It is a pleasure to follow the hon. Member for Strangford (Jim Shannon). I thank my constituency neighbour, my hon. Friend the Member for St Austell and Newquay (Steve Double), for securing this really important debate. As his successor as chair of the all-party group for critical minerals, it has been my privilege to champion this industry in Parliament in recent years. I am told that the phrase “critical minerals” has been used more in Hansard in the past couple of years than in the whole of Parliament’s history. That shows that critical minerals are firmly on the agenda and that everybody is starting to talk about them.
My hon. Friend knows that every opportunity to discuss lithium and other critical minerals is a chance to raise the profile of this vital sector and outline its importance to our energy security as a nation and a global economy. It should also give our constituents in Cornwall a sense of pride. The sector is absolutely essential, given that demand for critical minerals is due to quadruple by 2040 to meet the requirements for clean energy technologies on our way towards net zero.
As my hon. Friend outlined, mining has always been closely interwoven with Cornish communities. It has been fantastic to witness the revival of Cornwall’s mining industries, which has restored Cornwall to its rightful place at the heart of the UK’s critical minerals strategy. He spoke at length about how Cornish Lithium and Imerys British Lithium are going from strength to strength. I associate myself with his comments, and I thank the companies for their endeavours.
In addition to lithium, Cornwall is also extracting tin. I had yet another opportunity to visit Cornish Metals at South Crofty in the constituency of my right hon. Friend the Member for Camborne and Redruth (George Eustice). I took great pleasure in showing the then Minister for Industry and Economic Security—my hon. Friend the Member for Wealden (Ms Ghani), who has now picked up a brief in the Foreign, Commonwealth and Development Office—around the site. We met the company directors, who took her underground to update her on the progress that Cornish Metals has been making to restore that historic mine.
Cornwall is home to one of the top three tin sites in the world, and it is expected that South Crofty will be back online in 2026. I want to highlight a couple of the challenges facing our new and re-emerging mining companies that were raised when I visited South Crofty. The first relates to planning. South Crofty is on an existing site and, as my hon. Friend the Member for St Austell and Newquay said, although we had local buy-in, the planning process took about 12 years and cost more than £10 million; that is now completed. Given that Cornwall is an area sympathetic to mining infrastructure, surely we can simplify the process if we mean what we say about the minerals being critical.
The second challenge is the processing. My hon. Friend has spoken about lithium processing, but currently any tin extracted from Cornwall will need to be exported to the far east to be processed. In Europe, the energy costs are simply too high, and we must use carbon to melt the metal. The sites in Belgium and Poland are used only to recycle, so should we stand up our own processing in the UK, perhaps in south Wales or Humberside, next door to our existing steelworks?
Despite that, mining is not the dirty industry it once was. As champions of the industry, we have a duty to remind communities of the environmental benefits that a restoration of Cornwall’s mining industry will bring to our natural surroundings, our towns and our villages. It is not simply about high-skilled jobs for the future and opportunities for work. The Cornwall Lithium site at United Downs is producing geothermal energy, which is ready to power local houses and businesses. The water treatment plant at South Crofty is providing resources for the reopening of the mine that can also be used to clean the nearby Red River—no longer as red as it was—and protect local wildlife. That is a great example of the fact that when the Government give industry the breathing space to start in an emerging sector, the benefits to the economy, security and the environment are bountiful.
It is important that we place our discussions about the supply of critical minerals in a broader international context. I have worked closely with the Critical Minerals Association and its partners to get world leaders in the industry, and representatives of international bodies and Governments across the word, in the same room to have conversations and build the relationships that are needed now if we are ever to be in a position to grow the supply chain at pace to meet the growing global demand.
Last November, I hosted the first ever roundtable of producer nations, right here in Parliament. We brought together Ministers from Kyrgyzstan, Saudi Arabia, South Sudan, Nigeria and Armenia for a discussion with Foreign Office Ministers about the future of our respective critical mineral supply chains. The event complemented the UK’s Extractive Industries Transparency Initiative roundtable, which I had hosted earlier in the year, where we discussed the corporate risk and the need to set out international expectations for the industry early on, to ensure transparency and ethical mining in the rush to meet demand.
I also attended another roundtable at the US ambassador’s residence. If I am totally honest, I was quite surprised to be invited, because it included representatives from the US Government as well as global industry CEOs. We were able to brainstorm on the cross-governmental challenges that like-minded nations face, in order to build resilience in the supply chain and meet global demand, thereby ensuring not just security but sustainability.
The hon. Lady has made two significant points in a coherent speech. First, we will not be able to make use of natural resources in this country while our energy costs remain so high, and secondly, the planning regime that we operate in makes getting permission for the extraction of any minerals very difficult. Does she agree that deep in the Government, as the hon. Member for St Austell and Newquay (Steve Double) said, there is still a belief that we can rely on international trade to import critical minerals, whereas in actual fact China is behaving malevolently and trying to monopolise the trade?
The hon. Gentleman is not wrong, in that global events are catching up with us. I think everybody in this Chamber knows that Whitehall moves at a glacial pace at the best of times, and current geopolitics has taught us that the Government need to be more agile. I think they are getting better at that and at getting Government Departments to work together. I mentioned that the Minister’s predecessor now has the equivalent brief in the Foreign Office and will therefore take her understanding with her. Government Departments are getting better at working together, but the hon. Gentleman made an incredibly important point.
Throughout all the events we have hosted this year I have been reassured by the Government’s determination and willingness to pitch in. The critical minerals strategy grapples with many of the industry’s original concerns, yet I also think most of us see it as an evolving document, as both our ambitions for the sector and the realities on the ground shift. What is true is that the strategy will ensure that the UK remains competitive as different nations grow their supply chains at varying rates, and it will also ensure that regions such as Cornwall, which have so much to offer, get the sustainable investment and job opportunities that we need.
Before I draw my speech to a close, I will discuss the local impact of improving the supply of critical minerals to my constituents in Truro and Falmouth, outlining the successes of the activity by the Government and the all-party parliamentary group on critical minerals on the international stage, as well as the reassuring framework offered by the critical minerals strategy. I will also use this opportunity to mention alternative ways of boosting the supply of lithium, tin and other minerals through recycling.
The world-renowned Camborne School of Mines is now based at the University of Exeter in Penryn. It is highly respected around the world and I have met many of its graduates during my time as chair of the APPG. In February 2023, an additional £15 million was invested into research on strengthening the resilience of our critical minerals supply chain by recovering rare earth metals from products that had already been used. This work has huge potential. For example, it is estimated that by 2040 some 10% of copper, nickel, lithium and cobalt could be generated by recycling used batteries. When we are in a position of urgency, it makes perfect sense for us to maximise the minerals we have in products with limited lifespans, in order to alleviate the pressure on our mining industries and shore up our national security in the process.
Earlier this year, the Minister responsible for resources, my hon. Friend the Member for Keighley (Robbie Moore), announced that the University of Exeter, where the Camborne School of Mines is now based, would be a partner in the new United Nations-backed centre that will propel the transition to a future circular economy. The International Centre of Excellence on Sustainable Resource Management in the Circular Economy is the first such centre in the world. It will develop new approaches to the circular economy in areas such as metals, construction and critical minerals. I thank Ministers for taking the initiative on this front and putting investment into research early on, and I pay tribute to Professor Frances Wall at the Camborne School of Mines for leading the work.
Across the board, we have had big wins for the critical minerals industry in the UK, particularly in Cornwall. Our future security and economic growth rely on getting the next phase of increasing supply chain capability right for international demand, with balance to benefit our mining communities. However, it is quite easy for attention to shift to the next domestic policy interest of the moment, which is why I will continue to use every possible forum in this place to raise the topic. I am incredibly grateful to my constituency neighbour, my hon. Friend the Member for St Austell and Newquay, for giving me the opportunity to do so today.

Commons ChamberMy right hon. and learned Friend makes an apposite point. I would ask all Members of this House to go back to their constituencies and talk to local firms, innovators, clusters and universities to make sure the UK punches above its weight in the Horizon programme.
In my constituency, Phytome is a fantastic independent researcher of agro-pharmaceuticals. I invite the Minister to visit the firm one day. What more is he doing to ensure that we can attract the very best talent from around the world into life sciences, even in Cornwall.
I would be delighted to visit the innovative firm in my hon. Friend’s constituency. She will know about the global talent visa, which has seen a 76% rise in visas issued over the last year alone, welcoming the world’s best scientists to Britain’s science and technology superpower.

Commons ChamberIt goes without saying that, because this is not the G7 or, indeed, the G1, it is not for us just to take the language that we ourselves would like. Our position on Ukraine is crystal clear for all to see, but the G20 is a collection of a large group of countries that do not all share the same perspective on global affairs or, indeed, the same values. To assume that it can reflect the unanimity that we have in the G7 is simply to misunderstand how foreign affairs actually works.
The hon. Member asked about what the statement said. It agreed on the significance of securing a comprehensive, just and lasting peace. The statement specifically called for an end to attacks on food and civilian infrastructure and for Russia to rejoin the Black sea grain initiative. Indeed, it highlighted the suffering that it is causing. It was also a statement that the United States described as containing “substantively very strong” language on the situation. This why to have agreement among G20 members, even if it is not exactly the language we would have chosen, is still a positive outcome from this summit.
I, too, associate myself with the Prime Minister’s words about Morocco and the people of Morocco, and I pay tribute to Truro-based ShelterBox, which as ever has a team standing ready for deployment at the point that the Moroccan Government need it. Will the Prime Minister tell the House what conversations he has had with his G20 partners about critical mineral extraction, not only to boost local production from Cornwall—lithium, obviously—but to ensure that we have supply chains that cut out rogue partners?
My hon. Friend makes an excellent point about the need to improve our economic resilience and security, which is why that is an increasing feature of the partnerships and agreements that we strike around the world. Indeed, it was a feature of the partnership agreement that I struck with Japan when I was there and with the US when I visited recently. I spoke to President Biden and Prime Minister Kishida about those agreements and the work that we are doing. In both cases, there are milestones for us to meet with regard to strengthening our co-operation on critical minerals in particular.

Commons ChamberMy right hon. Friend is exactly right, and that is why the taskforce is focusing on pre-conception care. Many of the disparities have been there for years before a woman becomes pregnant, and we are working with stakeholders to establish how we can improve access to pre-conception care, which will make a huge difference to the outcomes of pregnancy and birth.
As chair of the all-party parliamentary group on baby loss, I have heard evidence suggesting that we can help women in this position by providing continuity of carer, which helps to expose lifestyle choices and experiences such as domestic violence that may affect people from ethnically diverse or social deprived backgrounds. What is the Department doing to expand that continuity of carer for those who need it?
I can reassure my hon. Friend: we are spending £7 million to ensure that 75% of black, Asian and minority ethnic women are being cared for by the same midwife during their pregnancies, because we know that continuity of carer improves outcomes for those women.

Commons ChamberOne of the things the hon. Gentleman mentioned was energy efficiency. As I said, we have billions of pounds in programmes to support local authorities to improve the energy efficiency of homes, particularly in deprived communities and for those on low incomes. Those adaptations can save them hundreds of pounds on their energy bill. I urge his local authority and others to engage with us to deliver them.
As we have heard today, energy security has never been more vital. The journey to net zero is also our journey to energy sovereignty. It will also mean lower bills and more reliable, less volatile prices for our domestic market. Does my right hon. Friend agree that Cornwall will play a vital role, offering lithium, floating offshore wind and deep geothermal energy? Can I extend an invitation to the Prime Minister to visit my businesses and see the work going on in the south-west?
I would be delighted to do so. My hon. Friend is absolutely right about the importance of building resilience in supply chains such as lithium. The Minister for Science and Investment Security, my hon. Friend the Member for Wealden (Ms Ghani) is focused on our critical mineral strategy, which was raised earlier. That is right, and Cornwall can play a key part in improving our resilience and security.

Commons ChamberThe UK had the fastest growth in the G7 last year and we will return to the top of the table soon because we came out of covid fastest. We had 0.5% growth in May. Do not forget that the people of Scotland, like the people of the whole of the UK, are supported by the massive fiscal firepower of the UK Treasury, and that is a great advantage.
May I place on the record my thanks particularly to the firefighters of Cornwall, who were also extremely busy and courageous yesterday?
I thank the Prime Minister for his support and enthusiasm for Cornwall and the people of Cornwall over the last few years, and not least for the hosting of the G7 last year. I also thank him for the investment of £132 million from the shared prosperity fund, from which, with the national average at £17 per head, Cornwall receives £233 per head? Does my right hon. Friend agree that his enthusiasm for levelling up every part of the UK needs to carry on in the future?
My hon. Friend is a fantastic champion for Cornwall and we will continue our programme to support the greater south-west, whether through the A303 or broadband. Cornwall has a bright future with her as a representative.

Commons ChamberThe hon. Gentleman makes a very important point. We need to drive up booster take-up, but a lot of people have not even had a first and second dose. Our launch of the booster drive had a beneficial effect on first and second dose take-up as well—I think there were 2 million more in December alone.
I thank the Prime Minister for his statement today, which I am sure will welcomed by people across Cornwall. I would like to put on record my sincere thanks to the NHS and social care staff across Cornwall, who have cared not only for the people of Cornwall, but for members of my family throughout this pandemic.
Last night, Cornwall Council announced that we were in a critical incident for adult social care. As we know, this is multifaceted, but one of the reasons Cornwall hospitals have struggled in this pandemic is that the brilliant infection control they have had to put in place in hospitals has lowered the capacity of beds. With this announcement, can my right hon. Friend and the Secretary of State work at pace to give hospitals the reassurance that that can soon be lifted?
Yes. My hon. Friend is absolutely right, and that is why we gave another £300 million of funding this December.

Lady very much; I hope the House will forgive me if I say that I did not catch every word of what she said, but I believe that she was referring to the tragic deaths of those who were claiming benefits. I am certainly determined to make sure that she gets a full account of what we are doing to put this right and that she meets the relevant Minister as soon as that can be arranged.
Last week, I met one of Truro’s daffodil farmers. There is real concern in the industry that they will not be able to have their daffodil pickers in the fields this January. I know that the DWP is working with the Duchy College and is hoping to run a local sector-based work academy, but this is a complex issue requiring a long-term solution. I wonder whether my right hon. Friend would meet me and other Cornish MPs to see how we could resolve this in the long term.
I am only too happy to meet my hon. Friend at any time. I can assure her that we want to find the workforce to pick the flowers—the beautiful Cornish daffodils—that should not be “born to blush unseen”, if I remember the quote right. They should be properly picked. In addition to developing the local labour force, and making sure that we line up younger people and people across Cornwall with the opportunities that there are, she must not forget that, thanks to the EU settlement scheme, there are 6 million EU nationals still entitled to live and work in this country, who have taken advantage of that scheme. Never let it be said that we have done an injustice to that group.

Commons ChamberThe hon. Lady raises a number of points. In previous answers I have set out the ambition that the UK has and the progress that we have made. Specifically with regard to oil and gas licensing, the UK Government will introduce a new climate compatibility checkpoint before each future oil and gas licensing round to ensure that licences awarded are aligned with wider climate objectives, including net zero emissions by 2050.
The COP26 nature campaign is driving ambitious international and domestic action to protect and enhance our environment, and this will be a high priority at COP26 in November. I commend the work that Surfers Against Sewage are doing on water pollution and water quality, which I hope to see first-hand when I visit Cornwall as part of the G7 summit in June. Protecting the ocean, including through nature-based solutions, provides multiple vital climate change adaptation and resilience benefits.

It sounds like a brilliant idea. I know that this investment in Falmouth will not cost us a packet; I know that it will be a good investment for the future. Absolutely: we need to make sure that the G7, which is coming to Cornwall for all the right reasons, leaves a lasting legacy of environmentally sustainable investment. I look forward to working with my hon. Friend for precisely that goal.
