The Home Office has been clear that the use of hotels was a temporary and short-term measure to ensure that we met our statutory obligation to accommodate destitute asylum seekers during a period of unprecedented numbers of small boat arrivals. We are making significant progress in closing hotels, with more than 64 closed by the end of January.

I thank the Minister for that answer. Shrewsbury has more listed buildings than any other town in England, and we benefit from beautiful architecture that attracts a huge amount of tourism from across the United Kingdom and overseas. Our top hotel in the centre of Shrewsbury is being used to house illegal migrants. We were given an assurance that the hotel would be taken out of that use, yet we have heard nothing further from the Minister or his Department. When will the Lion Hotel in Shrewsbury revert back to its normal use, which is housing tourists?

It is certainly the case that I have not given an assurance to that effect, but I know that my hon. Friend will welcome the fact that we are tracking ahead of profile when it comes to closing hotels, and the number of people accommodated in hotels is going down. We will continue to make progress in order to allow more closures. I hear his representations about the hotel in his constituency. We are committed to this. We are making progress and we will see it through.

I will make further progress. Thanks to the efforts on the part of the UK Government and the Government of Rwanda, that is exactly what we have done in response to the verdict from the Supreme Court. The new treaty that I signed last week with Rwanda and the Bill that accompanies it are game changing. The principle of relocating people to a safe country, to have their asylum claim processed there, is entirely consistent with the terms of the refugee convention. Both the High Court and the Court of Appeal unanimously confirmed that point.

My right hon. Friend was an excellent Foreign Secretary, so he will know the extraordinary tensions that exist between the Democratic Republic of the Congo and Rwanda. The Democratic Republic of the Congo accuses Rwanda of sponsoring the M23 terrorist organisation, which is violating Congolese women and killing Congolese soldiers. This week, the Congolese President named the Rwandan President as a Hitler-like figure. What is my right hon. Friend’s response to the concerns of our Congolese friends in that regard?

In my former role, I had extensive conversations with the Governments of both the Democratic Republic of the Congo and Rwanda. We do not agree with that assessment of the Government of Rwanda. More importantly, other international organisations also rely heavily on Rwanda, including the United Nations High Commissioner for Refugees and the European Union. They would not do that if they believed that Rwanda was an unsafe country.

What I can confirm is that the taxpayer is currently paying £3 billion a year to service this problem—£6 million a day—and therefore I know that our Bill, combined with our partnership with Rwanda that will help us to stop the boats, will save the taxpayer huge amounts of money once we stop illegal migration.

I support the Home Secretary in what is a very difficult task ahead of her, but I disagree with her comments on Rwanda. There are legitimate concerns about that country, and people in Kinshasa in the Democratic Republic of the Congo claim that Rwanda is funding a terrorist organisation, the March 23 movement, which is destabilising north-east Congo and resulting in the deaths of many Congolese citizens. I would very much like the Home Secretary to recognise that and explain to the House what she is doing, in conjunction with the Foreign Office, to ensure that this unacceptable behaviour by Rwanda towards Congo is stopped.

Having visited Rwanda very recently and having met some of the migrants who have been resettled successfully in Rwanda from countries in the region, I have confidence in our scheme with Rwanda for the resettlement of asylum seekers and other migrants. Rwanda has a strong track record of supporting resettlement. Most importantly, our partnership with Rwanda has been exhaustively tested in the High Court and found to be lawful and compliant with international law. We are now awaiting the judgment in the Court of Appeal and we will review its decision when it emerges.

I never knowingly defend the Heath Government, so I will not accept any connection with their measures. Indeed, it was Edward Heath who, against the interests of the British people, took us into the European Union in the first place, but I will not go down that road as it is not relevant to the amendments before us.

In the spirit I have just outlined, I will address the significance of the Bill and the amendments before us, in the context of the Government’s determination not only to tackle the issue of immigration per se, but to deal, in particular, with illegal immigration in the form of boats arriving in Dover. Just as we won the referendum campaign with the simple slogan “Take back control,” so it seems to me we will win this argument with a similar slogan: “Stop the boats.”

When I arrived in this country as an immigrant in October 1978, I was bowled over by the hospitality and kindness I came across. Does my right hon. Friend recognise that, in order to maintain the British people’s welcome for outsiders coming here, we have to deal with illegal migration? That is why it is so important that we support the Bill this evening.

My hon. Friend is right, of course. In a sense, his comments reflect the remarks of the hon. Member for Westmorland and Lonsdale, but the spirit, character and reputation that Britain enjoys depend on both lawfulness and propriety. It is not unreasonable to suggest that our generosity should be defined by proper rules and standards.

When my hon. Friend the Member for Newbury (Laura Farris) challenged the hon. Member for Westmorland and Lonsdale on the issue of people not bringing documents, I was left to wonder, as others may have been, why on earth a legitimate asylum seeker who is pleased to come here on the basis he outlined would want to discard the documents that would prove their case. Why would they do that? That is the kind of question my constituents ask me. I have to conclude that many people disguise their identity and discard their documents not because they want to make it more straightforward for the Home Office to deal with their claim, for clearly it would not make it more straightforward, but because they have something to hide.

Last year, 33% of the people arriving in small boats were from Albania. That proportion has now fallen because the Government have done something about it. So much for inefficient Ministers and the inefficient Home Office. They dealt with the Albania issue, and they will now deal with this issue with equal alacrity and skill.

I appreciate that the hon. Lady is speaking in very general terms, but there are specific cases that the Rwandan authorities have raised with us of people fleeing persecution in the region. As we have said, we are always a welcoming country and we look at those who need our help and support. Because of the political situation in the region—there is a difference there—the Rwandan Government have asked us to work with them on specific cases. We will do that, because it is the right thing to do.

I pay tribute to my right hon. Friend for showing the courage to implement this policy. I know that she is awaiting the final adjudication from the European Court, but when that is through, finally, will she show the same courage in making sure that she starts a debate in the Cabinet about leaving the European convention on human rights? Maritime law is predicated on English law, many financial centres around the world use English law and many international disputes come to Britain to use British law. The fact that our Supreme Court decision has been thwarted in this way means that it is now time to consider leaving the European convention on human rights.

My hon. Friend has made an important point about the standing of the UK’s legal system in the world. It is one of the best in the world. If we look at common law, commercial law—you name it—many countries look to us and our legal systems and processes and the incredibly high standards that we have. That is absolutely right.

It would be wrong of me to comment any further, particularly in the context of this debate. It is right that I am in the process going back to the European Court of Human Rights and we will continue to work with the Court of Appeal, the Supreme Court and the High Court, because it is important that we understand their rulings and work with them in any way possible to deliver our policy.

As I mentioned in my previous answer, we are providing up to £9 million of grant funding, which will be made available to civil society organisations to mobilise services targeted at vulnerable EU citizens. We already work with a group of organisations, including local councils, to help them to help their residents, but the scheme will be open to applications from bodies exactly like Citizens Advice, and I hope that many such organisations will be prepared to play their part in helping citizens.

This country benefits enormously from the one million Poles who have settled on our island. Will the Minister assure me that she will do everything possible to engage with the Polish community in London? Perhaps she will join me at one of the Polish clubs, such as Ognisko or POSK, to take the message directly to the citizens?

Interestingly, one of my first meetings after becoming Immigration Minister was with the Polish ambassador. We recognise that many Polish citizens live in this country, and working through the embassy and with the diaspora community is one of the best ways of reaching out to them. I would be delighted to take up my hon. Friend’s invitation and shall very much look forward to it.

I think the right hon. Gentleman meant to refer to a compliant environment. That is an environment in which we make sure, on behalf of British citizens, that we have a robust immigration policy that is fair to people, but that enables us to be strong on those who set out to abuse our immigration system and enter or settle in our country illegally—for example, in fraudulent cases—not least to be fair to those who use legal routes for migration to or settlement in the UK.

It is worth reminding the right hon. Gentleman that for five years he was part of a Government that worked on compliant environment policies, which began many years before that with previous Governments. He now appears to have a problem with some of those policies, but I do not remember him raising them when I sat alongside him in Cabinet. That said, there absolutely are lessons to learn from this. We must conduct the right review, with independent oversight, and learn those lessons.

Unlike the vast majority of my colleagues in this Chamber, I am an immigrant to this country. I am proud to be the first Polish-born British Member of Parliament. When I came here in 1978, if the state had asked me for a DNA sample, I would have had no problems whatsoever with providing that. I disagree fundamentally with the Secretary of State, and I do not understand why he is apologising. Does he have the full support of the Cabinet for his statement? What is the matter with the United Kingdom asking for a DNA sample when somebody comes to this country and seeks to become a British citizen?

Let me take my hon. Friend’s question in two parts. First, he pointed out that he is an immigrant. I love immigrants who have settled in our country, and that includes him. On his second point, whether or not he thinks we should mandate the provision of DNA—he is entitled to his own view on that—the law does not allow us to mandate it, and that is why I am apologising

I do not recognise the figure of a 10% cut to the Metropolitan police, and neither does the commissioner nor the Mayor. I think the level of spending was a surprise to Labour Members, considering that they wanted a 10% cut across the board. We did not go along with that.

When the previous Government announced a review—in 2006, I think—that was one of the reasons why they looked at the funding formula so closely. Yes, we most certainly will look at funding for rural constituencies and rural police forces, just as we will look at why that is so opaque under the present system.

I am pleased to see in my constituency that police reform is working. Not only in my constituency, but across the country, crime is down by more than 30%, as a result of the police becoming ever more efficient. For example, strategic alliances between the Hampshire and Thames Valley forces have resulted in the sharing of many specialist units. My hon. Friend the Member for Portsmouth South (Mrs Drummond) also mentioned the sharing of back-office services with the county council. Those are all ways in which the police can become more efficient and protect the frontline. They are also doing that through procurement. Some £200 million has already been saved on procurement, and many sources suggest that there is about £300 million more to go. This is a strong direction of travel, ensuring that we protect the frontline, as has happened in Hampshire and as is happening elsewhere; it is protecting the roles that people want to see, while ensuring that the taxpayer saves money.

I am pleased that the funding formula is being reviewed because it is currently unfair. The fact is that a new simplified model, which is based on that review, will replace the current, complex, opaque and out-of-date model. The data on which the current model is based is from 2003-04. Indeed, the model even includes some information from the 2001 census. It is chronically out of date, and it is time for a change.

Yesterday, at the Home Affairs Committee, chief constables and police commissioners told us of the disparity that exists between the different police forces. One point that came through very strongly was the need to reflect the cost of rural policing. It is important that the Home Office considers that as part of the consultation. Further, and this point has been made by Members from both sides of the House, there is a lack of parity between different forces in the amounts that they get from council tax and from the central Government grant. That is why the funding formula changes will be felt more greatly in some parts of the country, but it is important that that is taken in the context of the efficiency savings that could be made.

My hon. Friend mentioned rural policing. I very much hope that he will continue his excellent work on the Select Committee to probe the Government on the funding mechanism, because some policing matters do cost more in rural areas such as Shropshire. I very much agree with his sentiment on that.

My hon. Friend is right that the cost of rural policing is important, but so too is the way that rural policing is administered. We need to ensure that communities feel safe. The concept of feeling safe is as important to many people as the level of crime.

On the consultation, I believe that we are moving in the right direction. The consultation is trying to create a fairer formula for the country as a whole. However, I urge the Government to consider the point of damping. Damping affects Hampshire to the tune of £10 million, which is a significant burden, whereas Surrey gains £6 million from it. It is important that, as part of this new funding formula, we reflect the actual need of particular areas.

Let me turn now to population distribution, which is where some of the rural issues come in. This is about not only the sparsity of the population and the difficulties in addressing any crime that might exist, but the fact that the police authority boundaries are arbitrary—they are the result of historical boundaries in counties and elsewhere that have existed for many hundreds of years. There is no reflection of the fact that crime can cross county boundaries. We must remember that any funding arrangement should reflect not simply the population within a police authority area, but the neighbouring areas, as crime will cross boundaries. Crime from Surrey or the Thames Valley can very easily reach my constituency of North East Hampshire, so it is important that police forces work closely together. Therefore, I suggest that population distribution should not be looked at in isolation.

I come back now to the point of efficiency. Hampshire is a low-cost force. It gets £38 million less than the average force, which means that it has had to drive those efficiencies faster than other forces. Indeed, between 2005-06 and 2010-11, it made savings when other police forces were spending more per capita. It then had to be even more frugal and it made further savings in 2010-11 through to 2015-16. We must ensure that those forces that have already made the savings are not penalised for having become more effective sooner than other forces, because that would be a perverse outcome, and I am sure that that is not what the Government intend.

That leads me on to the way that the police funding formula is taken forward, and needs to be seen to be taken forward. It is important that we do not scaremonger. The funding formula is designed to provide a long-term stable, simple to understand method of funding for police forces across the country, but there are then the local police commissioners, who are the best way to ensure local accountability and that funding for the future is determined by local people.

I welcome my hon. Friend’s comments on Northamptonshire police, who have indeed been very innovative. They have been at the forefront of work to join together the police force and the fire authority to ensure savings and a better service for the people of the county of Northamptonshire. We are trying to adopt a funding formula that is simpler than the previous one, that is fair across the board and that people can look at and understand; a funding formula where people can appreciate why the elements are in there. That cannot be said of the current funding formula.

Elected police and crime commissioners provide accountable and visible leadership, which I hear the whole House now supports. PCCs are an excellent body taking the lead role, as we have just heard, in driving collaboration between forces and other emergency services to deliver more effective services and better value for money.

I thank my right hon. Friend for that answer. In West Mercia, the main advantages of having commissioners are accountability and transparency, which local people very much appreciate. We have just selected our new Conservative candidate, Mr Campion, who, if elected, will do an excellent job. Will my right hon. Friend assure me that he will continue to look at ways to devolve power and responsibility to police and crime commissioners, as this experiment is working?

My hon. Friend raises a very important point and I wish Mr Campion well in his bid to represent his community as a PCC. We will soon be introducing legislation that will allow more collaboration and more help to be brought to the police, fire and ambulance services—that is the sort of thing we would expect.
