas where we can offer support, not least in cheering on the national side as we all did on Saturday, but on S4C too. We have produced numerous reports to try to ensure that there are no threats to S4C’s budget.
I am also delighted that the Select Committee now enables anyone who wishes to do so to give evidence in Welsh. Debates can also now be held in Welsh in the Welsh Grand Committee, and I do not see why this cannot be extended further. I know that many Committee members would be quite supportive of it. There is no technical reason why we could not have debates on Welsh matters in Westminster Hall in Welsh, and I do not think there is any technological reason why a St David’s Day debate in this very Chamber could not also be held in the medium of Welsh. Perhaps we could look at that over the next few years.
We have looked on many occasions at the issue of powers for the Welsh Assembly. I was on the losing side of a referendum: I campaigned against the Welsh Assembly but quickly realised it would be utterly wrong to stand in the way of something the people of Wales had voted for. That is why I am glad the Conservative party, rather than trying to overturn the result of that referendum in 1997, embraced it and realised we would simply have to go along with what the Welsh people wanted, because that is democracy.

Commons ChamberThe hon. Gentleman will be aware that we were paying about £18 billion a year to be a member of the European Union. Even if the £39 billion Brexit divorce bill figure is correct—I am prepared to accept that it is—it represents about two years’ membership of the European Union. If that is the price that we have to pay for a good deal, and if other Members support it, I am willing to support it as well. I would probably be willing to walk away and, effectively, say “Get stuffed”, but I am a man who likes to work with other people, and if I can encourage other Members to get behind the Government and compromise a little bit, I am all for doing that.
Let me now return to education for a minute. I think it very important for members of the Welsh Affairs Committee, and Welsh MPs in general, to consider the state of education in Wales. We often hear comparisons between the Welsh and the English national health services, but I do not think we hear enough comparisons between the Welsh and the English education systems. I want to know why my children, who attend state schools in Wales, have less chance statistically of getting good GCSE results and A-level results, less chance of getting into the best universities, and less chance of getting first-class degrees, and I want to know whether Labour Members agree with the judgment of the former Labour Education Minister in Wales who announced that it was time for the Labour Government in Wales to apologise to learners and parents for the mess that they had made of education.
I think I have raised this issue with the hon. Gentleman before. When his own county’s education services were put into special measures while being run by a Conservative administration, he said nothing. I will tell him what is good about the Welsh education system: record investment in school buildings, record GCSE results, record A-level results, and some of the best universities in the United Kingdom, if not the world.
The hon. Gentleman is doing a great disservice to the people of Wales and the people of Monmouth. He needs to get his facts straight rather than making misleading statements on the Floor of the House.
I got carried away, Mr Deputy Speaker. I apologise, and I withdraw those words.
I welcome the fact that everyone feels passionately about this issue, but I suggest that the hon. Gentleman look at what his own Labour Education Minister is saying about Labour’s education record in Wales.
I have been given only 10 minutes, and I would like to move on to the subject of Brexit, which, after all, is a matter of some interest to all of us at the moment.
I commend my right hon. Friend the Secretary of State for Exiting the European Union for the enormous amount of extra power that he will give the Welsh Assembly and the Scottish Parliament, although, if I were anything less than a man who likes compromise, I would be slightly worried about it. I was on the losing side of a referendum in 1999. I remember what it was like to wake up the next day and realise that we had lost, and to have a great discussion about what to do next. What we decided to do was respect the fact that the people of Wales had voted for a Welsh Assembly, albeit by a very narrow majority, and with a much smaller turnout than the one that we saw for the Brexit referendum. We in the Conservative party decided—and I think that my right hon. Friend the Secretary of State for Wales was among the people who were thinking about this—that the thing to do was simply to respect the decision and get on with it.
We did not say, “Well, there was only a small turnout and a tiny majority, so let us have a second referendum.” We did not say, “Let us see if we can find some dubious hedge fund managers and challenge the whole thing in the courts on a technicality.” We did not go off to the House of Lords and say, “Let us see if we can delay the whole thing”, or whip up a load of scare stories about what it was likely to do to the economy—although I must admit that the scare stories that remainers are coming out with are not particularly good. One minute they say that Brexit will crash the economy, and the next minute they are complaining that there will not be enough people to fill the thousands of job vacancies that are currently available as a result of the good handling of the economy by my right hon. Friend the Secretary of State.
We did not do any of that. We recognised the fact that the people of Wales had voted in a certain direction, and we respected that. We respected devolution and we respect it now, and we respect the voice of the Welsh public, who voted overwhelmingly to leave the European Union. I commend my right hon. Friend and the Government for listening to the people of Wales. Ours is the only political party that is willing to deliver the Brexit for which those people voted.

Commons ChamberI have sat here for hours listening to one Opposition Member after another criticising Government policies and trying to offer a few policies of their own. The interesting thing is that not one of those Opposition speakers has mentioned the fact that for the past 18 years they have been implementing their policies in another corner of the United Kingdom, which I come from: Wales. On any reasonable comparison of the difference between the education systems in England and in Wales, England comes out on top, and I say that as an ex-Welsh comprehensive school pupil with three children currently going through the state system in Wales.
The comparisons are absolutely clear. Fewer teachers take time off for sickness in England than in Wales. More money is spent per head on pupils in England than in Wales. Children in England have a much better chance of getting into university, as a headline from the BBC made clear only a month or two ago: “Top grade A-level performance falls in Wales”. Pupils in England have a better chance of getting into the best universities and a better chance of getting a first-class honours degree than pupils in Wales.
Why is that? It is because in Wales Labour has followed the outdated policies that it tries to suggest that we impose in England. The Labour Government in Wales have scrapped testing. They do not like streaming or any kind of selection. They do not like classroom assessments, because they think that those assessments put teachers under pressure. They do not want to give parents the choice that my hon. Friend the Minister for School Standards wants to give them in England.
No one has to take my word for that; they can look at PISA reports—the independent OECD surveys of education systems around the world, including those in the United Kingdom—which clearly show that England is doing far better than Wales. Alternatively, they can look at Estyn reports, a recent one of which showed that Wales is lagging far behind England in areas such as English language. Even if people are not convinced by those neutral reports, they can read what former Labour Education Ministers in Wales have said. Leighton Andrews said
“we took our eye off the ball”,
while Huw Lewis issued an apology to the learners of Wales for the Welsh Labour Government’s failed policies. Labour Members like to promise a nation fit from cradle to grave, but as far as education is concerned, they have delivered a failure from the nursery to the bursary.
Unsurprisingly, speaking as a fellow Welsh Member, I think that the hon. Gentleman is painting a rather bleak picture of the education system in Wales. He talks about Estyn, but does he not acknowledge that the Conservative-led county council for his own constituency was put into special measures by Estyn because of weak leadership? The quotes from Leighton Andrews and Huw Lewis are a considerable number of years out of date. Over the past five years, there have been improvements to GCSE and A-level results, and the gap has closed significantly because of underperformance in England and improved performance in Wales.
I notice that the hon. Gentleman says that the gap has closed, but he does not say that Wales is doing any better than England. In actual fact, one of the headlines I referred to is only a couple of months old, so there are still many problems here.
In England, we have rejected the sort of left-wing, anti-selection, anti-testing, anti-choice dogma that Labour has followed since the 1960s, which is completely out of date. That is why we are delivering higher standards for pupils in England than for those in Wales. It is why Labour Members do not want to talk about their failures in Wales. It is why former Labour Education Ministers from Wales are having to apologise to their own constituents for their failures.
Members of the public know perfectly well that this Government can be trusted on the economy, on defence, on law and order, and on immigration, but there are still some people who think that Labour can be trusted more on public services. The reality is that we have put public services at the heart of our agenda, and we will continue to do so. We should loudly and proudly shout from the rooftops about the enormous successes we have delivered in education, health and other public services for the people of England.
