I have two brief points to add to the excellent points that have already been made. My right hon. Friend the Member for Manchester, Gorton (Sir Gerald Kaufman) asked a question about Israel at Prime Minister’s questions last week, and the Prime Minister held up Israel as an example of human rights and civic responsibilities in the region. I hope that he and others recognise that the enshrined racism that I saw in Palestine, which continues to be enshrined increasingly deeply in Israeli law, makes such a eulogy offensive.

From my talks with members of the French Parliament, it is clear that our vote on 13 October has been taken as an encouragement for the French Parliament to hold similar votes. That is a mark of the good work of this House, and particularly of my hon. Friend the Member for Easington (Grahame M. Morris), in raising the issue of the recognition of Palestine.

My hon. Friend is right to raise concerns about the election process in Afghanistan. Abdullah Abdullah received 45% of the vote in the first round, and that figure remained the same in the second. Ashraf Ghani went from 31% in the first round to 56% in the second, with an extra million people voting. He threatened to form a breakaway Government, and we are grateful for the work of the United States, and of John Kerry in particular, on reconciling that matter. The votes are now being recounted and we look forward to the result.

T2. The BBC seems to have missed it, but 100,000 people marched through London on Saturday to protest against the terrible suffering of Palestinians in Gaza. Smaller demonstrations are taking place every day, many will march in Newcastle on Saturday, and I have received hundreds of e-mails and letters on the subject. Will the Minister ensure that his counterparts in Israel understand the mounting sense of outrage among the British people?

I beg to move,

That this House has considered the UK’s relationship with Africa.

I thank the Backbench Business Committee for allocating this debate on the UK’s relationship with Africa. The debate was called on a cross-party basis at the request of members of the all-party parliamentary group on Africa, which I have the honour of chairing, and stands in the names, as well as my own, of the hon. Members for York Central (Hugh Bayley) and for Cheltenham (Martin Horwood), whom I see in their places today. I would like to thank, too, the right hon. Member for Gordon (Sir Malcolm Bruce) for his support in securing this debate; sadly, he cannot be here on account of parliamentary business elsewhere.

The all-party Africa group works across a broad range of policy areas of relevance to Africa—from business to foreign affairs and from international development to security. It provides an important forum for 191 Members, across both Houses, to discuss issues relating to the continent. We are indebted to the Royal African Society for providing the group with a secretariat, and I am particularly grateful for the support of Victoria Crawford, without whom we could not achieve a fraction of what we are able to achieve.

We often hear of politicians who are called Europhiles, but I am a new and different breed: an Afrophile or an “Afro-optimist”—a term I have heard used by Mark Lowcock, permanent secretary at the Department for International Development. We are not many, but we are a growing breed, and what we lack in numbers, we make up for in enthusiasm and commitment. I see that as I look around the Chamber today.

Having worked as a banker in Swaziland, the Ivory Coast and Botswana, and having travelled to half the countries in Africa on business and for pleasure, I am passionate about the continent. Outside the House, I enjoy contributing directly to the economic regeneration of Africa, and I draw Members’ attention to the Register of Members’ Financial Interests, which reflects that. Not everyone, however, has been so consistently enthusiastic about Africa, both in the United Kingdom and globally.

We can tell a lot from the covers of two editions of The Economist, a decade apart. In 2000, the cover showed an image of a young African man carrying a rocket-propelled grenade in the shape of the outline of Africa, with the caption “The Hopeless Continent”. By 2011, The Economist had changed tack: an optimistic, multicoloured African continent was floating up into the air as if it were a helium balloon, with the title “Africa Rising”. We could do with a little more consistency in our relationship with and view of Africa. In April this year, The Times put it another way: referring to economic development, it stated simply “Africa is Hot”. I agree.

The “Africa Rising” story is compelling. The International Monetary Fund estimates that, over the next decade, seven of the 10 fastest-growing economies will be African countries; six already are. Recent oil and gas finds, as well as the spread of mobile phones and the internet, have great potential throughout the continent. While we shall not see an M-Pesa every week in every country, technology can leapfrog some of the development stages that have been undergone by other now developed countries.

This is a critical time at which to ensure that the opportunities presented by the Africa growth story benefit African citizens, as well as people in the United Kingdom and in the world more broadly. The UK is beginning to respond to the developments in Africa and in the international arena. Getting it right in the coming years and decades will be crucial, and will have huge potential upsides for citizens of both Africa and the UK.

I congratulate the Backbench Business Committee on initiating this important debate. I only wish that I could stay for its entirety.

Does the hon. Gentleman agree that it would be in the interests of the United Kingdom as a whole to pay as much attention to trade as to aid in its relationship with Africa? When I was working in Nigeria, I observed that Indian and Chinese companies were much more focused on trade than on aid.

I could not agree more with the hon. Lady, whom I thank for her contribution to the Africa all-party parliamentary group. Aid is, perhaps, a smaller element of the UK’s relationship with Africa than trade and remittances. Although it is an important element, we should not focus on it exclusively. I hope to say more about that later in my short speech, but other Members who have contributed so much to the debate on trade and economic development will be able to speak about it in more detail.

Fifty years ago, African countries were gaining independence from, among others, the UK as a colonial power. We should now view our relationship quite differently: we should view it as a partnership that addresses global issues, and is not UK-led but Africa-led. It is clear that our connections with Africa are complex and interrelated, and cross many policy areas and Departments. It is essential for our Government to operate in a collaborative and complementary way. A good example of that is the work of the Whitehall Africa Group under the stewardship of the FCO’s Africa director Nic Hailey, who does an excellent job in bringing officials together. The Exchequer Secretary to the Treasury does a great deal of work on revenue collection in Africa. In other words, he helps with the collection of taxes. That is not as sexy as feeding the millions, but it makes it possible to build long-term, stable economies that can free themselves from aid dependency, which is much more important to our relationship with Africa than Elastoplast aid solutions.

We should also consider the broader aspects of the relationship. The hon. Member for Newcastle upon Tyne Central (Chi Onwurah) mentioned trade, and I mentioned remittances. The Government are beginning to become more involved in those, and in financial flows more generally. In the financial arena, we need to leverage our long-term relationship, our experience of the capital markets, the pre-eminent position of the City of London, the UK’s legal system, and the fact that the English language is increasingly the language of business, not just in the “Anglosphere” but in Francophone countries such as the Ivory Coast and Rwanda. Those countries now prefer English to French when it comes to transacting business. I suspect that we shall see similar developments in Portuguese-speaking countries, and, indeed, in north African Arabic-speaking countries.

The FCO’s high-level prosperity partnerships with five African countries are an extremely good start. I understand that each of those countries has something different to offer, and that a mixture of French, English and Portuguese is spoken, which I think is of great value. If we were to add a sixth country, I would encourage the Minister to consider one that is less focused on oil and gas. That might enable us to prove that such a model works, and that we should see beyond the success of economies such as that of Mozambique, which have the potential to grow incredibly quickly and to add multiples to their GDP over a decade. I should like the Minister to give us more details of the lessons that have been learnt so far from the prosperity partnerships. What is the shape of the programme for the future?

I should also like to understand a little more about the excellent work that Lord Livingston is doing. I understand that considerably more resources will go into embassies from UK Trade & Investment, and that a number of African countries, some of which have already been mentioned, will benefit from them. I urge the British Government not to view embassies as exclusively the home of the Foreign and Commonwealth Office. I find it encouraging that staff from the Department for International Development can apply for posts as ambassadors and high commissioners, and I think that we should also enable staff from the Department for Business, Innovation and Skills and the Ministry of Defence, who have strong relationships with Africa, to take on the most senior roles. Perhaps we should look to UK plc, and recruit ambassadors and high commissioners from outside, particularly in countries where trade can help Africa to grow out of poverty.

The Africa all-party parliamentary group conducts a number of inquiries. I commend our recent report “Democracy Soup—Democracy and Development in Africa”. It explores some of the complicated relationships between democracy and development, and the influence of the United Kingdom. I hope that other Members will refer to our Parliament’s potential to help those relationships to become deeper.

Let me now say something about “the golden thread” and the post-2015 development goals. “The golden thread” is a term that was used by the Prime Minister to describe the conditions that enable open economies and open societies to thrive. The rule of law, the absence of conflict and corruption, and the presence of property rights and strong institutions are some of the key factors that ought to feature in the successor to the millennium development goals, which will expire in 2015. The Prime Minister has shown clear leadership on behalf of this country and the United Nations high-level panel, which he chairs. However, as we head towards the UN General Assembly negotiations in September, following the next session of the open working group, it is essential for some of the governance and economic development issues to be teased out.

The Africa narrative is a positive story. It represents an opportunity for the UK as well as Africa, an opportunity of which we should be unashamed. Our relationship is complex, and involves a number of interrelated issues. There is a need for collaboration between sectors, Government Departments and our global partners, particularly in regard to economic development and the golden thread that constitutes the post-2015 goals. The UK continues to be a world leader on those issues, but our fundamental relationship is now a partnership.

Africa is rising; Africa is hot. I hope that the debate will highlight the UK’s role and its relationship with an exciting, entrepreneurial and rapidly developing continent.

I thank my hon. Friend for that point. In a recent Westminster Hall debate to celebrate Commonwealth day, we discussed how we could strengthen our relationship with the Commonwealth and use every lever at our disposal to ensure that we get that message across. A key way of doing that and influencing our friends overseas is by implementing the Commonwealth charter.

I, too, apologise for being a few minutes late for this important debate.

My hon. Friend has mentioned the question of travel to countries such as Uganda which have such a terrible record on LGBT rights. Is not a real issue for businesses that want to trade and engage with those countries having to decide whom to send there? They may either be putting people in danger or discriminating against the LGBT community.

I agree, and that point has been raised with me by businesses and non-governmental organisations. In recent weeks, I have been speaking to businesses working both in Uganda and more widely. I shall say more later about some other countries that are implementing similar legislation as we speak. I chair a group that is organising visits to certain countries, and we are looking at visa applications and online biographies of Members of both Houses. Given that some of them are gay, we must consider whether they will be at risk if they visit those countries, and we must think about what we should do to protect our own colleagues in such circumstances.

The hon. Gentleman makes a powerful and important point, which was also made by my hon. Friend the Member for Airdrie and Shotts (Pamela Nash), about the need for every one of us to be able to stand up for these values. Does he agree that just as many countries in Africa stood up and condemned apartheid in South Africa, and stood up and condemned the civil rights position and the Jim Crow laws in America in the ’60s, it is for us also to stand up and condemn where we see that evil is happening in those countries?

I welcome the hon. Lady’s intervention. She makes a powerful point. That must, of course, be right. In the same way that it was right to condemn those regimes and that evil, it is right to do so now.

The list of countries that continue to foster these repressive regimes is much longer than the list that has been read out this evening. There are still countries all around the world that have these regimes. We have not talked at all about Russia and the despicable link that President Putin made recently between homosexuality and paedophilia, and the way in which gay people in Russia are being brutalised while the authorities turn a blind eye. The Channel 4 “Dispatches” programme made a powerful documentary in February which showed quite horrific scenes of young people being physically assaulted by gangs on the streets and the police merely turning a blind eye.

Do not let us make the mistake of thinking that this is just Uganda, or just Nigeria, and a minority of countries. I regret that it is not. This is a tale of two worlds. This House of Commons knows which world we belong to and which side we belong to, and we should not be afraid to stand up and say, “Yes, we too made these mistakes. We too once had this kind of legislation.” We had legislation in the not so distant past that was repressive of gay people, and we learnt from those mistakes. We admit that we got things wrong and we urge others to understand the fundamental importance of these universal human values and why it is wrong for them, too, to discriminate against minorities, including gay people.

It is a pleasure to be here today discussing the weaknesses and divisions within the Conservative party. Instead of dealing with the record-breaking cost of living crisis from which our constituents are suffering, we are here, on private Members’ business, discussing how best to create four years of uncertainty for British jobs and investment. For families in Newcastle and across the country, the daily worry is how to make ends meet after 40 months of prices rising faster than wages. That is what should be occupying the Conservative party and the hon. Member for Stockton South (James Wharton). It is to be hoped that after the next election the constituents of Stockton South will have a Member who represents their economic interests and understands the crises they are facing.

Madam Deputy Speaker, it will not have escaped your attention that the House has not been especially overwhelmed with business lately. This Government Bill, masquerading as a private Member’s Bill, is being pushed through like this to try to support a weak Prime Minister. It is therefore not surprising that the Minister without Portfolio, the right hon. and learned Member for Rushcliffe (Mr Clarke), is not in his place to do that.

Democracy is about more than just voting and a referendum every 30 years or so; it is about debate and engagement too. Members will recall the most recent referendum we had—Liberal Democrats might wish to forget it—which was on the electoral system of the UK. I suspect that many people used that referendum to give the Liberal Democrats a good kicking—a noble enough reason perhaps, but it certainly did not create much of a debate around our complex constitutional arrangements, especially among those who had taken no previous interest. My fear, therefore, is that any debate preceding a referendum, at a time when European economies are in so much trouble, will not be based on a sober reading and reporting of the facts.

The north-east, in particular, cannot afford to put yet another obstacle in the way of this spluttering recovery. The north-east benefits hugely from our membership of the EU. It is the only net exporting region in the UK, so it needs to know for certain that we will have access to this market, but the Bill jeopardises that certainty. The North East chamber of commerce recently forecast that in our region 1,800 firms would close and 40,000 jobs be destroyed as a result of an EU exit. We cannot afford that.

The Chancellor has given up on his supposed export-led, manufacturing-driven recovery, and instead has gone for a housing bubble. We cannot afford to lose any more markets for our exports. Nissan has made it clear that its significant investment and presence in the north-east was built upon the assumption that it would serve as a platform for entry into European markets. Great manufacturing companies such as Nissan are working to long-term time scales. It takes time to build a manufacturing line, and even more time to recoup the investments. These companies will be making decisions now about 2017 and 2020, and if they see a huge policy uncertainty on the horizon, that will put off investment and put jobs at risk. The CBI reported last week:

“No alternative to EU membership offers a better balance of advantages and disadvantages or greater influence for the UK”.

I do not say that the EU is perfect; far from it. It needs to be more democratic and accountable, and like many hon. Members, I would like to see a reformed EU that works in the interests of all its citizens, but the UK needs to be at its heart, leading those reforms: a strong voice at the heart of a strong union. The Bill does nothing to bring that about, however, and I will be voting against it.

As my hon. Friend knows from his own recent activities there, the Yemeni process manages to bring together people who, in other circumstances, it might be difficult to get round the table. I have not yet experienced a sense of exclusion of certain parties, but it is always a danger. If there is to be an answer in Yemen—among the many difficulties in the region, the process in Yemen towards a political transition has been more successful than most—it is essential that it comprises all those with a role to play. Certainly, his concerns will be borne in mind by the ambassador and all the rest of us.

We welcome the agreed ceasefire following the crisis in Gaza. The recent violence only highlights the urgent need for the United States, supported by the UK and other partners, to launch a new initiative to push the peace process forward in 2013 to achieve a two-state solution.

Like many MPs, I am sure, I have been overwhelmed by messages from constituents asking me to express their horror and despair at the violence and the casualties in Gaza. What reassurances can the Foreign Secretary offer them regarding the security of civilians in Gaza, and does he agree that there cannot be a two-state solution without secure and viable borders for both states?

My hon. Friend makes an important point. Every Department that is relevant to this serious abuse of human beings needs to be engaged, and is engaged, in trying to make further progress. That includes DFID as well as the Foreign Office and Home Office.

We have regular discussions with EU partners, both in Brussels and across Africa, as part of our co-ordinated strategy on addressing peace and security issues. The discussions cover Niger, Nigeria and wider African issues such as the European Council conclusions on the Sahel.

The extremist Islamic group Boko Haram is responsible for countless atrocities across Nigeria, including attacks on three churches just last weekend. It then disappears into the Nigeria-Niger border area. The British Government provide security assistances to Nigeria, and I understand that the French do the same for Niger. Will the Minister promise to talk to his counterparts in France to ensure that support is properly co-ordinated, so that that terrible organisation finds it less easy to hide?

I certainly share the hon. Lady’s condemnation of those appalling attacks, and of the retaliatory attacks by Christians against Muslim communities. We condemn both communities for what happened and urge the Nigerian Government to do what they can to secure calm. The UK has shared its experience on counter-terrorism policy, doctrine and legal frameworks, and we will of course co-ordinate our actions with the French. The President of Niger, President Issoufou, was in London all last week at the invitation of my right hon. Friend the Secretary of State, and we discussed with him a number of counter-terrorism and security issues.

My hon. Friend speaks with deep experience of these matters. Certainly, any future discussion about safe havens or humanitarian corridors must be accompanied by the will, authority and full means to make sure that they truly would be safe and humanitarian, rather than leaving people in a very difficult situation.

On Friday, I attended a fundraiser in Newcastle at which over £30,000 was raised to provide humanitarian assistance to those terrorised by the regime. Many there expressed real fear about returning to Syria, especially now that they have shown their support for democracy and freedom. Can the Secretary of State assure me that he is working with his colleagues in the Home Office to ensure that no Syrians are forced to return to Syria from the UK at the moment?

I congratulate the hon. Lady and her constituents on the funds they have been raising, and I shall draw her point to the attention of my colleague the Home Secretary. We have rigorous rules on these matters in terms of giving asylum to people and not returning them to countries that are in a state of great disorder. I will check on the point she raises.

Yes, it is deeply concerning that rocket fire has again taken place from Lebanon into Israel. I believe that it is the first time since October 2009 that we have seen such rocket fire. We strongly condemn any such action that stokes tension in the region, and we urge restraint on all sides.

When I was in Zambia, Mozambique and Namibia earlier this month, I saw for myself the excellent work that officials from the Foreign and Commonwealth Office and the Department for International Development are undertaking in support of our African partners to improve the conditions for intra-African trade. The African free trade initiative remains the main vehicle for Her Majesty’s Government’s efforts on this important issue.

I thank the Minister for his response. There are still many obstacles to trade in Africa, including transport, trust relationships and intra-regional trade barriers, that countries such as China seem to be much more successful at overcoming. After his Nigerian mission in July, the Prime Minister pledged the UK to work with Nigeria and other partners towards enhanced west African trade integration. Will the Minister update us on progress?

Yes, indeed. The hon. Lady is absolutely right. Trade between sub-Saharan African countries currently stands at 14% of the region’s total trade, compared with Europe’s 60%. That is why DFID is making £160 million available to support the African free trade initiative. We have made good progress in east Africa with the east African trademark and in southern Africa with the Southern African Development Community trademark, and we are now looking to make similar progress in the west of Africa.
