Commons ChamberThe Secretary of State will know that much of our monetary policy, which has an effect on interest rates for Welsh businesses and Welsh households, is decided in Threadneedle Street. Has he met the Governor of the Bank of England recently? If not, will he invite him to Wales to see the impact of his policies on the Welsh economy? Will he hold a meeting with other Welsh MPs, and may I humbly suggest that it be in Blackwood, Newbridge or Risca in my constituency?
The hon. Gentleman will surely be aware that the Bank of England sets interest rates independently, as a result of a policy brought in by the former Labour Government. It has been widely accepted that it is right that the Bank should set interest rates with a view to not what politicians ask it to do, but what the economy demands. As a result of the policies being pursued by this UK Government in conjunction with the Bank of England, inflation has dropped drastically from over 11% to 4%, and I would like to think that interest rates will soon follow.

Commons ChamberI have regular discussions with Cabinet colleagues on a range of issues. As a result of Putin’s illegal invasion of Ukraine, households in Wales have seen their energy bills increase, which is why the Government have provided support totalling £94 billion, or £3,300 per household, to help with higher bills.
A constituent of mine who is a mother and a carer for her disabled son wrote to me recently. She told me that she is watching every penny and is deeply worried about how she will afford energy in the coming winter. She is one of the nine in 10 families with a disabled child who the Family Fund says are struggling to afford simple household bills. What direct advice does the Secretary of State have for my constituent and thousands like her who are in a hopeless situation?
There are indeed many people suffering at the moment, and I feel very sorry for the hon. Gentleman’s constituent. The Government have supported households with the rising cost of living by maintaining the energy price guarantee at £2,500 from April to June 2023, saving households an additional £160. Over the winter, the Government were paying on average about half of people’s energy bills. For those living in households where someone has a disability, there has been an extra payment of £150.

Commons ChamberWe certainly recognise the importance of those east-west links in both north and south Wales, as will be clear from the improvements in the rail and road infrastructure and the growth deals. I recently had a chance to see cross-border working in action when Dŵr Cymru was taking water in from English counties in order to ensure that fresh water continued to run in Monmouth after the floods, and I pay tribute to it for that, but I can assure my hon. Friend that we will recognise the importance and benefits of cross-border working because we are a Unionist party.
As the Secretary of State will know, Henry VII landed next door to his constituency, and he grew up in in Raglan Castle, in the Minister’s constituency. He then gained the crown at Bosworth Field, which brought about the Tudor dynasty. Has the Minister considered promoting the history of our modern royal family by creating a Henry VII trail?
That is an excellent and interesting idea. I know that the hon. Gentleman is an expert on sporting history and the contribution that boxing has made in Wales, but I had not realised that he was also interested in Tudor history. I look forward to discussing that with him outside the Chamber.

Commons ChamberAfter the earlier fireworks from Government Members, I welcome the measured tone adopted by the hon. Member for Montgomeryshire (Glyn Davies)—one I hope to continue in my contribution.
I welcome this debate because anyone who tuned in to previous Welsh debates might think we were obsessed by constitutional affairs. There seems to be a belief on both sides of the House that constitutional commissions are on the lips of every voter in our country, but that could not be further from the truth. When we talk about Government policy towards Wales, we must look to the future rather than look back.
The world is smaller than it has ever been, and globalisation has brought challenges that would never have been comprehended or conceived of a generation ago. When the children in Islwyn leave school, they will no longer compete only with their contemporaries from Cardiff, London or Manchester, but with those living in Puni, Bangalore and Peking. Equally, the emerging green technologies will lead to those children going into jobs that we cannot currently conceive of. For Government, this presents a challenge: either we embrace globalisation or we turn our backs and hold back the tide. In real terms, it means that we either continue to waste our time tying ourselves up in constitutional knots, which unfortunately we have done for the last 15 years, or we train our people and equip them with the skills to compete in the global economy.
Let us be straight: despite what many people would have us believe, Wales is not some backwater in which people are on the breadline, queuing up in soup kitchens. This view of Wales, and particularly of the valleys I represent, is a distorted picture that is no way helpful to our self-image or self-confidence.
On the site of the last mine to close in Islwyn—Oakdale—stands General Dynamics, a top 100 contractor company, with nearly £20 billion in sales annually. To those who want to paint the Labour party as anti-business, let me point out that it was the last Labour Government and the stable economic conditions that led General Dynamics to choose Wales as its base. It has recently been awarded the contract for the Scout SV vehicle, securing a further 500 jobs. In July this year, I was pleased to open the new Edge centre, which allows it to share its expertise with small and medium-sized businesses—not just in Wales but across the country. It also has partnerships with universities, which means it can access the unique skills and expertise to be found in those universities.
Just down the road, in Newbridge, is Axiom, a large manufacturer whose profits have grown, and which is opening new markets across the world. In an economy still reliant on the public sector, Just Love Food, a nut-free, allergy-free cake manufacturer also based in Oakfield, has contracts with supermarket chains such as Tesco and Sainsbury. Of course, Islwyn is home, too, to the Crumlin Pot Noodle mine and to Brace’s Bakery, known throughout the country not only for its bread, but for its Welsh cakes. I would make a shameless plug to anybody: if they want to relocate or start a business, Islywn is an excellent place to do it. That should be the message from Wales.
I am very grateful to the hon. Gentleman for outlining this wonderful economic news. Did he consult his boss, the shadow Secretary of State for Wales, before he began, as his colleague seems to be earning the epithet of the Eeyore of Welsh politics for the doom and gloom he expounds all the time?
I must commend the hon. Gentleman for his command of English. That was one of the best insults I have heard in the Chamber. I always liked Eeyore; he was my favourite character in the Winnie the Pooh stories.
Success can only pay dividends for so long. In the past four years, unfortunately, we have heard Ministers consistently talk down the Welsh economy—[Interruption.] The hon. Member for St Albans (Mrs Main) laughs, but when the NHS is talked down, what is being talked down is not what Members perceive. They are not talking down the Welsh Government, but the consultants, the doctors, the cleaners, the nurses and the other people who work in the NHS. Every one of those is seen as the NHS, so what message does it send out when those people are being talked down?

Commons ChamberI very much welcome that, of course. It is not particularly surprising, however, because reforms such as the introduction of academies, the use of the private sector and the better use of inspections were all being suggested by Tony Blair. He started to implement them under Andrew Adonis but, for one reason or another, was unable to complete them. It is not in the least bit surprising that Labour Members now recognise that we have built on their reforms, and extended and widened them a little. Why would they want to go back on them? The problem is that we have two Labour parties in the United Kingdom. In England, we have a sort of new Labour, which to some extent recognises the need to deal with business and the private sector, if only so that it can get taxes off them in order to spend them. In Wales, we have a kind of old Labour, red in tooth and claw, that still has not woken up to the fact that the 1970s finished about 40 years ago.
I would be delighted to give way to a true representative of old Labour.
What can I say to that? Does the hon. Gentleman not also believe that there are two Conservative parties, judging by the comments and actions of the leader of the Conservative party in the Welsh Assembly?
There are certainly differences. I will speak for myself, and others may follow. I think I am right in offering my congratulations to the hon. Gentleman. Has he recently had a child? He is looking a bit worried—perhaps it was someone further along the Opposition Benches. [Interruption.] I am told that it was actually the hon. Member for Carmarthen East and Dinefwr (Jonathan Edwards). My congratulations to him. He, too, will no doubt be experiencing the state education sector in Wales shortly.
My recommendation is that we look at what has gone wrong in that sector. There are not enough schools inspections, and far too much notice is given of those that are taking place. That practice has been done away with in England. I worked with the police for many years, as Members know. We could not have a situation in which a policy custody unit was told weeks in advance that it was going to be inspected; people just turned up and did it. That is how it should be with schools, and with hospitals. That is not what is happening in Wales, however.
I have been told by head teachers, and by schools improvement officers, that it is difficult for people to go in and assess how a teacher is doing in a classroom because the unions do not like it. Similarly, the unions do not like league tests, or testing of any other sort, and they are making it very difficult for people to go in and make the kind of changes that are required.

The hon. Gentleman has summed up my absolute frustration with the House since I came into this place. All those on the Government Benches seem to want to do is look into the past and blame the Labour Government for everything. I simply ask him to put himself in this position: if tonight someone cannot afford to feed his family, because he finds that he has no food and that his children are screaming for food, will they care whose fault it is? What they care about is where their next meal is coming from. Often in this House, we look more interested in trying to win cheap political points than in bringing about real political change for people who are suffering.
Instead of emotion, I am looking forward to something I have not heard so far, which is someone telling us what exactly Labour policy would be. How much extra would a Labour Government borrow? How much extra money would they print? What would they add to the national debt to spend money and resolve the problem?
Were the hon. Gentleman to let me carry on with my speech, rather than intervening in my first couple of minutes, I might have been able to develop that argument. Surely it is a damning indictment of any Government when food banks increase threefold; 22,000 meals were provided by food banks in Gwent in the past year. That is equivalent to a third of the people living in my constituency. Food banks are a damning indictment of Government policies, but they are only a symptom of Government policies.
I had a briefing recently from Caerphilly borough council’s housing department, in which we talked about the effect of the bedroom tax. Single parents whose child is not living with them will not be able to have the child stay over with them. Disabled people will have to leave their homes, even though they have made adjustments, because they have an extra bedroom; otherwise, it will cost them £91 extra, which will have an effect on what they can spend on utilities and food. They are being driven to food banks.
I remember the Welfare Reform Bill going through; everyone was labelled a scrounger just because they were claiming benefits, even though six in 10 people in work are claiming benefits. That is happening an awful lot. We are not talking about the people we might traditionally think of—the ones talked about by my hon. Friend the Member for Newport East (Jessica Morden), such as drug addicts or alcoholics who need food. We are talking about people in work, and that is a damning indictment. Unless there is some change, we are writing off another generation.
I grew up in the ’80s; my father left home when I was 11 and my mother brought me up as a single parent. I could list the things my mother would do with a tin of corned beef to feed us throughout the week; we had corned beef fritters, corned beef stew, and corned beef pie. She even made bread-and-butter pudding out of sandwiches that we had not eaten. Yet she was not faced with the problems that people face now. It is all very well to quote statistics, and it is easy to do that, but what does it mean for children going to school hungry? They are being written off before they even start. They do not have the tools intellectually, because they are too hungry to do school work.
We need to think about radical solutions. Rather than pigeonholing people as benefit scroungers, let us talk about individual need. If I find myself out of work, I have different needs from someone who has not worked for a long time. It is no good the Government saying, “We need to make cuts.” The hon. Member for Monmouth (David T. C. Davies) thinks that we need to make more cuts and that the Government are on the right path— he is nodding away—but if we cut someone’s job, we increase the welfare bill. If we cut the welfare bill through welfare reform, we are putting pressure on charities and others who are helping with handouts. Sooner or later, whether the Government like it or not, someone will have to pick up the bill when the charity has gone under or when the volunteer cannot do the work any more. It will be left to the Government to pick it up.
I would like to have developed the argument further, but someone else wants to speak, so I will give them the last five minutes.

Commons ChamberIt is a pleasure to be called to speak in the debate, and a pleasure to follow the hon. Member for Wycombe (Steve Baker). As a history graduate, I have enjoyed the history lessons during this afternoon’s debate. I enjoyed the intervention from the hon. Member for Monmouth (David T. C. Davies), telling me all about the ’40s, ’60s and ’70s. I have heard many Members tell me what happened under a Labour Government long before I was born, but it seems to me that we have always bounced back to the same point: those on the Tory Benches say that it is all Labour’s fault, while we say that it is all the Tories’ fault. The truth is, where is that getting us?
In my constituency, 2,000 people are claiming jobseeker’s allowance. Some 40% of those are under the age of 24. Behind those figures, there are real human tragedies: kids leaving school believing that there is no hope for the future other than being driven—let us hope not—into the hands of drug dealers or becoming involved in crime; the hard-working father who comes home one night and says to his family, “I’ve been made redundant after 20 years,” and his wife who worries; the single parent who is bringing up children on her own and who has just lost her job. What does she do? It is all very well quoting statistics and figures, but what can we do for those people?
Unemployment is not a price worth paying. For me, anybody losing their job is a total tragedy. That is why the motion is so important: we should use bankers’ bonuses to create youth jobs and do something to help people, not after being out of work for six months, as the Prime Minister said in his speech, but from day one. I remember when I was a trade union official and jobs were going as, unfortunately, they were being offshored. A scheme was created so that when people were made redundant the company matched half their redundancy to be used for training. Some people decided to become driving instructors, whereas others in the Solent decided to become ship builders, and so on. It interested them and that was what they wanted to do. I want some incentive in the tax system for companies that make people redundant to use similar ideas.
I am sorry, I cannot take an intervention because other people want to speak, although I would love to give way to the hon. Gentleman.
As I was saying, when a person is unemployed—I do not know how many people in the Chamber have been unemployed—it is soul destroying. It reduces confidence and, in the worst cases, it brings about depression. If anybody wants to see a microcosm of the economy, they should walk down the local high street. There is nothing more sad and depressing than seeing the butcher, the baker and even the candlestick maker all boarded up. Nothing says more clearly that the economy is not working.
So what can we do? We could reduce VAT on a temporary basis to encourage people to come back to the high street, but we could do more than that. We could encourage local authorities to reduce their business rates so that people can stay in their businesses and we could encourage communities to come in so that these places are not boarded up. Above all, we could ask authorities to start providing free car parking. That might be a bit more simplistic than the credit swaps we have heard about, but I am concerned.
I am going to say something quite shocking which is not in vogue at the moment. This afternoon, I spoke to Lloyds TSB and I thought, “It's all very well to bash the banks”—and we should bash those who have been responsible—"but we have to make an assertion and realise that only one part of the banking industry failed." It was not the retail banker or the cashier in Blackwood High street or Newbridge, who serves their community; it was the bankers in the City, and that part should be reformed. However, we have to be very careful when we talk about reform. We cannot introduce regulation that hinders financial innovation. That would be impossible, and I am very concerned about that.
We have to ask ourselves how we are going to encourage manufacturing when we do not encourage banks. I will be honest: I have been one of the banks’ biggest critics, but at the moment we are asking them to do something that is almost impossible—we are asking them to save money and lend at the same time. How will they do that? I do not know, but tonight I will walk through the Lobby and support the motion, because I genuinely believe that we need to do something to promote growth.
