That this House has considered the potential role of UK manufacturing in development of onshore oil and gas.
It is a pleasure to serve under your chairmanship, Mr Howarth. Shale gas exploration is a key issue in my constituency. Exploration licences have been granted to five operators in Thirsk and Malton, covering the vast majority of my patch. I receive dozens of letters and emails about fracking every week and I care passionately that, if it goes ahead, it is to the great advantage, not disadvantage, of my constituents.
As a local man, I understand why so many local residents worry that the peace and tranquillity of North Yorkshire, including the stunning North York moors, will be disturbed, and why they feel that their lives may never be the same again. I do not believe that that will be the case. As long as fracking is conducted in a balanced and measured way, the advantages for our local and national economies far outweigh the disadvantages.
I congratulate the hon. Gentleman on obtaining this important debate. On his point about constituents who have concerns, how do we bring people along and convince them that there is no issue? What job of work needs to be done?
I thank the hon. Gentleman for his intervention. That is a key issue, which I will come to later on in my speech.
The environmental reasons for moving from coal to gas are compelling. Global carbon dioxide emissions will be found to have declined in 2015, principally owing to reduced coal use in China and the US, and the Intergovernmental Panel on Climate Change and the US Environmental Protection Agency both credit the majority of the US reduction directly to the move from coal to shale. The World Health Organisation recently declared a state of emergency on air quality in many countries. It estimates that the cost of air pollution to the EU alone is a staggering £1 trillion and the human cost is even more dramatic: in 2010, about 600,000 premature deaths in the European region were caused by air pollution.
According to a report by the Health and Environment Alliance, coal-fired power stations are responsible for the following effects on UK citizens: 1,600 premature deaths; 68,000 additional days of medication; and 363,000 working days lost. Diesel cars and coal-fired power stations must become things of the past.
Geopolitically, domestically produced shale can help us develop a more effective foreign policy. Despite growing turmoil in the middle east, UK energy prices are falling in the markets, at the fuel stations and for our domestic energy. Traders can clearly see that the west is developing independent sources of energy and the British Geological Survey estimated that 10% of the predicted UK reserves could meet our gas energy needs for 40 years.
As with North sea oil and gas, fracking could lead to a new industrial supply chain. In 2014, 375,000 people benefited from employment and tax revenues of £2.1 billion resulted from the North sea oil and gas industry. Reports by the Institute of Directors and Ernst and Young indicate that shale gas could provide 64,000 jobs and £33 billion of domestic investment. Domestic is the most important word. This opportunity could spawn tens of thousands of jobs, and good jobs, too.
In my constituency, we have many world-class engineering businesses and a first-class training organisation called Derwent Training Association, which specialises in training top-quality light and heavy electronic and electrical engineers. Such businesses can be the innovators of the future, taking the industry forward and making it cleaner and more efficient. For example, it is possible to convert methane to hydrogen—a CO2-free fossil fuel—and the University of Strathclyde has established the UK centre for hydraulic fracturing to develop quieter, more energy-efficient equipment.
Shale would offer significant opportunities for many UK industries. It is estimated that it would require 12,000 km of steel, worth £2.3 billion. Recycling of waste water by domestic businesses would also be required and that would be a £4.1 billion opportunity. Other opportunities include rig building and environmental monitoring. Our chemicals industry could also be a big winner by capitalising on cheaper natural gas liquids often found alongside shale deposits.
If the UK could demonstrate the success and environmental credentials of shale gas, we could export our knowledge, skills and technologies to other countries in Europe and further afield, just as we did with conventional exploration. We must not repeat the mistakes of offshore wind, where we are the market leader in generation but lack any significant supply chain.
In the future, power generation will be centralised, cars and home heating—probably using air source heat pumps—will be electric and battery storage will be commonplace. Some people will argue that a new fossil fuel is a backward step that will prevent the energy industry from innovating. I disagree. Yes, renewables should be part of the future, but subsidies will only hold back their efficacy. I think that we should have reduced subsidies more progressively, as has happened in the US, but the Government had little choice given the wild and unmanaged overspend overseen—or probably not seen at all—by the previous Secretary of State.
Let us think of the technology sector. Deep Blue is the computer best known for defeating world chess champion Garry Kasparov on 11 May 1997, but a modern smartphone is 30 times more powerful than Deep Blue and made without Government intervention or subsidy. Should not the Government simply set the parameters for CO2 emissions and air quality and then let industry deliver the solutions? Is that not a better solution than paying homeowners unsustainable amounts of money to put solar panels on their roofs?
Of course, we can contemplate welcoming a new industry only if it is compatible with daily life in North Yorkshire. Last autumn, I paid a visit at my own expense to Pennsylvania to speak to local people, the US regulators, academics, protestors and operators about the impacts of the shale gas industry on the economy, the community and the environment. I did not see significant and widespread industrialisation of rural areas, but we do need to learn from early regulatory failures and carefully plan for the industry’s cumulative impacts.
We need a single regulator to make sure that there is a clear line of accountability. We need independent regulation and monitoring at every stage and, crucially, a rolling five-year local plan to co-ordinate activities. We need a local plan for fracking, covering a five-year roll-out and detailed solutions for key concerns. We also need traffic plans for the movement of heavy industrial equipment. Heavy industrial plant connected with shale gas, such as compressor stations and refineries, needs to be located in areas used to hosting industrial chemical sites.
We need minimum distances to settlements and schools and minimum distances between sites to prevent the industrialisation that many people are concerned about. We also need to consider the impact on other important parts of our local economies and, of course, the visual impact on our countryside, so we need buffer zones around our national parks and areas of outstanding natural beauty.
In an age of computer-generated imagery and simulated time-lapse photography, we can and must paint the picture for the public on how we can carry out fracking safely and discreetly, or risk years of delays owing to public concern. The effects on the economy and on job creation locally in Pennsylvania were positive, and I met various supply-chain businesses that were clearly thriving.
We must look at the whole picture. We cannot afford to ignore this opportunity. Under this Government, the economy is doing well and unemployment has come down, but we would benefit from having a clean, low-cost, low-carbon, home-grown energy source that supports domestic businesses, creates local, well-paid jobs and makes our economy and our nation strong by generating energy for generations to come.

Two minutes? My goodness, how can I say everything that I want to say in two minutes? What a pleasure it is to stand alongside the hon. Member for Gainsborough (Sir Edward Leigh) and support him in what he put forward. I thank him for all he has done.
I am not alone in having serious concerns raised with me by traditional faith groups and faith schools with no history of extremism whatsoever about the prospect of counter-extremism strategies potentially affecting them. That is what this is all about. Let me be clear. A framework needs to be put in place with safeguards to prevent the strategy from becoming a draconian measure. There needs to be intelligence-gathering and reasonable suspicion before any investigations or the specific targeting of a school. We cannot end up in a situation in which a Sunday school is declared a radical theatre or religious studies at a local primary school becomes a matter of national security. Such things are incredible.
Does my hon. Friend agree that it is sad that we could be looking at state-controlled faith in this United Kingdom in a few years?
Absolutely. I thank my hon. Friend for that point. I am on the record as saying that freedom of expression and of religion are essential to any free, modern and healthy democracy. I fully support that and think that other right hon. and hon. Members here support that. I want to ensure that that is how we consider the matter.
The Evangelical Alliance, an umbrella group representing some 2 million practising Christians in the UK, said that the proposals risk the
“wholesale nationalisation of youth work and the indirect state regulation of private religious practice”.
Can you believe it! What a prospect!
Colin Hart of the Christian Institute described any enforcement of the so-called British values—incidentally, I am British and a British passport holder, British by birth and British by choice, but these values are not my values—on any faith group with any reasonable cause for concern as
“an unprecedented attack on freedom of religion in this country”.
He warned that Ofsted inspectors not only could be sent into Sunday schools, but could end up investigating scout troops—this year it is the 100th anniversary of the Cub Scouts—and even bell-ringing clubs. My goodness, there will be people sitting on every corner with their black shirts on ready to do the business!
If this is the sort of Britain that we are on the road to, we are not on the road to a very good place. A serious re-evaluation is needed of whether it is worth eroding such civil and religious liberties in the name of those so-called British values. I hope that today gives the Government a chance to change that. This serious issue is important throughout the whole of the United Kingdom of Great Britain and Northern Ireland, and I urge the Minister to say clearly in his response, “It is not happening.”

Commons ChamberThis is, of course, a very difficult time for the employees who have been affected. I will certainly look into the position, and, during discussions with any potential buyer, I will ensure that export opportunities are highlighted.
Do the Government foresee any long-term difficulties with the transatlantic trade agreement with the United States if the Americans decide to export agri-food products into the UK?
The hon. Gentleman will know that these discussions are still going on. By their very nature, they are complex, as two huge economic areas are involved, and so they will still take some time. Agri-products and all products of that nature need to be carefully looked at, so we have not reached a final point. It is worth remembering that once this deal is done, it can be worth up to £400 for every household in the UK each year.

Commons ChamberWhat more can the Government do to help haulage companies with the exorbitant fees of £3,500 that are charged to train for HGV licences?
There is a convention, which we have stuck to for very good reasons, that we do not ask the taxpayer to pay for licences to practise a particular profession. We believe that doing so should be directly in the interests of both the employer and the employee who will benefit from having the licence. However, we are encouraging those companies to develop, and they are working on developing, an apprenticeship standard to include the whole of the rest of the training, which will of course receive substantial support from the taxpayer and from the apprenticeship levy.

Gentleman points out the pressures faced by the FE system, and he will know that as the quantity and quality of apprenticeships increase—for example, with the introduction of the apprenticeship levy—that will help to support our college system.
6. What steps the Government are taking to tackle cash retention within the construction sector.
We are working with the industry through the Construction Leadership Council and its supply chain payment charter, which includes a commitment to zero retentions by 2025.
I am sure the Minister will agree that cash retention is having a major difficulty on the cash flow of SMEs across the United Kingdom. Surely some form of sanctions needs to be in place to alleviate cash-flow problems when companies are going out of business.
I certainly agree that there are some problems with the system, but it is also a fairly deeply embedded feature of the construction industry. We must act on the basis of evidence, which is why the Government will commission an analysis of the cost and benefit of retention payments to inform future action. We endorse entirely the Construction Leadership Council’s commitment to remove such payments from the industry by 2025.

I completely agree. Such initiatives can be a game changer for many young people and improve their understanding of the length and breadth of the opportunities open to them.
To return to apprenticeships, I repeat that the research showed only 7% could name them as an alternative qualification. The challenge is that the vast bulk of teachers will obviously have gone to university. They are graduates who have become teachers. They are skilled in that area and can talk about university and the advantages of a degree. For obvious reasons they are not skilled-up in the matter of apprenticeships. They often know little about them unless they are told.
I hear from young people in universities and further education colleges in Northern Ireland that they believe careers officers—not all of them, but a lot of them—are ill-equipped to do the job. We need to address that. Another comment is that we need a closer working relationship with industry and young people. It is said that the attitude of young people coming out of education to go into work is not what it should be. If there could be day release with companies, for example, at an early stage—from 14 onwards—it would make a difference.
I concur very much with that intervention.
There is an issue to do with careers advice that I find extraordinary. We all understand the importance of good careers advice and careers officers, and I have always found it slightly odd that Governments of either side have never made a song and dance about them, or applauded or provided incentives or reward programmes for very successful careers officers. A really good careers officer can play one of the most significant of roles in a young person’s career or future. Yet I have never seen in the paper a picture of Jane Smith or John Doe as the best careers officer in the south-west, rewarded by the Prince of Wales. I hope hon. Members see what I mean; the role should be much more of a career. We should get the best people, who should be rewarded. They should be financially rewarded even better than they are, but more importantly there should be a sense that it is desirable for talented and able people to become careers officers. If we could get to that situation, it would make a difference.
My hon. Friend has intervened frequently, but with very good points. I concur totally with him. I had a discussion with the head of Cavendish school a few months ago—he is a good guy at a really good school. He said, “Stephen, if I get my brightest youngsters really focused towards A-levels and university, I get a gold star from Ofsted,”—I am paraphrasing a wee bit—“but if I start pointing my brightest and youngest towards apprenticeships, I really don’t.” That is really important. He said, “But I do that anyway.” He is from the north, so he profoundly believes in apprenticeships even though he is in Eastbourne, but that was such an important point.
The Government have to find a way to ensure that the right outcomes for our young people are properly incentivised. Without that, we rely on individual heads and teachers to be brilliant and that is not good enough. I want our teachers to be brilliant, but I have been in business long enough to know that we need processes that underpin the teachers. Funnily enough, the next line of my speech is: how are schools to be incentivised to improve their careers advice provision? I look forward to hearing answers to that from both the Minister and the shadow Minister.
The Association of Colleges recently released a report titled “Careers Guidance: Guaranteed,” which uncovered some figures. They are not rocket science or surprising to the people here—otherwise, they would not be here—but 70% of young people turn to parents for careers advice and 57% turn to teachers. That is completely logical but mad, because, with the best will in the world, parents know only about their specific area unless they are careers professionals or they have a passionate interest in discovering about all of the extra 750 careers options that we seem to have today, compared with in my youth.
I have already explained about teachers. Great though they are, the challenge for teachers is that unless they have been trained, they will only know about their specific experience. We cannot change the fact that kids will go to their parents or teachers; it is logical. Whom do they trust most? They trust their parents. However, we need systematically and profoundly to improve the situation, and to pour focus and resource into improving the careers advice of teachers and improving the careers knowledge of parents, for example, through open days—I run apprenticeship initiatives constantly—so even parents know about the different careers. If we do not do that, in 10 years’ time we will be in exactly the same boat. We will be saying, “We are doing our best with careers advice. It’s not too bad, but—”. Thirty-five years ago, when I was starting out on my business career, the phrase could have been, “Careers advice is not too bad, but—”. Broadly speaking, that is still the case and it has to change. I look forward to the Minister and shadow Minister giving me an update on their proposals.
Recent research carried out by the Local Government Association shows that the drop-out rates cost the country over half a billion pounds. That does not surprise me at all. It will always happen a bit, but I am sure that a lot of that is related to poor advice.
I pay tribute to the National Union of Students, which has been very active and supportive on the issue. It is working closely with me on a separate apprenticeship initiative. It says that because the job market is so competitive these days, it is more important than ever for quality advice to be provided to 14 to 19-year-olds, as I am sure hon. Members would agree.
In my constituency, the unemployment claimant rate has dropped to 2.8%. A lot of the reason why is not just the national economy and the push we are doing locally, but the apprenticeship initiative that has been so successful in Eastbourne. The youth unemployment figure is now 325, which is almost 35% lower than at the height of the recession.
My hon. Friend the Member for Pendle (Andrew Stephenson) talked about a school hub. I would like to share something we are doing in Eastbourne with the Chamber and the Minister, because it is another example of partnership and working together that is very successful. We have the Eastbourne jobs hub, which is slightly similar to my hon. Friend’s example, although not just from a school perspective. It has partners, including Sussex Downs college, Eastbourne borough council, the county council, the chamber of commerce—it is really important to get business right in the tent. We also have a dedicated manager, and I have match funding from each of the different groups, which means that even in a difficult economic climate, the funds can be provided to run it. There are also volunteers supporting the dedicated manager. I opened the hub myself about nine months ago. It is in the library, because having something like that in a central location is really important. It is all about careers advice, recruitment and helping to guide people into different job opportunities, and it is a really successful scheme.
For me, the key thing about schools, which is why I was interested in my hon. Friend’s intervention, is that that sort of scheme needs to be done much more in schools. It is a very good way of bringing businesses into the tent. A lot of companies, small and large, really enjoy going into schools, as long as there is a structure and they know what they are supposed to do. Equally, colleges can support schools on that, because my view is that young people need to start being informed about options around the age of 14, as they do in Germany. From a young age, kids begin to learn more about the different professions and different vocational and training opportunities that are available.
I want to mention a difficulty that is raised when we speak to industry in Northern Ireland. The hon. Gentleman has spoken about apprenticeships; what more can we do to incentivise, if that is the right word, young people to stay the course? If 10 or 15 young people start an apprenticeship in whatever career it may be, perhaps only four will finish it.
That is very important. To my mind, there are a number of things to consider. We must ensure that the Government of the day, locally, regionally or nationally, focus on that area and applaud success. Nothing is truer in life than that success follows success. I would like to see more and more young people who have been through the process, either as apprentices or at university, as ambassadors going into schools and working with local companies.
I was talking to a constituent the other day about long-term youth unemployment, the challenges of NEETs and so on. As a constituent of mine, he knows that is something I am very focused on—it is one of things that got me back into politics, as it happens. I told him that there is no point in me, a middle-aged, posh bloke in a suit, going in and talking about apprenticeships—it just doesn’t work! Although I profoundly believe what I say, and a lot of young people in Eastbourne know me, so they know I am absolutely passionate about the issue, they would listen so much more to a 19 or 20-year-old who had been through the process and was really fired up. People hear so much better those who look like them and sound like them. That is something I would like to see much more of.
Improved access to careers hubs, where colleges, schools, universities, Jobcentre Plus, and local authorities come together—many of us have such hubs in our constituencies—is a very good way of working and lifting morale and energy locally. I urge the Government to keep making progress on that, and I look forward to hearing the views of both Front Benchers.
However, as good and necessary as hubs are—I use them a lot, as do many of my colleagues—I am convinced that one good, trained careers officer who is passionate about what they do can change the world of career opportunities for young people more than anything. A careers officer who offers a real career path, and who is incentivised to find people jobs or good solid training, can change people’s lives. One day, if I am still an MP in x number of years—

Commons ChamberIt is a pleasure to follow the Chairman of the Education Committee, the hon. Member for Beverley and Holderness (Mr Stuart), who provided a very good summary and analysis of our report.
Like other Committee members, the hon. Gentleman will have heard from or met those from the Alliance for Children in Care and Care Leavers. They have given me a copy of their requests for inclusion in the manifestos of all parties. One of their points is that the average age at which young people leave home is 24; yet young people leave care at 18 and, sadly, it is often earlier—at 16 or 17—for the most vulnerable and disadvantaged children or young people in our society. As the Chairman of the Committee said very well, they are the group most in need of support, but we expect them to fend for themselves and to go into independent living.
The point about the difference in treatment at different ages and the way in which we, as supposed corporate parents, allow that to happen, says everything we need to know in summary, and the detail has now been published in our report. The life chances of children in care—whether in education, employment, relationships or housing—are all significantly lower than for other people in society. For example, many of the prison population were in care as children, and 60% of children in care have some kind of mental health problem.
The young people we met told us their stories, as do those who have met other Members at other times. Our report shows that leaving care is one of the key stages in their lives. It is very often a harsh cut-off date, whereas other young people usually have no arbitrary leaving date. Many young people go away and come back, so they leave home over a period; some parents would say that their young people never leave, as is sometimes their experience. However, that is not the case for this group of particularly vulnerable young people, so our recommendations are important.
Our chapter on “Staying Put” gives the figures for those who leave care as 16 and 17-year-olds, and for those who leave on their 18th birthday. A remarkably high number—in the thousands—leave care before they are 18, and many more do so on their 18th birthday, when they are no longer regarded as looked-after children. The questions we want to pose to Ministers and, for that matter, potential Ministers are: is everything being done to ensure that children do not have to leave care if they do not want to, and do local authorities and others apply pressure to get young people to leave? I have heard such a point more than once, and we refer to the financial pressures in our report’s conclusion, where we recognise the resource constraints in relation to the difficulty of extending “Staying Put” arrangements in residential homes.
One of the witnesses who gave evidence to the Committee was Ben Ashcroft, the author of “51 Moves”. He is involved in a campaign to extend residential care to the age of 21, which is as it should be. If as a society we have accepted that it is right for young people to stay in foster care until they are 21, it should be the same for those in residential care. As our report says:
“the young people in question have already experienced troubled and disrupted childhoods and are far too important for their welfare not to be prioritised.”
If we are serious about ensuring that support is available, we need to ensure that local authorities have the money. My council has lost more than 40% of its funding since 2010 and many other local authorities find themselves in that situation. If this Government or any future Government are serious about making a difference for these vulnerable young people and children, they, as well as local authorities, need to ensure that the resources are available. If that does not happen, we will continue to spend far more in later years on looking after the adults that the children and young people become, whether through the high cost of prison, the benefits system or mental health care.
If we are talking about finding extra money to fund the long-term solutions that our report suggests, has the time come to consider which Departments or budgets it will come from? The justice budget and the health budget are two possibilities, but the housing budget, the Department for Work and Pensions budget and the education budget also spring readily to mind.
As we heard from the young people we met and as other young people have told me, when young people leave care, they are often leaving a situation where everything is done for them, with little preparation for having to look after themselves. All too often, they have no concept of how to pay the rent or other bills, how to shop or cook, or how to get education or work. It is no wonder that so many of them end up struggling. A third of young people who leave care end up homeless between six and 24 months afterwards. That is a staggeringly high proportion.
Does the hon. Gentleman agree that a percentage of young people leave care homes not because they are forced to do so, but because of difficulties that they experience in their lives? Such young people become vulnerable and can then be trafficked and cannot be found again.
The hon. Gentleman is absolutely right. He is talking about people who leave residential care. The Committee came across evidence of that during our inquiry on residential care and I suggest that he reads the report. It is worrying that society loses track of such a high number of young people.
In this inquiry, we found a clear need for action, whether by doing better with existing resources, providing extra resources or both.

I think I can establish that grammar schools provide real add-on value and are, in themselves, centres for excellence. I do not want to get into a wider debate about whether there should be more or fewer grammar schools in Lincolnshire, but the Government have decided that the existing grammar schools should survive. Nobody in the Government, or the Labour party, suggests that grammar schools should be phased out. Presumably, they accept that those schools have a contribution to make. All we are asking for is fairness. I am not saying to the Government that there should be more grammar schools, although I might well believe that. I am simply saying that I want fairness. The Government have decided that the schools should exist, so they should be funded fairly. The removal of additional programme weighting for sciences, technology and mathematics is particularly unwelcome.
I had thought that the grammar schools system controversy was found only in Northern Ireland, but it would seem to happen in England as well. The research notes we have received show that the Government gave a commitment as far back as 2010 that the disparity in funding would be addressed by 2015. Does the hon. Gentleman see any sign of that? Why the disparity?
The disparity exists for the reasons I have described, but we have a quite excellent Minister who has committed his whole life to education. We are all waiting for his response.
It is vital that our young people are equipped with the knowledge, understanding and skills that will enable them as individuals, and the United Kingdom as a nation, to compete successfully in a global marketplace. That is so obvious and we all agree with it. Changes to post-16 educational funding were examined in isolation from funding for 11-to-16 education, and therefore little is understood about the cumulative effects of decision making on particular schools.
Different types of school are affected in very different ways. Schools for 11 to 18-year-olds with large academically successful sixth forms—I cannot make the point too often that that category includes both grammar schools and high-performing comprehensives—have lost large chunks of money. Whatever one’s view on the grammar school debate, and whether one thinks they are good or bad, that is undoubtedly true. It is rooted in fact. Those are often the very same schools that are unfairly funded pre-16.
The sacrifices demanded of those schools compared with schools for 11 to 16-year-olds, in which levels of income have remained relatively stable, have been significant. As a consequence, the curriculum for students is narrowing, class sizes are increasing, teaching time is reducing and support staff are being withdrawn.
We are sleepwalking towards a future in which some of the country’s best performing schools—centres of excellence—will no longer be able to offer a broad and balanced curriculum to their students. Music and modern foreign languages will join Latin and Greek A-level to become largely the preserve of those whose parents can afford to pay for their education. Our nation’s brightest students will have access to fewer opportunities and resources than their peers. Is it fair that bright students whose parents cannot afford to pay are disadvantaged? Where is the fairness in that?

I thank the hon. Lady for giving way. Chair, I apologise for being slightly late. On a point of clarification, given her experience can the hon. Lady say whether we have the necessary qualified staffing for nursery provision? Is that an issue? Some 130,000 places were issued this year, but there are still tens of thousands of spaces that cannot be filled. Is there a staffing problem?
I will come to staffing in nursery schools in a moment. The qualified teaching staff in nursery schools are what makes them so good.
There were 475 nursery schools in 2003, and there are now 414. While the number of nursery schools has steadily reduced, the number of children attending them has remained pretty static. There was a dip in the mid-2000s, but admissions are rising again as a result of increasing numbers of live births, and because educationalists and parents recognise the additionality that nursery schools deliver.
However, as local authorities have been hit by unprecedented cuts in funding since 2010, nursery schools are finding themselves at greater risk. There is no doubt that each nursery school place is relatively expensive when compared with a nursery class place, but the evidence is clear that that is because of the high proportion of graduate and teacher-trained staff. It is equally clear that that is what gives them their additionality and makes them so successful. They provide great outcomes for all children, including the most disadvantaged, and they outperform any other form of early-years education provision, even that in the most affluent areas. That is an important distinction.

Child protection scandals of recent years have generated a lot of media coverage, putting the sexual abuse of children in the spotlight. However, as we know, the issue is not confined to history, and nor does it involve only celebrities as perpetrators. Children are still being abused by family members, by their peers and in institutions that are meant to care for them. The focus for professionals, politicians, the media and the public must be on the children who are suffering now. We must shine a light on what sexual abuse is, where it takes place, what can be done to prevent it and how we can support abused children.
We know that 90% of children who have suffered sexual abuse have been abused by someone they know, with the vast majority of abuse taking place in the home. In 2012-13, the ChildLine service run by the National Society for the Prevention of Cruelty to Children found that nearly half the young people who rang about sexual abuse said the perpetrator was a family member. One teenage boy said:
“I often think about killing myself because of what my brother does to me. He has been physically and sexually abusing me for years. It makes me wish my life would end. I’ve told my parents about what my brother does to me but they’ve done nothing—I don’t understand. I feel so depressed.”
Social workers, teachers and other practitioners must be trained to recognise the indicators of intra-familial sexual abuse, know how to communicate with the child, and give them space and time to explain what has happened.
Abuse in young people’s romantic relationships appears also to be increasing, as does sexual coercion within gangs and groups of young people. The number of reported sex offences by those under 18 has risen by 38% since 2009-10 and two thirds of sexual abuse is perpetrated by under-18s.
I congratulate the hon. Lady on obtaining the debate. Can she clarify something? There is no single piece of legislation on child protection, but numerous laws and items of guidance; so should things remain that way, or should we change them? It is a horrendous situation when children are abused.
That is a complicated area and I was not going to address it specifically today. Probably, rather than throwing everything up in the air again, we need very clear guidance. I know that the Government have been seeking to provide that, but there is always a need to keep it under review and seek ever greater clarity.
To return to the question of sexual abuse within relationships, one young girl said:
“My boyfriend was really abusive to me and we used to get into massive fights and stuff. The other week it went a bit further and he forced me to do sexual things to him that I didn’t want to do. I’m terrified of him and I don’t want to see him again. I don’t want to tell the police about it because I’m scared of what might happen. I talked to my teacher about it and she just told me she would catch up with me later about it but never did.”
The Jimmy Savile scandal about the extent of abuse in institutions shocked the nation. It highlighted the importance of adults being able to report concerns they have about children to the relevant authorities. Research has shown that even when individuals have a concern they often take no action, fearing that they will not be believed or taken seriously. The dynamics of power and secrecy so often present in incidents of abuse are magnified within an institutional setting. Those factors, combined with the often hierarchical nature of institutions, make it even more important that there should be strong safeguarding policies alongside a clear culture of communicating with and listening to children.
One child said:
“I really struggle to talk to anyone about being sexually abused. It happened for a few years so I feel like it took my childhood away. I feel really ashamed that it happened to me—I’m unable to cope. I want some support but I don’t know what kind of support I need or what will even help. I just can’t carry on like this.”
That boy was aged 17.
