Commons ChamberThe hon. Members will be aware that His Majesty’s Treasury leads on this policy area. However, I am happy to provide them with an update on the support that my Department is providing to Scottish exporters during the cost of living crisis. The DIT Scotland team based in Edinburgh—I am sure that they are pleased to see His Majesty’s Government increasing their presence in Edinburgh—was established in 2021 with trade and investment expertise dedicated to supporting Scotland’s businesses to grow through exporting overseas. Scottish businesses can access many UK Government services, including the export support service, the UK Export Academy, UK Export Finance and DIT’s overseas specialists in over 100 markets across the world.
It is a bit rich for the SNP to talk about political instability and uncertainty given that its own policy is to rip Scotland out of the United Kingdom, doing more damage to Scottish businesses and the economic foundations of our United Kingdom. The global economic situation in which we find ourselves is putting huge pressure on British businesses, but the Government, and especially the Department, are doing everything that we can to support British businesses to export to new markets and the European Union at this time.
I welcome my constituency neighbour to his Front Bench role. We are all relieved he has finally landed the job.
Fuel, feed and fertiliser costs are sky-high in Brexit Britain, compounded by the Tories’ cost of business crisis. How does the Minister suggest that my Angus farmers and his West Aberdeenshire and Kincardine farmers compete internationally? Supply-side pressures are manifest in other markets, but they are most acute in the United Kingdom. Our farmers must also now compete with the scandalous Australia trade deal, which will see Australian farmers laughing all the way to the bank while Angus farmers and other Scottish farmers face bankruptcy,
The hon. Gentleman is a champion for Angus farmers and Angus berries, which we would like to see exported to more markets around the world. Indeed, that is why we are in the middle of negotiating access to the comprehensive and progressive agreement for trans-Pacific partnership. That will reduce 99.9% of trade barriers to that part of the world, an exciting, new and growing market for produce from Angus, West Aberdeenshire and Kincardine, Scotland and the entire United Kingdom.

Commons ChamberI thank the hon. Gentleman for his question, which he puts in his usual way. The truth is that we continue to bang the drum for British exports of all kinds around the world, and we will continue to do that with the EU and beyond.
The Department is delivering prosperity through trade and investment to all parts of the United Kingdom. In addition to UK-wide initiatives such as the UK Export Academy for smaller enterprises, we have established teams in Edinburgh, Cardiff and Belfast, and I hope in my role to be visiting them over the coming months. Those teams will bring business support closer to businesses in the nations and work in partnership with devolved Administrations.
I thank the Minister for his answer, but it is clear to farmers across Scotland, nowhere more so than in Angus, that Brexit has made a great many things harder and more expensive, made nothing any easier and created no more opportunity whatever. [Interruption.] That will be the same in Banff and Buchan, by the way. With regard to Australia, and without reference to whisky or salmon, what dedicated analysis has his Department undertaken that evidences net increases for Scotch beef and lamb exports to Australia in quantitative, not rhetorical terms? If he cannot say, will he write to me with that data, please?
I note that Invest in Angus, based in the hon. Member’s constituency, estimates that food and drink is worth more than £200 million to the Angus domestic economy. We are supporting farmers and food producers across Scotland, including in Angus, and that is one of the reasons why we are seeking opportunities for greater agricultural exports through the comprehensive and progressive agreement for trans-Pacific partnership and the Indian trade deal, and with the Gulf.

Commons ChamberThis House, and the Committees of this House and indeed the other place, have already had six months to scrutinise the agreement, and they will have had seven months by the end of the period.
This deal was signed in December 2021, and Parliament has never had an opportunity to scrutinise it properly and vote on it prior to ratification. The Secretary of State for International Trade has bottled it twice at the Select Committee, and she has clearly bottled it today, which is why the Minister is here: he has already admitted that this is not his brief. What is it that the Government do not get? Why are they opening up Scottish farmers to a country that is 30 times larger than the United Kingdom? Although the Trade and Agriculture Commission has said that we do not have to review our standards, it is not our standards we are worried about; it is Australian standards.
I am not sure that that question really made sense, but let me try and draw some points from what the hon. Gentleman said. The truth is that the Government gave a commitment that the CRaG process would be followed. As I made clear earlier, the Government said that we would seek to accommodate a request for a debate, but that that was subject to the availability of parliamentary time. If the hon. Gentleman wants to read other words into what was said, that is up to him, but that is what the record shows.

Commons ChamberWe have continual and regular discussions with the NFU and other agriculture bodies. As I have just said, they have been integrally involved in the discussions all the way through, and I know that the ministerial team will continue to meet them. I believe that my Minister responsible for exports will be having a meeting with them next week.
Unseemly haste in securing as many free trade deals as quickly as possible and at massive expense in pursuit of a press release and a picture with some TimTams is not the optimal trade policy that people deserve. Scotland’s farming and fishing sectors are paying the price for this public relations jamboree masquerading as trade policy. The UK Government’s own figures show domestic agriculture, forestry and fishing will suffer a £94 million hit just from the Australia deal. Scottish producers saw established routes to EU markets needlessly frustrated by this UK Government’s Brexit dogma. Will the Minister therefore apologise to Scotland’s economy?
I am disappointed that moving to having new free trade agreements with some of the great economies of the world is considered unseemly haste. We are working at pace and alongside all our UK businesses with a clear and mandated consultation process to ensure that we are pitching for the areas of business in which our businesses want to see growth. The EU market continues to be there under our fantastic markets. Part of the work that the Export Support Service is doing is to ensure that those who already export can do so more easily and indeed that, for those who have not yet considered exporting to the EU, the opportunities and the support services are there to assist them.

Commons ChamberI thank my hon. Friend for his enthusiasm and for highlighting again just how important this deal is. This is the first deal that we have negotiated from scratch as an independent trading nation. It is a broad and deep liberalising trade deal that affords, among other things, the opportunity for young Britons—anyone still under 35; sadly, that is not me—to travel and work in Australia for up to three years. Historically, to be able to get that, they had to have a commitment to work in an agricultural environment, but that will no longer be the case, so our young people will be able to go anywhere in Australia for up to three years to take their talent and get the opportunities afforded to them in any area that they want. That is a really exciting development that will continue to build on the close relationship that we want to maintain.
Fair play to Canberra, because they have no’ half scored a great deal with this one. It must be delicious to have scored such a great trade deal over your former overlords in London. I look forward to the benefits that this will bring to Scottish distilling—gin and whisky—but if exports of lamb and sheep meat from Australia to the United Kingdom are so insignificant to the Australians, why did you not write them out of the deal, because it is what you are getting the most heat on—
Order. The hon. Gentleman knows that he does not refer directly to the Secretary of State.
I beg your pardon, Madam Deputy Speaker. Why did the Minister not seek to write those exports out of the deal, and will she take a second opportunity to answer the question of my hon. Friend the Member for Stirling (Alyn Smith) about what she will do if she finds herself at odds with the devolved Administrations in the devolved nations? Will she simply ram through her agenda with the UK United Kingdom Internal Market Act 2020?
I am thrilled that the hon. Gentleman is so pleased for those Scottish food and drink producers, who I absolutely agree will have great opportunities. They are very exciting new market opportunities that those producers will, I have no doubt, take up with gusto.
Again, I reiterate that I am reassured by the safeguards we have brought in. The quota levels are built, but the existing quotas are not being used at all because the markets that Australia chooses to sell into at the moment—because the prices are better—are the Asia-Pacific ones, where there continues to be a growing middle class looking to have good-quality meat as part of their diet. I am looking forward to our ability to accede to the CPTPP, through which our farmers will also have opportunities to access those new markets.

Commons ChamberFinancial services are a huge part of the UK economy. We recognise that they are a huge opportunity for this country to work with our partners, especially Brazil, to ensure that we can share the benefits and expertise that we have with them.
I am grateful for the question. This issue has affected pork exporters in many countries. To my knowledge, three British businesses are affected. In the 12 months to August 2021, British pig meat exports to China decreased by 3,642 tonnes, which is down 2.1%. The value of pig meat exported to China over the same period increased by £12.6 million, however, which is up 4.6%.
I am afraid it does appear that almost every single UK Government Department is trying to undermine the UK pig sector, and nowhere is that more keenly felt than in Brechin in my constituency. The Secretary of State said earlier to the hon. Member for Cambridge (Daniel Zeichner) that DEFRA will be supplying us with an answer to the China exports crisis. DEFRA is impotent; this is a trade issue. What is the Department for International Trade going to do about the crisis in exports to China?
I appreciate the strength of the hon. Member’s conviction in this area, but I come back to the core answer, which is that Her Majesty’s Government will work in every possible way we can to resolve such issues. Ministers have raised this issue with Chinese counterparts, and this Department continues to press the Chinese authorities for a swift resolution. We are working very closely with affected British pork processing plants. I would just make the point to him that we are very clear-eyed on our trade relationship with China. We have no plans to negotiate a trade deal, but we believe that more trade with our trading partners around the world, including China, is important, so we are working very closely on this.

Commons ChamberI note that in her introduction the Secretary of State declined to mention fish exports in her list of “jam tomorrow”—and a good job, too. The fishing community has cried betrayal over the post-Brexit trade deal, with the Scottish Fishermen’s Federation saying that after all the promises given to their industry, it is hugely disappointing.
Taking back control of UK waters for fishing has resulted in a marginal repatriation of access, spread over five years, that fails to recognise the complex dynamics of the industry and which will almost certainly leave businesses worse off, but the immediate crisis is the near inability of Scottish fish exporters to get their product into the EU now, amid a dysfunctional system and an incoherent Government bureaucracy, leaving boats tied up, lorries idle and cold stores full. If that were not bad enough, we now know that the situation trends to get worse, as the authorities in the Netherlands and France bring to an end their two-week grace period for document errors. That could create even higher losses for hauliers and exporters.
It is not just fishing: Scotland’s renowned seed potato sector, worth more than £100 million annually, selling 20,000 tonnes of its product into the EU, will no longer have access to EU markets. Of course, that includes the significant Northern Ireland market. Not tariffs, quotas or paperwork—just banned. That is a Brexit disaster for Scottish seed potato growers, who are a needless casualty of a badly negotiated deal by the UK Government. I look at exporters in Angus and more widely across Scotland and I see sweeping new non-tariff barriers to trade, additional costs and pressures on the movement of goods—all completely avoidable.
On Erasmus, I was at university as a mature student with a young family, but I keenly remember the enriching fraternity of European students on campus and in classes. It saddens me greatly to know that my kids—one at university, one on the way—will not share in that richness of European diversity as I did.
Nothing could underline the marginal nature of Scotland to the Union more than the ambivalence of the UK Government to Scotland’s distinct ambition in retaining our EU membership. That was on the back of the hollow vow before the 2014 referendum and the paper promise that Scotland should lead rather than leave the UK and that voting for independence would see us lose our EU membership—the irony of it all! Those dark arts scared just enough people into voting for the Union in 2014.
I sincerely hope and believe that we have seen the last of those betrayals from the UK state and that the people of Scotland will put an end to this failing relationship in the interests of everybody involved. The UK Government are demonstrably not governing in the interests of Scotland. If global Britain is about to leave the station, I wish it well on its journey, but I hope and believe that Scotland will get off before the doors close.

My hon. Friend is quite right. I think I am actually due to speak with farmers in his constituency in the coming 10 days or so, which I am looking forward to very much. He is quite right that putting the Trade and Agriculture Commission on a statutory footing means that all the National Farmers Unions from across the United Kingdom will play an active role in assessing trade agreements going forward.
Even the Scottish Tory leader’s senior adviser, the former Tory MP for Angus, has said that this Government need a “wake-up call” as we see decisions taken by the UK Government without regard to Scotland. A failure to roll over these FTAs would lead to a tariff and quota disaster for Scotland’s £15 billion food and drink sector. Indeed, with food and drink exports four times more important to the Scottish economy than the English economy, we can see why Scottish producers are horrified at this abject ministerial failure. Why will the Minister not acknowledge this £38 billion crisis? What will he do to fix it for food and drink producers in Scotland?
I think the hon. Member’s phrase was “abject ministerial failure”. We are working hard to roll over all these agreements. I just remind him that these are all agreements that were opposed by the SNP in the first place. It abstained on EU-Japan and EU-Singapore, and it was against EU-Canada, against EU-South Africa and against EU-Korea. He ought to be celebrating the fact that these agreements are not being rolled over, to be consistent with his previous position. We are working hard to make sure that they are rolled over.

Commons ChamberMy hon. Friend also has great expertise in this area, particularly in relation to military operations. What may or may not be happening in Yemen is of course taken into account in the assessments done by the Ministry of Defence and the Foreign and Commonwealth Office.
As Amnesty International pointed out in March:
“The conflict in Yemen shows no real signs of abating as it enters its sixth year”.
This will result in even more civilian casualties, both as a direct and indirect result of the conflict. After the UK Government’s arms export policy to Saudi Arabia was found to be unlawful last year, can the Minister explain how continued UK arms sales for potential use in this theatre can possibly help prevent the loss of yet more innocent Yemeni lives?
We have, of course, looked at the assessment of the previous incidents, and I have already described how those incidents must be assessed as having taken place, even if this is still questionable or in any way disputed, as part of that process. We are confident that we now have the right system in place to make sure that there is not a clear risk that the export of arms and military equipment to Saudi Arabia might be used in the commission of a serious violation of international humanitarian law.

Commons ChamberWe have launched negotiations with both the US and Japan. We want to secure ambitious trade deals that benefit every part of the United Kingdom. Scotland is expected to be a particularly strong beneficiary from those deals.
I would point out that Scotland has its own food standards agency, which is responsible for upholding food standards in Scotland. I would also point out that the standards already are in the law and will continue to be in the law.
