The hon. Gentleman really must move away from student politics. This Government have done more for pensioners than any other Government. They are benefiting more now than they would have under any system introduced by the Labour party. The triple lock is making sure they have more money. We have also maintained a lot of the universal benefits, so we on this side of the House will take no lectures from those on that side of the House.

I was delighted to join my hon. Friend on the visit to that fantastic charity, which has widespread support including from the Prime Minister and the deputy leader of the Labour party. Technology is key to removing barriers and I am delighted that we have the innovative technology prize—we will be announcing the winner in March—which shows that creating innovation and creating more opportunities will reduce more barriers.

As someone who has long campaigned for an increased uptake of the living wage—not least by leading a debate on that in the House last November—I congratulate the Secretary of State on creating the national living wage. Will he tell me how many people’s incomes will increase as a result of that policy?

Although I am pleased to follow the hon. Member for Caerphilly (Wayne David), I have to say that I offer a more optimistic approach. I am happy to say that, in Warwick and Leamington, the signs of economic growth are strong, not least with the number of jobseeker’s allowance claimants falling by 70% since 2010, and the number of claimants aged between 18 and 24 falling by 79% over the same period. We have also seen a growth in the number of businesses that have taken on new employees, with more than 2,700 apprenticeships being created since 2010.

The Budget contained several welcome measures for Warwick and Leamington, the first of which was the support for the creative sector that contributes so much to our local economy. Leamington Spa is now increasingly referred to as “Silicon Spa” due to the growth in our technology and creative industries. As the Budget emphasises, the creative industries deliver both cultural and economic benefits to the UK.

The tax relief for the video games sector, for which colleagues and I on the all-party group for video games have campaigned, has already significantly benefited the video games industry in Leamington. The tax relief has created confidence in the sector with the local industry supporting some 1,200 jobs.

I am also delighted that the Chancellor announced an extension of the skills investment fund, which will provide £4 million to ensure that support for training and development in the creative industries continues for a further two years. Renewed focus and support for a more traditional, but similarly creative industry, was also announced in the Budget. The west midlands has long been a hub for manufacturing, but it is now a resurgent sector of our economy. I was delighted to note that, according to the most recent figures, the manufacturing sector grew by more than 2.5% in 2014 alone.

Since 2010, the Government have invested a great deal in the manufacturing sector, including through innovation catapults. High-value manufacturing is growing in significance in our region. I was particularly pleased to see the one millionth cooker roll off the production line at Aga Rangemaster, just outside my constituency office.

Innovation is key to unlocking further potential in the manufacturing sector and I am delighted that the Government have extended the research and development tax credits, particularly for small and medium-sized enterprises. That measure is estimated to benefit some 15,000 businesses.

As co-chair of the all-party group on manufacturing and chair of the all-party group on video games, I have been privileged to watch the regeneration of manufacturing and the exciting development of the creative industries as a whole. I would like to take this opportunity, however, to make the point that there is still more to be done to achieve the potential in these parts of the economy. We need more support for innovation, more apprenticeships, not least through the excellent Warwickshire college, a continued focus on research and development and support and encouragement for small businesses wishing to grow and expand. I believe that we must do all we can to support these vital industries, rebalance our economy and create additional jobs, but overall the Budget provides assurance that the economic plan is working and that our economy is back on track.

The hon. Lady, like many on the Opposition Benches, is living in cloud cuckoo land. They invent a whole series of issues about this. First, we get these lines about the fact that evictions are up. In fact, evictions are a very small proportion and are down. They say that rent arrears are up, but they are stable and have not risen. They say that homelessness is up, but it is actually down. The reality is that every time the Opposition talk about this subject, they invent these issues. But never once in the whole of the time they were in government—or even now—did they bother to talk about the fact that their policies meant that house building fell to the lowest level since the 1920s and that many people live in overcrowded accommodation, thanks to Labour’s failure, its crashing of the economy and its shocking mismanagement of housing.

The youth claimant count is at its lowest level since the 1970s and this is due to the action that the Government have taken. Young persons entering a jobcentre will receive tailored support from their work coach and be directed to work experience, sector-based work academies or locally funded support.

I am delighted to say that the number of 18 to 24-year-olds in Warwick and Leamington claiming JSA has fallen by 79% since April 2010. However, I recognise that there is still more work to do. Does the Minister agree that schools and businesses can develop strong partnerships, not least in terms of providing work experience? What incentives can the Government provide to encourage those relationships and highlight the benefits that they can offer?

My hon. Friend is right—it is about building relationships between businesses and schools, and that is what we have done with some of the biggest businesses. We set up Movement to Work, which created 100,000 work experience schemes. Another scheme, Feeding Britain’s Future, provided another 15,000 work experience places and, in the west midlands alone, there are more than 16,000. Last week, my right hon. Friend the Secretary of State for Education created the new careers support scheme, which is also working with companies, schools and individuals.

We have introduced a scheme, and introduced a levy to pay for it. This continues the work that we agreed on when the previous Government introduced a similar scheme under the Child Maintenance and Other Payments Act 2008. I am proud of the scheme we have introduced. It will go a long way towards helping people who have been affected by this dreadful industrial disease.

T7. Last month, there was a debate in this Chamber on promoting the living wage. May I congratulate the Department for Work and Pensions on being the first Department in Whitehall to pay its staff and contractors the London living wage? Does the Secretary of State agree that we should encourage all Government Departments to follow suit?

I thank my hon. Friend for his question. We had discussions about this quite early on with the cleaners and with those who are keen on the living wage, and I took the decision with the contractor to ensure that the London living wage was paid here in London. I speak to my colleagues every day and discuss this with them.

I will indeed join my hon. Friend in congratulating not only the businesses that are supporting young people into work but the young people who have now got a job and are on their career journey, which we hope will be successful for them. Equally, I congratulate my hon. Friend on having a jobs fair in Leamington town hall and helping more people into work. It is Members on the Government Benches who are having jobs fair after jobs fair and really looking at ways to help people into work. [Interruption.] Rather than chuntering, it would be good if Opposition Members copied what we are doing.

I am pleased to follow the hon. Member for Sheffield Central (Paul Blomfield), but I support the Gracious Speech and, in particular, the measures that will support the continued creation of jobs.

Warwick and Leamington is home to a thriving local economy. The Government’s pro-business policies have provided significant help in achieving that and I pay tribute to local businesses for their part in it. More supportive policies were announced in the Queen’s Speech, such as the small business, enterprise and employment Bill, which will undoubtedly add to the climate of business confidence and expansion. Small business rate relief and the reduction in and, in some cases, removal of employer’s national insurance contributions are but two examples of the many Government policies that have supported business growth over the past five years.

There is clear evidence of that growth in my constituency, where the number of out-of-work claimants has reduced by a staggering 59.5% since April 2010. Further proof of business confidence came to light just this week in a report from the business consultancy, Duport, which showed that a record number of companies were formed in Leamington Spa in the first quarter of 2014. From January to March, 205 new companies were registered in the town, which represents a massive 31% increase on the previous year.

My region has a proud industrial heritage. It has been home to iconic brands such as Aga Rangemaster and Dennis Eagle for many years. It is now the destination of choice for companies such as Vitsoe and First Utility.

Vitsoe offers a particularly apt example, which sums up this renaissance. The old Ford foundry, which manufactured on the same site for many years in Leamington, closed in 2007, with the tragic loss of many hundreds of jobs. In 2013, furniture manufacturer Vitsoe was looking to relocate its factory and, earlier this year, it was confirmed that it would take over the old Ford foundry site, again confirming that we are a destination for manufacturing.

The area also attracts new industries. Leamington is home to a thriving creative industry, with many digital media and video games manufacturers now calling the town home—to the extent that the area is now commonly referred to as “Silicon Spa”. It acts as one of the global hubs for the games industry and the jobs that creates.

Despite those positive and encouraging developments, I would be the first to admit that there is more still to do. There are two key areas to focus on to achieve this. First, we need to continue to rebalance the economy by supporting our manufacturing sector and the jobs it creates. There is great positivity in the manufacturing sector, with UK manufacturing activity increasing for the 15th successive month. However, we can do more as a Government to support the sector and ensure that it continues to thrive.

The Government have already demonstrated their commitment to supporting UK manufacturing and to encouraging a re-shoring of industry, as evidenced by the measures in this year’s Budget, including reducing operating costs and providing affordable finance options, which will encourage investment and export.

Secondly, we should do more to encourage the developing social enterprise sector. We need to support these businesses, which contribute to society as much as they contribute to the economy and jobs. As a Government, we need to have a greater understanding of the culture behind those businesses and increase the recognition that this part of the economy receives.

Support for business, through well designed policies, will create an environment that supports growth and jobs.

I thank my colleague from Warwickshire for securing this important debate. Since I have been a Member of Parliament, I have had 16 people doing work experience in my office, and I welcome Thomas Hart, who is in the Public Gallery today. Some employers ignored the protest activity. How can we encourage more employers to ignore it, and to take on the scheme in greater numbers?

I thank my hon. Friend, who, as a fellow Warwickshire MP, knows the importance of getting young people in our area into work. He is absolutely right that we must encourage employers, and ensure that they are not frightened of the vocal minority who seem to put political ideology before young people. Hon. Members on both sides of the House should support the Work Experience programme. It is not a panacea for the whole youth employment issue, and is probably applicable to only a small cohort of people who are difficult to get into work. We should all support the programme, and back employers to the hilt in supporting it.

No matter how unskilled—I have said that I am worried about using that word—a role may be, new staff cannot be brought into a business, whether or not they are doing work experience, without providing training. Some young people will pick up that training more quickly than others, but regardless of that, people must be trained. All employers will say that. So they must invest time, provide training, perhaps buy a uniform, and generally invest in that young person, who may be a member of staff for only a few weeks.

I accept that there is a plethora of schemes and some confusion—the media have been confused—but I am absolutely certain that the mandatory work experience scheme was not involved in this example. It is not good enough to have the view that when people make the point about relevant work experience—relevant to people’s existing experience and skills—they should simply be condemned as snooty job snobs and people who are not willing to work. That is not the case.

Absolutely, but we must ensure that these schemes build on the experience and skills that people already have. Of course, some people have not worked for a very long time. Some young people have never held down a job. For them, some basic experiences will enable them to grow, develop and mature.

Thank you for calling me, Madam Deputy Speaker. I congratulate you on your new post, and I congratulate all other Members who have spoken for the first time this afternoon.

I have listened to a number of maiden speeches over the last two weeks, in which a number of Members have wisely mentioned their local press. I would like to follow suit. In the week that followed the election that saw the constituency of Warwick and Leamington change hands for the first time in 13 years, the front page of our local paper kindly announced that a cat had been rescued. I shall display this front page in my new office to reassure me that there are issues of great importance that happen outside this House.

I want to take this opportunity to praise my predecessor. He was an honourable Member who developed a great reputation for being an outstanding constituency MP. I hope to follow his example, and I wish him well for the future. In his maiden speech 13 years ago, he observed that Members had heard little or nothing about our constituency for the past 75 years. He offered a quick briefing, and I wish to continue that tradition.

My constituency is steeped in history, from the magnificent castle in mediaeval Warwick to the elegance and splendour of our spa town of Leamington. We have a third and important town in Whitnash, and an array of Warwickshire villages with all their charm. We are diverse in age, ethnicity, occupation and belief, and we have a great deal to be proud of. We have excellent front-line services, outstanding schools, and a large population of students studying at the well-respected Warwickshire college and University of Warwick. We have household names and independent retailers. We have Aga Rangemaster, Calor Gas, National Grid and Wolseley, with its sustainable building centre. We have agriculture and manufacture. We are an oasis of opportunity. We are middle England, in terms of not only geography but demography. With a fantastic array of charities and voluntary organisations, we are a tightly bound community that has proved time and again that we can unite in challenging times.

As many will know, one name on the list of my predecessors in the House is that of a former Prime Minister, and my constituency has often been referred to as the garden of Eden. A visitor walking down the parade in Leamington, wandering around the marketplace in Warwick or driving along the Myton road, which connects the two towns, might be forgiven for thinking that we do live in a paradise, and very wonderful it is too.

However, as with all constituencies, not everyone in our community is as fortunate as a quick tour of our area might lead people to believe. We have a magnificent heritage of industry and manufacture, but the loss of that industry has been a source of rising unemployment and, indeed, poverty. Warwick and Leamington has many pockets of deprivation, and that is why I would rather make my maiden speech in this debate than in any other.

In 2005 the jobseeker’s allowance claimant count was 884; it is now 2,166. The story of one of my constituents sums up the unfairness that many see in the current system. Having been made unemployed, she claimed jobseeker’s allowance, council tax benefit and housing benefit. As someone who wanted to work, she did the responsible thing and sought new employment, and after much searching she found a job in a nearby constituency, just over 10 miles away. She earned about £120 for a 20-hour week, and with rent of £30 a week and council tax of £12 a week to pay, she was left £11 a week better off. Unfortunately, travelling to work cost her £18 a week, which meant that, unbelievably, she was made worse off by trying to do the right thing.

At a time when people speak of the need for higher pay and bonuses to attract people in top jobs, surely it cannot be right for people at the bottom to be given no encouragement to move into employment when they see that they will receive no financial benefit from their labours. We need to create new jobs locally. That is easier said than done, but there are reasons for great optimism. Warwick and Leamington has massive potential to attract new and diverse industry and create new jobs, not least in the thriving video games industry and the green economy, which are our particular strengths. Once we assembled parts for the automotive sector. What is to prevent us from using the same skills to assemble solar panels? The seeds of future growth are here, and we must create the environment in which they can flourish.

The example of my constituent shows that it is not a question of people being unwilling to work; those who refuse to work can be penalised for not doing so. It is a question of making it financially beneficial to people who understand the benefits of working in terms of self-confidence, self-belief and social standing. Last Friday, I visited both the jobcentre and the citizens advice bureau. We must do all we can to reduce their work load and to reduce the anxieties that have been brought on by spiralling debt and crushing welfare dependency.

I am aware of the enormous expectation that the people of Warwick and Leamington have of our new Government and of me as their representative in this place. I know that our Prime Minister is as ambitious for the country as I am for my constituency. What better way to start realising that ambition than by reforming the welfare system and creating the big society that the Prime Minister has spoken about—a fairer society in which those who can work have the opportunity to do so and those who cannot get the help they need?
