Commons ChamberWe are making good progress on improving junction 5 of the M2 and the A249 Stockbury roundabout, reducing journey times, making journeys safer and supporting future housing and employment growth. All that is in addition to recent investments from the local growth fund in Sittingbourne and Sheppey, including the opening of a new roundabout on the A2500 in December 2018, following a £1.26 million investment, and £2.5 million for the regeneration of Sittingbourne town centre.
Funding for road infrastructure is very important, but I wonder whether the Chancellor thinks it should sit alongside investment in more active travel—walking and cycling.
We regard the UK shared prosperity fund as very important, and we will launch a consultation this year on plans for the fund.

Commons ChamberWhile accepting that it is not a simple matter, the criteria used tend to favour infrastructure development in the south, rather than the north. What more can the Government do to support major infrastructure development, particularly when it comes to transport, in the north of England?
I reject the hon. Gentleman’s accusation. The methodologies we use are designed to be fair and equitable in the distribution of infrastructure funding, but if he would like to meet me and my hon. Friend the Exchequer Secretary, I am happy to go through the whole issue. We are as concerned as he is to make sure that infrastructure investment decisions are made on a transparent and equitable basis.

Commons ChamberMy hon. Friend is right that the midlands is home to some of the world’s leading automotive manufacturing. It is also home to cutting edge battery technology research, including by the Warwick Manufacturing Group at Warwick University. My hon. Friend is absolutely right. If we are going to electrify the vehicle fleet, we have to ensure that clean, sustainable and reliable supplies of electricity are available to meet the needs of the 21st century economy. Our national infrastructure plan does exactly that.
On leaving the EU, areas like Yorkshire will no longer benefit from EU structural funding. How will the Chancellor meet the shortfall?
As we have made clear, the arrangements we have with the European Union, and with any of the organisations and funds the EU operates, remain to be discussed during the negotiation phase. If the hon. Gentleman is right and we end up not participating in such arrangements in the future, we will clearly have to make separate similar arrangements on a UK-only basis—or, indeed, on an individual nation within the UK basis.

Commons ChamberI offer the apologies of the shadow Foreign Secretary, my right hon. Friend the Member for Leeds Central (Hilary Benn), who cannot be with us today as he is recovering from a minor operation.
I thank the Foreign Secretary for advance sight of his statement and for setting out the details of this landmark agreement. Let me begin by paying tribute to him, John Kerry, our European and international partners and everyone involved for their efforts in securing a major diplomatic breakthrough.
There has long been consensus among those on the Front Benches that seeking an agreement with Iran was the right thing for the international community to do. We have always supported the twinned approach of sanctions and negotiations, backed up by UN Security Council resolutions, and it is welcome that the talks have reached a conclusion more than 12 years since they first began with the support of, among others, the then Foreign Secretary, Jack Straw.
None of us wants Iran to have a nuclear weapon and no one believes that the world would be a safer place if Iran were ever to acquire one, so it is worth reflecting on how much more grave the world might have looked today if the Foreign Secretary had returned to the House to report that the talks had collapsed without an agreement. We would be facing the almost certain restart of Iran’s nuclear programme, with no means of monitoring or inspection, the possibility of a nuclear arms race in the middle east and greater instability in an already volatile region. That is why it has been right to use the negotiating opportunity that the pressure of sanctions against the Iranian regime has created, and that the process was not rushed in order to get this right. The question now is to ensure that this agreement lives up to the words of the joint statement made yesterday by EU and Iranian Foreign Ministers, namely that it
“is not only a deal but a good deal. And a good deal for all sides”.
Negotiations of this complexity are never easy—that is the nature of diplomacy—but this agreement presents the international community with a real chance to make progress in the right direction, and we should grasp it. The Foreign Secretary has outlined many aspects of the agreement in detail. Let me touch on a number of them.
Iran has reaffirmed, as part of the agreement, that
“under no circumstances will it ever seek, develop or acquire any nuclear weapons”.
That is significant, but the world, especially those countries in the region that have particular concerns, will want to see that Iran’s words are matched by its deeds. I therefore welcome the Foreign Secretary’s assurances that thorough and independent inspections are at the heart of this agreement. It is vital that the implementation is based not on faith, but on facts, evidence and verification.
We on the Labour Benches have always said that Iran should have to demonstrate beyond doubt that it is not pursuing the development of nuclear weapons. If realised, the measures outlined in the joint action plan should now enable everyone to see that that is the case. That is essential if this agreement is to command the confidence of world opinion.
Much has been made of the proposals to manage access to particular sites, with a commission to rule on whether inspection requests by the International Atomic Energy Agency are justified. I would therefore be grateful if the Foreign Secretary could provide further detail on how that would work in practice. What assurances were given in Vienna to ensure that that process will not prove to be an obstruction?
On enrichment, it is welcome that Iran has pledged to remove 98% of its stockpile of enriched uranium and two thirds of installed centrifuges. There has been much discussion of the numbers and of the timescales involved. As the Foreign Secretary has said, some parts of this deal, such as the arms embargoes, will remain in place for five years, and other restrictions for 10 to 15 years, while other transparency measures will stay in place permanently. Will the Foreign Secretary explain the rationale for those timescales, and are the Government satisfied that they are sufficient?
Does the Foreign Secretary agree that, although we should be positive about the implementation of the agreement, we must also go into it with our eyes open? If there is a lesson to be drawn from the collapse of the agreed framework negotiated with North Korea by the Clinton Administration in the 1990s, it is that the success of such agreements should be judged not over months, but in years. It is right, therefore, that some sanctions should be removed gradually and only as Iran honours the commitments it has made. Were Iran to violate the terms of the agreement, are the Government satisfied that the provisions for sanctions to snap back are tough enough to block its path to a nuclear weapon?
Does the Foreign Secretary agree with Javad Zarif, the Iranian Foreign Minister, who said yesterday that the deal represents not a ceiling, but a foundation to build on? It is no secret that Iran has been involved for many years in exploiting sectarian tensions in the region, whether through proxy armies or support for terrorist groups. Those issues and difficulties in our own relationship with Iran will not go away overnight, but this agreement presents Iran with an opportunity to play a much more constructive global role, particularly given our shared interest in defeating the threat from ISIL/Daesh.
How confident is the Foreign Secretary that Iran is ready and willing to use this breakthrough to improve its relations with its neighbours? Does he agree that opening up better links with Iran will help the process of reform in that country, which, as the Foreign Secretary has said, needs to include improving its human rights record? On Britain specifically, the Foreign Secretary mentioned ongoing efforts to reopen our embassy in Tehran. When does he realistically expect that to happen?
The phrase, “Working together as an international community”, is well worn, but this moment shows what can be achieved through patience and diplomacy. If history teaches us anything, however, it is that peace is a process, not an event. The Iranian President yesterday called this a new chapter. We all live in hope that it will help lead to a safer and more peaceful world, free of nuclear weapons, and we on the Labour Benches will continue to support all efforts to make that hope a reality.
I am grateful to the hon. Gentleman for the constructive tone with which he has approached the announcement, and I thank him for the continued support of Opposition Front Benchers for—fortunately, in view of its duration—the cross-party approach over many years.
The hon. Gentleman mentioned the long duration of the negotiations. This is not just about Foreign Secretaries and US Secretaries of State; it is also about the experts and diplomats who have been carrying out the negotiations. There was at least one person on the team that travelled back from Vienna with me yesterday who has been on this project for 10 years and who now faces finding a new career.
These have been incredibly complex negotiations and it is important that the outcome is a win-win. To have come back from Vienna with something that was a triumph for us but not a win for Iran would have been a hollow victory, because it would eventually have fallen apart. There has to be something solid for Iran and the Iranian people. They must have an opportunity to build a new future and ensure the future prosperity of their country, and I am confident that this agreement will allow that.
In a country such as Iran, we should not underestimate the importance of the religious edict against building a nuclear weapon. That is now firmly enshrined in the words of the Supreme Leader: Iran will not build or seek to acquire a nuclear weapon. The hon. Gentleman is right to say, however, that we have to be pragmatic, and a robust inspection regime is at the heart of our ability to do this deal.
The hon. Gentleman asked how the monitoring and access arrangements would work. The monitoring is multifaceted: there will be electronic monitoring; sophisticated, advanced telemetry; and seals on equipment that has been taken out of use. There will also be CCTV cameras in the facilities and regular inspections by IAEA inspectors. If the IAEA suspects that it needs access to a site that it does not regularly inspect, it can demand access. If the Iranians deny that access, the question of whether it should be allowed will be referred to the commission on the joint comprehensive plan of action and it will determined on a “five out of eight” majority vote. The members of that commission are the E3+3, the EU High Representative and Iran itself. We are confident that, through that format, proper access will be ensured.
On the different timescales, we are comfortable with the end result. Obviously, this was a negotiation and we did not get as long as we would have liked on some of the restrictions, such as conventional arms control. On the nuclear part of the deal, however, we are very comfortable that we have respected our timelines, which are about maintaining a minimum 12-month breakout for a minimum of 10 years. We are very confident that we have well in excess of that minimum breakout period for well in excess of 10 years as a result of the practical effects of the agreement.
The mechanisms for “snap back” are robust and we insisted on them. If any member of the joint commission, including the United Kingdom, believes Iran is in significant violation, that member is entitled to ask the UN Security Council to vote on a negative resolution, which would cause the sanctions to snap back.
I understand why the hon. Gentleman mentioned North Korea, but, having spent some time with the Iranian negotiators and finding out a bit more than I previously knew about Iran, I know that Iran is a very different country from North Korea. Iran is a major player in the region. It is a big country with huge resources and a large and well-educated population. It can, if it chooses, play an enormously positive role in the development of the middle east and, indeed, contribute positively to world affairs.
Mohammad Javad Zarif is a reformer, as is Rouhani, but we do not delude ourselves that everybody in Tehran welcomes this agreement and shares their vision of a more open and more engaged Iran. Our job is to make sure that, as this agreement is implemented, we reinforce the hand of those in Iran who represent the majority who would like Iran to engage in a responsible way with the world. Part of that is ensuring that we work with Iran to deal with the shared threat of ISIL across the region.
Finally, on the question of the embassy, as I have explained to the House there are some technical issues on both sides that will have to be resolved before this can be done, but there is a very clear will to do it. I will be working directly with my Iranian counterpart to ensure that we clear away those obstacles over the next few months. I very much hope that we will be in a position to reopen our respective embassies before the end of this year. I look forward to going to Tehran to do so.

Commons ChamberI recognise, of course, that we have a number of areas of shared concern, the rise of ISIL being one and concerns about the flow of drugs another. My hon. Friend will know that we are on the brink of reopening our embassy in Tehran and we hope that that will be the beginning of a sustained but properly calibrated re-establishment of good working diplomatic relationships with Iran, hopefully on the back of a comprehensive agreement of the outstanding nuclear proliferation issue, which we hope to see later this year.
May I ask the Foreign Secretary for two assurances? First, is everything being done, even at this late stage, to ensure that the Afghan security forces are at the highest level of capability? Secondly, although I completely agree that we should be proud of what we have achieved, will the Government take the opportunity at some point to learn the lessons from our commitment? It is important that we understand what we got right and what we got wrong, to inform the conduct of our foreign policy in the future.
I have some sympathy with that last point, but think that if such retrospectives are to be effective, we need to allow a little air gap so that the dust can settle and we can look at the issues from a proper historical perspective. I think that means that it will be an issue for the next Government to consider in a proper and timely fashion after the general election.
In response to the hon. Gentleman’s first question, even at this late stage we are, of course, still building the Afghan national security forces. The emphasis has moved from the front-line forces—the fighting capability is good—to making sure that their logistics are improving so that those front-line forces get the support they need in the field.

Friend makes the good point that, as we look to the challenges of the future, we must be prepared to take difficult decisions to flex how we spend the budgets and resources that we have available. Even half a decade ago, no one was talking about investing in cyber-warfare. Now, it is the No. 1 issue on everyone’s agenda. As our defence budgets are not getting larger, to invest in this critical new area, we have to disinvest in other areas. That is the nature of the difficult challenges we face, and we will continue to take those difficult decisions in Britain’s best interests.
Clearly, as we draw down the Regular Army, the plan is to increase our reservist capability. All the people in the Army Reserve whom I talk to say that we must still do more to persuade particularly small and medium-sized employers to support their employees serving as reservists. What more can the Government do to support them in releasing their people to serve?
I welcome the hon. Gentleman’s question, and he is right: a big part of getting the reserve recruitment agenda right, and for that matter the reserve retention agenda right, is engagement with employers. Engagement with large employers, including public sector employers, is well advanced, but he is absolutely right to put his finger on the fact that engagement with smaller employers is, first, more difficult and, secondly, crucial to the success of this project. The Defence Reform Bill, which is in the other place, which I am not supposed to call the other place any more—currently, in the House of Lords—

The Secretary of State may have seen a recent interview, given by the Foreign Secretary to The Times, in which the Foreign Secretary said that what we increasingly need is more capability in surveillance, specialist capabilities and cyber skills. May I ask the Secretary of State whether his Department is cutting, or has plans to cut, any of those capabilities of which the Foreign Secretary says we need more?
No. We are very much aware of all those needs and I endorse the comments that my right hon. Friend made. He was probably making an oblique reference to press speculation about special forces. I can confirm that front-line special forces numbers will remain at current levels and will not be cut below the 2010 level.

Commons Chamber10. What recent progress there has been on security transition in Afghanistan.
Transition of security to Afghan control, as agreed at the Lisbon conference in 2010, remains on track to be achieved by the end of 2014. The Afghan national security forces are taking an ever greater role in their domestic security. They now have lead responsibility in areas that are home to three quarters of the population, including all 34 provincial capitals and the three districts that make up Task Force Helmand’s area of operations. We expect that by mid-2013 all parts of the country will have entered the process and that Afghan security forces will be in the lead for security nationwide. The progress of security transition will allow ISAF, gradually and responsibly, to draw down its forces to complete its combat mission by 31 December 2014.
I thank the Secretary of State for that response. He will know that, to date, not one senior official or political figure in Afghanistan has been successfully prosecuted for corruption or other abuses, despite the many major scandals that have taken place. Does he agree that governance and the rule of law will be more, rather than less, critical to progress in Afghanistan after the security transition, and how does he propose to ensure that it is at the heart of our engagement post-2014?
I am glad to be able to say that I absolutely endorse the hon. Gentleman’s view. As I said a moment ago, what happens in the military space is only one part of the overall equation. There needs to be political reconciliation, progress on building good governance, particularly on the eradication of the extreme corruption that is still prevalent in Afghanistan, and progress on developing relationships with Afghanistan’s neighbours.

Commons ChamberThe 2012 armed forces continuous attitudes survey provides some very concerning information, particularly in respect of the Army. Only 52% of soldiers are satisfied with service life; the trend of declining morale has continued, with only 18% reporting high morale across the Army; and only 33% of soldiers questioned felt valued. Does the Secretary of State share my concern at these figures, and, if he does, what is he going to do about them?
Yes, of course we are concerned about morale in the Army, which I have previously described as “fragile”. We have been through a period of enormous change—budget retrenchment, necessary redundancies, reorganisation and rebasing. What we can do now is try to get this process completed as quickly as possible, so we can return to some certainty whereby people are able to plan their personal futures. As I said just a few moments ago, we have the challenge of starting to rebuild the trust and confidence of people in the armed forces around the armed forces of the future. I am confident that, despite being smaller, our future armed forces will be highly capable, valued and very well respected.

I have said very clearly that the role of British forces there is to protect Britain’s national security interests. In my judgment, and that of the Government and the military command, that will best be achieved by ensuring the capability of what is now a substantial Afghan security force to hold the ground after 2014, and to contain the insurgency—I do not live in a world where I imagine the insurgency will be defeated by military means—and to create the space for an inclusive, or semi-inclusive, political solution.
I send my condolences to the families of the fallen soldiers from the 3 Yorks.
Will the Secretary of State give an assurance that all possible measures are in place to ensure the most effective vetting of those who seek to serve in the Afghan national security forces? I appreciate the difficulties and complexities of this specialised work but seek his assurance that sufficient resource has been made available to ensure that, where possible, those intent on causing our soldiers harm are not given the opportunity to do so.
I can give the hon. Gentleman that assurance. The Afghan Government have doubled the number of National Directorate of Security investigators assigned to the Afghan national army and introduced processes of re-vetting Afghan soldiers returning after going AWOL and of re-vetting soldiers when they return from prolonged periods of leave. Our commanders in theatre tell me that, on every occasion, they have accepted concerns expressed by allied commanders about individuals and have, without hesitation, detained them and begun an investigation. We are satisfied that the Afghans are doing everything that needs to be done on their side; we are taking further measures on ours.

Commons ChamberI am afraid that the right hon. Gentleman repeats the comments that my hon. Friend the Member for Basildon and Billericay (Mr Baron) made earlier, and that is simply not the case. Looked at over a 10-year horizon, the recruiting figures speak for themselves, and the Army has conducted a rigorous process that resulted in the withdrawal of the 2nd Battalion the Royal Regiment of Fusiliers. I can say no more than that to the right hon. Gentleman.
T5. Significant cuts to the armed forces carry real risk; increased reliance on the reservists carries real risk; and greater emphasis on the private sector for logistical support, again, carries real risk. Will the Secretary of State therefore respond to my concern that the potential cost-saving benefits of the cuts to capability that the Government have announced do not outweigh the risks that they pose to our ability to leverage force in an uncertain and changing world?
As usual, there is no alternative constructive suggestion. We have a £38 billion black hole in the defence budget, and we have to resolve that problem to make our armed forces sustainable in future and to ensure that we can properly equip them when we ask them to put themselves in danger. What we have done is to set out a coherent plan that will deliver smaller but better equipped armed forces that are sustainable in the medium and long term, and I suggest to the hon. Gentleman that that is the best way forward for them.

Commons ChamberMay I record my sadness at the loss of a battalion from the Yorkshire Regiment? Today’s statement has not been underpinned by a strategic analysis of the world in which we operate. It depends on a much greater reliance on our reserve forces, which carries real risk, and the process has increased uncertainty and doubt among our forces and their families. What specific measures can the Secretary of State announce today better to support those who remain in the service, and—very importantly—what can he say about those who will be moving into the labour market at a particularly challenging time?
The hon. Gentleman says that the announcement is not underpinned by any strategic analysis, but he supported a Government who did not conduct a strategic defence review in 12 years. The announcement is underpinned by the findings of the strategic defence and security review of 2010, which established a National Security Council, which continuously reviews the strategic context.
The hon. Gentleman asks about people who will remain in the forces. I hope to be in a position very soon to make an announcement about the military pension scheme, and we are well advanced in designing what the military calls the new employment model, which will set out more clearly our offer to military personnel, including how we can make the remuneration package that underpins the armed services more flexible and responsive to the needs of individuals than it has been in the past.
The Army has well-structured arrangements in place to support those leaving the service, but we are looking at additional measures, including working with external charities, to ensure that they are supported in every way possible.

Commons ChamberFirst, I should make it clear that the deployment of HMS Dauntless to the south Atlantic is a routine deployment and she will rotate with other vessels of the fleet in due course. Secondly, as I suspect my hon. Friend knows, we never comment on the deployment of our submarines of any description. As he has raised the issue, I will take the opportunity to make one thing clear. There has been some speculation in the press and by Argentine Ministers about the deployment of nuclear weapons to the south Atlantic. The United Kingdom has a clear and publicly stated policy that we will neither use nor threaten to use our nuclear weapons against a non-nuclear state that is a compliant member of the nuclear non-proliferation treaty, so the Argentine republic need have nothing to fear on that count.
The Government have willed an end-date for combat operations in Afghanistan, but not yet an endgame for how we disengage militarily. Can the Secretary of State give an assurance that the sacrifice and outstanding efforts of those who have served and continue to serve in Afghanistan will be underpinned by a departure that is properly planned, co-ordinated and commensurate with conditions on the ground?

Commons ChamberDoes the Secretary of State believe that the utility of military force as an instrument of UK foreign policy is more relevant or less relevant than it was, say, 30 years ago, and how does he intend to reflect that in future UK defence policy?
That is a very deep but helpful question. The Government are clearly committed to integrating defence diplomacy with our wider diplomatic effort to ensure that the UK’s Government-wide objectives are best delivered through the use of all the assets available, including our defence assets, and my right hon. Friend the Foreign Secretary and I will publish our strategy for defence engagement in the new year.
