I can assure the right hon. Gentleman that we do more than make representations, and we do so not just through Government, but directly. I have dealt directly with the authorities in Saudi Arabia and with the Kingdom of Saudi Arabia relief fund, and made some very specific requests with regard not just to the situation on the ground and the conflict, but, as I have already said to the right hon. Lady, to getting support to the people who need help in this crisis.

The situation in Syria is devastating and appalling. The UN estimates that 13.5 million Syrians are in need of humanitarian assistance, and 1.5 million are living in siege-like conditions. There are 4.9 million refugees in the region. The UK, as my hon. Friend will know, has been at the forefront of the international effort in providing support to the region and to Syria directly.

I commend that leading effort. Can the Secretary of State assure me that our aid is reaching Christian refugees who face jeopardy because, sometimes, they avoid the official camps for fear of persecution? Those who end up in those camps face further persecution because of their faith.

My hon. Friend is right to raise that matter. It is a really important issue given the movement of migrants and refugees. Ensuring the safety of refugees and protecting them from persecution is absolutely at the heart of the UK’s involvement, especially with regard to the aid and support that we provide in Syria and the wider region. I can assure him that all the agencies and partners with which we work pay particular attention to monitoring the welfare and safety of minorities, including those of Christians.

The hon. Gentleman makes an important point about the need to retain ambition in making it easier to access water, and I am delighted that the UK continues to play a leading role in fulfilling our manifesto commitment of connecting another 60 million people to water during this Parliament. As he rightly points out, non-governmental organisations are an important part of delivering on that commitment.

Corruption is bad for development, it is bad for poor people and it is bad for business. All our country programmes have anti-corruption strategies. DFID funds units in the National Crime Agency that are dedicated to investigating the money laundering and bribery that affects developing countries.

As my hon. Friend says, platforms are now emerging that allow charitable donations to be sent directly from an individual in the UK to, for example, a remote village in Uganda or an entrepreneur in Kenya seeking to raise money from the UK public directly. Strong regulation is key. DFID is now actively working with the industry to see how this approach can be made better.

It is a pleasure to serve under your chairmanship, Mr Crausby, and I congratulate the hon. Member for Brighton, Pavilion (Caroline Lucas) on securing this debate.

I commend the work of the United Nations High Commissioner for Refugees. As with other aid and relief organisations that are working in this most troubled region, the UNHCR has an incredibly difficult task. Its work is invaluable and I fear that the current crisis would be much worse if the UNHCR were not on the ground trying to co-ordinate the agencies’ relief efforts in very difficult circumstances.

One particular issue that is being a bit neglected within this humanitarian response is that of religion. I speak in my capacity as the Second Church Estates Commissioner. This conflict is one in which issues of religion are central, and religion is also central to how we deal with the crisis. There is evidence that suggests religious minorities may be avoiding the refugee camps in Jordan, Lebanon or Turkey. I do not undermine in any way the incredible efforts that those host countries have made in trying to protect the vulnerable, but it is the members of religious minorities who often do not find their way to the camps. Consequently, the camps may fail to house the full demographic of vulnerable Syrian refugees and therefore they may not truly represent the percentage of the vulnerable minorities in the wider population of Syria. We do not see in the camps a balance of the Syrian population similar to the one that existed in Syria before the crisis began.

It is hard to determine exactly why that is the case. It may be because of fear of persecution in the refugee camps, or that individuals do not wish to stop in the camps but wish to progress further, due to a fear that the persecution they faced in Syria will spread to other parts of the region. There is anecdotal evidence from those who are travelling towards Europe that that is one of the reasons why members of religious minorities do not want to go to the camps.

I thank the hon. Member for Brighton, Pavilion (Caroline Lucas) for raising the concerns that some religious groups, particularly Christians, have not entered the registration process with the UNHCR—the International Development Committee has also raised those concerns. I welcomed the Minister’s commitment at the last debate we had on this subject, when he said that efforts would be made to ensure that there was appropriate registration, so I look forward to hearing from him an update on the progress in that regard.

My hon. Friend makes a very important point. I think a number of us have challenged a number of Ministers about this issue, asking, first, what is the cause of the under-registration of religious minorities in the camps and, secondly, how do we go out and find the people who are not in the camps? That is the exam question.

I am not in any way knocking what I think was an inspired decision by the Prime Minister to focus on the safe retrieval of people from refugee camps to deter people from making the very dangerous journey across the Mediterranean. That was a very good initiative, but it is not sufficient to deal with some of the most vulnerable refugees.

I call on the Government to work with their partners in the region to promote a strategy whereby we are not content to allow groups fleeing from persecution to slip through the net of the humanitarian effort. Aid must reach all groups, and we must not, even inadvertently, let one religious group be privileged over another.

It is a pleasure to take part in this debate, Mr Crausby. I welcome the Minister and his commitment and work in this area, and indeed his response to my parliamentary question to confirm his attendance on 30 March.

There is a widespread scheme that leads to the deliberate relocation of thousands of migrants and refugees. It involves thousands of adults and hundreds of children. The arrangements are made for relocation, and the promise is a home in the United Kingdom, where it is safe. Many will have a family relation in the United Kingdom. Europol informed the Home Affairs Committee that at least 90% use this particular scheme. It is not operated by the UNHCR, by the Government’s VPR scheme or by the European Union; it is run by people smugglers and it is exploited by traffickers. The people smugglers are the main beneficiaries of the flight and plight of individuals fleeing conflict and persecution. We in the international community who will meet under the auspices of the UNHCR on 30 March must do better.

Children are the most vulnerable. The independent anti-slavery commissioner told me that in the camps, such as those in Lebanon, they know about 80% of the unaccompanied children and 20% are effectively missing. As soon as they make that perilous journey into Europe, the stats switch to 20% known and 80% unknown—missing. In Europe we have perhaps 10,000 unaccompanied children who are missing, as Europol has said, and 5,000 are missing in Italy, despite the so-called hotspot for processing refugees, which is at risk of becoming a hotspot for trafficking. We must do better.

I saw a snapshot of the desperate situation facing these people when I visited Calais and Dunkirk a couple of weeks ago. It shamed and appalled me that on our European doorstep families were living in deplorable, inhumane conditions that were far worse than those I have seen in other camps, not least in the border areas of Kachin state in brutal Burma. We have a brutal situation on our doorstep in France. What I saw is repeated in Macedonia in the Idomeni camp, and it is even worse now with the bad weather.

Kurdish families from Iraq told me that they were smuggled by lorries via Turkey and that they paid to come to the UK. “Why the UK?”, I asked. “Because that’s where it is safe.” Such a view is only firmed up by French riot police, tear gas, rubber bullets and the like. The dispersal of people will lead to some going through a formal asylum process, which is welcome, in the new so-called reflection centres across France, but others going into the hands of people smugglers and traffickers, particularly when the last bus has already gone and the riot police are still doing their work. We simply must do better.

As Europe puts up its fences and borders, the migrants and refugees get more desperate, their journeys get more irregular, and the price for being smuggled goes up. Sadly, European countries are in a race to the bottom to be as unwelcoming as possible so that an application for asylum is not made in their country. It is sad that Denmark, for example, which has a proud history of providing refuge for Jewish people, is now trying to pass laws to seize refugees’ assets to pay for the costs of their refuge. Those who find their way to Calais or Dunkirk will try and hold out for the smugglers to get them into the UK before they eventually claim asylum. We really must do better than that.

So there is a market for refugees seeking sanctuary, but it is the smugglers and traffickers on the frontline who are the beneficiaries and who are doing the main trade. Rather than refugees or smugglers choosing their destination, host countries should have to do the choosing—we all need to step up—before they get to Europe. That is the point of the meeting on 30 March. We need safe and legal routes as the only legal game in the region, rather than the current game of either obstacle courses set by European Union countries or snakes and ladders, as it could be described, full of smuggler vipers and few ladders, which become a matter of life or death. Sadly, for many risking their lives trying to cross the Aegean, it is more like Russian roulette.

Therefore, I very much welcome the opportunity of the UNHCR meeting for countries to take the initiative and take it away from the people smugglers and traffickers.

From my experience, albeit dated, of working in the field as an aid worker, I found the UNHCR to be under-resourced and overstretched. Does the hon. Gentleman agree that we need the Government to make sure that the UNHCR, which we are asking to do an awful lot on behalf of this country, has the right resources to do the job?

I agree. We will hear from the Minister directly on that. The international community has accepted a responsibility in relation to involvement in the conflicts that have contributed to the current situation. We must accept a financial responsibility. Our great leading role in international aid must also involve the proper resourcing of the UNHCR.

Responsible nations, including our own, need to set out clearly in advance their likely threshold for refugees and their safe and legal routes. I say that we must do better, but in many ways this country has. Our international aid is the second highest, and other European countries need to step up to the plate in that regard. The VPR scheme, which is welcome, has increased to 20,000, which I see as a minimum. It should still be based on vulnerability rather than an arbitrary number. Whether it is one that comes from a campaign group or from the Government’s response to campaigns, it should be based on vulnerability.

I welcome the Government’s commitment on 28 January to provide safety for unaccompanied minors—Save the Children has said it could involve thousands of children, whether in the region, in the camps or in Europe—and to increase family reunions. The Government have made that commitment and I look forward to further details on it. We have resettled 1,337 Syrians in the United Kingdom. That is welcome, and it is far more than the European Union has managed to do, despite their being committed to a relocation scheme. The Government should take credit for that, but they should also see that as the minimum. It is important to recognise that these relocations are taking place not only in camps, but around the region. I look forward to the Minister’s response in relation to how particularly vulnerable people, such as Christians and Yazidis, are getting the help and processing they need.

It is important to recognise that there are other safe and legal routes. The humanitarian visa approach from Argentina, Brazil, France, Italy and Switzerland has a role to play. It is also worth recognising organisations such as the Barnabas Fund and Operation Safe Havens, which are working with churches, not least in eastern Europe, to provide relocation for vulnerable Christians. We should look at how we can work to facilitate and support that, in other countries as well as in our own, where there are churches and communities willing to provide sponsorship and support.

Whether it is VPR, humanitarian visas, family reunion, or a combination of all three, it is important that we and other countries set out up front those safe legal routes and provide incentives to use them. We should give priority to the most vulnerable: the children, the unaccompanied, and groups such as the young women referred to by my right hon. Friend the Member for Meriden (Mrs Spelman).

As the hon. Member for Brighton, Pavilion (Caroline Lucas) mentioned, we should also look at the criteria for refugee family reunion. We should look at extending the criteria and focus, in particular, on the dependency relationship—whatever the dependency relationship is, there needs to be an extension around it—as well as allowing children with refugee status in the United Kingdom to sponsor their parents to join them. The ability to reunite with family members must be a fundamental right of a refugee. As a matter of urgency, the Home Office needs to amend the rules for unaccompanied children so that they are in line with adults who are granted refugee status or humanitarian protection.

We must focus on vulnerability when providing refuge. That is where we need to go. Our Parliament should take a role in providing the appropriate authorisation for the threshold for safe and legal routes so that we can reduce the demand for smuggling and trafficking and increase our confidence in accepting refugees and providing managed integration.

I accept that proposition—that has been the UNHCR position for many years—but I am now plotting the response to the UNHCR ask. It was asking specifically about individuals who cannot be dealt with locally—those who cannot be repatriated or locally integrated. I made that point before I came to the response, because it is only one thing to assist in-region, in the way the UNHCR has suggested; what we are discussing today is the response to the ask for countries to do something about those who cannot be dealt with in that way.

That was the initial response; early in 2014, the Syrian vulnerable person resettlement programme was set up, but it was limited and focused only on victims of sexual violence and torture. It was only extended in 2015—that was the next step—when the Government agreed to take 20,000 Syrians over five years, but none of them from Europe. There was another extension earlier this year, in January, when the Government agreed to look more carefully at unaccompanied children, but again not from Europe.

That is why I say that the UK response has been slow, reluctant and limited. We have been around this block before. I know that the Minister will say, “Well, that shows we’re listening,” but when we look back, we see that the changes in response have usually been a reaction to pressure inside and outside this House on particular issues.

I do not want to limit the Government’s commitment of 20 January. It was a commitment to unaccompanied children in the region in conflict zones, but also in Europe, to provide safety, whether in the camp areas or through resettlement in this country.

I looked carefully at what was said in January, and I have followed it up since. I think it is fair to say that at the moment no scheme or plan is in place for taking unaccompanied children from Europe. I hope that is the next development and, if it is, I would welcome it.

Having criticised the Government’s response for being too slow, too reluctant and too limited, may I add this? Two weeks ago, I was up in Glasgow, where I met Paul Morrison, who heads up the Syrian resettlement programme, and two of the Syrian families who have been relocated. The work going on in Glasgow under the resettlement scheme is first class. The Government are to be praised for the scheme as far as those who have been relocated here are concerned. It is well run, children have been integrated into schools, the families have been found doctors, they have proper support in the community and the people of Glasgow have been welcoming and supportive. Where the scheme is operating, it operates well, and I pay tribute to the Minister and those working with him for that.

We have had many discussions with the countries that have experienced the biggest flows of refugees over recent years, particularly the ones that the hon. Gentleman has mentioned.

I think the London conference on Syria was especially important when it came to persuading other countries to step up to the plate alongside Britain, and to do more to help provide the resources that are needed by countries such as Lebanon, Jordan and Turkey. As the hon. Gentleman will know, at the end of last year the United Nations appeal was just over 50% funded, but following the London conference, only five weeks into this year, some 70% to 80% of this year’s needs have already been resourced. Nevertheless, we still need other countries to do more. The crisis will be ongoing for some time, and unfortunately, while I was delighted by the success of the Syria conference—the largest ever amount was pledged in a single day—it should be seen as the beginning, not the end, of the international community’s better response.

Riot police, tear gas and rubber bullets are increasing the risks to lone children, and, sadly, also increasing their price tag for trafficking purposes. I saw that for myself in Calais on Monday, and the situation is the same in Greece. There is no effective identification and processing of lone children, especially those with connections to the United Kingdom. Can the Secretary of State assure me that the welcome 28 January commitment to increase the safety of lone children in Europe, as well as in conflict zones, will help the desperately vulnerable children who have no hope of access to the safe legal routes to which she has referred, and prevent them from getting into the hands of traffickers?

I hope I can provide that reassurance, which is, in a sense, twofold. First, it is about enabling vulnerable children in the region to be relocated when that is necessary, working with UN agencies. Secondly, it is about the £10 million fund that we established to make better and stronger identification possible so that we can get children into the system. We are providing funds to ensure that children receive the kind of specialist protection that they need, can be helped to understand how to deal with the situation in which they have found themselves, and can be given trauma counselling. Even when we have reached an “end point” in our work to help unaccompanied children, they will often need further support in order to be able to get on with their lives effectively because of the experiences that they have been through, and the United Kingdom is ensuring that, whenever possible, we can provide that as well.

It is a great pleasure to take part in this debate, Mr Gray. I congratulate my hon. Friend the Member for Faversham and Mid Kent (Helen Whately) on her speech, which was so comprehensive that what she said about the practical elements of resettlement does not need to be repeated. I will therefore take a wider view, although it will permeate through to the practicalities of providing the dignity that we all want to provide for those seeking refuge.

It is right that we are debating this issue on Holocaust Memorial Day, the theme of which is not to stand by when genocide is taking place. We have to say what it is: although we are responding to a humanitarian crisis, which is referred to as a migration crisis, we are also responding to genocide. It is important to say that, because the Yazidis and the Christians have been victims of genocide. It is important to say that—indeed, I call on the Government to say it properly and not to wait for international courts to say it—because there are implications of doing that, not least for resettlement. When we are resettling victims of genocide, calling it that will have a profound impact and a long-term effect, so we need to do that.

Part of what we are remembering today is those who did not stand by; those who stood up and took notice. The Minister knows about those individuals, families and communities all too well. They are very much part of his legacy and family history, and his motivation for the great work that he is doing is the heroes who did not stand by and who rallied individuals, families and communities. That led to refuge being found from the Nazis for thousands of individuals. That motivation must permeate all the way through what we are doing in our response.

I welcome the fact that the Prime Minister extended the relocation programme in September in response to cross-party calls, which had gone on for some time, to welcome more refugees. This is an issue of numbers—although politicians and the media can get stuck on that side of the issue, we do need to hold the Minister to account on the numbers, because of the pledge that was made. I welcome what the right hon. Member for Leicester East (Keith Vaz), the Chairman of the Home Affairs Committee, on which I am proud to serve, said about holding the Minister and the Government to account.

However, there is also the fundamental issue of human dignity. In many ways, I see the number of 20,000 as a minimum. We need to be ready to have that flexibility, and to respond to people’s vulnerability in this tragic situation. We need human dignity both in the assessment stage—the Minister is working hard to get the assessment right to ensure that the most vulnerable refugees can make their way into this country—and all the way down the line to when people are received into our constituencies.

Sadly, that contrasts with the reports that we examined yesterday of the painted doors that identified asylum seekers. We have no truck with that in the way that we do things—it is not the British way or the decent way. On the Home Affairs Committee yesterday, we were concerned that the company involved, G4S, said that it did not know about that because there had been no complaints from asylum seekers. That is not the right response. Such companies should respond properly and responsibly, as a matter of human dignity. They should not wait for some complaints process to be activated. We must ensure that we deal with the people seeking refuge with care and attention, based on human dignity, not on whether they are agitated.

I welcome the Government’s primary response of providing international aid of well over £1.1 billion. That is important, because it is tackling the issue as everyone in non-governmental organisations says we need to tackle it—at its root and by ensuring that we support the regions. The World Food Programme has made it clear that the lack of humanitarian assistance for Syrian refugees and the barriers to securing legal access to livelihoods—my right hon. Friend the Member for Cities of London and Westminster (Mark Field) picked up on that point—are directly linked to the increase in flow of those fleeing to Europe. We must focus on that.

I welcome the leadership of the Secretary of State for International Development and her conference, “Supporting Syria and the Region”, which will take place shortly. It is important to identify particularly vulnerable groups— women, children and young people—and ensure that other countries step up to the plate and provide aid. I am concerned that religious minorities are not included in the invitation list and are not recognised, and they are some of the most vulnerable groups. When we are looking at who is the most vulnerable—I understand that the resettlement and relocation programme is based on that—we should ensure that we do not ignore some of the most vulnerable groups.

The Select Committee on International Development, which is chaired by my predecessor in my constituency, the hon. Member for Liverpool, West Derby (Stephen Twigg), produced an excellent report. It identified, as NGOs have, that the lesbian, gay, bisexual, transgender and intersex community, religious minorities and children are the most vulnerable and are discriminated against, whether in access to healthcare, in not being able to return to their country of origin, or particularly in not being able to go into camps.

Ninety per cent. of Syrian refugees are not from camps. As the Minister has said in response to questions from me and others, it is not just about having a programme of relocation from camps. Most of the most vulnerable refugees are outside the camps—indeed, the relocation programme includes relocating from outside camps. The problem is registration. Many people, particularly from religious communities—particularly Christians, it has to be said—will not go to the camps, because they fear double persecution there. They do not want to come out into the limelight. They seek refuge through churches and other communities and are dispersed. They are not being registered, and we need to recognise that they, among others, are the most vulnerable groups. We need to ensure that the relocation programme involves Christians as well.

We must also respond to the wider calls relating to unaccompanied minors. The Committee heard horrific statistics from an Italian parliamentarian yesterday—that 4,000 unaccompanied minors were lost in 2014, which has gone up to 6,000 now. They risk exploitation, and it is not just a Syrian issue. It involves young Eritreans who are being trafficked. We must tackle the issue well, given our leadership on modern slavery, and ensure that we do not stand by, whether as a Government, as parliamentarians or individually. I very much welcome us taking practical action through this debate.

There was a person in my constituency wanting to be accommodated under section 95 in Enfield, but he was unable to do that. He was directed to be housed not in Enfield but in Cardiff, in an area where the Government have a programme of section 95 support. Therefore he is being provided with support in the community, and voluntarily, in Enfield. Perhaps that will throw the figures given by the hon. Member for Dudley North (Ian Austin) into sharp relief. There is a need to ensure that there is shared responsibility; but, unfortunately, authorities that want to open their doors as has been suggested may not be able to, because of the particular section 95 programme.

Scotland can be proud of the role it played in helping to shape that critical summit, which the Make Poverty History campaign supported. The hon. Gentleman is right that trade is a key mechanism for lifting people out of poverty, which is why the jobs agenda is now central to DFID’s work.

The UK is deeply concerned by the terrible human cost to both sides of the ongoing Israeli-Palestinian conflict, as underlined by the findings of the UN report that my hon. Friend refers to. We, along with our EU partners, voted in support of the resolution on the report last week. We would have preferred to see a text that gave more weight to Israel’s legitimate right to self-defence and to the threat that Israel faces from militant groups operating from inside Gaza, including Hamas.

Surely, the plight of thousands of Rohingya people adrift in the bay of Bengal must call for greater leadership from not only the United Nations but the United Kingdom. Should we ensure not only that we make representations in meetings with ambassadors but that our taxpayers’ aid and access to our diplomatic doors are made contingent on ensuring proper recognition of the Rohingya and full respect of human rights?

Absolutely. I have taken every opportunity to raise this matter with Burmese Ministers. My caution with respect to my hon. Friend’s suggested course of action is that I am not prepared to withdraw British aid from poor people simply because of the regime under which they suffer.

I have not checked all my Christmas cards, but I do not think I have so far had the one the hon. Lady suggests. I spent an hour and three-quarters in front of the Liaison Committee yesterday discussing issues of climate change. The legislation we have in place is delivering cuts in carbon emissions. Under this Government, we have seen the world’s first green investment bank—beating the rest of the world in doing that—and we have doubled the amount of investment going into renewable energy compared with the previous two Parliaments. That is what is happening under our Government.

Q8. Will the Prime Minister confirm that, owing to the long campaign led by my hon. Friend the Member for Enfield North (Nick de Bois) and, of course, the Government’s long-term economic plan, my constituents can have extended urgent care this winter, and can look forward to the rebuilding, at long last, of Chase Farm hospital in the new year?

I know how hard my hon. Friends have worked for this outcome. I am happy to say that Enfield clinical commissioning group has announced an extension to the opening hours of Chase Farm urgent care centre. This will be in place until the local urgent care review reports. Further, I can confirm that the Government have set aside £230 million for the redevelopment of the Chase Farm site. That is very good news for the people of my hon. Friend’s constituency and his borough in London. What we are doing, because we have a long-term economic plan, is investing in local health services.

The top rate of tax will be higher in every year of this Government than it was in any year under the previous Government. Let me explain how it works in the hon. Lady’s party: the trade unions give Labour money and that buys the policies, it buys the candidates, it buys the MPs and it even buys the leader. I am not surprised if they are worried about the product that they have ended up with.

Q8. Enfield has had the early advantage of a welfare cap for the past three months. With jobseeker’s allowance claims in Enfield falling at twice the rate of claims in the rest of the country and with youth unemployment in Enfield at the lowest level since early 2009, will the Prime Minister ensure that where Enfield leads, the nation follows?

I join my hon. Friend in paying tribute to the people in Enfield who have found work. Not only is the welfare cap right because it would be wrong for people who are out of work to be able to earn more than the typical family that is in work, but it is working because the figures show how many people, seeing that a welfare cap is coming down the road, are getting out there, looking for work and finding jobs. That is good news for them and good news for our economy.

We are engaged in Kachin and Rakhine states, both of which are receiving British humanitarian support. I can also announce today that a team of Members of this House, under the Westminster Foundation for Democracy, will be visiting the Burmese Parliament in Naypyidaw later this month.

Despite the signs of hope, I am sure that the Secretary of State will share my concern about the recent reports of human rights abuses in Kachin state—Christians being persecuted, women being gang raped and internally displaced persons camps becoming pools of prey for human trafficking. Can he assure me that international aid with robust human rights protection will reach the Kachin people?

My hon. Friend identifies a matter of great concern in Kachin. We have set aside £2 million for humanitarian support there, of which some £1.2 million has already been allocated.
