Commons ChamberMy hon. Friend rightly points out that it this Government who have taken action on this issue. It is right that as the employment market changes—there will, rightly, always be evolution and flexibility in the UK labour market—we need to make sure we keep the legislation and that framework under review. The work that has been done on the employment status review will play a really important role in forming that discussion in the next Parliament.
17. The Conservative party’s parroting of the slogan, “long-term economic plan” rings very hollowly —[Interruption.] Will Members listen to the views of the constituents of Newcastle? It rings very hollowly in Newcastle where many of my constituents cannot even plan for the next week, because they do not know how many hours they will be working. The exploitative use of zero-hours contracts has rocketed under this Government. Why will the Minister not sign up to Labour’s plans to end it?
As I have said, we have taken action on zero-hours contracts, and the next Parliament will have to consider whether anything further needs to be done on that issue. We must keep the matter under review. This Government have been absolutely determined to build a stronger economy and a fairer society, and I wholeheartedly agree with that.
T9. Newcastle United football club and City Link share an owner, and the fans of the one and the workers of the other have suffered as a result. Indeed, the Scottish Affairs Committee recently berated him for his attitude to this House. Following the publication of its report, will the Secretary of State follow the example of my hon. Friend the shadow Secretary of State and call for steps to tackle false self-employment, which damages workers and leaves them without proper protection and support?
The hon. Lady raises very important issues. We are already looking at the issue of self-employment. Her Majesty’s Revenue and Customs is doing so from a tax perspective, and we are also doing so in the employment status review because it is important that people have the protections they need as employees and that unscrupulous employers do not try to evade their employment responsibilities.
May I say thank you to colleagues on both sides of the House for their engagement in the debate on my portfolio issues in the past two and a half years? I never expected to become a Minister when I was elected in 2005. I have enjoyed it immensely and I hope I have made a difference in protecting consumers, improving corporate responsibility and modernising workplaces.

Commons Chamber8. What steps she is taking to ensure equal pay for men and women.
It is good to see that over the past year the gender pay gap has fallen significantly to 19.1%—its lowest ever level. However, we are determined to build on this, and our aim must be to eliminate the gender pay gap. We are promoting pay transparency through the Think, Act, Report initiative; transforming the workplace to ensure flexible working and shared parental leave; and, through the Your Life campaign, encouraging girls and young women to consider a wide range of careers, including well-paid careers in technology and engineering.
On Monday, the headline in Newcastle’s The Journal was “Women pay high price for the long slump”, highlighting the fact that in the north-east the gender pay gap is rising; in Newcastle, it stands at 16%. Why is the Minister’s Government making women pay for the financial crisis caused by the banks, and what is she going to do about it?
The hon. Lady is rather interesting in her portrayal of the circumstances that led up to the financial crisis, particularly regarding the part that her party’s Government might have had to play in that situation. I have pointed out that this Government are absolutely determined to eliminate the pay gap and to make sure that it continues to fall as it has over the past year. We also have more women in work than ever before. We have created 2 million extra jobs over the course of this Government’s time in office, and unemployment has been falling across the country, including in the north-east of England.

Commons ChamberMy hon. Friend is right to point out that transparency is a really useful tool in being able to make progress on the pay gap. As I have said, with the Think, Act, Report initiative, to which more than 250 companies are now signed up, two thirds are now publishing more information on gender equality, and we are encouraging more and more to undertake equal pay audits. He might also be aware that Grazia magazine—I am sure that he is an avid reader—has been campaigning for further progress on pay transparency, particularly in relation to section 78 of the Equality Act 2010. I think that there will be a significant debate on that in the months running up to the election. As he will know, our party has signed up to that campaign, as I hope others will in future.
As the Minister indicated, one of the reasons for the pay gap is the under-representation of women in high-paying careers such as IT. Wednesday was Ada Lovelace day, celebrating the world’s first computer scientist. In the intervening time, we have gone from 100% female to only 17% female in this area. What progress is the Minister making in changing that?

Commons ChamberMy hon. Friend raises an issue about subcontractors. Clearly, we have robust enforcement processes in place for the national minimum wage, but I know that there are concerns in some industries about false self-employment as well. The Government are well aware of that. I hope that my hon. Friend will have just a little more patience before hearing more about what we might do about that. I definitely agree that we must ensure that people are not exploited in the labour market by being forced on to contracts that deny them their basic employment rights.
