I warmly welcome my right hon. Friend’s statement. Will he not just remove the work from home guidance but actively encourage people to return to the office, which is good for the economy and particularly important for younger workers, who cannot get the skills, experience and networks that they need by working from home?

I agree with that. I think that across Whitehall we need to show a lead and make sure that we get back to work—that everybody gets back to work. It is safe to do so, provided everybody exercises the due caution that I have set out today. I entirely agree with my hon. Friend.

To the direct question the hon. Gentleman raises, I first became aware when it was covered in the media—I am sure at a similar time to him. We cannot anticipate the conclusions of the current inquiry, as the Prime Minister said to the House yesterday, and we should allow that inquiry to conclude.

Last week, I met my constituent Mark Isaacs from the UK Veterans Hearing Foundation, who explained that services for veterans with hearing loss got considerable funding from the LIBOR fines, but that since that money has not been available many veterans are struggling to get the support they need. Will my hon. Friend meet me to discuss how veterans can get the services they need for often considerable hearing loss?

I am very pleased that my hon. Friend has raised the matter and the fact that he has met the UK Veterans Hearing Foundation. The issue is very important and I will be very pleased to meet him to discuss it further. I also put on record my gratitude for all the energetic work he does in his constituency to support veterans, including local veteran Councillor Bill Service of Didcot Town Council.

Afghanistan

Didcot in my constituency is the proud home of the 11 Explosive Ordnance Disposal and Search Regiment, which played a vital role in our operations in Afghanistan, and sadly lost members along the way. I have other constituents who also lost loved ones during the conflict, so this is doubtless a difficult time for all of them. Will my right hon. Friend join me in paying tribute to the bravery and sacrifice of my constituents and others in our operations in Afghanistan?

I do; I pay tribute to their bravery and sacrifice. Like my hon. Friend the Member for Tonbridge and Malling (Tom Tugendhat), I have been to that cemetery in Kabul, as I am sure many colleagues in this House have, and I have seen the memorials to British soldiers going back decades—the more than 100 years that this country has been involved in trying to bring stability to Afghanistan. I thank the regiment based in the constituency of my hon. Friend the Member for Wantage (David Johnston) for what they have done, and I simply want to repeat the burden of my point to the House today: I do not believe that their efforts and sacrifice have been in vain.

My understanding is that the camera was not covert, but, as I say, the Department of Health and Social Care is conducting an investigation and that will answer some of these questions.

There is currently a lot of speculation in the newspapers about the implications in respect of foreign powers using these sorts of surveillance tools. Will my hon. Friend confirm that at this stage there is no reason to believe that foreign powers have been involved in respect of this particular camera at the Department of Health and Social Care but that the investigation will look at whether there is any connection?

My understanding is that there have been some reports about whether there is anything to be concerned about in relation to covert surveillance; I think some of that is just speculation. I am afraid I cannot comment on security matters, as my hon. Friend will understand, but I assure him that all these questions are being asked within Government to make sure that we have watertight systems.

I want COP26 to be the most inclusive ever. The voices of young people are vital to this process. That is why I have set up an international COP26 Civil Society and Youth Advisory Council, allowing for a regular dialogue with youth activists, NGOs, indigenous people and faith groups as we plan for COP26.

I have a pile of letters on my desk from children at GEMS Didcot Primary Academy and John Blandy Primary School, who have written to tell me what they have learned about climate change and what positive changes they saw in the environment during lockdown, and to give me their ideas of things they think the Government should be doing. Will my right hon. Friend tell me how children and young people will be able to feed into the preparations for COP26?

The pandemic has been extremely challenging for many families with children and young people with special educational needs. Supporting them is a priority for this Government, and their wellbeing remains central to our response. My hon. Friend will be glad to know that we are providing £40.8 million this year for the Family Fund to help more than 80,000 low-income families who have children with disabilities or serious illnesses. That includes £13.5 million specifically in response to the coronavirus pandemic, which may include assistive technology to aid remote learning.

Our focus is on levelling up and ensuring that no one is left behind. During the pandemic, we are ensuring that all children get the chance to succeed through a further £300 million to schools for tutoring, new summer school initiatives and the covid premium.

Last month, it was reported that the civil service fast stream is no longer publishing data on the social backgrounds of the people it hires, which came with information obtained by a freedom of information request showing that the success of those from private schools entering the fast stream is double that of those from comprehensive schools. Can I therefore ask my right hon. Friend to push the civil service fast stream to publish that data regularly, so that it leads by example and demonstrates its commitment to social mobility?

My hon. Friend is correct to say that the civil service should be recruiting the best people, regardless of their background, and that it should be open to all. We will be publishing the data that he asks for by April of this year, and the Government will have more to say shortly on widening opportunity in the civil service.

Armed Forces Bill

In Wantage and Didcot, I represent a constituency with a strong tradition of admiration for our armed services but also of service in them, including by some of my predecessors, one of whom was Airey Neave, who had a proud record of service in world war two. His immediate predecessor was Ralph Glyn, who fought in the first world war and was given a Military Cross. We have the Defence Academy at Shrivenham, and we have the 11 EOD & Search Regiment in Didcot. However, my admiration for the services came long before I became an MP. My dad served in the British Army for 18 years, and that left me with a close interest in what we do and how we treat our armed men and women.

The Bill has a lot in it to welcome. I have spoken to quite a number of people from the veteran community in my constituency, as well as to some serving personnel, and there is a lot that they welcome too, from the new Service Police Complaints Commissioner to allowing reserve forces to serve flexibly in the way that regular forces do. I heard particular praise for allowing the rescinding of judgments made in error; one person made the point to me that, particularly where judgments are done very quickly, mistakes can be made, and they thought that was a very welcome provision of the Bill. The extension of the posthumous pardons, often for crimes that should never have been crimes, provides at least some small relief to the family members who are still alive.

The armed forces covenant runs throughout the Bill, of course, and I welcome the “due regard” that will be paid in the areas of housing, health and education. The people I talked to suggested that those were the three areas where they most commonly saw complaints—either their own or those of colleagues. I hope that in time we will be able to extend it to other areas, and perhaps employment is one of the areas that has the strongest case.

I also think it would be good for us to extend this to national Government Departments in time. What we are doing with local authorities is very welcome, and I recognise that health, education and housing are in keeping with the Armed Forces Act 2011, but my general view on a lot of things that go on in the UK is that national Government Departments could and should lead by example. I recognise that there are challenges with that at this time, but I hope we can aspire to that in due course.

Overall, this is a very welcome Bill that builds on everything this Government have been doing, from the guaranteed interview scheme to the veteran’s railcard to the Office for Veterans’ Affairs. None of us, unless they are a gallant Member of this House, has made the sacrifices that our armed forces do. Many of those sacrifices are out of sight of most of us, but they should not be out of mind, and with this Bill today we take an important step towards recognising that and giving them the respect and care they deserve.

I thank my hon. Friend for his question. I have heard the Mayor of Teesside mentioned in this place perhaps more than any civic leader in the country, and I find myself in awe, once again, of the raw power of the Teesside parliamentary caucus. I am pleased to say that I spent last night eagerly reading the Mayor’s plans for the international campus in Teesside, and I particularly enjoyed the value-for-money comparisons with the London housing market. I understand that he has already met the lead official for Places for Growth, and I will be asking for an update on those discussions so we can make sure that the north-east benefits from this agenda.

In 2018, just 9% of the civil service fast stream came from a working-class background, which was higher than some previous years, but still low. Does my hon. Friend agree that, as well as improving the locations that civil servants work in and come from, we need to improve the social backgrounds they come from for better policy making and delivery?

My hon. Friend’s commitment to opportunity for people from less wealthy backgrounds extends back many years to his tremendous work at the Social Mobility Foundation. We are looking at how we can get a more diverse array of people via the Places for Growth programme, but it is not just limited to places for growth; we are looking at the whole human resources strategy in the civil service so that we look at diversity in a much broader way than previously.

I thank my hon. Friend for his question. It is still the case that women make up only 25% of those employed in manufacturing and 30% of those in information technology. We need more women in those fields to use their amazing talents. We are committed to removing the barriers to success for women and to celebrating those who have achieved, such as Ruth Amos of StairSteady, who has invented new areas of engineering, which we should continue to celebrate.

As we turn the tide on covid-19, I want to ensure that the Cabinet Office equalities hub focuses on the evidence, and that everyone in the UK has their opportunity and does not face discrimination or barriers to success.

I thank my right hon. Friend for that statement. Does she agree that, although they are not in the Equality Act 2010, we should have a firm focus on social background and social mobility, so that it is not the school someone went to, the family they come from or the area they grew up in that determines their life chances?

I thank my hon. Friend for his question. We are restructuring the equalities hub so that it covers areas such as social background and geography. It will put world-class analysis and research at its heart, and I am proud that both the Department for International Trade and the equalities hub were named among the top 75 employers by the social mobility employer index, which I know my hon. Friend established.
