Commons ChamberMy hon. Friend is absolutely right. We have to ask the Conservatives how they can continue to live in this fantasy world, because it does not match the reality on the ground. Let us not forget the impact of rising prices. Food prices are growing 50% faster than anywhere else in the G7, putting Britain’s food inflation rate at 19.2%, compared with an average of 12.8%. The price of sugar is up by an incredible 42%. Milk is up by more than 33%, and pasta is up by 25%. The UK has the highest inflation level in western Europe. That is a national scandal.
The hon. Lady says that the inflation figures here are higher than anywhere else in the G7. Food price inflation in Germany is over 22%, compared with 17% in the UK. Is that also the fault of the Conservative Government?
I assume that the hon. Gentleman is not proud of all the figures I am outlining and the high inflation that is coming up. The Conservatives can manipulate the stats all they want, but they cannot run away from the fact that we are falling behind our peers. That is not something I am proud of, and they should not be either.
Since 2020, the cost of a typical food shop is up by £700 a year. Clothing and footwear are up by £140. Household goods and services are up by £360. Transport is up by £800. [Interruption.] I do not know why Government Members are laughing; these are real figures that our constituents are dealing with. The essentials of housing, fuel and power are up by a shocking £1,480.
The cost of living is the No. 1 issue that comes up on doorsteps. That is why it is so important the Government are working on their plan to reduce inflation by at least half, and it looks as though it is going to come down by a lot more than that. Today is a good day to have this debate, because it is the day that 8 million people—actually, more than 8 million people—will get the first instalment of the £900 cost of living payment, including nearly 9,000 people in my constituency.
There is a lot in this motion, from economic growth to wages, taxes and energy. I will try to skip through as many of those as I can, beginning with economic growth. In every year since 2010 until we hit the pandemic, the economy grew. It grew by 19.2% during that period, with the third highest growth in the G7. We saw during that period, until the pandemic, fantastic employment figures as well. When Labour left office in 2010, unemployment was 8%, and it is now less than 4%. We saw the equivalent of 1,000 people being added to the workforce every single day in that period up to 2019. On youth unemployment, which is of particular interest to me, Labour left office with it at over 20% and it is now also at a historical low.
On wages, the national living wage since 2016 has seen an average of £5,000 go into people’s annual wages. The Labour party does not want to talk about pensions in this motion, which is okay, but I will just note that this Government’s triple lock policy has added £2,300 to the value of the state pension, and we must not forget the important role that plays for pensioners with the cost of living.
On taxes, I welcome Labour to the cause of being concerned about taxes being too high. It is not their record in government, but better late than never. We have doubled the personal allowance to more than £12,500 on which people pay no tax whatsoever. This motion says that Labour wants to freeze council tax. I doubt its local authorities would be supportive of that. However, leaving that to one side, there is this awkward fact that in the 13 years of this Government so far council tax has gone up by 36%, but in the 13 years of the Labour Government it went up by 110%. It is easy to be in favour of council tax and everything else being lower when a party is not in power, but it is slightly harder when it has to make such decisions.
Turning to energy prices, through the combination of the rebate and the energy price guarantee, families have been saved £1,500 on their energy bills since October. This is a huge investment by a Government to help keep down the cost of living, paid for by a windfall tax that the Labour party says it wants to extend. It is already going until 2028, so we have taken the action that Labour is just talking about all the time, pretending that we have not done so already.
The Prime Minister wants the country to take maths more seriously, and I think he is right. Maths is important for people in the labour market. I have never asked him, but I have a feeling that maths is always in his mind, because when he sits on the Front Bench, he looks across at a sea of Labour MPs who do not take maths seriously at all. Every week we are told that if we end non-dom status, put VAT on private school fees and use the windfall tax, we can pay for whatever our hearts desire—childcare, council tax, freezing energy bills, free breakfast clubs, whatever we like. That is totally unserious. There is no greater example of the anti-maths mindset than the Labour party, and as usual its sums do not add up.

Commons ChamberThere were things in the autumn statement that Conservative Members would rather not have to do, not least in regard to taxes, but we were always going to have to do some difficult things as a result of having spent more than £400 billion protecting jobs and livelihoods during the pandemic and as a result of Putin’s invasion of Ukraine and the consequent impact on energy, food, support and so on. As my right hon. Friend the Chancellor set out, it is right that we are tackling inflation, which, as some Conservative Members have said, hurts the poorest more. It is right that we do not leave this for our children and grandchildren to pay. It is also absolutely right that we ensure, in general, that those with the broadest shoulders pay the most. When we talk about our record on the economy on the Conservative side it is worth remembering, which has not been said very much today, that we have had near record low unemployment—the lowest in nearly 50 years—and for the first time on record we have had more jobs available than people to fill them.
As much as there were difficult things in this statement, there was also a series of measures that I welcome. My constituency is home to Harwell Science and Innovation Campus and Milton Park, where some of the best, most advanced science and technology in this country goes on. They are centres of investment for great companies all over the world. What the Government have set out in relation to research and development—the biggest increase in spending in cash terms over a spending review period—is very welcome. My constituency is also home to the Satellite Applications Catapult, so the increased funding for those nine Catapults all over the country is likewise welcome.
Of course I welcome the additional money for health and education, particularly for education and schools. The IFS has said that that additional money will cover the expected increase in costs between now and 2024. I welcome that support for education, partly because my background was working with schools and running charities for disadvantaged young people, but also because it is key to our future. We have talked about skills and the need to increase productivity and our knowledge base, and that is how we will do it.
As a broader point—not for this debate, but something we need to consider—I do not personally think the balance between the increase in health spending in recent decades and the increase in education spending is right. The increase in health has far outstripped the amount that Governments on both sides have given to education. There are understandable reasons for that, and the two areas are not the same, but we need to think about that balance. Health and education are inextricably linked and we should have more money going into education over time than we have seen in recent decades.
The other basket of measures that I support is about protecting the most vulnerable and the lowest paid. The increase in the national living wage, which takes us to £10.42 an hour, just shy of the manifesto commitment to increase it to £10.50 by 2024, is a much-needed pay boost for people at a time of difficult economic circumstances. I welcome the commitment on the triple lock, which means the increase in the basic state pension will be the biggest it has ever had. Already in 2021 it was at the highest rate in relation to earnings for 34 years; now it will be even higher.
I also welcome the uprating of benefits. There are people outside this House who suggest that people on benefits are all too lazy to work, but if we look at the people who are on benefits, we see that many of them are in work and cannot get enough hours or cannot earn enough in wages from the job they have; some have children who are under two whom they have to look after; and some may be severely disabled and simply unable to work.
Of course, if there are people who could work and are refusing to do so, we have to do something to ensure that they do work. It is right that the Government are conducting a review into the people who have left the labour market since the pandemic, because we have to understand, given that they were working, why they are not doing so now. We know that part of the reason is about mental health, so let us get to the bottom of that and support those people into work. However, until we do that, the overwhelming majority of people who are on benefits are not able to increase their incomes, so it is right that we support them through the uprating of benefits.
Then we turn to the Labour party. This Government have made a series of difficult decisions, but what of the Labour party? We talk about this Government’s 12 years in power, but it is 17 years since the Labour party won a general election, and the last Labour leader to win one, Tony Blair, was fond of quoting:
“To govern is to choose.”
So what difficult choices is the Labour party proposing as part of its plan? The Government have made quite a number of difficult choices; which ones does the Labour party want to make? It seems to be in favour of every spending commitment that the Government make, against every spending reduction, and against every tax increase—unless it has the word “windfall” in front of it. If we went outside now, stopped members of the public and asked, “What do you think about Labour’s plan for the economy?”, they would say, “What plan?”
That is important because, while this Government makes difficult decisions—some of which members of public will not like—the Labour party is not making any. I listened to the shadow Minister, the hon. Member for Hampstead and Kilburn (Tulip Siddiq), who said that she wanted to put VAT on private school fees, raising £1.7 billion; end non-dom status, which she said would raise another £3 billion; and raise another £10 billion through a windfall tax, so we are looking at about £15 billion. The package that we are talking about is £55 billion. Where is the rest of the money coming from? Today’s Labour party, unlike Labour parties of before, wants to govern without having to choose. The British public will decide what they think of that.

Lady will know of the Government’s investment in T-levels and the additional investment last week in apprenticeships, as well as a number of other interventions that the Chancellor has worked tirelessly with employers’ organisations and trade unions on to develop the workforce and opportunities over the past 18 months.
We are increasing the national living wage to £9.50 an hour from April 2022. We are also cutting the universal credit taper rate from 63p to 55p. Those measures will increase the incomes of millions of people and support the lowest-income households.
I thank my right hon. and learned Friend for that statement. I strongly welcome the increase in the national living wage to £9.50 and the cut to the UC taper rate. Those are strong work incentives, which will help people to keep more of their money. However, given that not everybody will read the Budget, may I ask what her strategy is to make sure that those who can benefit from these changes will know that they have taken place?
I thank my hon. Friend for his support. He will agree that the best way to support people is by supporting them into work and helping them to progress once they are in work. He makes an important point about communications. The Government run an annual public communications campaign to inform workers and employers of the change to the minimum wage rates. Her Majesty’s Revenue and Customs also has a dedicated team who actively provide information to individuals and employers on minimum wages, and the UC changes will also be reflected in the claimants’ statements once they are in effect.

We know that this is really hard for businesses, and that our businesses have been amazing in dealing with everything that they have had to in the past year. We will do all we can to support them, both practically and in the information that we will give them, so please do use the services that are there.
My right hon. Friend will know that, throughout this process, some have tried to suggest that the Government actively want to trade only on WTO terms, but does she agree that the huge amount of time and effort spent on the negotiations in these months shows that the Government do want a good trade deal, but, rightly, not at any cost?
Absolutely. As someone who has been very close to this whole process and sits on the Withdrawal Agreement Joint Committee, I can say that that is our prime effort. It is the focus of the Prime Minister, but he is, as my hon. Friend says, not prepared to compromise on those issues that would affect our ability to capitalise on our new-found freedoms. That is what, I think, the people of this country understand and expect.

Commons ChamberI recognise that the right hon. Gentleman has, as Chair of the Work and Pensions Committee, raised this issue on a number of occasions, and he will know that the uplift continues until the end of March; the benefit to which he refers continues until then. The Government are not ruling anything out for the future, but it is right that we wait for more clarity on the national economic picture before making any further decisions.
The Government’s approach throughout the pandemic has been to try to support all families, but especially those on low incomes. We have announced a £30 billion plan for jobs to help people back into work, alongside wider measures including the furlough schemes, plus catch-up funding for schools and a substantial increase to the welfare safety net for this year, but it is important to say too that the Government are also supporting the lowest paid by increasing the national living wage to £8.91 and providing a minimum £250 pay increase for public sector workers earning less than £24,000 a year.
I welcome the national living wage and minimum wage rates going up in April despite the difficult economic backdrop. Does my right hon. Friend agree, however, that what happens to people on low incomes is not just about what Government do? It is also about what employers do, and we need them to provide good work with the right number of hours and the right skills and progression strategies, because that is what will help people on low incomes to earn more.
I certainly agree with my hon. Friend that it is important to focus on skills, and of course that is what the plan for jobs does. Our goal is to try to make sure that everyone, at whatever stage of life, has the opportunity and encouragement to improve their position in employment, and of course we also want employers to support them in doing that. It is well known that supportive and encouraging employers ultimately have more productive workforces because of the extra engagement they get. That is why the Department for Work and Pensions launched the in-work progression commission in order to try to understand better what those barriers to advancement might be and how they can be overcome both by the support of Government and by changes to the way in which employers develop and encourage staff.

Commons ChamberIt would be wrong for me, as a Minister, to offer a view on this, but I can tell my hon. Friend that my personal experience has been that the more streamlined, the clearer the lines of authority and the more integrated and shared approach that is taken, the more effective the infrastructure delivery is likely to be.
I have been visiting high-street businesses in Wantage, Didcot, Faringdon and elsewhere, and they are hugely grateful for the furlough scheme, the grant scheme and the business rates holiday, but what they most want now is footfall. Does my right hon. Friend agree that that should be the priority? Will he confirm that he is considering all measures to increase footfall on the high street?
I absolutely confirm that. The reason we have backed high-street firms so strongly all the way through is precisely that we recognise the central importance of these sectors to getting Britain’s high streets back firing on all cylinders. My hon. Friend will know that we have also introduced the Business and Planning Bill to help businesses in England get back on their feet, and we have accelerated nearly £100 million of investment in town centres and high streets, through the towns fund this year, to the same end.

My hon. Friend is of course absolutely right. The whole point of the strategy that we have adopted is to cushion the immediate shock, protect the vulnerable, and then move as swiftly and safely as we can towards economic growth. As he says, we need businesses flourishing, functioning and working together as effectively as possible. The quicker we get that, the more we can support people back into jobs. The tailored approach that we have taken is designed to help them do that.
Does my right hon. Friend agree that one thing all Members of the House could do is to encourage their constituents to support local independent businesses, such as those we have in Wantage, Didcot and everywhere else in the country, to give them the best chance of survival?
Of course I agree with my hon. Friend on that. One of the great sadnesses of this has been the extent to which it is often the smallest and most local businesses—the most independent—that are most adversely affected by the coronavirus.
As he will know, between our job retention scheme, bounce back loans and reliefs and tax exemptions, we have given a huge amount of support in that area, and we will continue to do what we can to support it.

Commons ChamberThe Government and the Treasury will, of course, undertake all appropriate equalities and disabilities assessments for policies as they are unveiled and as is required. I have talked about this issue in the past with the hon. Lady, and the Budget outlined something that she and I care very much about, which is the Changing Places campaign for those with complex disabilities. We created a fund to help local authorities and businesses to adapt or build new changing places that will benefit hundreds of thousands of those, especially young children, who suffer with complex disabilities, and who require different types of facilities so that they can enjoy time with their families out and about. I hope we can continue to work closely on that issue.
I support the Chancellor’s bold move to extend the furlough scheme to October—[Inaudible.]
