I thank the hon. Gentleman and all colleagues who have put forward ideas and solutions, and shared good practice in the early weeks of this crisis. I am sure that the hon. Gentleman’s request will have been heard by our joint Minister, the Minister for Defence People and Veterans, my hon. Friend the Member for Plymouth, Moor View (Johnny Mercer). Of course, Defence has stepped up in every case where it has been asked to do so, and I am sure that it will support testing wherever it is taking place, as well as the pilots.

Both the Chancellor of the Duchy of Lancaster and the Health Secretary attend a daily meeting with the Prime Minister. Testing and tracing are a part of the issues that are considered in detail at that meeting.

It is clear that testing, tracing and tracking will be an essential part of our battle against coronavirus, and tech and IT will be required to support that. There have been concerns in the past few days about the allocation of these contracts, and perhaps about a bit of cronyism in Downing Street. What safeguards will the Minister put in place to ensure that applications, and the data that those applications use, will be safeguarded and used solely for the purpose of defeating coronavirus?

Clearly there are very strict protocols that surround any kind of procurement or pilot that might take place across any Government Department. Those protocols have given us confidence in the past, and there is no reason why they should not in the future. If the hon. Gentleman has concerns, he should raise them with the relevant Minister and certainly with the Cabinet Office, but those protocols are strong and have stood us in good stead; we have transparency around these issues.

I know that my hon. Friend is an authority on the house building sector, and I had an opportunity to work with him on these issues when I was the Housing and Planning Minister. He raises an important point. We know that 15% of emissions are from housing, and we are looking to see how we can bring that down as part of the net zero target.

The hon. Gentleman, as chair of the all-party parliamentary group on aerospace, will know that aerospace is a high-value growth sector driven by innovation, which is why the Government and the industry are co-investing £3.9 billion up to 2026 in aerospace research and development, and a further £300 million in the future flight challenge.

I am grateful to the Minister for that answer. The UK leads the world in aerospace technology, but it faces the same pressures as other sectors with regard to environmental sustainability, so may I urge him to increase long-term funding for the industry so that we can retain our global lead while meeting the challenge of net zero?

The hon. Gentleman raises an important question. The Prince of Wales and I co-chaired a deep dive at the Whittle laboratory, with the whole industry around the table, to consider how we can deliver on net zero for the industry. We were targeting a fully electric aircraft that, at 500 miles, could cover most of Europe and take 180 passengers, and of course we are looking at other technologies for longer haul flights. We are also creating the innovators of the future with 500 additional master’s level postgraduate places for aerospace.

Carbon capture, usage and storage is essential to meet our mission for net zero by 2050. We have committed £25 million so far to supporting new companies to progress CCUS, with an additional £100 million as part of the £505 million energy innovation programme. I know that my hon. Friend has taken Heatric to the Department, and officials are keen to ensure that they can continue to work with the company.

T5. When we leave the European Union, we will also leave the auspices of the European Union Aviation Safety Agency, so what plans do Ministers have to provide regulatory certainty to the aerospace sector and for the thousands of jobs that it relates to in my constituency?

I think the hon. Gentleman would know that we already have agreements in place so that planes can continue flying. If he votes for the deal today, we will be in a much better place to leave in an orderly way.

I think the hon. Gentleman is correct about the multiplier effect. I cannot say exactly, but it is about three to four indirect jobs for every one direct job.

I visited Bombardier last month, along with my hon. Friend the Member for Sefton Central (Bill Esterson), in a visit organised and paid for by the Industry and Parliament Trust. Bombardier is making fantastic products. The danger is that these cuts upon cuts will lead to the loss of the critical mass of skills, meaning that the next set of products cannot be made there. Does the Minister share that concern, and if so, what is he doing to protect skills?

I share the hon. Gentleman’s concern, which is common to industry generally, including steel and other sectors. The Northern Ireland aerospace hub is very solid. Although orders will not come through until 2020, the deal that Bombardier did with Airbus means that the company can plan for the future, and it is very aware of the need to maintain skills.

I think that what Kettering’s shoppers and workers want to know is first that they have choice and competition and secondly that those jobs are protected. If both supermarkets are thriving, either the Competition and Markets Authority will decide that there is no competition issue and allow the merged company to continue to run both, or it will say that there is a competition issue and that it has concerns for my hon. Friend’s constituents, and it will force one of them to be sold to a competitor who will, hopefully, run it just as effectively.

May I press the Minister on the question of distribution depots, which Mr Coupe has chosen not to protect? I remind the House that many of the distribution sites were established because of the decline in manufacturing, to replace manufacturing jobs. What assurances will the Minister seek from Mr Coupe and his fellow directors to guarantee that the jobs remain in those difficult areas?

I understand the point that the hon. Gentleman has made. He is clearly concerned about those jobs. There are a number of distribution jobs in my own constituency, Burton being at the centre of the country and well connected.

Let me make two points. First, the number of supermarkets being serviced will be the same, so the number of lorries, distribution outlets and goods being shipped will also be the same. Secondly, I have no power over the issue of jobs in relation to mergers. The Enterprise Act 2002 limited such powers. While we can have conversations, I urge the hon. Gentleman to do the same to protect those jobs.

It is a great honour to serve under your chairmanship, Mr Rosindell. I perfectly understand your mistake in confusing the hon. Member for Wirral South (Alison McGovern) with the hon. Member for Ashton-under-Lyne (Angela Rayner); I myself am regularly mistaken for my hon. Friend the Member for Northampton North (Michael Ellis). I have sued people for less, but I am sure that that will not be necessary in this case.

I congratulate the hon. Member for Ellesmere Port and Neston (Justin Madders) on securing this debate, and all right hon. and hon. Members on their contributions. I take the automotive industry very seriously, which is why I asked for it to be included in my portfolio—not just Vauxhall at Ellesmere Port, but the automotive industry in general. I have met quite a few people in the industry since I first became responsible for it, and further to this debate I will be happy to meet any Members for constituencies in the area; it might be better if we organised that through the all-party group, but I leave the decision to them. I hope that right hon. and hon. Members know that my door is always open, and I really mean that—it is not just a platitude. They have said some quite critical things about the Government, but that is their job and I quite understand it.

I know that Vauxhall’s history is very important to it. The PSA senior management, from Carlos Tavares down, have made clear to my right hon. Friend the Business Secretary the value they place on Vauxhall’s historic brand and the commitment of its workforce. They have emphasised their intention to build on those strengths. That positive message was reiterated when the PSA Group launched its turnaround plan in November, which it called PACE, aiming to bring Vauxhall and its sister brand Opel, which were with General Motors, to profitability by 2020. Mr Tavares again made a clear commitment to Vauxhall and expressed the intention to avoid forced redundancies or the closure of any Vauxhall plants. He has consistently said that he wishes to exploit in full the company’s potential in the UK.

We have regularly met senior management, within both Vauxhall and the PSA Group, and we will continue to do so. Discussions have been based on the future strategic direction for the PSA Group and Vauxhall, and on the outstanding and supportive environment that exists here for advanced manufacturing businesses and investment.

I was disappointed, as I am sure everyone in this Chamber was, at the announcements in October last year and in January on the voluntary reductions in the workforce at Ellesmere Port. Vauxhall has made it clear that the decision was taken to safeguard the competitiveness of the plant in an ever more challenging environment across Europe. I accept what hon. Members have said about the impact of those announcements on their constituencies and about how few people now work at Ellesmere Port compared with the past, as well as about the importance of those people to the local economy and their supply chain.

Ministers—more recently including myself—have stayed in touch throughout with key decision makers from both Vauxhall and the PSA Group, and very helpfully with leaders from Unite and other unions, too. We have pressed the case for Vauxhall’s plants and highlighted the excellent UK workforce, and we will continue to do so.

The hon. Member for Ellesmere Port and Neston made a fine speech—I do not want him to think that I objected to much of it, because I agreed with a lot of it—but I reject his claim that we are in “denial” about what is happening. I will come on to Brexit business in a moment, but I do not think that claim is true, and I would tell him that privately or publicly on the record.

We have shown that auto investment is important in the UK. Recently, Toyota announced that its new model would be built in its plant at Burnaston and there have been other announcements in the last year from Nissan, BMW and Lotus. We can do it, and global demand for vehicles designed, engineered and manufactured in the UK is strong.

I am most grateful to the Minister for giving way. There is a Toyota plant next to my constituency, in the constituency of my right hon. Friend the Member for Delyn (David Hanson). Are not investment decisions such as those the Minister has mentioned taken three years in advance? That decision by Toyota had already been taken and was known even before the Brexit referendum had taken place.

I thank the hon. Gentleman for his intervention, but I do not believe that that is the case; if Toyota was concerned, particularly about the Brexit issue, whatever decision it may have taken was certainly not finalised until well after the referendum. By the way, I look forward to visiting the Toyota plant in the constituency of the hon. Member for Wirral West (Margaret Greenwood)—I think it is in her constituency—quite soon.

I refer to my entry in the Register of Members’ Financial Interests. As postal workers trudge through the snow this morning, they will have a right to be aggrieved at losing their pensions, while Moya Greene gets paid £1.9 million and gets free flights, paid for by Royal Mail, to Canada. Does the Minister accept that?

I disagree with the hon. Gentleman. The pension scheme, if left unchanged, would result in virtual bankruptcy for Royal Mail. It would require an injection of £1.3 billion annually, against profitability of approximately £700 million. I think he can do the maths himself.

I find myself in the unusual position of agreeing with Lord Heseltine, who suggested that the best strategy for industry in the United Kingdom might be not to leave the European Union. However, we are where we are.

The aerospace sector has experienced some difficult times recently. A great many orders have gone abroad, particularly to the United States, with no reciprocation. What will the Secretary of State do to stand up for a sector in which we have a world-leading position, given that we do not have the relationship that we should have with some of our major partners?

We do stand up for the aerospace sector. It is one of the most successful sectors in terms of joint working, both with the firms in the sector and with the Government. We have a good record of working together. As for ensuring that we obtain orders in this country, there is a big role for us all to play in spelling out the benefits to other countries of products and services that are made in and provided from this country, and I hope the hon. Gentleman will join me in doing that.

I agree with the hon. Gentleman that the Government, my ministerial team and I should be active in securing investment opportunities and continued employment by UK companies and international companies that invest in the UK, and we are. I do that tirelessly. In the case of Ellesmere Port, we have had discussions with Peugeot and it is interested, as we are, in investment in the new generation of vehicles, with which I know the hon. Gentleman is familiar.

The hon. Gentleman shakes his head, but I am told by the head of the local enterprise partnership and the local council that it is, so perhaps he should consult a little more widely. I think that was a bit of low blow. This is about ensuring that we have the right support for the industry, that we have a thriving supply chain and that there are the best possible conditions for them to thrive and grow.

It did not take PSA long to renege on the assurances about investment that it gave the Secretary of State just a few months ago. Does the Minister accept that the workforce and the trade unions, over three successive new model rounds, have done everything that has been asked of them by the company and have achieved a level of performance that exceeded previous levels? May I suggest that sending in DWP officials is not the response that the Government should be making now? There should be a strong, robust response from her own Department, telling PSA, “It’s not on.”

I am happy to agree with the hon. Gentleman that there has been an incredible level of performance by the people working in the plant. Indeed, Tony Woodley, a long-term member of the union from this plant who sits on the Automotive Council, just cannot speak highly enough about what has been achieved. [Interruption.] I have met him, because I chair that forum. Indeed, I spoke to Len McCluskey only today to discuss this situation.

We have to understand that when sales of models do not pan out as projected, there will inevitably be adjustments to a company’s performance. We have to make sure that we put in place the long-term investment framework, give the company the assurances it needs to invest—as I have said, it has committed to keeping the plant open—and attract the next wave of technology to these shores, rather than see it go elsewhere.
